Welcome / Message The environmental health response to an emergency involves the management of public health consequences created as a result of the event, in addition to improving disaster preparedness to respond to future events. The main elements considered in the response include, but are not limited to: • drinking water • hazardous waste • general waste • sanitation • food safety • communicable diseases • vector issues, and • mass gatherings Public health professionals, particularly Environmental Health Officers, are in the best position to assess the public health impacts of disasters on communities and to evaluate the efficacy of a response. Environmental Health Emergency Management Plan The Shire of Augusta Margaret River Environmental Health Emergency Management Plan has been prepared in accordance with Section 41 of the Emergency Management Act 2005 and forms a part of the local emergency management arrangements. This Environmental Health Emergency Management Plan been endorsed by the Shire of Augusta Margaret River Local Emergency Management Committee and the Council of the Shire of Augusta Margaret River. Glossary of Terms Terminology used throughout this document shall have the meaning as prescribed in either Section 3 of the Emergency Management Act 2005 or as defined in the State EM Glossary or the WA Emergency Risk Management Guide with the exception of: Authorised officer which means a person designated as an authorised officer under Section 24 of the Public Health Act 2016; and Emergency officer which means an authorised officer or other person who is authorised by the Chief Health Officer under Section 174(2) of the Public Health Act 2016. Purpose The purpose of the Environmental Health Emergency Management Plan (EHEMP) is to provide for the development and implementation of public health emergency management arrangements. It outlines the Shire of Augusta Margaret River’s arrangements for the management of public health risks in an emergency. The EHEMP is a planning tool used by Environmental Health Officers (EHOs), support employees, the Department of Health Western Australia (DoH) and neighbouring local governments that may be assisting in an emergency event. Environmental health employees are expected to be familiar with the arrangements in this plan, prior to an emergency. The plan is also useful to identify development needs and assist with employee training. Aim Through the development and implementation of the EHEMP, the aim is to mitigate and manage public health risks in an emergency and protect the health of emergency-affected persons. Scope The EHEMP outlines arrangements for public health disasters or emergencies within the Shire of Augusta Margaret River. The EHEMP may be activated in conjunction with, or in isolation from, the Local Emergency Management Arrangements (LEMA) and hazard-specific plans, including those prepared by the DoH (State Hazard Plan – Heatwave, Human Biosecurity, State Health Emergency Response Plan, WA Health System Emergency Management Arrangements, Infectious Disease Emergency Management Plan, WA health system ). Almost all disasters will have some impact on public health, ranging from maintaining basic environmental health standards to an emergency of primarily public health concern. The following table outlines the initial response by environmental health officers. The Public Health Act 2016 (the Act) addresses public health emergencies. There may be specific responsibilities placed on authorised officers designated as emergency officers by the Chief Health Officer (CHO) under Part 12 of the Act. As part of a declared public health state of emergency, the CHO may authorise any local government authorised officer to exercise any of the emergency powers while the declaration is in force. A comprehensive approach Public health emergency planning and response synchronises with the comprehensive approach to disaster and incident management. Preparedness Preparedness encompasses the activities required to build capacity of the community, employees, and other agencies involved in the mitigation and management of public health risks relating to an emergency event. One central strategy for preparedness is education and access to information. Engaging and forming partnerships with external stakeholders, including the sharing of planning information is key. Environmental health employees are to take advantage of training opportunities and exercises in disaster management. Regular revision of key planning documents and standard operating procedures will result in a better-prepared team in the event of an incident. Response and recovery The response and recovery phases involve the mitigation or management of public health risks during and following an incident. This plan covers the immediate environmental health response to an incident. Recovery activities will usually be a continuation of the initial response with more emphasis on supporting the community to self-manage risks by providing support, information and advice. The interruption to the delivery of core environmental health services during and following an incident will need managing and may involve securing additional resources. Roles and responsibilities Manager Planning and Regulatory Services The Manager Planning and Regulatory Services will: • activate the EHEMP following advice from the HMA, Local Emergency Coordinator (LEC) or Incident Controller (IC) • remain in communication with the Coordinator Environmental Health and Events with regards to employee deployment and activities • feed information back to the IC • attend briefings and remain in communication with Coordinator Environmental Health and Events • arrange for additional resources if required • oversee environmental health information in media releases Coordinator Environmental Health and Events The Coordinator Environmental Health and Events will: • complete the Emergency management