CARGREEN YACHT CLUB CARGREEN REGATTA 2020 SATURDAY 12 SEPTEMBER SAILING INSTRUCTIONS HW Cargreen 1330BST 4.3m Summary: • Specially tailored, Covid-rules-compliant, fun regatta with free entry • Two divisions: Fast and White Sail • Fast Division for more serious racers sailing under Plymouth Handicap, spinnakers allowed. • Fast Division boats may elect to sail “white sail” because of Covid crew size restrictions, and will be given a compensatory handicap reduction • White Sail Division for less serious racers, sailing with White Sail handicaps • Fast division to sail under RRS • White Sail Division boats sail under ColRegs and wear ensigns & a white flag • Divisions start in the Sound from 1000 with separate time “slots” and courses, then converge to finish at Cargreen • Self timed, with start and finish times reported by SMS. • Regrettably no shore side entertainment, bar, barbecue or water taxis this year. However boats are invited to anchor or use vacant moorings for a BYO picnic lunch. 1. ORGANISING AUTHORITY is the Cargreen Yacht Club Ltd. 2. INTRODUCTION The aim of the Cargreen Regatta this year is to provide enjoyable Covid-rules-compliant racing in a slightly unusual format, as an end-of- season fun event for members of the CYC and PPSA affiliated clubs. Beginners and people who do not race very often are particularly welcome, and more experienced hands are asked to bear this in mind and avoid aggressive application of sailing rules. A “white sail” division is available for people not wishing to take their racing too seriously and who want to avoid close quarters with other yachts; these yachts will comply with ColRegs and will wear an ensign and display a conspicuous white flag. The length and timing of all races have been carefully chosen so that yachts take the flood up the Tamar and all divisions converge on Cargreen around 1300 BST ie about 1/2 hour before HW. This will allow plenty of time to anchor or pick up a mooring and have a BYO picnic onboard in the lovely surroundings of Cargreen before heading home.
4. COVID 19 Government Rules for Covid-19 https://www.gov.uk/coronavirus and RYA Guidelines for Sailing and Racing in Covid 19 England https://www.rya.org.uk/ knowledge-advice/current-affairs/Pages/coronavirus-covid-19.aspx are to be strictly observed during the Regatta. 5. FAST DIVISION This division shall compete under current Racing Rules of Sailing (PPS) and with current Plymouth Handicaps. A normal suit of sails may be used, including spinnakers etc. However it is appreciated that a crew may be limited in number due to Covid restrictions and may wish not to fly spinnakers etc. In this case, a Fast Division boat may elect, on its entry form, to compete “white sail” and not use downwind sails such as gennakers, spinnakers, cruising chutes and the like. In this situation, the boat will be granted a compensatory 2.5% reduction on Plymouth Handicap, this being the average allowance applied on IRC certificates. Fast Division boats shall strike ensigns. Fast Division boats electing to sail “white sail” shall display Numeral Pennant 5 on the backstay whilst other Fast Division boats shall display Numeral Pennant 4. 6. WHITE SAIL DIVISION This division shall compete under the International Rules for Preventing Collisions at Sea 1972 (ColRegs) and with current White Sail handicaps. These boats shall wear an ensign and display an improvised and conspicuous white flag. Note: A boat competing in the CYC White Sail Challenge, run in parallel with the regatta, will receive two results; its position in the regatta-wide division and its associated position in the WSC. In other words, the regatta has “a challenge within a race”. 7. RULES OF SAILING If a Fast Division boat sailing under RRS encounters a White Sail boat sailing under ColRegs then it shall revert to ColRegs and both boats shall take appropriate action in accordance with ColRegs. All entrants shall bear in mind that boats may have inexperienced or light family crews onboard and should proceed accordingly. Courteous behaviour on the water is a distinctive feature of the Cargreen Regatta and aggressive application of sailing rules is discouraged. A doff of the cap or cheery wave to indicate one has seen the other boat and is about to give way will avoid vulgar shouts of “starboard”. White Sail boats should avoid hindering Fast Division racing boats where this can be achieved conveniently. Similarly, a Fast Division boat should endeavor to pass a White Sail boat at a “cruising” distance rather than at a “racing” distance. 8. SINGLE HANDED ENTRY Single handed yachts may enter the White Sail Division and may use self steering gear. A proper look-out shall be maintained at all times.
