BCMEA to receive $3.9M in funding from the Government of Canada Violence & Harassment Awareness, Management and Training to come for the BC Waterfront VANCOUVER BC, APRIL 8, 2019 – The British Columbia Maritime Employers Association (BCMEA) is pleased to announce that the BC waterfront industry has been awarded funding of $3,900,200 over the next four years for program development and delivery. The project is funded in part by the Government of Canada’s Workplace Harassment and Violence Prevention Fund. The Government of Canada is investing annually Follow the BCMEA in projects that will create safer workplaces on social media for federally regulated employees. Through the Government of Canada’s Workplace Harassment and Violence Prevention Fund, partner organizations receive funding to co-develop sector-specific tools and resources that address these workplace issues. The BCMEA Bulletin April 11, 2019 BCMEA to receive $3.9 million in funding from the Government of Canada (continued) These projects will help workplaces comply with Bill C-65 — new legislation to protect employees from harassment and violence in federally regulated workplaces. The BCMEA, jointly with ILWU Canada, will support workplace parties to address workplace harassment and violence through the development and delivery of training courses that will equip them to prevent and respond to incidents of harassment and violence. The tools and resources developed to support the training will be available to over 8,700 workers, management and foremen personnel working across the Province. In addition, the tools and resources will focus on populations most at risk of experiencing workplace harassment and violence within the waterfront industry, including women, LGBTI and Indigenous communities. Bruce Chan of North Vancouver, British Columbia, will replace current director Eugene Kwan, whose term will expire, effective May 14, 2019 for a term of three years. Mr. Chan has spent nearly 20 years in a variety of senior positions with Teekay Corporation, one of the world’s largest marine energy transportation, storage, and production companies, with offices in 15 countries and approximately 6,700 seagoing and shore-based employees. Prior to that, Mr. Chan was with Ernst & Young, LLC in Vancouver. Bruce holds a masters in business administration and is a chartered accountant and chartered financial analyst. Bruce has served on several boards, including the Royal Canadian Marine Search and Rescue and BC Ferries. Chief Clarence Louie of Oliver, British Columbia, will join the board of directors, effective March 25, 2019, for a term of three years. Chief Louie was first elected to the Osoyoos Indian Band in 1984. Under his leadership, the band has developed into a multi-faceted corporation that owns nine businesses and employs hundreds of people. Chief Louie formed the Osoyoos Indian Band Development Corporation to manage these businesses and seek new economic opportunities. The BCMEA Bulletin April 11, 2019 2019 expected to bring a record number of cruise passengers to Canada Place portvancouver.com The 2019 cruise season in Vancouver officially started on March 29th with the arrival of the Emerald Princess to the Canada Place cruise terminal at the Port of Vancouver. More than one million cruise passengers on 290 ship visits are expected in Vancouver this year, which is a 21 per cent increase in passenger numbers compared to 2018 and will mark an all-time record for cruise passengers through Canada Place at the Port of Vancouver. “We always look forward to the start of cruise season, but this year is especially exciting as we expect to welcome a record-number of passengers through the Canada Place cruise terminal at the Port of Vancouver,” said Carmen Ortega, manager, trade development of the Vancouver Fraser Port Authority. In preparation for more passengers, the port authority has invested in a number of upgrades to Canada Place to improve the passenger experience and prepare for the newer, more modern cruise ships that are coming to the Port of Vancouver. “Our focus continues to be on providing the best passenger experience we can by optimizing our world-class cruise ship facility at Canada Place,” continued Ortega. “We’ve re-designed the ground transportation area to improve passenger flow, reconfigured the terminal to expand passenger processing areas, and made a number of upgrades to all three ship berths.” (continued) 3
The BCMEA Bulletin April 11, 2019 2019 expected to bring a record number of cruise passengers to Canada Place (continued) As a top global destination, Vancouver continues to attract a wide spectrum of cruise lines and passengers from around the world. This year, 41 different ships from 24 cruise lines will be visiting Canada Place cruise terminal at the Port of Vancouver, ranging from luxury, expedition-style ships designed to carry small groups of passengers, to some of the largest ships in the Alaska cruise market. The Vancouver cruise industry stimulates on average nearly $3 million in direct activity to the local economy for each ship that visits Canada Place, generates nearly 7,000 jobs across Canada and $300 million in wages, and contributes $840 million to national GDP. https://www.portvancouver.com/news-and-media/news/2019-expected-to-bring-a-record-number-of-cruise-passengers-to-vancouver/ Cruise Season