Camden Master Plan 2020 • Camden Airport Master Plan 2020 was approved by the Minister on 25 January 2020 • Camden Airport is projected to: - Contribute more than $200 million each year to the NSW economy - Create 950 new jobs during the next eights years • The plan provides support and growth for aviation operations, including new hangar facilities • Public notices issued and available on SMA website Bespoke General and Recreational Airport for South West Growth Centre of Sydney. Ex Gratia Land Tax (EGLT) • EGLT for 2020/21 year currently anticipated as equal to the amount for 2019/20 year plus 1.25% and payable by 14 May 2021 • Department’s new EGLT policy framework to be implemented for 2020/21 EGLT year • New EGLT policy framework now to be determined by December 2021: • Application of only one tax free threshold across the airport • Airport land to be valued on a single title basis and using one valuation • Transition arrangements to be negotiated between Department and SMA this year • Letter to be issued shortly to tenants, with 1:1 meetings as required Bespoke General and Recreational Airport for South West Growth Centre of Sydney. Aircraft Movements and Noise 1 Aircraft Movements • Aircraft movements2 for CY2020: 99,588 (CY2019: 98,666) • Anticipate continued current trend due to consistent flying school movements. Noise Complaints • 12 noise complainants contacted Airservices in CY2020 (CY2019: 12) with 2 in January 2021 • Complaints were associated with COVID-19 restrictions and community staying home for longer periods. • Airservices requested a review of late night circuit training at both Bankstown and Camden Airports. Identified a flying school at Bankstown, with reminder to all schools of the airport’s noise abatement procedures 1 SMA is responsible for noise produced from aircraft on the Bespoke General and Recreational Airport ground. SMA works with Airservices to review complaints from for South West Growth Centre of Sydney. residents regarding airborne aircraft. Aviation Infrastructure & Operations • Aeronautical Technical Inspection (ATI) conducted in February 2021: • All published information is correct • Some cones and gable markers required replacing – to be replaced by 30 April 2021 • Some painted lines were noted as starting to fade – to be painted by 30 April 2021 (weather dependent) • A new Aerodrome Operations Manual and associated documents being prepared as part of the transition to a Certified Aerodrome on 22 May 2022 • Aerodrome Obstacle Survey was conducted to identify any penetration into the protected airspace • 51 trees were identified as penetrating the airspace and will be addressed. • Flight path minimum gradients have been amended until these works have been completed. Aviation Infrastructure & Operations • Airside Pavement works: • Inspected by JJ Ryan as part of ATI • Crack sealing required in various locations around the airport • Main runway surface was observed to be in excellent condition • Grass runways (x3) were observed to be in satisfactory or good condition • All sealed areas to continue to be monitored • Potential Airside/Landside Fence Works (Planning Phase) • Considering fence line improvements adjacent to the public car park areas and along the perimeter road • Objective to improve security, control airside access and assist with wild animal and FOD control • Anticipate providing self-closing pedestrian and vehicle access gates Bespoke General and Recreational Airport for South West Growth Centre of Sydney. Aviation Emergency Training Exercise • Camden Airport to become a MOS139 Certified Aerodrome on 22 May 2022, and an emergency exercise will be conducted at Camden within 12 months of certification • Aviation Emergency Training Exercise to be held for Bankstown Airport on 30 March 2021: • Purpose is to train both airport staff and NSW Emergency Services in aviation emergency response, and to assess existing emergency plans and procedures • BA146 aircraft to be used for the exercise (Pionair) • Exercise includes mock aircraft accident carrying 10 passengers and cargo • All Emergency Services will be in a “staging area” on the airport to reduce any community impacts • Emergency Services crews will be released in sequence to represent real-time emergency services arrival scenario Bespoke General and Recreational Airport for South West Growth Centre of Sydney. WSA and Airspace Changes • In 2018 SMA proposed a revised Sydney Basin Airspace to the WSA section