CASCADE FUNDING Qu’est ce que le cascade funding ? Le cascade funding (ou Financial Support to Third Parties – FSTP) est un mécanisme de financement de l’innovation qui vise à redistribuer des financements européens à des organismes (généralement des PME) afin de les soutenir dans le déploiement de leurs produits/services et faciliter l’accès à de nouveaux marchés. Concrètement, au lieu d’être géré en direct par la Commission européenne, les fonds sont gérés par un consortium de partenaires (souvent des clusters / pôles) dans le cadre d’un projet qui organise de nouveaux appels spécifiques pour la redistribution d’une partie du budget de ce projet. Ces appels sont entièrement gérés par le consortium du projet principal dont ils dépendent. Ces appels dépendent de chaque projet qui les anime, tant dans le contenu que dans la mise en œuvre. Ils peuvent inclure un soutien financier de l’innovation (R&D) pour les projets sélectionnés, mais aussi tout un large panel de services d’accompagnement (études de faisabilité, soutien pour étude de marché, aide à l’internationalisation, conseils sur la propriété intellectuelle, soutien sur la levée de fonds, programme d’accélération, etc.). Les procédures de ces appels sont spécifiques à chaque consortium qui gère la redistribution du budget ou les services d’accompagnement (calendrier, sujets et secteurs, conditions d’éligibilité, partenariat, couverture géographique, processus d’évaluation, type et conditions de financement, etc.). Les projets qui bénéficient de ce soutien par cascade funding sont relativement courts (6-18 mois en général), et ciblés. Le financement est généralement attribué à de petits consortiums avec au moins 2 entités provenant de 2 états membres européens différents ou 2 régions différentes. Le financement est généralement forfaitaire, jusqu’à 70% des coûts réels. La contractualisation se fait entre le consortium du projet principal qui détient le financement et les entités sélectionnées dans le cadre des appels. Le processus du cascade funding est assez agile : les procédures administratives sont généralement plus légères que les projets H2020 classiques. Les dossiers de candidature sont plutôt brefs (10 à 15 pages généralement), et le taux de succès y est plus élevé, avec des processus d’évaluation et de contractualisation rapides et efficaces.
