Background 3
Background (1) 4 →In line with Safety at Sports & Recreational Events Act 2/2010 (SASREA), on 07 April 2018 the Premier Soccer League (PSL) submitted an application for categorization of the Nedbank Cup Semi Finals, between the Kaizer Chiefs Football Club & the Free State Stars Football Club to the South African Police Service (SAPS) Major Events Operations. ꟷ The event was scheduled for 21 April 2018. →On 09 April 2018, the application was forwarded to SAPS KwaZulu- Natal Provincial Office for a risk recommendation. →The response indicated that the event was assessed as being a medium risk event. 4
Background (2) 5 →According to the content of the application from the PSL: ꟷ There were no history of crowd clashing incidents or violence by or between spectators of participating teams or at the venue itself. ꟷ No other factors were provided that the SAPS should have taken take into account. →Lt Col Sigamoney, stationed at the Durban Central Police Station, was appointed as the Authourised Member. →The categorization certificate was relayed to PSL & the SAPS KwaZulu- Natal Provincial Office. 5

Operational Planning (1) 7 →An Event Safety & Security Planning Committee was established. ꟷ An initial meeting was held at the Moses Mabhida Stadium, on 17 April 2018, chaired by Capt Ranoo, stationed at the Durban Central Police Station. ꟷ Among the issues discussed were: The expected attendance of ±30 000 individuals, in accordance with ticket sales. Access accreditation. The activation of the Venue Operational Centre (VOC). The application of safety & security operational concepts, including the deployment of personnel. 7
Operational Planning (2) 8 → Kaizer Chiefs representatives reported that their supporters were dissatisfied with the coach. ꟷ Stadium management requested support from SAPS. → In addition, a threat assessment report was submitted by the SAPS’s Crime Intelligence, the following threats were identified: ꟷ Pitch invasion (indicated as a possibility). ꟷ Sales of illegal parking tickets. ꟷ Traffic congestion. ꟷ Increased crime in the vicinity of the stadium. → An Operational Plan was compiled & approved by the Overall Commander, Colonel Naidoo. 8

Execution of Operational Planning on Event Day (1) 10 → The VOC was activated at 16:00. → The VOC meeting convened at 16:30, chaired by Lt Col Sigamoney. → The following deployments were confirmed: Role-players No Deployed Roles & Responsibility → Enhance visibility in the parking areas, Umgeni road, Masabala Yengwa(NMR) Avenue, Simiso Nkwanyana (Goble) road, Isaiah Ntshangase (Walter) road, Sandile Thusi (Argyle) & OR Tambo (Snell) VISPOL 33 Parade. → (9 members were redeployed to the inner perimeter & 10 to the North turnstile to assist to ease the congestion). Crime 10 → Intelligence gathering in & around the stadium. Intelligence POP (SAPS & → Crowd management activities on the inner (pitch) & outer perimeter of 20 Metro) the stadium. Metro Police 26 → Road closures & traffic management. → Outer perimeter fencing (1st pressure point). Njingila → Spectator channelling. 100 Security → Observe attendees at Stands – Upper/lower North, South, East & West. → Static guard at the tunnel, field of play & emergency gates. Kaizer Chiefs 04 → Static guard at the tunnel & change room. Security 10
Execution of Operational Planning on Event Day (2) 11 → The following deployments were confirmed (cont): Role-players No Deployed Roles & Responsibility → Assist in ensuring free traffic zone & road closure. → Spectator channelling. Aneme Security 301 → Check spectators tickets & credentials at the entrance. → Static guard at the parking areas & drop off zone. → Static guard at Main gate, egress, tunnel, Presidential Suit, Vusa-Sizwe Security 48 Robots & Isaiah Ntshangase (Walter) road. → Static guard at VIP Entrance (Level 1, 3 & 4), Players tunnel Ngwelela Security 98 & turnstile. Perfect Action 25 → Static guard at the parking area. Security PSL Security 01 → VOC. Ethekweni Security 03 → General duties. Disaster Management 03 → To attend to any eventualities that are disastrous . Afro Medical Services 25 → Attend to medical related incidents. Total Deployments 697 11
Execution of Operational Planning on Event Day (3) 12 → Stadium gates opened at 17:00. → The game commenced, as planned 20:15. → Total attendance : 26 185. → Five spectators were removed from the stadium after a fight broke out. → Six (spectators were removed from stadium for accessing suits without accreditation. → The turnstiles were overcrowded due to deviation, 18 turnstiles were opened instead of 40 turnstiles. → Security personnel were redeployed to the pitch to assist by forming a human security barrier. 12

Incident Report (1) 14 →A few minutes before the end of the game, Kaizer Chiefs Supporters started throwing objects towards the Technical Team Area. →POP & VISPOL personnel were immediately redeployed to line-up behind the Technical Team, to protect players & officials. →Private security personnel were also redeployed to form a human security barrier around the pitch. →The following events transpired after the game ended: ꟷ Several spectators breached an area of the pitch & confronted security on the pitch. ꟷ Objects were thrown onto the pitch. ꟷ Supporters charged towards technical staff & players & invaded the pitch. 14
Incident Report (2) 15 →POP, Vispol & security personnel encircled the players, match officials & technical staff, to ensure a safe passage into the changing rooms. →An armoured vehicle was brought onto the pitch & blocked off the entrance to the change rooms to protect those inside. →Several clashes erupted spectators & deployed SAPS members & personnel. →Sporadic fires where also lit within the stadium. →Stun grenades & smoke were used to disperse the crowd. 15
Incident Report (3) 16 → The following injuries were reported (total 21): ꟷ 1 SAPS member. ꟷ 1 Metro Police member. ꟷ 4 private security personnel members. ꟷ 15 spectators. → Damages Reported: ꟷ TV cameras & speakers. ꟷ Stadium chairs were set alight. ꟷ Windows in certain suits were broken. → Please note: ꟷ The exact extent of damages & value involved is still being determined by the Stadium Management, the PSL & Supersport. 16
Case Management 17
Case Management (1) 18 →Four suspects were arrested for Public Violence as per Durban Centrak CAS 934/04/2018: ꟷ Accused 1: Phelelani Jojisa arrested on the day. ꟷ Three suspects were arrested during the curse of the weekend: Accused 2: Siphosenkosi Knowledge Memela. Accused 3: John Sibongiseni Khumalo. Accused 4: Khwezilomoso Madiba. →All suspects appeared in the Durban Magistrate’s Court, were granted bail of R1 000,00 & the case was remanded to 25/05/2018. 18
Case Management (2) 19 →A multi-disciplinary Task Team, comprising Provincial & Cluster Detectives, Crime Intelligence, the Private Security Industry regulating Authority (PSIRA) & Senior Public Prosecutor from the Durban Magistrate’s Court, has been established & investigations are in progress. →13 images of suspects, received from Supersport, are currently being sought. 19
Recommendations 20
Recommendations 21 →The SAPS has the following recommendations: ꟷ The conducting of work sessions with all role players on the interpretation of & the implementation requirements of the Safety at Sports & Recreational Events Act (SASREA) . ꟷ In future, SAPS members at Provincial Offices to ensure compliance in terms of SASREA ꟷ Moses Mabhida Stadium management to upgrade pitch protection. ꟷ Emphasis on the need for the deployment of properly trained private security personnel. ꟷ Remedial/consequent management will be taken against relevant officials in KZN, where non-compliance with SASREA is determined. 21
