Benefits to Businesses from BSP

• 24-hour access to a secure and up-to-date services

• All relevant procedures of the federal administration can be seen
  at a glance and dealt with in one place

• One registration to use all necessary e-government applications

• Manage user rights centrally via administration part of the BSP
  (available only after log-on)

• Information relevant for businesses is available around the clock
  at one spot

Information services

• Starting point = TOP 500 information obligations of the initiative
  „reducing admin burden for businesses“

• Legally responsible ministries/authorities provide relevant information via
  content management system

• Central editorial team focuses on quality, can make suggestions, last
  word is with the ministry

• All information – more than 3.500 content pages – available whether one
  is registered or not

• Close co-operation with HELP.gv.at = citizen portal

• Use the same structure, same content management system etc.

Information services

• Information delivered on different levels
    - basic information: i.e. explanation of what is income tax
    - specialized information: i.e. explanation where, how and when to
      submit a specific information obligation
    - expert information: i.e. information relevant for tax advisors

• Further information is directly available (i.e. relevant legal texts)

• Developed templates for structuring information
    - i.e. specialized information follows a structure agreed on by Länder
      and federal government: description, affected businesses,
      requirements, deadlines, relevant agency, necessary documents,
      costs, forms (eGov/paper), legal basis

Advantages

• BSP was enabler to create a central business register – first time to
  match businesses from several registers under one unique identifier!
  Requirement for single-sign-on functionality.

• BSP provides central components i.e. identity management – built
  once, used by many! Saves costs for further development of
  eGovernment applications.

• Full integration of users previously registered with other
  eGovernment applications (e.g. FinanzOnline).

• Organisational and technical connection of around 20 eGovernment
  applications using a model developed in-house, while complying
  with national (PVP) and international (SAML 2.0) standards.

Challenges

• Decentralized editorial process of providing information –
  challenging and needs time to develop within the administration,
  especially the use of a content management system

• Iterative development process needs time which is often not
  available in tight time schedules, but can save money in the end

• Quality of data provided by registers to the central business register is
  not always good, data clearing processes necessary

• ICT is a means to an end but does not solve process deficits
  resulting from organisational and/or legal issues

• Design the process without being too much influenced by technical
  solutions/frameworks
