Law Enforcement and Telecommunications Operator Training Programs Active Shooter-Mass Casualty Response Instructor: 3 Days Our Active Shooter-Mass Casualty Response Instructor Course™ certifies instructors to teach Team APC’s Courses to their personnel. This course will provide Trainers the ability to conduct facility response threat assessments as well as conduct proper training programs for their respective agency’s in-service programs. This course will cover our Force Option™ scenario staging for active shooter response, the utilization of the Management Action Tactics System staging and accountability overview, the Active Shooter Emergency Response Plan (ASERP), the in-depth look at the “7 Critical Tasks” as well as properly instructing your agency personnel providing the highest quality instruction on a variety of response methods from single to multiple officer response techniques when encountering active deadly threats, seriously wounded individuals and rescue operations to include our "Medical Care Under Fire” concept. This is a 3-Day instructor level course that will cover major components response operations such as our Diamond “Flex” Formation™, basic entry methods using speed and dynamics and our “Broken Arrow™” tactical formation which assists agencies with a limited amount of personnel in responding more confidently and more efficiently to the potential threat when time plays the critical factor in saving lives. Advanced Firearms Instructor Development Program: 2 Days This Firearms Instructor Development Program is designed to provide the law enforcement firearms instructors with the skills to teach end users to have a very high degree of accuracy in a short amount of time while utilizing minimal ammunition. Many police departments have officers who have a difficult time passing the minimal qualification on the first attempt. This program will provide current instructors in the most advanced methods on to assist and retrain troubleshooting problem shooters within you’re their agency. In addition, this program will assist in preparing future police academy recruits within your department to be well prepared for your state qualification standards required to pass as part of the police academy curriculum. Topics will include but not limited to: • Dramatically increase your teaching skills and your accuracy with a pistol • Set up your officers for success in use of force decision making • Diagnose firearms problems quickly and have solutions • Raise the level of confidence with officers • Low light case law and training importance • Reduce costs for remedial training • Understand why some officers continuously shoot poorly • Learn to teach officers to shoot from a "subconscious" state of mind Recommended for current Firearms Instructors to assist in their programs Advanced SWAT Concepts: 5 Days This 5-day 40 hour program is designed for those who have successfully completed a Basic SWAT 40 hour program and wish to expand their tactical SWAT knowledge. Students will receive advanced instruction in advanced case law, team SOP development and standards as well as the importance of lessening team liability, advanced tactics in barricaded subjects, hostage rescue, high risk warrant service as well as the proper use and deployment of chemical agents and less lethal munitions and diversionary devices. This course will also provide additional training in tactical weapons handling include tactical firearms qualifications, standards drills and CQB range tactics. Assault Rifle-Police Service Rifle Instructor: 5 Days This 5-day course prepares the law enforcement firearms instructor to teach the fundamentals of operating the Law Enforcement service rifle. Successful completion of this course certifies firearms instructors to qualify service rifle operators under your agency’s current Re-qualification Guidelines. Instruction includes nomenclature, malfunction clearance, semi-automatic and full automatic manipulation drills, shooting on the move, and other street relevant courses of fire. (Note: This is not a police Carbine instructor course.) Who should attend: Law Enforcement Firearms Instructors who wish to instruct and qualify law enforcement officers in the use of an assault rifle including Firearms Instructors who wish to qualify and train their officers in accordance with their respective Agency and State Re-qualification Guidelines. *NJ State Equivalent as written by former NJ State Rangemaster John Zamrok* *It is recommended that students attend our Rifle-Machine Gun Operator Program prior to attending this program for better proficiency and familiarization* Assault Rifle-Police Service Rifle and Sub-Machine Gun Operator: 3 Days This course is designed and intended for all operators in the Law Enforcement, who want to add to, improve or refresh their skill and knowledge with Police Service rifles or Sub machine guns which they deploy. It is not restricted to SWAT trained or specialized operations personnel. Any operator tasked with using either weapon will benefit from this course due to the importance of the current need for tactical and rapid deployment responses to critical incident. The course focuses on mastering the weapons beyond hitting a target such as proper sight alignment, threat acquisition and understand complete break down of the weapon. Substantial time will be spent on the range with classroom time to obtain proper familiarization of the break down and maintenance of the weapon. Ballistic Shield Instructor: 2 Days The tactical shield can be a very effective tool for Police First Responders and tactical teams although many agencies fail to understand the full potential of this versatile piece of equipment. This course will explore the many variety of shields in the market and the uses of the tactical shield allowing the future instructor as well as end-user to train in a variety of scenarios developing proper skill sets. The instructor will be able to select and develop techniques that will best work in their environment including patrol deployment operations as well as perform advanced shield use with live fire exercises. It is imperative that instructors understand the importance of good conditioning and training when utilizing this excellent tool. This course includes a firearms qualification