Conditions of entry: 1) Entry closes by close of business 21 September 2018, however late entries will be considered and will be at the discretion of the Australian Police Rugby Union Executive Committee. 2) The A.P.R.U. National Championship organising committee reserves the right to refuse entries from an individual or agency in consultation with the A.P.R.U. Executive Committee. 3) Where a person wishes to participate in the Championships and is unable to locate sufficient numbers from their particular police force/service to enter a complete team, these players are to notify the Australian Police Rugby Union Vice President and will be considered for a Combined States team. 4) Players are not able to register to play for more than one state/territory. 5) In order to qualify for the Championship Final, individual players must have taken the field in a minimum of one (1) pool game for their state. 6) The Australian Police Rugby Union Association may, by resolution, caution, counsel or reprimand a competitor or may expel or suspend a competitor from the A.P.R.U. National Championships. This includes members who; (a) Have refused or neglected to comply with the Rules of the Championships or the Laws of Rugby bounded by World Rugby. (b) Have been found guilty of conduct prejudicial to the interests of the Championships. (c) Has falsified or omitted information from registration forms. 7) All participants sent from the field of play by a referee or match official will face the Judicial Committee, which will be made up from no less than three members or delegates of the A.P.R.U. Executive Committee. Players can face the Judicial Committee with no more than one (1) support person. 8) All decisions made by the A.P.R.U. Judicial Committee are binding for the duration of the Championships. 9) All rugby union games will abide by the Laws of Rugby bounded by World Rugby. 10) All teams are to ensure their members maintain a high standard of conduct always whilst at the Championships. This is to ensure that the reputation of the A.P.R.U. remains untarnished. 11) The A.P.R.U. is a member organisation of Rugby Australia. No persons currently serving a doping ban in accordance with Rugby Australia or other sport’s anti-doping policy may participate in the A.P.R.U. competition. \\NAS-35-D1-81\Documents\APRU\National Championships\2018\2018 Championships registration booklet - v2.docx Page 6 of 28
Registration: Each player MUST complete the online individual competitor and indemnity forms. All registration and indemnity forms are to be completed by close of business 21 September 2018. Registrations after this date must be negotiated with the APRU Executive Committee. Registrations once the competition has commenced will be voted on by all team managers. The APRU National Championships are open to all Australian Police Force employees, sworn and unsworn. Photo identification and/or proof of employment within the respective police force is to be supplied prior to the commencement of competition. All identification will be matched with registration forms and the competitor at the Championships. Failure to provide this evidence will result in the player not being permitted to take the field. Coaches, trainers, medical and all other support staff MUST complete online indemnity and Technical Support Personnel (TSP) forms. Copies of relevant accreditation certificates are to be available for review at the Championships if required. NOTE: It is the responsibility of Team Manager to ensure that the above-mentioned documents (inc. identification) are available prior to the commencement of the competition. Registration at the Championships: Team Managers will be required to attend the Championship briefing on Sunday 23 September 2018 at the Collegians Sporting Complex, 147 The Avenue, Figtree. Managers will be required to confirm their squad, provide all necessary documentation including identification documents. Late substitutions of players & support staff will not generally be permitted after this briefing. Entry Fees: Team entry fee: $2000 (Men) $1000 (Women) This is a compulsory, flat rate entry fee covering referees, on-site medical personnel, players insurance for all games, administrative fees, the opening and closing function for squad members and support staff. All payments are to be coordinated by Team Managers and made payable to the Australian Police Rugby Union prior to the commencement of the Championships by Direct Deposit into the following account: Australian Police Rugby Union BSB: 815-000 (Police Bank) Account: 84549 S1 Official Communication: Communication for the Championships is primarily the responsibility of the A.P.R.U. Executive Committee. Updates on the progress of games, including final scores and the competition table will be broadcast via the A.P.R.U. Website, Facebook and Twitter feeds. It is acknowledged that individual teams have their own social media accounts. Activity on these platforms which promotes participation, in line with the A.P.R.U. Code of Conduct is encouraged. Individual states are to ensure that posts and comments on these platforms do not breach the A.P.R.U Code of Conduct and other relevant legislation. All team managers are to be present at a meeting to commence one (1) hour prior to the commencement of \\NAS-35-D1-81\Documents\APRU\National Championships\2018\2018 Championships registration booklet - v2.docx Page 7 of 28