initial impact assessment • develop a plan based on initial assessment, communication with Manager Waste and Health, Incident Controller and public enquiries • activate EHOs to conduct field assessments in accordance with initial assessment • provide regular briefings to the Manager Waste and Health • remain in contact with activated officers, manage and update tasks, communicate new information, monitor resources and officers’ wellbeing • manage rosters, stand-down of officers and activation of others • ensure adequate PPE is provided to employees • arrange additional materials • regularly assess available information, ensuring that the environmental health response is appropriate • maintain a register of team activities • arrange a debrief following the event • liaise with the Department of Health regarding additional resources and guidance APPENDIX 11 – ENVIRONMENTAL HEALTH EMERGENCY MANAGEMENT PLAN Shire of Augusta Margaret River 41 Wallcliffe Road, Margaret River 6285 | T (08) 9780 5255 | F (08) 9757 2512 | amrshire.wa.gov.au

Asbestos fire contamination Environmental Health Asbestos fire contamination In Western Australia, asbestos was extensively used in building products until 1990. Therefore, many older residential and commercial buildings may contain asbestos, mainly as cement sheeting in walls, ceilings, eaves, fences, floor underlays, vinyl floor tiles, roofs and as backing to lino. If these are burnt it can lead to the spread of asbestos contamination which needs to be managed. However, if asbestos contamination is properly managed it poses virtually no risk to the public. If in doubt, treat the material as asbestos. If the asbestos can be easily broken when you touch you need to leave it alone. This means it is becoming friable and will require specialist removalists. Fire and Asbestos There are countless fires in WA each year in urban and rural areas. Sometimes these occur as major bushfires affecting many buildings. Although asbestos present may not burn, it may be physically damaged during a fire and possibly disperse into adjacent areas. Asbestos Contamination For asbestos cement sheets (10-15% asbestos), this damage often occurs as shattering from the explosive release of contained moisture into sheeting pieces and flakes as shown. • areas of fine surface material (such as flakes) from smoke plume deposition (depending on wind); and • sometimes, contamination from firefighting water runoff carrying fine asbestos material Possible Asbestos Health Effects The asbestos contamination of most concern is that which can generate tiny fibres able to penetrate deep into the lungs. Inhalation of these tiny fibres in sufficient quantities can result in asbestos-related diseases such as the deadly mesothelioma. Fortunately, the likelihood of these diseases is very low, and everyone has been exposed to small amounts of asbestos fibres in air during our lives without health effects. Studies and air monitoring during and just after a fire show that the amounts of the tiny asbestos fibres are comparable to background levels and what the Department of Health considers as safe. This is due to limited initial fibre release as well as massive air dilution and dispersal. Management of asbestos impacts However, as it is important to minimise any asbestos exposure, careful clean up any asbestos fragments is still necessary. These asbestos materials are usually brittle or friable material and if disturbed can release the dangerous fibres. Following a fire, emergency services and environmental and health agencies take interim measures to prevent disturbance of asbestos contamination. These include erecting temporary fencing if practical and cleaning of priority traffic areas. Evacuation of adjacent buildings due to asbestos contamination is only rarely necessary. The following more thorough assessment and clean-up of the asbestos contamination is usually the responsibility of the site owner. The local government Environmental Health Officer (EHO) is normally the relevant regulatory authority under the Health (Asbestos) Regulations 1992 and supervises the process. In some cases, such as large bushfires, the Western Australian Natural Disaster Relief and Recovery Arrangements may take charge of some or all of the clean-up and work with the EHO in this regard. It is important that the assessment and clean-up is done in a systematic way by asbestos professionals, using the WA Department of Health’s Guidance Note on the Management of Fire Damaged Asbestos 2014 and the Safe Work Australia Code of Practice - Safe Removal of Asbestos 2005. Specifically, the asbestos contamination is usually cleaned up by a licensed asbestos removalist in accordance with a plan devised by an asbestos consultant. Reasonable measures for cleaning bonded asbestos sheets and fragments Make sure you are wearing adequate personal protective clothing. This includes; • P2 or N95 mask • Disposable coveralls – if available or old clothes that can be disposed later • Gloves • Disposable shoe covers – if available or hard cover shoes that can be cleaned Do not break or crush the asbestos when you are moving it. If the material is drying out, keep it wet by lightly hosing with water before moving it. Carefully place the asbestos material in 200um plastic bags (heavy duty) or wrap using rolls of 200um plastic. If you are placing the asbestos in plastic bags, they should NOT be more than half full. Tightly twist the bag opening and fold over to form a goose neck and secure with heavy duty duct. Finally place that bag inside another one (double bag), seal and label ‘DANGER ASBESTOS WASTE’. If you are using rolls of black plastic make sure you only wrap the equivalent of a single fence sheet for each wrapping. Double wrap, seal with duct tape and label ‘DANGER ASBESTOS WASTE’ Dispose of wrapped asbestos according to the requirements of your local government or emergency advice provided by response agencies.
