Cape Ann Farmers Market Application – 2021

                                          Dates: Thursdays, June 3rd – October 14th, 2020 (20 markets)
                                                             Time: 3:00PM – 6:30PM

    Purpose
    ● Provide fresh, local, wholesome food to all residents of Cape Ann regardless of income.
    ● Help to promote a local (within 100 miles) sustainable food system.
    ● Provide a forum for education and discussion about healthy eating, sustainable living, land and ocean conservation, etc.
    ● Assist small, local (within 100 miles) start-ups to incubate and grow.

Applications: Thank you for your interest in CAFM! Anyone wishing to set up a booth must submit the attached application (either on-line or printed)
             with a $50.00 application fee and be approved. RETURNING VENDORS ARE REQUIRED TO REAPPLY EACH YEAR. Your application fee will
             be returned if you are not approved. Space is limited, so if you are a new vendor please contact CAFM Director Courtney Ayer by email
             (capeannfarmersmarket@gmail.com) or phone (978-381-3656) before submitting your application.

    Deadline for submitting applications is April 15, 2021.

                                                  Vendor Guidelines: *Please read carefully*

Attendance: CAFM works hard to accommodate everyone’s scheduling needs. If a vendor misses two of their scheduled markets during the season the
        Market Director has the authority to cancel a vendor’s participation and offer the space to another vendor. The Market Director will handle
        extenuating circumstances as they arise. Vendors are responsible to pay for all their scheduled markets.
        Cancellations and Refunds: CAFM must be notified of any cancellations at least 7 days prior to your market date in order for you to receive a
        credit for a future date. No refunds will be issued. Cancellations due to an emergency will be handled on a case-by-case basis. **No penalties
        will be assessed for late cancellations for 2021**
        No-Show Policy: If you are unable to attend a scheduled market for any reason, you must notify the Market Director ahead of time. If you fail
        to do so, you will be considered a “No-Show.” If you No-Show more than once during the course of a season, CAFM reserves the right to
        revoke your participation in all future markets.

    Liability Insurance: All food vendors are required to carry insurance and must submit proof of their own liability insurance. All other vendors are
         required to either submit proof of insurance coverage (for example through associations or guilds or their homeowner’s policy) or sign a
         waiver that holds CAFM and the City of Gloucester harmless for claims by third parties arising from and related to the use of the Market
         premises.

    Product Diversity: To promote product diversity, maintain a market balance and help protect the profitability of existing vendors, CAFM reserves
        the right to restrict the number of vendors selling similar products. We will give preference to the products that are the most locally (within
        100 miles) and sustainably produced, and to seniority at the Market. We will also take into consideration how many other markets the
        vendor participates in as well as overall compatibility with CAFM’s mission and purpose.

    Farmers: All produce must be from your farm or DIRECTLY PURCHASED FROM A LOCAL FARM WITHIN 100 MILES AND MUST BE CLEARLY LABELED
        AS TO ITS SOURCE. Up to 20% of what is displayed may be from another farm. Only non-GMO produce may be sold. Exceptions may be made
        to promote market diversity on a case-by-case basis. All products sold must be clearly labeled with price, growing method, and origin (if not
        from your farm). Please see Market Policies for specific sign guidelines.

    Fresh Fish: Only fish caught in the Gulf of Maine may be sold at the Market.

    Local Prepared Food only: Baked goods, jams, jellies, and similar prepared foods may be sold as long as they are made by the vendor. We require
         our food vendors to source as many ingredients locally as they can.

    Non-Food/Craft Vendors: Locally made items only. Preference will be given to crafts that use recycled, natural and local materials. Cooperative
        booths are allowed. We recommend crafters sign up for 3-4 markets per summer season. Please include the dates you would prefer with this
        application. We will do our best to accommodate you.

Required permits:
         Health/Food Permits: Vendors of any prepared or ready to eat foods must provide a copy of the following with this application:
                          • Board of Health Permit from their hometown
                          • Proof of Liability Insurance coverage
                          • Gloucester Mobile Food Unit Permit (required by the Gloucester Board of Health)

Market Policies

                      *Please share with all employees who will be selling at CAFM*
            *COVID specific Vendor Guidelines forthcoming pursuant to the latest MA DPH order*

●   Start and Stop times: CAFM will open at 3:00 p.m. No sales are allowed before 3:00 PM. CAFM will close at 6:30 p.m.

●   Set up: Vendors may arrive at Harbor Loop any time after 1:00 p.m. to set up; must be fully set up by 2:45 p.m., and must
    stay until the close of the market at 6:30 PM. Vendors will be assigned a 10x10 space by the Market Director. Vendors
    must provide their own commercial grade 10x10 tent and weights. Please note that tent weights are MANDATORY.

●   Weather Policy: CAFM is a “rain or shine” market. Weather closures will be at the sole discretion of CAFM. The Market
    Director will notify vendors of a cancellation due to extreme weather. We will be reasonable in our determination, but
    please keep in mind that the weather changes quickly in New England. As such, it is unusual that we will cancel a market.

●   Utilities: We can provide limited electricity with advance notice. Water and restrooms will be made available.

●   Garbage: All vendors are required to bring their own garbage receptacle and honor the City of Gloucester’s Carry-in-
    Carry-out policy. We also strongly suggest that you recycle and compost at the market. Any vendor that leaves refuse at
    the market will, upon notice, be discontinued as a CAFM vendor.

