Created in 1986, Barcelona Activa is the Local Development Agency of the Barcelona City Council, being part of its Area of Economy, Employment, Digital City and International Relations Barcelona Activa’s Mission: Boost economic policies and local development to promote an improvement in the quality of life of the Barcelona citizens. This is achieved by promoting employment, entrepreneurship and supporting businesses, taking into account the diversity of needs of the citizens in different parts of the city’s territory, with a perspective of a plural economy (that includes social, solidary and cooperative economy) and to promote citizens’ empowerment and territorial balance. The objective of these policies is to achieve a fair model of economic development and the creation, maintenance and equal distribution of employment. 3

Barcelona’s Employment Strategy 2016-2020 (BES): main employment strategy of the Barcelona City Council, agreed with local social stakeholders. It defines four strategic lines developed in 30 measures. 2. Employment guidance: information on the labor market, professional guidance, actions on geographical mobility, initial attention, tutoring and accompaniment to insertion, craft tastings, awareness raising and entrepreneurship actions. 2. Training and skills learning: technical-professional training; training in key, basic, transversal skills; professional practices 3. Experience building and work programmes: work experience activities (such as employment plans, work in neighborhoods, etc.). 4. Socioeconomic innovation Promotion and strengthening of economic initiatives in the field of Social Economy and Solidarity and promotion of socio-economic innovation in the city. From this area we want to spread other economic models and sensitize citizens and organizations to contribute to the generation of changes in the practices of production, distribution, consumption and savings. The Social Economy and Solidarity is a plural field that encompasses all those economic practices that have as a characteristic feature a way to make an economy that prioritises the satisfaction of the needs of people over the generation of economic benefits. It also incorporates the gender perspective and commitment to the community, with a commitment to democratic management and a positive impact on the environment. We are talking about cooperativism of all kinds and size (consumption, work, services, housing ...), the third sector, the common collaborative economies, the community economies, initiatives of social innovation, collective social entrepreneurship, responsible consume, etc. 20

Territory and proximity Barcelona Activa works to guarantee proximity local Development in the 10 districts and 73 neigbourhoods of the City. This means promoting a nearby and ingrained economic activity in the Districts and / or Districts of the city that has an economic, social and / or environmental impact in the context where it was born or developed and that is led by citizens / actors / agents involved in the territory and that contributes to territorial rebalancing. 8. Tourism Tourism has become a strategic sector in Barcelona, posing new challenges in urban management. The Tourism Department works primarily on three axes, coordinating the policies of the various departments of the Barcelona City Council that are related to it: Tourism Strategic Plan Tourism and City Board Knowledge The strategic guidelines are the governance of tourism and the commitment to the sustainability of the Barcelona destination, as well as the improvement of the return of tourist activity to the city. 29
8. Tourism The Strategic Tourism Plan 2020 opens a new process of planning, reflection and shared knowledge about the city's tourism activity and its effects. The result has allowed to define the set of municipal actions to be deployed during the next years to manage tourist activity, while at the same time satisfying visitors and citizens. The Council for Tourism and City is an open and diverse citizen participation body created to discuss the city model we want, improve the development of tourism activity and guide public policies in this area. Work is also being done to expand Knowledge about tourism activity, with updated statistics and reports available to citizens and the sector. The Tourism Directorate has also made a strategic commitment to strengthen the international presence of Barcelona in those spaces for debate and decision on the governance of tourism. 30
