CALL FOR PROPOSALS ON QUALITATIVE SURVEYS for the social science qualitative survey bank: beQuali 2016 Before | After Guide to Proposing a Survey
A. Purpose of the c all for proposals for qualitative surveys Purpose of the beQuali 2016 c all for proposals The beQuali qualitative survey bank allows authors, producing institutions and archive or library departments to make the qualitative social science survey archives that they produce or maintain available to the scientific community on the bequali.fr website. The availability of online research materials provides a new opportunity for scientific production, whether through the sharing of empirical sources or joint reflection on the production of field data. The purpose of this call for proposals is to select the surveys that will be collected and made accessible online through the beQuali website. The selection procedure conducted by beQuali’s Scientific and Technical Committee (STC) will be completed in autumn 2016. The schedule for the collection and processing of the surveys in this wave will be decided in consultation between the survey providers and the STC, depending on the schedule for the surveys already undergoing processing. The selected surveys will be processed free of charge by the beQuali team. This call for proposals is open from 1 June 2016 to midnight on 18 September 2016. Bac kground: the DIME-SHS Equipex beQuali is an instrument developed by CDSP (Sociopolitical Data Centre – UMS Sciences Po/CNRS) – which specialises in the production, documentation and dissemination of qualitative and quantitative social science data – notably within the framework of the DIME-SHS (Survey Data, Infrastructures and Methods in Human and Social Sciences) infrastructure. The purpose of this infrastructure is to equip France with a new tool for the collection, enhancement and dissemination of data for human and social science research. To find out more: http://www.sciencespo.fr/dime-shs/ About the beQuali qualitative survey bank beQuali provides a catalogue of social science surveys conducted using qualitative methods (interviews, observations, etc.). The survey bank provides the scientific community – subject to authorisation – with raw survey materials as well as documentation explaining the context of their production. Intended as a national instrument, it forms part of France’s policy for the preservation of it research data assest. Its goals are also pedagogical (teaching, showing the diversity of approaches) and scientific (history of science, secondary analysis). A detailed inventory is established, the documents are digitised by specialist external provider and the files converted to permanent formats in accordance with the recommendations of CINES and the French National Library. The quality of the incoming files is checked after digitisation (ISO standard 2859). The interview transcripts are published in XML-TEI for dynamic display on the website. The survey files and documentation are placed online on the bequali.fr website as well as on the Quetelet portal and filed with CINES for digital archiving. The originals are returned to the depositors (author(s) or institution), and the relevant archive department is automatically included in the process. Doc umentation and c ontextualisation Surveys are processed in such a way as to retrace the stages of the original research process. The materials collected include the documents on the preparation of the survey (research project, funding application, etc.), field collection (interviews, field notebooks, etc.) and data analysis (summary sheets, rough notes, etc.). In addition, the beQuali team produces a “survey on the survey”, based on a number of sources, including a series of interviews with the depositing authors, in order to provide as much context as possible on the genesis and process of the survey. Anonymity and Ethic s Anonymisation is carried out in consultation with the depositing author, the STC and the CNRS data protection officer. The aim is to find a balance, on a case-by-case basis, between protecting the survey subjects and preserving the data. The confidentiality obligation is guaranteed by the reuse contract signed by the user on each access request. Collec tion and ac c ess c onditions The conditions for collection, uploading and access to the surveys are set out in three contractual documents: • a contract governing the collection and provision of access to the documents, signed between CDSP andy depositors; • a handover docket, signed at the time of collection with the survey depositors and beQuali, listing the documents transferred to the CDSP premises for processing; • a contract governing the conditions of use of the surveys, exclusively for research 4
and education purposes, signed between CDSP and each user. It binds the latter to respect the integrity and confidentiality of the documents, copyright and anonymity, not to disseminate the materials to third parties, to cite sources, etc. Only the scientific community (including students, under the supervision of their teacher) can access the surveys on the bequali.fr site, within the context of a justified academic activity (research project, course, etc.). Archiving at CINES and the provision of access on beQuali in no way affects intellectual and material property rights over the survey documents. At the time of collection, CDSP makes a copy of the documents for the purposes of processing, but the producer retains full ownership of those documents. If the documents are deposited before or shortly after the publication of the first results of the survey, a limited embargo can be placed on them for a set period, in consultation with the STC and the beQuali team. The producers can ask to receive regular information on the use of the data deposited. B. Information on the beQuali c all for proposals Sc ope of the Call The call for proposals is open to surveys that meet all the conditions listed below. To be eligible, a proposal must: • relate to a survey, in other words a scientific study conducted on one or more fields, including studies that are spaced over time and regardless of when the fieldwork was done; • form a unified intellectual corpus within a research project or programme; • have been conducted in a social science discipline (in particular sociology, political science or allied disciplines); 1 • have been conducted primarily 2 using qualitative methods: interviews, observations, documentation, photographs, etc. • contain not only field material for collection and analysis, but also materials relating to the preparation and context of the survey. Response Proc edures One proposal corresponds to one “survey”, within the scope defined above. If proposing multiple surveys, the proposer must complete and submit as many survey proposal forms as there are surveys. • include all the elements requested in the survey proposal form, i.e. for each survey proposed: - the description form for the proposed survey, possibly with the free text argument (additional comments in support of the proposal), - the contact details of the person coordinating the proposal and the list of people involved in the deposit and their details, - and the agreement (in principle) of the survey producers (research team, institution); • be submitted no later than midnight on 18 September 2016 by email to contact@bequali.fr. Reasons for non-ac c eptanc e Surveys are ineligible if they possess one of the following characteristics: • particular difficulty regarding data confidentiality or sensitivity: inability to obtain the consent of the survey subjects when anonymisation is impossible, very sensitive data on populations in identified locations, etc.; • a problem with the ownership of the data; • a significant lack of the materials or contextual materials needed for scientific reuse; • formats that are illegible, difficult to convert or impossible to restore; • unusual languages. Selec tion c riteria The proposals received will be examined in autumn 2016 by the beQuali STC on the following criteria: • the description of the survey content: methodology, types of field materials preserved, documentation available on the research process, etc.; • the feasibility of processing the survey: legal, technical, cost, time constraints; • how the proposal fits in with beQuali’s existing catalogue (e.g. link with surveys that are already online, need for catalogue diversification, potential for reuse in the history of science or the teaching of methods, originality of the field, etc.). For purposes of selection, it is important to have as much information as possible on the content and properties of the proposed surveys. Conditions relating to the c hosen surveys Selected proposals will be processed subject to the following conditions: • an undertaking by the depositing authors to collaborate with beQuali’s operational team in order to fulfil data protection obligations (e.g. deciding on the anonymisation principles when anonymisation is possible; obtaining retrospective consent from the survey subjects when it is not possible to anonymise the materials); • an undertaking by the depositors to collaborate with the beQuali team in the collection and processing of the documents and the conduct of the survey on the survey; • signature of the docket for handover of the documents to CDSP and the contract governing the collection and provision of access to the survey; 6
• the material feasibility of processing, assessed by the beQuali team;* • and more generally, willingness to follow the recommendations of the STC and the beQuali team. * A formal meeting with the beQuali team will take place after the STC has accepted the survey proposal. The aim will be to assess the feasibility of processing the materials and to organise the collection and handling of the survey.