course as part of the instructor certification process for proficiency and use of the shield. Basic SWAT High Impact Fundamentals Level 1: 5 Days This High Impact 5-day course is designed to help future SWAT candidates as well as patrol personnel for modern day Active Shooter-Mass Casualty Events. They will obtain a strong working knowledge of the theory of SWAT and an understanding of the importance of lessening liability for your agency. Areas covered include: theory and concepts of SWAT basics, case law, purpose of SWAT teams, as well as standards and conduct of specialized units, importance of consistent training, terrorism awareness, improvised devices, and clearing the “hot zone.” The participants will discuss and explore the mental and physical conditioning that is required to maintain a thorough and consistent training program for your agency. The overall goal of this program is to allow for participants to be “operationally ready” as well as educated in the field of special operations and advanced use of force situations. Basic Urban Sniper Program: 5 Days This course is designed for officers with minimal experience who are looking to gain the fundamental skills to be an effective police sniper, as well as officers who already hold sniper responsibilities with their agency and wish to expand on their knowledge base. This course will prepare the law enforcement sniper for critical incidents, as well as teach them the skills necessary for surveillance operations. Topics will include but not limited to: ! Urban Hides Critical Incident Management for Tactical Leaders: 3 Days This course includes classroom lectures on relevant case law, classroom table-top exercises scenario methods with major critical decision making practical applications. The course encourages critical thinking and educates tactical commanders and leaders in charge of specialized units. Team leaders and senior law enforcement will experience and become more familiar with major behind the scenes operations and obtain outstanding insight into tactical team building, command structure, case law applications and philosophy while gaining a better understanding of team responses to critical incidents. Critical Incident Management for Front Line Operations: 1 Day This program is geared for first responding officers assigned to take control of critical incidents when the situation arises. It will encompass the importance of managing critical incidents effectively and tactically while properly staging additional responding emergency personnel arriving at the scene. Situations covered will include: active shooters, hostage barricade situations, search of dangerous suspects as well as dealing with potential terrorist activity. This program will give front line leaders of any critical incident a stronger insight of proper communication and establishment of priorities at the scene. De-Escalation Training-Law Enforcement Art of Communications: 1 Day This program was designed for law enforcement officers to expand their tactical communication skills and confrontation avoidance capabilities when dealing with potential hostile and aggressive behaviors of subjects they encounter. This classroom interaction based program allows participants to get back to basics from understanding the earlier techniques learned as a new officer to a veteran based level bringing both concepts into an advanced tactical communication system. Topics will include but not limited to: • De-Escalation techniques from academy until now: Things to recall and bring back into your verbal communication as well as the “art of communication” • Ways to improve communication skills and techniques under stressful and aggressive based environments • Discussions and practical applications assessing a subject’s condition and determining when backup is truly needed • Contact vs cover and how situations can escalate an undesirable result if not used properly • Understand that de-escalation is not a new concept and officers need to re- evaluate their current strategies to providing a strong emphasis on better communication with the subject Law Enforcement and Dispatcher In-Service Training and Education 10 of 21
Force of Gravity Use of Force Defensive Tactics Instructor™: 3 Days This program will cover Instructor level Use of Force-Defensive Tactics training. We have developed one of the most innovative yet simplistic Use of Force-DT Instructor based programs geared specifically for Law Enforcement. The Fgrav Use of Force Instructor program combines the skill development of street encounters and hands-on situations to the use of officers multiple response use of force response options. This program incorporates the use of our F.E.A.R. Management System™ allowing for appropriate “reactive response principles” when dealing with potential threat encounters. In addition, unlike other programs with the many unrealistic techniques taught, this program provides detailed and comprehensive techniques and teaching concepts based off street encounters over “administrative” encounters. Firearms Instructor Course (In-Service Only): 5 Days This five day course teaches the fundamentals of firearms instruction, including range safety, weapons procedures, and range operation. Also included are Re- Qualification Guidelines used in the state of NJ as well as International Firearms Standards Drills along with advanced Tactical firearms qualification familiarization for enhanced instructor development. This In-Service Firearms Instructor program meets and exceeds many firearms instructor programs conducted in the United States, including the standards of the International Association of Law Enforcement Firearms Instructors (IALEFI). This In-Service Instructor program will also cover shotgun use for those agencies utilizing the shotgun. Who Should Attend: Law Enforcement Officers who require certification of an in-service firearms instructor certification which will support the firearms in- service firearms education/qualification program. *NJ State Equivalent as written by former NJ State Rangemaster John Zamrok* Requirements: Candidates must achieve an average score of 57 or better during three (3) pre-qualification 60 round HQC course runs of the first day of class to be admitted into the course. Candidates