of the Department: • Potential new training areas to both the north and south of Sydney • Potential small aircraft lanes to facilitate movement around the Sydney Basin • Recommended Instrument Approach from the south to be used during bad weather • An expert steering group (ESG) has been established by the Department and we are awaiting the outcomes – Airspace and flightpaths will be finalised by 2024. • Forum on Western Sydney Airport (FOWSA) • FOWSA links the community and stakeholders, with the Australian Government and WSA • SMA was previously GA representative on FOWSA – Appointment to be confirmed Bespoke General and Recreational Airport for South West Growth Centre of Sydney. Per and Poly-Fluoroalkyl Substances (PFAS) • PFAS used extensively worldwide since 1970’s • Used broadly in industry including textiles, paints, dyes, and non-stick products • An ingredient in firefighting foams due to effectiveness in extinguishing liquid fuel fires • Only one upstream sample of PFAS has been historically detected in the Nepean River at the Limit of Reporting (LOR) in 2017 – All samples since have been below the LOR with the most recent in 2020 • Minor surface PFAS contamination detected downhill of the Airport Business Zone – source unknown • Human Health and Environmental Risk Assessment (HHERA) Conducted 2020: • Levels at Camden are assessed as low risk to human health. Per and Poly-Fluoroalkyl Substances (PFAS) • (New) PFAS Management Framework completed February 2021: • Ensure compliance with the PFAS National Environmental Management Plan 2020 • Consistent approach across the Airport • Independently reviewed by EnRisk • Continue to liaise with the Commonwealth on PFAS monitoring and management requirements • (New) Protection of the Environment Operations (General) Amendment (PFAS Firefighting Foam) Regulation 2021 • New PFAS bans and restrictions have no sig. application to airport operations given limited use • (Draft) PFAS Community Information Brochure to be provided at next CACACG Bespoke General and Recreational Airport for South West Growth Centre of Sydney. Department Update - Restructure • In January 2021 the Department undertook a restructure. • The Airports Branch is now part of the new Domestic Aviation and Reform Division. • Janet Quigley heads the Division as the First Assistant Secretary. • Phil McClure heads the Airports Branch as the Assistant Secretary.
Department Update – Future of Aviation 5 year plan • In October/November 2020 input was sought from the aviation sector and the public to inform a five-year plan to strengthen and grow the aviation sector beyond COVID-19. • The Department is now considering these submissions. • On 14 December 2020 the Deputy Prime Minister announced the membership of the Future of Aviation Reference Panel. This panel will engage with stakeholders on policy directions raised in the issues paper.
Department Update – Movements December 2020 • Ongoing border closures - significant setback for domestic aviation recovery.
Department Update – Mask Mandate • The Prime Minister announced a National Cabinet decision on 8 January 2021 around the mandatory wearing of face masks at Australian airports and on domestic commercial flights. • Each jurisdiction issued public health orders mandating this requirement. Any questions should be directed to the respective health authority.

UPDATE TO NOISE ABATEMENT PROCEDURES (NAPS) The update includes new clauses to limit noise over a residential area located approx. 0.9Nm from the departure end of RWY 06, and has been published in Airservices En Route Supplement Australia (ERSA), effective 25 March 2021. NOISE ABATEMENT PROCEDURES — RWY 06 preferred. — Practice instrument approaches are not permitted on GPS PROC BTN 2300-0600 Local DLY. — Circuit training is permitted BTN 0700-2200 Local MON-FRI (2230 Local during HDS) and BTN 0700-2000 Local SAT-SUN. Now updated to include the following: — Wivenhoe Village and housing estates west of Macquarie Grove Rd and south of Cobbitty Rd (approx. 033o@0.9NM from DER (RWY 06)) are noise sensitive areas. Pilots should avoid overflight of these areas where practicable. — Simulated engine failure after take-off (EFATO) must not be conducted over noise sensitive areas. — Simulated EFATO is best simulated following a go-around from short final so that the subsequent descent is conducted over the runway. — When using RWY 06 for take-off, pilots should use the full length where practicable. —4