9. ENTRY FEES There is no charge for entry. 10. ENTRY Entries are to be made either by email to sailing@cycadmin.org or by SMS text to James Gent 07809550863 in the following format:. Name of boat, sail number and hull colour Name of skipper Division to be entered and Handicap figure Telephone number of mobile carried onboard Include the declaration worded as follows: “I confirm I have read and agree to comply with the Sailing Instructions for the Cargreen Regatta 2020, in particular paragraph 11 concerning third party insurance cover. Entries will close at 1800BST on Friday 11th September; entries will not be entertained after that time. 11. INSURANCE & OTHER CONDITIONS It is a condition of entry that: a) Yachts shall carry adequate third party insurance for the Regatta b) The owner warrants that the design and material condition of his yacht is suitable for the particular circumstances of sailing in the waters covered by the Regatta, and c) The owner warrants that his yacht is equipped with safety and emergency gear appropriate for the risks of sailing in the waters covered by the Regatta. Skippers of small boats in the White Sail event shall note that safety boat cover is not provided; a decision to sail must take this into account. The CYC most strongly recommends that all crew, whilst participating in the Regatta, wear a life jacket. 12. DOCKYARD PORT OF PLYMOUTH Yachts shall comply with such regulations as may be in force within the Dockyard Port of Plymouth. In particular, entrants are reminded that, in addition to normal regulations for avoidance of collisions at sea, Royal Naval and large vessels (including cross-channel ferries) have right of way at all times within the Sound and Hamoaze. In addition, yachts are required not to impede the Torpoint Chain Ferries. Competitors are referred to the Dockyard Port of Plymouth Order 1999, and to local Notices to Mariners for full details. Any breach of such regulations may result in the yacht concerned being disqualified from the Regatta. Infringement may also lead to legal action by Port Authorities. 13. HANDICAPS Yachts requiring a Plymouth Handicap or White Sail handicap shall apply to the PPSA Handicapper, Tony Head tony-head@lineone.net or mob 07885914148 for allocation of a handicap as soon as possible. The deadline for receipt of handicap applications is 1200BST on Friday 11 September; applications after that time will not be entertained, as there will be insufficient time to complete the necessary calculations before the regatta. 14. VHF COMMUNICATIONS There are no formal VHF communications associated with the regatta. However yachts should set watch on Ch 16 and are encouraged to use Ch 72 as first choice for inter-ship traffic. The finish line will be monitored by James Gent in the Race Hut, Cargreen on VHF Channel 72 and mobile 07809550863. (Callsign CARGREEN REGATTA) 15. START & COURSE FOR FAST DIVISION The start line is the transit of the centre-line of Queens Ground Buoy with the centre- line of the Breakwater Lighthouse, with yachts crossing the line from SW to NE and passing to the west of Queens Ground Buoy, then making towards Kildare Rock Buoy which is first mark of the course. Yachts shall record and report their own start times (details follow at paragraph19). Yachts with Plymouth Handicaps of less than 0.950 shall start “in their own time” during time “slot” 1045-1100. Yachts with Plymouth Handicaps of 0.950 and greater shall start “in their own time” during time “slot” 1101-1115. The course for all Fast Division yachts is: Start line to Kildare Rock (P) – Duke Rock (P) – Dunstone (P) – S Winter (P) – Asia (P) - St Nicholas (P) – West Mud (S) – Lynher (S) – Brunel Green Race Buoy 1 (S) – East Tamar South (P) – Skinham Point Race Buoy 2 (S) – Neal Point Buoy (P) – Weir Point Yellow Ski Buoy (P) thence to Finish Line 16. START & COURSE FOR WHITE SAIL DIVISION The start line for the White Sail Division is the transit of the centre-line of Melampus Buoy with the centre-line of Smeaton’s Tower, with yachts crossing the line from west to east, leaving Melampus Buoy to the north, then making towards South Winter Buoy, the first mark of the course. Yachts shall record and reports their own start times (details follow at paragraph19). Yachts with White Sail Handicaps under 0.750 shall start “in their own time” during the time “slot” 1000-1014. Yachts with White Sail Handicaps from 0.750 to 0.899 shall start “in their own time” during the time “slot” 1015-1029. Yachts with White Sail Handicaps of 0.900 and greater shall start “in their own time” during the time “slot” 1030-1045. The course for White Sail Division is: Start Line to South Winter Buoy (P) - Asia (P) – St Nicholas (P) – West Mud (S) – Lynher (S) – Brunel Green Race Buoy 1 (S) – East Tamar South (P) – Skinham Point Race Buoy 2 (S) – Neal Point Buoy (P) – Weir Point Yellow Ski Buoy (P) thence to