must also achieve a score of 80% or better in the NHQC and safely handle their firearms throughout the course along with meeting all course objectives for successful completion. First Responder Crisis Negotiation Training: 1 Day When a police officer (First Responder) arrives to the scene of a crisis such as a hostage situation or barricaded subject, it is incumbent upon the officer to try and control and contain the situation in hopes of preserving lives and limiting any potential further violence. This program covers critical response techniques and communication skills if an officer is confronted with a situation requiring immediate and effective negotiations. Like the active shooter and other critical incidents, first responding officers and dispatchers will be responsible for the initial critical minutes. Painting a calm and strong positive dialogue until advanced CNT (Crisis Negotiation Teams) arrive on scene is vital to any successful outcome. This program is highly recommended for tactical officers conducting high risk entries that may lead them into a sudden hostage or barricaded subject situation requiring an officer to conduct good solid negotiation techniques while containing the scene. High Risk Warrant Service and Operations: 3 Days This High Risk Warrant Service program is designed to assist specialty units such as SWAT teams, Narcotic Enforcement Teams and any specialized police personnel designed to execute high risk warrant service for their agency as well as assisting other agencies. The program covers procedures and tactics suitable to preparing for possible encounters with armed suspects and narcotic situations and investigations. Upon completion of this course, participants will understand the concept of establishing proper warrant service-raid planning and an overview on good surveillance techniques. Topics will include but not limited to: • Operational planning and the importance of documentation • Understanding high risk warrant service and case law • Gathering pre-raid intelligence for operational planning • Scouting of surveying target area prior to execution of search warrants • Which weapons and tools to utilize in specific environments • Use of proper deployment gear for entry operations • Concepts of breaching and waypoints • Investigations and situational real time scenarios and briefing • Live fire range operations into the high risk warrant service training Law Enforcement and Dispatcher In-Service Training and Education 12 of 21
Integrated First Responder to Active Shooter Events: 4-Hour This program has been developed to bring a multitude of First Responders to one forum to learn and discuss advanced strategies in dealing with active shooter mass casualty incidents. The program will provide a better insight on operational techniques and assignments helping all first responders to come together in a more unified system. This program is geared for Police, Dispatchers, Fire, EMS and Paramedics. Topics will include: • The importance of proper communication and approaches to active shooter- mass casualty scenes • Understand the importance of “hot zone” management, alternative staging, safety locations and knowing proper assignments of each responder group • Better working knowledge of responsibilities for Fire, EMS and working with Police and Dispatchers • Strategy talk sessions and building good operational plans • Understanding the importance of the “7 Critical Tasks” and how it can assist in controlling the scene This program is a New Jersey State OETS approved EMD-CTE program and CEU’s for EMT’s **Geared for ALL FIRST RESPONDERS** Master Pistol for Patrol: 3 Days This advanced three-day handgun course is designed to provide law enforcement, with the handgun skills necessary to “master” the weapon and win an armed encounter while simultaneously developing a better understanding of use of deadly force situations. “Up close and personal” and precision shooting techniques will develop a winning mindset and new confidence with the sidearm. Stop target shooting! Learn strict relevant shooting techniques. Topics include: • Combat shooting vs. target shooting • Drawing and firing • Partner and moving techniques • One handed skills • Shooting from/around a vehicle • Long and short range precision shooting • Proper use of cover Law Enforcement and Dispatcher In-Service Training and Education 13 of 21
Medical Care Under Fire: 2-Days This 2-day program has been developed for critical incident response units such as Police First Responders and Tactical units assigned to enter “Hot Zones” during mass shooting type events. No prior medical training is necessary to attend. This course is based on assorted concepts from past and current military TCCC (TC3) principles and other new police street concepts and it identifies the fact that civilian Law Enforcement, Fire and EMS units can face similar injuries such as those sustained during military combat engagements. This program will identify “3 phases of medical care” to be used while operating in a tactical shooting setting. In addition, students will perform scenario based training exercises on the range during live fire operations and working with tools such as tourniquets, bleed kits and understand the importance of “stopping the bleed” while also being aware of the dangers that lie in the field of fire. O.C.-Pepper Spray Instructor: 1 Day This one day course will provide Law Enforcement with the legal and tactical knowledge to instruct their personnel on the appropriate and lawful use of OC-Pepper Sprays and how it applies to use of force. This course is not product specific but focuses on the carry, deployment, and post deployment actions of the operator and care of the sprayed subject. Course material is reinforced with practical training scenarios that simulate situations where the use of the spray could be appropriate. Topics include: • History and background of O.C. Pepper Sprays • Case law review of O.C. Spray use decisions • Carry, Drawing and Deployment • Handling of sprayed subjects after deployment • Transitioning to other devices • Practical exercises Law Enforcement and Dispatcher In-Service Training and Education 14 of 21
