About the company Environment Canterbury is a dynamic place to work. Spanning one of New Zealand’s largest regions – Canterbury – Environment Canterbury is facing more change than it has since its inception with implementation of wide-reaching water reforms and a comprehensive review of the Resource Management Act. It is also developing a new cadence of governance through a now fully elected Council. A key role within the Environment Canterbury leadership team is the Director of Finance and Corporate Services (the Director) and we are looking for a collaborative and courageous leader to take on this vital role. About the opportunity Reporting to the Chief Executive and leading a talented team of senior leaders, the Director takes overall accountability for translating governance expectations and objectives into corporate operational performance while leading a culture that aligns with organisational values and supports these performance expectations. In taking on this overall accountability and by leading achievement through others, the Director will: Nurture and lead a team of highly skilled leaders, ensuring they have clarity around what is expected and are empowered to act; Within the evolving context, lead an environment that fosters and adopts innovative thinking that will create new ways of providing services to and communicating with customers, both internal and external; Lead proactive and customer focused support, information and insights to and for each group within Environment Canterbury; enabling and empowering others to make decisions, act and achieve; Contribute as a key member of the leadership team; enhancing collaboration and idea sharing, developing effective strategies and supporting each other to deliver to expectations. It goes without saying that the Director will be accountable for the performance of the Group to the Chief Executive and Council and must “be across” the performance, challenges, risks and opportunities of each function and how these support and benefit the wider objectives of Environment Canterbury. This role needs an inspiring, innovative leader who can foster a culture aligned to the organisation’s values, while driving operational excellence throughout the Finance and Corporate Services Functions. About you To be successful in this role, you will have extensive executive leadership experience; ideally within a local or central government context and spanning diverse functions or portfolios that may include finance, technology, operations and compliance and people. A strong understanding of organisational risk and how to lead and report on this through to governance level coupled with a keen interest in the opportunities available to an organisation through digital technologies and innovation, you will be curious, commercial and strategic in your view. Innately collaborative, you will enjoy bringing teams together; be they direct reports or peers, creating an environment where people will contribute and then action at pace. Strongly interpersonally engaging and customer focused, you see the benefits in striving to meet the needs of the customer – internal or external - as a key performance metric. Schedule B – Job Description Director Finance & Corporate Services Purpose To provide strong and dynamic leadership for the Corporate Services functions, integrating strategic and functional alignment across the organisation to drive high performance and efficiency while ensuring delivery of quality services to our customers and our strategic outcomes. As a people leader role, this position requires an organisational perspective and approach. This includes thinking about organisation-wide interests and impacts when interacting with customers or when planning activities and expenditure, collaborating inside the organisation to achieve the desired culture, making sound business decisions and taking ownership of leading and managing our people. Activities will be owned and delivered by the leader within the frameworks provided by corporate functions, for example, people leaders are accountable for, and supported to, lead their staff in all aspects of leadership and management through the provision of coaching, feedback, direction, support and development. Human Resources manages the overall framework around people policies and strategies, and managers operate and make decisions within it. Provide leadership for the effective delivery and management of the Finance & Corporate Services Group strategy and outputs in support of organisational outcomes. 2. Champion organisational culture in line with our values and behavioural expectations with a strong emphasis on leading within in the group. 4. Lead and champion assigned portfolios and programmes within the organisation and with stakeholders to achieve strategic outcomes. 5. Oversee and guide specialist practices within the Corporate Services Group to ensure delivery of exceptional, best practice, advice and high quality outputs contributing to organisational outcomes. 6. Represent the organisation in interactions with the Council, community and other agencies, providing an interface to enable continuous information sharing and collaboration. 7. Collaborate with other Executive team members on operational decisions that support a high performance organisation and the subsequent delivery of high quality services to the community. 8. Oversee independent and objective assurance and advisory activities to provide a systematic and disciplined approach to evaluate and improve the effectiveness of the organisation’s risk management, control, and governance processes. Working Relationships Within the organisation • Collaborate with other Directors, programme managers, section managers and employees to ensure alignment of strategy, projects, policies, processes and systems to deliver the best results. • Regular contact with members of the governance group to provide information and advice to inform decision making. Outside the organisation • Contribute toward our effective, strong and valued relationship with all Papatipu Rūnanga within the Canterbury rohe and Te Rūnanga o Ngāi Tahu. To demonstrate our council's commitment to recognise and provide for the kaitiaki responsibility Ngāi Tahu has for the natural environment. Schedule B – Job Description Health and Safety Environment Canterbury is proactive in advocating robust Health and Safety practices; we take health, safety and wellbeing very seriously. So far as it is reasonably practicable you need to ensure the Health and Safety of yourself, your team, contractors and visitors. You must comply with current Health and Safety legislation, regulations and guidelines, organisational policies, procedures and our code of conduct. Delegations and Authorities Delegated authority to make decisions in accordance with Council approved delegations, and authority for decision making in accordance with policies and guidelines for financial, people management and media related activities. Capabilities Qualifications • A current full class 1 drivers licence with a clean driving record and the ability to drive vehicles with a manual or automatic transmission. • A tertiary qualification is essential with post graduate level desirable. Experience • A minimum of ten years’ experience in a middle or senior people management and leadership role across the public and private sectors. • Demonstrated success applying a high level of business and management principles involved in strategic planning, resource allocation, and coordination of people, projects and resources. • Successful experience working with a variety of stakeholders in a collaborative approach.