the first game on each day of competition to discuss the progress of the Championships, present any issues and participate in their resolution. The venue for this meeting will announced at the Manager’s briefing at the Collegians Sporting Complex on Sunday 23 September 2018. Managers are responsible for the dissemination of this information to their squads. Insurance: Game insurance will be provided by the A.P.R.U. and is covered in the registration fee. It is highly recommended that players and support staff ensure they have their own medical insurance which covers injuries sustained while playing Rugby Union. Alcohol and Drugs Policy Competitors are prohibited from consuming alcoholic beverages during competition and alcoholic beverages are prohibited from any area of competition. Any delegated A.P.R.U. official may prohibit any person from competing in an event or competition if in their opinion that person is showing any signs of drunkenness, or appears to be affected by alcohol. Controlled or illegal substances are prohibited from being used by any person involved in the A.P.R.U. National Championships. Any delegated A.P.R.U. official may prohibit any person from competing in an event or competition if in their opinion that person is showing any signs of being affected by controlled or illegal substances. Volunteers are prohibited from consuming alcoholic beverages during competition. Medical: Medically trained personnel will be in attendance during the competition. If serious injury occurs, an Ambulance will be contacted and the injured player/s taken to the nearest Hospital. Each team should supply their own strappers, physiotherapists, sports trainer/s and other medical support staff. Team Managers are to ensure that a completed Register of Injuries form is submitted to the A.P.R.U. Executive Committee at the completion of each game regardless of whether any player sustains an injury. Where a player suffers a concussion, the Rugby Australia Concussion Guidance (Rugby Public – Standard Care Pathway) will be followed, including the Graduated Return to Play (GRTP) Protocol. http://www.rugbyaustralia.com.au/coaching/SmartRugby/ProgramFeatures/ARUConcussionGuidance%28Ru gbyPublic-StandardCarePathway%29.aspx It is the responsibility of individual states to manage the welfare of injured players. Updates of the condition of injured players should be provided to the A.P.R.U. Executive Committee at least daily. Referees: The host state will organise referees for the Championships. There is no need for teams to provide assistant referees for games. Training facilities: Access to grounds at the Collegians Sporting Complex will be available prior to scheduled games for teams to have a training run and/or warm up. If teams require private facilities, team managers should make contact with the NSWPRU Organising Committee to ensure facilities are available which suit your plans. Teams are asked to bring their own balls for training. Change rooms and showers will be available. Canteen: There will be a canteen on site which will be open and operated by the Collegians Sporting Complex. Food and drinks will be available. Trophies: Trophies will be awarded at the closing function for the winning team, Player of the Tournament and medals for members of the playing/support squad (30 men’s and 20 for women’s squads). Extra medals for support staff can be purchased at the individual states expense. Women’s Rugby: For the first time, the A.P.R.U. National Championships will feature a Women’s Rugby 10’s competition. This competition will commence on Wednesday 26 September, continuing each day until the Final to be held on Saturday 29 September 2018. Games will be run in a 10’s format with games lasting 20 minutes. Location: All games, will be played at the Collegians Sporting Complex, 147 The Avenue, Wollongong, New South Wales. Facebook page. There will be a Welcome Function held at Red Dog on the Green, within the Collegians Sporting Complex commencing at 6.00pm, Sunday 23 September 2018. It is expected that all players and officials will be in attendance. Organisers have planned a Midweek Mystery function, again at Red Dog on the Green to commence from 6.30pm Wednesday 26 September 2018. CHAMPIONSHIP RULES Laws of the game: Matches must be