Highlights for 2019 • The 2019 season includes several new cruise lines coming to Vancouver including Cunard Cruise Line with the Queen Elizabeth, Viking Ocean Cruises with the Viking Orion, Azamara Cruises with the Azamara Quest, and Hurtigruten with the Roald Amundsen, which is one of two hybrid ships in the world using electrical propulsion. • New ships to Vancouver in 2019 include the Royal Princess, Windstar Legend, Eclipse (sister ship to the Solstice), Norwegian Joy (sister ship to the Norwegian Bliss), Royal Caribbean’s Ovation of the Seas, Silversea’s Silver Muse, which will replace the Silver Shadow, and Compagnie du Ponant’s L’Austral. • Canada Place cruise terminal at the Port of Vancouver welcomes the return of Celebrity Cruises, Crystal Cruises, Holland America Line, Princess Cruises, Norwegian Cruise Line, Oceania Cruises, Regent Seven Seas, Disney Cruise Line, Celebrity Cruises, Royal Caribbean International, Seabourn, Silversea Cruises, and Windstar. These cruise lines all have ships that use the Port of Vancouver as a home port to begin and end each cruise. • More than one million passengers (1,077,000) are expected on 290 ship visits in Vancouver in 2019. ZIM Integrated Shipping Services (ZIM) partnered with the 2M Alliance and has added Prince Rupert as one of their port destinations. With a global reach to over 100 countries, the new ZIM service has made its inaugural call at the Port of Prince Rupert on Wednesday, March 27, 2019 with the arrival of ZIM containers on the Maersk Altair vessel. “The Prince Rupert Port Authority is proud to welcome ZIM. The addition of ZIM to the Port of Prince Rupert further validates the Prince Rupert advantages of speed, reliability and reach. The BCMEA Bulletin April 11, 2019 Prince Rupert quietly becomes a port powerhouse westerninvestor.com An Exxon-Mobile Corp.- led consortium has pulled back from a planned liquefied natural gas (LNG) plant at Prince Rupert and Ottawa is selling the expanding Ridley Terminal, but the northwest B.C. city’s bustling port expects an even bigger share of gas exports. The alternate decision by LNG Canada to proceed with its $14 billion export terminal at Kitimat will add to the record-breaking tonnage now handled at the Prince Rupert docks, said Brian Friesen, vice-president of trade development and communications at the Port of Prince Rupert. “The project will create natural gas liquids such as propane that will need market access, which is where it will have a positive effect on Prince Rupert,” he said. AltaGas of Calgary and Netherlands-based tank storage company Royal Vopak are nearing completion of a new Ridley Island propane export facility, Friesen noted, that will be ready this spring as the first propane export facility on the west coast of Canada. AltaGas expects the facility will offload 50 to 60 CN rail cars of propane per day to export into Asia. The Ridley Terminal is already undergoing a $280 million expansion as it moves to meet global demand for metallurgical coal used in steelmaking. Last year the Ridley port saw a 40 per cent increase in shipments of metallurgical coal, to 5.6 million tonnes, while exports of thermal coal, used for electrical production, was up 6 per cent from 2017 to 2.1 million tonnes. Thermal coal shipments have been dampened at the Fraser Surrey Docks after the Port of Vancouver cancelled a permit for a $15 million thermal coal terminal this year. The controversial project would have had a capacity of shipping four million tonnes of U.S. coal annually to markets in Asia. The plan had drawn fire from environmentalists and municipal governments in Metro Vancouver. (continued) 7
The BCMEA Bulletin April 11, 2019 Prince Rupert quietly becomes a port powerhouse (continued) Marc Dulude, president and CEO of Ridley Terminals Inc., doubted the thermal coal shipments could transition north to Prince Rupert. “We are not really equipped to serve the U.S. coal market,” he said. A sale of the Ridley Terminals, the only government-owned terminal at Prince Rupert, is in the works and that could delay any such decisions, Dulude noted. In November 2018, the Canada Development Investment Corp. (CDEV) announced it was calling for private bids for 90 per cent of Ridley Terminals. The remaining 10 per cent of the shares would be transferred to the Lax Kw’alaams Band and the Metlakatla First Nation at the close of the sale, according to a government release. Dudley referred all requests for information on the potential sale to the CDEV. “I can’t really comment,” he said. CDEV referred Western Investor questions to adviser Macquarie Capital, which also refused comment. Ridley’s expansion shares in the next phase of growth by the Port of Prince Rupert and global stevedore DP World that will increase annual throughput capacity at Canada’s second-largest container terminal to 1.8 million TEUs (twenty-foot equivalent units) when complete in 2022. The expansion comes as the port set back-to-back record years in 2017-18, with 26.7 million metric tonnes handled last year, up 10 per cent from a year earlier. As a comparison, the Port of Vancouver handles 3.3 million TEUs annually, and annual tonnage throughput of around 141 million tonnes. Still, the Port of Prince Rupert is a thriving concern in an area of B.C. that has seen other major projects stopped or stalled in the past few years.