Room Entry Instructor: 2 Days This program consists of tactical room entry and clearing techniques utilizing different variations of speed, angles, approaches to structures, stair clearing and movement. This training will clearly demonstrate the importance of trainers being able to teach movements and responses without limiting the officers to just one type of specifically taught techniques as the tactical environment will always dictate everything from entry methods to holding positions and clearing from static positions. Given the current trends of active shooter activity in large facilities such as school, malls and airports as well as entries into smaller structures, this program will give trainers the ability to teach personnel various ways of making entries and clearing threat locations with more confidence. Emphasis will be on officer thought process during the approaches to structures, site assessments and improving critical thinking and reaction skills while applying the tactics prior to, during and after entry. Scenario-Shoot House Force Option Instructor: 3 Days The Scenario Instructor-Shoot House Instructor program is geared for Law Enforcement and Military Personnel who utilize impact training round, marker type training systems as well as Impact Reduction Gear used for Force Option™ and Use of Force Training. This 3-day training course will enhance educational awareness in the proper use and break down of training weapon systems such as Simunitions, UTM or Air Soft training weapons as well as maintenance and trouble shooting the Training Weapon Systems. During the 3-day Instructor Program, you will be provided a hands on approach on the proper use and setting up safe and proper scenarios. This leads to effective performance of “reality based” training and the use of appropriate shoot house techniques for your personnel. These systems are a new and vitally important tool to be added to your agency’s Use of Force training model, while simultaneously developing stronger firearms training and situational response methods with your agency’s use of force policies and theories behind controlled force options. Search Warrants: Investigation, Application and Execution: 1 Day This training is designed to develop the student's abilities to better understand, create search warrants and execute them. Although attendees with all levels of experience may attend, this course is designed for investigators and officers new to writing search warrants or those looking for a refresher. Students will participate in hands-on practical classroom interactive exercises for the proper completion of search warrants. They will learn how to develop probable cause and to use that probable cause for the development of legally sufficient search warrants. Topics will include: • Understanding search warrant documents • Development of personal background to support probable cause • Understanding the importance of detailed investigative work of your cases • Writing the search warrant and affidavits • Secondary elements of the search warrant • Amending the search warrant • Process of getting the search warrant reviewed and signed • Sealing the affidavit in support of the search warrant Sub-Machine Gun Instructor: 5 Days This five-day course prepares the law enforcement firearms instructor to teach the fundamentals of operating the law enforcement submachine gun. Successful completion of this course certifies firearms instructors to qualify sub-gun operators under appropriate state re-qualification Guidelines. Instruction includes nomenclature, malfunction clearance, semi-automatic and full automatic manipulation drills, shooting on the move, and other street relevant courses of fire. Telecommunications Operators Role in Active Shooter Events: 4 Hours During critical incidents such as active shooter events, Telecommunication Operators play a critical role in the success of the active shooter event from basic communications, back up communications, incident command, additional intelligence teams and the “plus one” assist to many of these situations. This 4 hour course will explore various active shooter events and identify what telecommunication operators can do to assist personnel in the field. Historically, active shooter events completed in less than 10 minutes, therefore prompt communication of events is vital to the safety of officers and public alike. The following are some of the topics that will be covered: • Historical review of events • Information gathering to assist responding units • Having a good response plan for Telecommunication Operators • Handling the stress of incoming calls to the 9-1-1 center • Communication under “stress fire” situations • Tactical Command Communications • Integration of First Responders/Tactical/Fire/EMS This program is a New Jersey State OETS approved EMD-CTE program Telecommunications Operators Critical Incident Workshop: 4 Hours During critical incidents in requiring Law Enforcement response, Telecommunication Operators play a vital role in the success of every call they receive and disseminate to officers in the field. This include basic communication to back up communications for the incident command center. With this workshop, operators will be given a deeper “inside look” regarding responses to critical incidents such as active shooter, barricaded subjects and officer down situations can affect how they perform in their job. Winning Strategies and Approaches to Patrol Tactics: 3 Days As the evolution of police work has evolved with technology and media driven incidents, police officers deal with more threats than ever before. Criminals now carry the advantage of utilizing technology including social media to observe and study police tactics. This course is designed for police officers of all levels and it provides an educational and enhanced tactical edge mindset for officers dealing with potential threatening and criminal situations. NEW SPECIALTY PROGRAMS FOR 2021 Close Quarter Pistol Training: 1 Day This one day course works on using instinctive, natural body movements and indexes at close distances on reactive targets providing officers more confidence in engaging in use of deadly force situations when needed. Movement, use of cover, multiple threats, reloading, immediate action drills are all interwoven and brings the law enforcement officer to a whole new dimension of handgun training.