played in accordance with the Laws of the Game of Rugby Football and the rules thereon, as published by World Rugby. The Draw: The competition draw has been conducted and is available below as well as on the A.P.R.U. website and Facebook page. It is hoped that this will allow individual states to plan their training, recovery and social activities. Any variation will be decided between the A.P.R.U. Executive Committee and team Captains/Managers from each state or territory. The Vikings/Combined States Men’s team has been allocated the Bye in Monday 24 September 2018 to allow them time to come together, establish their positions and game plan. If teams score 4 or more tries and lose by 7 points or less, they will get 2 competition points. determined on the points for and against. Duration of matches: Men’s games will commence as per the published schedule and will be played for 30 minutes each half (final 35 minutes), with a 10 minute break at half time. Injury time will be managed by the referee. Women’s games will be played for 10 minutes each half (final 15 minutes) with a 10 minute break at half time. Injury time will be managed by the referee. Any team not prepared to commence a match after 5 minutes of kick off shall forfeit the match. Any time lost in commencing a game for any reason will be taken off that match so that following matches may commence at the scheduled time. Player’s attire and equipment: Every player taking part in a match shall wear the approved club jersey, shorts and socks. Players taking part in a match shall wear on the back of their jersey a distinguishing number. Such numbers shall be of a minimum length of 150 millimetres and of such a colour as to be easily discernible within a reasonable distance of the match. No two players on the same team shall wear the same jersey number at the same time. The distinguishing number shall correspond with game day information provided by team managers prior to commencement of each game. Playing field: Police Rugby Union Associations hosting matches played under these rules must comply with the Rugby Australia Safety Directives with respect to medical requirements. Competing teams are responsible for ensuring that matches do not progress if the requirements for medical care are not in place. Reference should be made to the Rugby Australia Safety Directives when seeking any clarification. For all competition games, the host rugby union shall be responsible for ensuring that the field of play is correctly marked in accordance with the Laws of the Game. Goal Posts: All goal posts within the playing enclosure must be padded. Playing enclosure: Entry to the playing enclosure must be restricted by a fence, barricade or rope a minimum of five metres from the playing area perimeter. Persons authorised to enter playing enclosure: a) Medically qualified person b) Teams (x 2) c) Referee d) Assistant Referees (x 2) e) Sports Trainer: Seated inside the playing enclosure (max 2 per team) who is wearing a fluorescent tabard/bib for identification purposes. \\NAS-35-D1-81\Documents\APRU\National Championships\2018\2018 Championships registration booklet - v2.docx Page 14 of 28
Restrictions for Authorised persons: The sports trainer is a person or persons from each team who is or are responsible for immediately attending to a player who may appear to be injured and who provides water to the players. Note that ‘authorised persons’ does not include a Coach with the following exceptions; a) Where it is permitted under the Rugby Australia Pathway Laws. b) Where the nominated coach is required to fulfil one of the above listed roles. No coaching or technical instruction can take place while fulfilling one of the listed roles. c) Where agreement has been reached with the A.P.R.U. Executive Committee and Championship hosts. Replacements, Reserves and Uncontested Scrums: Nominated number of players: Unless specifically nominated by the Management Committee, the nominated number of players as per Law 3.5 shall be 15 players (women to field 10 players). Replacements: Each men’s team can name a squad of up to 23 players for each game. Each team may substitute or replace up to ten players in a game, managed by a card system. Women’s teams can name a squad of 15 players for each game. Each team may substitute or replace up to 5 players in a game managed by a card system. Replacements/substitutions may only be made when the ball is dead and with the permission of the referee, who will retain substitute numbers. A player sent off for foul play must not be replaced or substituted. Exception: a) A substituted player may replace a front row player when temporarily suspended or sent off unless the referee has ordered uncontested scrums prior to the event which led to the front player leaving the field of play and the team has used all the permitted replacements