●   Hawking: CAFM has a no hawking policy. Business must be conducted from inside the booth.

●   Smoking: Smoking by vendors at their booths is prohibited.

●   Signage: The law requires that prices must be displayed at all times. Please clearly display your signage.

           Farmers must hang signage that describes WHERE and HOW your produce is grown, i.e.:
               1. Certified Organic
               2. Grown using no synthetic fertilizers or pesticides
               3. Grown using Integrated Pest Management (must be able to provide resources explaining what this is)
               4. Grown Conventionally

            Prepared food vendors should have signage detailing which ingredients are locally grown and where their local
            ingredients were sourced.

●   Gratuity Basket for Performers: **Currently on hold for 2021**
        ● CAFM is eager to have music and other performers at each market. Since they are not paid and attract business
            to the market, vendors will be asked to contribute goods to a gratuity basket that the Market Director or a
            member of the CAFM Advisory Committee will collect at each market and give to the performer(s).

●   Bags: As of 1/1/19, Gloucester does NOT allow SINGLE USE plastic bags. For the full ordinance and definitions of what is

●   Grievance policy: All vendor complaints and/or grievances are handled on a case-by-case basis and should be written
    and e-mailed to the Market Director at capeannfarmersmarket@gmail.com
        CAFM reserves the right to remove, deny or terminate any vendor who misrepresents themselves or their products.
        CAFM reserves the right to remove, deny or terminate any vendor that in our sole judgment is being disruptive, rude
        or detrimental to the peaceful operation of CAFM.
        Any vendor that is removed for any reason will NOT be issued a refund.

●   Food Access: CAFM intends to be a place where people of any financial means can shop. There are several programs that
    help us achieve this goal (and boost the sale of your food products at the same time):

        ●   MA Farmers Market Nutrition Program (FMNP) Coupons: WIC Coupons and Senior Farmers Market Coupons:
            Made available by the State to qualifying families and seniors. CAFM is certified to accept these coupons (ID
            #118). CAFM REQUIRES ALL eligible vendors become certified to accept FMNP Coupons. Eligible vendors must
            apply with The Department of Agricultural Resources (https://www.mass.gov/service-details/resources-for-
            farmers-and-market-managers) by May 15, 2020. Please contact Rebecca Davidson

               *Please note* WIC Farmers Market Coupons are good ONLY for fresh, locally grown, and unprocessed fruits,
                             vegetables, and fresh cut herbs. (WIC coupons are distributed at a TBD date in August at CAFM)
                             Senior Farmers Market Coupons are good ONLY for fresh, locally grown, and unprocessed fruits,
                             vegetables, fresh cut herbs and honey. (SFM coupons are distributed at the Rose Baker Senior
                             Center at a TBD date in July)

        ●   CAFM sponsored Senior Farmers Market Coupons: Every season CAFM partners with Senior Care in Gloucester
            to administer additional books of coupons to Seniors for the purchase of fruits and vegetables at the market.
            Eligible vendors may accept the coupons and redeem them with CAFM.

        ●   SNAP/EBT: is the electronic form of SNAP benefits (formerly known as Food Stamps). CAFM administers
            SNAP/EBT from our booth in the form of tokens to be spent at any food vendor with the exception of hot,
            prepared foods. Vendors may redeem these tokens with CAFM. No preparation is needed beforehand by
            vendors.

        ●   Healthy Incentive Program (HIP): HIP is a state-run program available to all SNAP customers offering a dollar-
            for-dollar match for vegetable and fruit purchases at farmers markets, farm stands and CSAs. Eligible vendors
            (vegetable and fruit farmers) selling at CAFM are REQUIRED to enroll in this program if possible. HIP transactions
            are carried out by vendors and require state enrollment and specific equipment. *MA DTA is NOT currently
            enrolling new vendors in this program*

●   Education/Community Tents: **Currently on hold for 2021**
             The Cape Ann Farmers Market will make 2-3 complimentary booths available for educational non profit
            organizations. Preference will be given to the following topics: Agrarian Living, Sustainability, Local Fisheries,
            Nutrition and Health, Secular Non Profits and Cape Ann History. We encourage activities that promote
            community based civic engagement. Petitions and issue-focused campaigns are encouraged. Partisan and
            candidate focused politics are discouraged. Any sales or fundraising activity must be clearly identified on the
            application and must be approved prior to the market. Educational organizations that are selling or fundraising
            will be charged the standard $40 for a 10x10 booth. However, if the primary purpose is to sell the organization's
            goods (e.g. raffle tickets) or to solicit contributions, the application is likely to be rejected.

●   Children’s Activities: **Currently on hold for 2021**
            The Cape Ann Farmers Market strives to have a children’s activity at every farmers market. Community
            organizations or businesses are invited to sponsor and organize an interactive activity appropriate for kids ages 3
            – 10. Activities should engage the arts, food, gardening or physical activities consistent with a farmers market.

In 2021, there are 20 Market dates between June 3rd and October 14th. You may apply for the following options:

             Weekly - $40 / day
                  10' x 10' space - select as many dates as you'd like and pay as you go.
                  *Payments are due one week before each scheduled market date.
                  Please list dates here:

             Full Season - $600.00
                  10' x 10' space - select all 20 dates and save $160.00.
                  Payments are due in full two weeks before market begins. There will be a $100 discount for each additional
                  10x10 tent (Ex: 2 10x10 tents = $1100 for Full Season. Please contact the Market Director if you need
                  assistance.)
