The MPD-2041 will come into effect soon after the MPD-2021 plan expires. The advisory council of the Delhi Development Authority (DDA) on Tuesday gave its preliminary approval to the draft Master Plan for Delhi-2041. The draft will now be put in the public domain for inviting objections/suggestions from the people of Delhi, said a DDA spokesperson. The DDA has prepared a draft MPD-2041, giving more emphasis to a strategic and enabling framework for the future growth of the national capital. The MPD-2041 will come into effect soon after the MPD-2021 plan expires. Under MPD-2041, the DDA has emphasised on policies such as transit-oriented development (TOD) and land pooling policy of MPD-2021. With a view to encourage eco-friendly development, the DDA has also formulated to regulate infrastructure and other works in villages that are located in the green belt on Delhi's periphery as well as the low-density residential areas (LDRA). The MPD-2041 is divided into two volumes and comprises sector-wise policies in the key focus areas such as environment, economy, public space, heritage, mobility and social and physical infrastructure etc. It also included land pooling areas, green development areas, regeneration of planned and unplanned areas and strategic regeneration etc. "Implementation of the MPD-2041 is the collective responsibility of all the agencies involved in the development of Delhi, including the Centre and the Delhi government, service providers, land owning agencies, regulators and local bodies, among others," the DDA said in an official statement. ________________________________________________________________

The minister said they put up the proposal after the demand from the construction industry. “The board can provide assistance. However, a final decision has to be taken,” the minister told TOI on Monday. He had earlier appealed to migrant and unorganised workers not to leave for their home states and not to succumb to rumours. Mushrif, who is also the rural development minister, said they are seeking the state government’s support in keeping the construction activity going on in the state. Maharashtra Cabinet Minister Nawab Malik on Tuesday said the state government will provide five kg of ration to the state's seven crore people and will also transfer Rs 1,500 in the bank accounts of 25 lakh construction workers and registered rickshaw pullers from Wednesday. This came after Maharashtra Chief Minister Uddhav Thackeray on Tuesday announced 15 days of strict COVID-19 restrictions from Wednesday at 8 pm, while ruling out the complete lockdown in the state. However, the essential services will be unhindered during the curfew. "While our government has decided to put stricter restrictions in place for the next 15 days, we have also taken into account hardship and difficulties that daily wagers will face. That is why a package of around Rs 5,500 crore has been announced today by our Chief Minister," Malik told ANI. "Shiv Bhojan Thali, earlier given at Rs 10, will be given free for the period. The beneficiaries of 'Niradhar' scheme will also be paid in advance," Malik added. The Nationalist Congress Party (NCP) leader hoped the people of the state will comply with the COVID-19 restrictions and expressed hope that they will have success after 15 days with their support. Malik said that the decision is very crucial in our efforts to break the chain of transmissibility of COVID-19. Further speaking about the oxygen shortage in the state, he said the state has a capacity to produce 12 lakh tonnes of oxygen, which is falling short. "The state deputed to us are far-off. If the Air Force comes to our aid in airlifting the gas cylinders then it would be very helpful for us to serve the patients," Malik further said. Maharashtra on Tuesday reported 60,212 fresh COVID-19 infections and 281 deaths, according to the State Health Department.
Thackeray on Tuesday announced a series of strict restrictions in the state till May 1 including the imposition of Section 144 from Wednesday in view of rising COVID-19 cases and but said he will not term the new restrictions as "lockdown". Under the new guidelines, all establishments, public places, activities will remain closed in the state. Only essential services will be exempted, and their operations to be unrestricted. The guidelines said that cinema halls, theatres, auditoriums, amusement parks, gyms, sports complexes will remain closed till Section 144 is imposed in the state. Local train and bus services will be allowed for essential services only and hotels and restaurants will allow only take-away home deliveries. Several districts in Maharashtra including the capital Mumbai are severely hit by the second wave of COVID infections. Mumbai reported 7,898 new cases and 26 deaths in the last 24 hours, while Nagpur district reported 6,826 new COVID-19 cases and 65 deaths on Tuesday. ________________________________________________________________