and substitutions. b) If uncontested scrums have been ordered and there is an injury to a front row player which requires that player to be replaced and there is a front row player available to replace that player then the front row player replacement must be used rather than players other than front row replacements. Uncontested Scrums: If during a match, a team cannot field a suitably trained front row because players are either not available, are injured or sent off, the referee must order uncontested scrums. The period/s of play during which uncontested scrums occurred must be noted on the score sheet. If uncontested scrums have been ordered and there is an injury to a front row player which requires that player to be replaced and there is a front row player available to replace that player then the front row player replacement must be used rather than players other than front row replacements. Commencing with Uncontested Scrums: If a team cannot start a match with a suitably trained front row that team is deemed to have forfeited that match unless prior approval is given by the A.P.R.U. Temporary Suspension – Management: The temporary suspension of a player will be recorded online on the game result sheet. All participants sent from the field of play by a referee or match official will face the judicial committee, which will be made up of no less than three members or delegates of the A.P.R.U. Executive Committee. For the purposes of establishing sanctions against players for foul play, the following will apply: Two (2) Yellow cards to a player in one (1) game will be equal to one (1) Red card Three (3) Yellow cards earned throughout the Championships will be equal to one (1) Red card One (1) Red card will require the player to sit out the next game for their state Once a full suspension has been served, the number of temporary suspensions attributed to the player shall revert to Nil. This does not apply in the case of two temporary suspensions in one game. This scenario will be treated as per a player ordered from the field. Official Communication: All team managers are to be present at a meeting to commence one (1) hour prior to the commencement of play for the first game each day of competition to discuss the progress of the Championships, present and resolve any issues that arise. CODE OF CONDUCT Discipline of Championship participants: It is expected that all competitors, including committee, coaching staff and players will adhere to the code of conduct of the APRU. Whilst competing and an indiscretion occurs, the APRU discipline committee will convene to decide on appropriate measures to take. This committee will consist of at least 3 members of the APRU Executive Committee. The members of the discipline committee will be outlined to you prior to the first game. 1. Objective The APRU is committed to promoting and strengthening the positive image of Rugby Football and its participants within the Policing bodies of Australia. In light of this commitment, the Code of Conduct seeks to establish standards of performance and behaviour to ensure that participants act in a professional and proper manner and to ensure that the game is played and conducted with disciplined and sporting behaviour. The Code of Conduct also seeks to deter all on-field and Rugby-related conduct that could damage the game of Rugby Football by impairing public confidence in the honest and orderly conduct of matches and competitions or in the integrity and good character of participants. In addition, these By-Laws seek to ensure that every Participant is liable to effective sanctions if they are found to have breached the Code of Conduct. 2. Code of Conduct It is paramount that all competitors (players and support staff) are aware of the obligations of their individual policing bodies in relation to off duty behaviour. Please be aware that you must comply with the requirements of your respective state or territory whilst competing in these championships, notwithstanding these may differ from state to state or territory. The APRU Executive Committee will report to the relevant state any breach of the regulations in place for the respective state, as required. In addition, all participants in the game are bound: (a) Not to bet or otherwise financially speculate, directly or indirectly, on the outcome or on any other aspect of a Rugby Football match or Competition which he or she is either involved in (whether as a player, official or in any other capacity) or connected to; (i) Not to throw or fix a match, try to achieve a contrived outcome to a match or a Competition, or otherwise influence improperly the outcome or any other aspect of a match or a Competition; (ii) Not to provide information to a Bookmaker about a match or any aspect of a match which he or she is either involved in (whether as a player, official