Mayor’s Message As the weather starts to warm, fresh beginnings seem to be everywhere. Plants are starting to bud, new developments are happening on our western borders, new commercial sites have sprung up across from City Hall and in Kinniburgh, transit routes are being finalized, the new civic centre programming is being designed and activities are tentatively being planned for the summer. We have so much to look forward to in Chestermere, which is why we have chosen to focus on Amazing Opportunities in this second edition of your Community Guide. On page 10 you will find stories of tenacious residents who have chosen to open a business in the midst of the pandemic and who are making the most of some unexpected opportunities. We Mayor Marshall Chalmers applaud them for their efforts and encourage you to always #supportlocal. NOT YOUR GRANDMOTHER'S Library Miranda Johnson is the new Director of the Chestermere Public Library and she brings with her an exciting background in leadership and public service, along with a passion for storytelling. “I started my career at the Calgary Public Library,” says Miranda. “I worked in the Fine Arts Department at the Central Library and I just loved it so much I knew I wanted to be a Librarian.” After working for the Calgary Public Library for five years, Miranda had an opportunity to move to Houston, Texas in 2005, due to her husband’s work transfer. “I actually got my Library Degree when I lived in Houston,” she adds. “I went to the University of North Texas and I worked at the Houston Public Library.” During the five years she spent in Houston, Miranda says she learned a valuable lesson about inclusion and diversity from her experience being a visitor from Canada. “It was a very bilingual community and I did not speak Spanish, so I had to learn some phrases in order to be able to serve the community,” explains Miranda. “Also, one of the things I did not have in my education background was an understanding of the history of the United States, and of Texas. So I had to go back and do a fair amount of learning.” Miranda adds that she reflects on that experience quite a bit in her work here at the Chestermere Public Library, as she feels that it is an important role for the library to be a welcoming community connector. “At the library, we serve a very diverse population and a lot of newcomers to Canada, and having that experience allows me to be sensitive and responsive,” she says. “When new members of the community move to Chestermere, it’s very important to me that everyone feels welcomed.” After finishing her schooling with a Masters in Library Science and gaining some Miranda Johnson valuable experience in Texas, Miranda and her family returned to Calgary in 2010. Director, Chestermere Public Library She went back to work with the Calgary Public Library and soon became the Manager of Southwood Library and the Early Literacy Design Lead. “When I came back, I noticed that a lot of organizations, including libraries, were going through a lot of organizational change,” says Miranda. “I saw a lot of stress, and when I moved Series up to be a manager I knew I wanted to have more training on how to support change in the workplace and to make it a more positive experience.” Meeting the faces To supplement this new interest in change management, Miranda began her Masters in Leadership from Royal Roads University, which she completed in 2019. behind Chestermere's community “My engaged leadership project was actually on corporate storytelling which was a good fit for me,” she adds. organizations “Stories really capture that transformational aspect of what we do and how we’re impacting people’s lives.” Miranda explains that one of the ways that she utilizes her storytelling skills is in her Director’s reports to the Library Board. She says that providing stories to the Board with contextual experiences from the community helps when communicating to potential funders and other stakeholders. 6
• Parenting2Go: Also, in the spring of 2021, the library will begin offering a Parenting2Go Collection with accompanying resources assembled in a backpack for parents and caregivers to take home. “Those backpacks will have books and tools for adults on how to talk to children about certain topics,” adds Miranda. “These resources are not prescriptive and can be used as helpful conversation starters and supports for families.” • Complimentary Library Cards for Chestermere Residents: “I was really excited when Chestermere City Council decided to support the library to offer cards free of charge this year, because I think that a lot of people are very isolated in our community (due to the pandemic),” says Miranda. “We’ve really made an effort at the library this year to make sure that everyone who connects with us is welcomed and encouraged and supported and that we fill that isolation that people are feeling.” Miranda adds that she realized free cards would be an additional funding ask from City Council, but that was what was needed to sustain the library and fulfill an important need in the community. “As I said in the Council presentation, we feel that we are the community’s comforter,” Miranda explains. “We feel that we have a lot to offer, and we “We often rely on statistics to prove our worth, but just saying that 20-30 wanted to ensure seamless access to our service in 2021.” people attended a program doesn’t really provide context,” she says. At this time, you may be wondering: why is the City or City Council even considering the Lakeside Greens redevelopment proposal if a large number of residents are sharing their opposition in these early stages, and the proposal is expected to contravene many existing regulations and laws? Great question. Simply put, a land owner is permitted to submit such proposals, and requests for land use changes, and requests for changes to laws or regulations to accommodate a development project. And, City Administration has an obligation to process complete applications, the proposal and requests made by a developer, and present them to City Council for consideration, deliberation, and ultimately a decision. In their role as elected officials, City Councillors, at this early stage (which is prior to a formal application or consideration submitted to them for a vote), must remain neutral. Again, as there is no formal application or request before them, there is nothing to decide. Therefore, they have a duty to respect the formal process and have an open mind. This does not mean ignoring the voices of the residents. It means hearing those voices and applying them towards the formal requests for redevelopment once it is presented to them for consideration. At this point, we don’t have an application or anything for Council to decide. Yet. Once there is a complete application, and the community consultation, engagement, and Public Hearing process is completed, City Council must thoroughly review and consider any request for changes by the developer and landowner. This includes proposed changes to their policies or laws, any impacts these changes may have on the community, the rationale for the proposed changes, the benefits to the community, and the opinions shared by community members. First responders are often the ones we call in the early stages of an emergency and are often who we see in times of distress. This is why the City of Chestermere has committed to an annual acknowledgment of our first responders. First responders include our peace officers, firefighters, RCMP and paramedics.
