To support this, we are looking for an experienced Strategy and Asset Planning Manager to join our high performing Property and Infrastructure Division and drive the infrastructure asset management strategy forward. About the Organisation Queenstown Lakes District Council is at the very heart of the community, employing over 500 staff; we manage infrastructure development, community recreational facilities and planning, building and other regulatory services. With an annual operational budget of over $130m and a capital expenditure programme is forecast at $1.67b over ten years, we are a major part of the District’s economy. About the Location Queenstown is nestled in the Southern Alps of New Zealand on the shores of Lake Wakatipu and is rated as one of the World’s top destinations. Queenstown is renowned for its four distinctive seasons which offer snow- capped mountains during the winter months for snowboarding and skiing, and long hot days which are perfect for mountain biking, food and wine tasting or walking along the many trails Queenstown has to offer during the summer months. About the Role Reporting to the General Manager – Property and Infrastructure, the Strategy and Asset Planning (SAP) Manager will be responsible for the Network Planning, Asset Management, and Investment staff, overseeing the development of effective and integrated network masterplans, asset management plans, and investment processes necessary to maintain existing and future infrastructure services. In doing this, the SAP Manager will need to ensure that network planning, asset management and investment activities are integrated with each other, and facilitate this integration across three waters, transport and waste minimisation; each of which have a diversity of drivers. About You To be successful in this role, you will have significant experience in delivering critical projects as part of complex programmes and a proven track record of developing forward work plans which are sufficiently scoped and financially justified to allow timely delivery. With an ability to build strong influential relationships with all stakeholders and your experience in developing and supporting a team of people will enable you to excel in this key role. Comfortable with ambiguity, you will be prepared to roll your sleeves up and respond to the exciting changes that are ahead for the council and the wider region. Possessing strong written and verbal communication skills is a must as well as an ability to solve problems and make decisions in a timely and effective manner. Excellent interpersonal, analytical and negotiation skills and the ability to multi-task will be essential to the success of this forward-thinking, and ever-evolving role. POSITION DESCRIPTION Position: Strategy and Asset Planning Manager Department: Strategy & Asset Planning – Property and Infrastructure Location: Queenstown Reports to: General Manager – Property and Infrastructure Date: July 2021 BACKGROUND Queenstown Lakes District Council (QLDC) is a territorial authority in Te Waipounamu South Island of Aotearoa New Zealand, with a current resident population of approximately 40,750 which is projected to increase to 53,510 by 20311. The Queenstown Lakes District is also a premier tourist destination making a significant contribution to the national economy. In recent years, the district has undergone significant and sustained growth in both resident population and in international and domestic visitor numbers. On a peak day in 2018, visitor numbers totalled 79,300 which is projected to reach 91,270 on a peak day in 20312. The overall growth pressures the district is experiencing has led to the draft 2021 -2031 Ten Year Plan setting out an ambitious programme of work, with over $1.6 billion of capital investment to be made over the decade3. QLDC has a central role to play in maintaining and enhancing the quality and liveability of the outstanding environment of the district. It also has a central role in development and regulation and provides high quality services and infrastructure to residents and visitors; managing the district’s parks, trails, libraries and recreational facilities; enabling sustainable development through consenting services; and regulating local activities. QLDC’s role in leading the recovery effort for the district in response to COVID-19, also means that the diversification of the district’s economy is an increasingly important priority for our Council. With an employed workforce of approximately 400 FTE in January 2021, and a range of partner organisations delivering services on behalf of Council, QLDC is also a significant employer in the district. In this role the Strategy and Asset Planning Manager will lead the pursuit of excellence in planning and investing for the future, and agility to a changing environment. KEY TASKS • Manages the performance and development of the Strategy and Asset Planning team • Ensures strategy and asset planning activities and outputs meet all quality and legislative requirements (LGA, RMA, HSEA etc.)
• Leads the awareness of strategic infrastructure objectives as articulated in the 30 Year infrastructure strategy, updated as appropriate • Continuously monitors the environment for strategic challenges and opportunities • Works with the SAP team to ensure workplans are properly resourced and prioritised • Monitors the performance of network planning, asset management and investment, ensuring improvement plans are in place and aligned with strategic objectives and the pursuit of excellence. • Builds and maintains relationships with strategic partners internally and externally • Leads the development and maintenance of strategic scenarios which reflect the key sources of uncertainty faced by infrastructure planning, supporting the robustness of network planning • Ensures that, where appropriate, network planning, asset management and investment activities are integrated with each other, and integrated across three waters, transport and waste minimisation. • Leads the population of the LTP and AP for infrastructure projects. • Supporting the General Manager with appropriate financial control, reporting and seeking amendment to the budget as deemed appropriate. • Works with Knowledge Management to ensure that network planning, asset management and investment information systems are fit for purpose by providing timely requirements and business intelligence. • The Strategy and Asset Planning team is appropriately resourced, and activities are prioritised and aligned to strategic objectives. • Relationships with other parts of QLDC, and with investment partners (e.g., Waka Kotahi) are positive and aligned with strategic objectives. Network Planning • Network masterplans are integrated across three waters, transport and waste minimisation • Strategic scenarios are developed and maintained to ensure masterplans are appropriately robust to major sources of uncertainty. • Network planning is integrated with, and communicated to, delivery resources (e.g., the Project Management Office) in a timely fashion. Asset Management • Asset management activities are supporting effective decision making in Network Planning, Investment and Operations through robust evidence (asset data, condition assessments and models) and optimised network management. Investment • Frameworks and processes are developed and maintained that support good investment governance and decision making, and adherence to these are monitored • Performance of the Infrastructure portfolio against strategic infrastructure objectives and KPIs is monitored • The Infrastructure component of Ten Year Plans and Annual Plans is developed robustly and efficiently, aligned to strategic objectives and within budget constraints. • Meeting the legislative requirements of the organisation KEY RELATIONSHIPS Internal: • General Manager – Property & Infrastructure • Engineering team • Project Management Office • Operations team • Finance team External: • Consultants • Councillors • Maintenance Contractors • Developers • Other Local Authorities