or in any other capacity) or connected to; (b) Not to seek or accept a bribe or other benefit to do anything mentioned in sub-paragraphs (i) and (ii); (c) To report immediately to the APRU Executive Committee any offer of a bribe or other benefit to do anything mentioned in paragraph (i) and (ii) or any attempt by any other person to do anything mentioned in paragraphs (a) or (b); (d) To promote the reputation of the game and to take all reasonable steps to prevent the game from being brought into disrepute; (e) Not to engage in any Doping Practice as defined in the Rugby Australia Doping By-Laws; (f) To comply with the Rugby Australia Safety Directives for Referees, Coaches and Players; \\NAS-35-D1-81\Documents\APRU\National Championships\2018\2018 Championships registration booklet - v2.docx Page 17 of 28
(g) Not to repeatedly breach the Laws of the Game relating to Foul Play or Misconduct; (h) Not to abuse, threaten or intimidate a referee, touch judge or other match official, whether on or off the field, or a selector, coach, manager or other team official; (i) Not to show unnecessary obvious dissension, displeasure or disapproval towards a referee, touch judge or other match official, his or her decision or generally following a decision of a match official; (j) Not to use crude or abusive language or gestures towards referees, touch judges or other match officials or spectators; (k) Not to do anything which is likely to intimidate, offend, insult or humiliate another participant on the grounds of the religion, sexual orientation, disability, race, colour or national or ethnic origin of the person; (l) Not to conduct themselves in any manner, or engage in any activity, whether on or off the field, that would impair public confidence in the honest and orderly conduct of matches and competitions or in the integrity and good character of participants; and (m) Not to do anything which adversely affects or reflects on or discredits the game, the APRU, the ARU, any Member Union or Affiliated Union of Rugby Australia, or any squad, team, competition, tournament, sponsor, official supplier or licensee, including, but not limited to, any illegal act or any act of dishonesty or fraud. (n) The APRU is a member organisation of Rugby Australia. No persons currently serving a doping ban in accordance with the Rugby Australia or other sport’s anti-doping policy may participate in the APRU competition. 3. Compliance All Championships participants are deemed to have full knowledge of these Procedures and any Guidelines in relation to these Procedures. The APRU must ensure it complies with the Procedures and Guidelines and must take reasonable steps to inform each participant under its jurisdiction of the terms of the Procedures and Guidelines. Any participant who fails to comply with these Procedures or Guidelines is liable to sanctions from the APRU. Australian Police Rugby Union 2018 National Championships Release and Indemnity Acknowledgement FOR AND IN CONSIDERATION of the Australian Police Rugby Union Association Inc, the New South Wales Police Rugby Union Association (the ‘Championships Organisers’) and the Collegians Sporting Complex (the ‘Championship Hosts’) granting me permission to participate in the Australian Police Rugby Union National Police Rugby Championships (the ‘Championships’) conducted by the A.P.R.U and NSWPRU at the Collegians Sporting Complex, Wollongong, NSW held between the 23 and 29 September 2018, and as a condition of entry thereto, I the undersigned and all my heirs, successors, executors, administrators, agents and assigns HEREBY AGREE, 1. At all times during or in connection with the ‘Championships’, to comply with applicable rules and laws of rugby and any or all lawful directions of the championship officials and other authorised persons; 2. That I understand my attendance at and participation in the championships may involve the risk of serious injury, including permanent disability, death and social and economic loss arising from not only my own intentional or negligent acts or omissions, but also from the intentional or negligent acts or omissions of others, from the laws of play and their application, from the condition of the premises and/or equipment, as well as from other sources both known and unknown. Notwithstanding this knowledge, I freely and voluntarily assume all risks both known and unknown associated with my attendance at and participation in the championships; 3. To the extent permitted by law, to WAIVE all and any claim, right or cause of action, which I or my heirs, successors, executors, administrators, agents and assigns might otherwise have for or arising out of loss of my life, injury, damage or loss of any description whatsoever, which I may suffer or sustain in the course of or consequentially upon my attendance at or participation in