Finish Line 17. ALL COURSES All courses involve buoys chosen to introduce “kinks” in the course and provide variety during the procession up river. It is strongly recommended that competitors carefully study up-to-date charts of Plymouth Sound, the Hamoaze and the River Tamar so that the identity, position and order of buoys are thoroughly understood. 18. FINISH The finish line for all divisions is the transit formed by the Cargreen Starboard Beacon (green conical topmark) with the centre of the green Race Hut on the CYC clubhouse site, with yachts passing to the east of the beacon and crossing the line from south to north. Visibility of the Race Hut may be enhanced by an orange board/banner or searchlight. A sound signal will be made from the race Hut at Cargreen Yacht Club but yachts are required to record and report their own finish times (details follow at paragraph 19). RACE HUT VIEWED FROM EAST Note: We ask boats to finish to the east and “wrong” side of the beacon in order to keep competitors out of the densely packed mooring area. The regatta is timed so that there is sufficient height of tide to the east of the beacon. Nevertheless competitors should navigate with caution in this area. 19. RECORDING AND REPORTING TIMES Yachts shall check-in, check-out and report times by SMS text message to Regatta Secretary James Gent on 07809550863 and to the Race Results Officer Clare Tagg on +44 7866 680971 in accordance with the following schedule. For organizational reasons it is vital that both officers receive times.
Start time shall to be reported as soon as convenient before passing Devil’s Point. This “checks-in” the yacht to the regatta and enters the yacht in the results calculation spreadsheet. Finish time shall be reported as soon as convenient after finishing. This “checks-out” the yacht from the regatta and allows results to be calculated. All messages shall be prefixed with the name of the yacht and shall report times to the nearest second eg “SPEEDY start 11:03:47” and “SPEEDY finish 12:49:53”. The timepiece used for timing shall be GPS or synchronised against GPS. Boats should endeavour to report times as early as convenient so that results can be calculated and published with minimum delay. 20. TIME LIMIT The time limit for all divisions is 1400BST. 21. RETIREMENT For regatta safety management reasons, a yacht retiring shall report this by SMS to the Race Officer. Optionally, a reason may be given eg “wind died”, “gear failure” etc. 22. YACHT AGROUND A yacht which goes aground may use its engine to get off and then may continue in the event providing the engine is disengaged at the earliest reasonable moment after the boat is clear and sailing can be resumed. A yacht, which goes aground and receives outside assistance to get off, shall retire. 23. REDRESS Should a yacht give assistance to a vessel (eg a boat aground!) or for other good reasons, then that yacht shall be awarded appropriate time redress at the discretion of the Race Officer eg an allowance for the time lost whilst giving assistance. Claims for redress must be made before 1400BST. 24. PROTESTS Due to the informal nature of the Cargreen Regatta, the concept of a racing “protest” is not appropriate. Any dispute shall be sorted out quietly in courteous fashion between entrants using telephone or other socially distanced method, with any consequent retirement or time penalty agreed between the parties reported to the Race Officer by SMS text message. The deadline for this shall be 1400BST. 25. RESULTS Results will be published on the Cargreen Website http:// cargreenyc.org as soon as possible after all boats have reported in, with a target publishing time of 1500BST. 26. PRIZES Modest prizes in the form of chandlery gift vouchers will be awarded for 1st, 2nd and 3rd places in both divisions and sent electronically to winners after the regatta. 27. APRES RACE Much to the CYC’s regret, we are unable to provide our usual entertainment and facilities ashore this year due to Covid restrictions. However yachts are invited to anchor or pick-up a vacant mooring for a BYO picnic lunch and
celebratory drinks whilst enjoying the lovely surroundings of Cargreen. We hope you enjoy our regatta nevertheless.