The momentum in property sales in Maharashtra is likely to slow down in April as the state government has prohibited movement of people without a valid reason for 15 days while implementing section 144 from Wednesday evening. However, the benefit of continuity in construction activity allowed by the state, developers believe, is expected to outweigh the impact on sales. The state government has allowed construction activity with the condition that developers will be managing workers on site with their food, accommodation, medication and no unnecessary movements. According to realty developers, the loss of sales for these 15 days can be recovered later and the permission to carry on construction activity will help them in holding the workers back and avoid reverse migration. “The permission to allow construction work will not only help us in timely completion of projects, but also in avoiding the repeat of last year’s exodus. Sales may get impacted for the next 15 days, but that can be recovered as soon as the restrictions are lifted. Based on our learnings from last year, many developers have shifted most part of the sales process digitally and that would help us in keeping the customer engaged,” said Rajesh Prajapati, managing committee member of realty developers' body CREDAI-MCHI. Developers seem to have factored in the sluggish sales activity for this period but are relieved that the construction work has been allowed to be carried out during the period of the clampdown. “Homebuyers may defer their decisions for two weeks. However, allowing construction activity will help developers in retaining migrant workers back and avoid project delays. With this, the government has also ensured there is no repeat of last year’s chaos related to reverse migration,” said Harish Jain, vice president, Brihanmumbai Developers Association (BDA). Developers are already taking care of labourers’ food and accommodation at the site itself apart from free regular testing, vaccination, the assurance of medication, work and wages even if the

The draft MPD was preliminary approved in the authority’s meeting chaired by LG Anil Baijal on Tuesday. According to a statement from DDA, the draft MPD-2041 will focus on non-ownership or rental and small format housing. The MPD-2041 also aims at incentivising new formats like serviced apartments, condominiums, hostels, student housing, worker housing, etc. The plan is to have such small format housing particularly close to mass transit corridors like the Delhi Metro. The proposal is modelled on the affordable rental housing complexes (ARHCs), initiated by the Union ministry of housing and urban affairs. The ARHCs are aimed at providing ease of living to urban migrants and the poor in different sectors, according to the ministry’s website. “The focus on non-ownership or rental housing is aligned with the national policy,” said DDA’s vice-chairman Anurag Jain, adding this proposal would help in housing for all. He said that many other countries have experimented with rental housing earlier. AK Jain, former commissioner (planning), DDA said that the proposal was in line with Pradhan Mantri Awas Yojana – Urban, which already has a rental housing portal. “This came up last year and aims at the migrant workforce, which might also include those who visit the capital for work for a few months in a year and then go back to their native places,” he said. “DDA should make the best use of land and go for dense development but also ensure that these buildings are green and low on carbon emission and energy use, which is good for climate change,” he said, adding that it is also important to ensure these dwelling units are cheaper to build and affordable for users. According to sources, while the rental housing scheme would come into effect when the MPD-
2041 is finally notified by the ministry, DDA would be simultaneously working on a mechanism on how to implement the scheme. ________________________________________________________________

The Bihar Real Estate Regulatory Authority (BRERA) has taken strong action against three private developers for violating RERA norms, an official said on Tuesday. The action has been taken after more than one dozen home buyers filed written complaints with the BRERA. The official said that the real estate companies -- Green Vatika Homes Pvt Ltd, Arunendra Developers Pvt Ltd and Shiba Welcome Pvt Ltd -- violated RERA guidelines. Accordingly, action has been taken against them in the last one week. "The home buyers have filed complaints against these builders and the violation was found during the hearing. Accordingly, we have frozen the bank accounts of directors of the companies," the official said. "Besides, we have also asked them to submit all financial transactions, investments and expenditures of the companies after the particular project launched in Bihar. Till that time, we have stopped them from selling residential units till the next order," the official said. Home buyers have filed complaints against Green Vatika Homes, for instance. The company has projects named VIP Residency, Pusp Vatika, Kamal Complex, Urmila Vatika and other projects in Patna and other districts. "We have paid 80% to 90% of our total cost of the residential flats but our builder has not completed the construction accordingly. We strongly believe that the builder has three to four projects underway and it has invested our money in other projects," said Ravindra Kumar Sinha, a home buyer. Bihar RERA has frozen the bank accounts of Pankaj Kumar, Chandan Kumar and Upendra Mandal, directors of Arunendra builders. The regulatory body has also banned the sale of residential units of its projects at Phulwari Sarif, Danapur-1 enclave and other parts of Bihar. The next hearing on Green Vatika Homes and Arunendra builders is scheduled for April 16. Similarly, Bihar RERA has frozen the bank accounts of Khalid Rashid and Amina Rashid, the
directors of Shiba Welcome builders. RERA has also banned sales of the project Rajeshwar Apartment. The hearing of Shiba Welcome Builders is scheduled on May 10. ________________________________________________________________