the ‘Championships’; 4. To the extent permitted by law, RELEASE AND DISCHARGE, the ‘Championship Organisers’, the crown in the right of the State of New South Wales, their instrumentalities, agents, officers and employees, and all other persons, corporations and entities, including and not limited to sponsors, volunteers, contractors, service providers, their agents, officers and employees, in any way connected with promoting or staging the ‘Championships’, (referred to as the ‘Releasees’), from all liability to me, my personal representatives, heirs and next of kin for loss of my life, injury, damage or loss of any description whatsoever, arising out of or in any way connected with, or incidental to my attendance at or participation in the said ‘Championships’ whether anticipated or not and whether caused by the negligence of the ‘Releasees’ or otherwise. 5. To the extent permitted by law, INDEMNIFY AND HOLD HARMLESS the ‘Championship Organisers’, the crown in the right in the State of New South Wales, their instrumentalities, agents, officers and employees, and all other persons, corporations and entities, including and not limited to sponsors, volunteers, contractors, service providers, their agents, officers and employees, in any way connected with promoting or staging the ‘Championships’, (referred to as the ‘Indemnitees’) against any claim, demand, action, suit, proceeding, damage, cost, loss, expense, or liability of any kind, including all legal costs howsoever, suffered or incurred, that may be made or brought, by any person in respect or personal injury to or the death of any person whomsoever or loss of or damage to any property whatsoever arising out of or of a consequence of or in any way connected with my acts or omissions, by reason of my attendance at or participation in the said ‘Championships’, and whether caused by the ‘Indemnitees’ or otherwise; 6. The Trade Practices Act, 1974 (Commonwealth), and other laws imply certain conditions, warranties and rights in contracts with consumers that cannot be excluded or limited. This Release of liability and Indemnity does not exclude or limit the application of any such conditions, warranties or rights, which may apply where to do so would contravene those laws; 7. I have read this Release of liability and Indemnity, fully understand and agree to all its terms, and have signed it freely and voluntarily and do not rely on any inducements, promises or representations made by the aforementioned organisations or individuals involved in the ‘Championships’, or any other person associated in any way with the championships. IN CONSIDERATION for the Australian Police Rugby Union and the New South Wales Police Rugby Union (the ‘Host’) granting me permission to participate APRU National Championships between the 23 and 29 September 2018, I the undersigned and all heirs, successors, executors, administrators and assigns agree: 1) To abide by all the rules and regulations of the APRU and host; 2) To refrain from consuming alcoholic beverages or using any other substance in a manner which would increase, decrease or impair my level of performance during my participation in the ‘Championships’; 3) To refrain from unsportsmanlike conduct or any conduct bringing discredit upon the law enforcement profession, or the ‘Championships’, including without limitation, physically or verbally assaulting or abusing any official, competitor, spectator, volunteer, or any person involved in the conduct and management of the ‘Championships’. Any such conduct may meet with expulsion from the ‘Championships’ and appropriate criminal and/or civil action against me; 4) To refrain from damaging facilities and/or equipment in any manner or the unauthorized removal of equipment from the ‘Championships’ venue; 5) To be filmed, photographed or interviewed as a participant in the ‘Championships’ when requested to do so by any officer or official organiser or the ‘Host’; 6) The APRU is a member organisation of Rugby Australia. No persons currently serving a doping ban in accordance with the Rugby Australia or other sport’s anti-doping policy may participate in the APRU competition. Captain/Manager Checklist: All players and Technical Support staff have registered online. You have sufficient copies of the Game Day ‘G’ form for each scheduled game (plus the final if you make it). You have provided your Game Day ‘G’ form to officials no later than 30 minutes prior to the commencement of each game. You have sufficient copies of the Register of Injuries form for each scheduled game (plus the final it you make it). You have provided copies of relevant certificates for all Technical Support staff. All Players have paid their entry fee. Non-players have paid to attend the closing function. Team entry fee (incorporating closing function) has been transferred to the A.P.R.U.
