APELDOORN 2021 EUROPEAN ATHLETICS INDOOR CHAMPIONSHIPS “CELEBRATE ATHLETICS LIKE NEVER BEFORE”
ECH_16 – ATHLETICS LIKE NEVER BEFORE In July 2016 in the Amsterdam Olympic Stadium and Museum Square, athletics history was written. It was the very first time in the 83-year history of the Outdoor Championships that the tournament was held in the Netherlands. A full Olympic Stadium packed with atmosphere, emotions and sportive achievements made the event successful, not to mention the social, economic impact and the legacy of the championships. It answered the organization’s ambition to realize an unforgettable athletics event together with an audience in a sold-out stadium under the motto 'Athletics Like Never Before'. The organization attached three guiding principles to achieve this: 1) promoting ‘Athletics like never before’: The Championships was to use the newest, and most user- friendly developments in the area of communication to promote the event, 2) showing ‘Athletics Like Never Before’: Amsterdam was organizing a sportive, multimedia, athletics spectacle unequalled in the international world of athletics, which it could not do without Dutch ‘Orange’ fans from all over the country; and 3) expanding ‘Athletics Like Never Before’: The Championships were to be a typical example of the cross- fertilization between this top sport event and the grassroots sport. It is with great pride and expectations that we can present our candidature for the European Athletics Indoor Championships. The purpose of this document is to allow European Athletics to make a well-informed decision to grant Apeldoorn the European Athletics Indoor Championships for 2021. WHY APELDOORN IS YOUR PERFECT CHOICE Apeldoorn is one of the greenest cities in the Netherlands and located in the province of Gelderland. It is a mid-size city with a population of approximately 156.000. Apeldoorn is the Netherlands’ twelfth largest city with a charming and lively inner city and a young, sports minded population. Both the City of Apeldoorn and the Province of Gelderland have chosen athletics as key sport, which means athletics is one of the four sports they fully support. From finance to facilities and activation programs, there is a strong commitment to the success of the event. The choice for Apeldoorn is a guarantee for a venue full of spectators, which will benefit the athletes’ performance. 3

TRACK RECORD OF CELEBRATING SPORTS The Netherlands has an impressive track record of hosting international sports events and performances in sports. The recent success of Dafne Schippers is a noticeable example of a small country achieving big results. The political and economic stability is supportive to those accomplishments. Sports is not suffering from any changes in the political and economic climate. Budgets for the improvement of infrastructure, facilities, top sports programs, grass roots and school initiatives are all locked and geared to creating favorable conditions and achieving this goal. The recent success of Dafne Schippers is a noticeable example of a small country achieving big results. All events in the recent years were considered game changers. All sold out, all with packed stadiums, all celebrating sports. The Netherlands was the proud host of striking events such as the World Championships Hockey and Rowing in 2014. In 2015 the World Championships Beach Volleyball and European Championships Volleyball for Women captured the Netherlands, for both Apeldoorn was one of the host cities. In that same year the Tour de France started in Utrecht. In 2016 the Giro d’Italia started in Apeldoorn and two stages took the peloton through the province of Gelderland. In 2017 the UEFA successfully landed the Women Euro in seven cities and the Grand Final of the World Triathlon Series was staged in Rotterdam, whilst in Amsterdam, the EC Hockey took place. Next year the World Championship speed skating will be held in the Amsterdam Olympic Stadium and the World Championship inline skating will be staged in multiple cities in the province of Gelderland. The final stop over of the Volvo Ocean Race will be in The Hague. The year 2019 will be packed with the European Championships volleyball for 6
men, archery and equestrian and the World Championship 3x3 basketball in Amsterdam. The same city that will be host in the 2020 UEFA European Championships. All events in the recent years were considered game changers. All sold out, all with packed stadiums, all celebrating sports. We can conclude that the European Athletics Indoor Championships 2021 is in the right company to achieve greatness and will contribute to the promotion of athletics, increase the athlete level and attract more people to the sport. Like we did in Amsterdam. 7
EICH_21 – CELEBRATING ATHLETICS LIKE NEVER BEFORE In 2021 the city of Apeldoorn will welcome the Athletics Family for the European Athletics Indoor Championships and will ‘Celebrate Athletics Like Never Before’ along the same principles as the Amsterdam Championships and other championship events in the Netherlands. Apeldoorn is undeniable one of the most athletics minded cities in the Netherlands. The EICH_21 will have a direct impact on the growth of the National Indoor Championships. Since 2009 the Atletiekunie yearly has been organizing the National Indoor Championships for juniors, seniors, students, masters and the combined events. Further in 2010 and in 2015 Apeldoorn has been the backdrop for the organization of the international combined events (NED/CZE/GBR/ESP/FRA). With its strong athletics culture Apeldoorn will undoubtedly make a big success of the European Indoor Championships and be a poster for the sport and a catalyst for its growth. The EICH_21 will have a direct impact on the growth of the National Indoor Championships. The event itself will see a festive and welcoming atmosphere for fans, visitors, guests and not in the least for all athletes, irrespective of the nation they represent. From signage to stadium decoration and event production, each of the days will provide the sponsors, fans, press and television audience a premium sports and entertainment experience that submerges fans in the sports of athletics. Data and statistics on the video walls will display the unique athletes’ performance and provide worthwhile facts and figures to the diehard fan and casual visitor. Interactivity will be the key theme in other entertainment and the video walls, mobile devices, all will play a role in enhancing the event experience in a contemporary way. Each of the days will provide the sponsors, fans, press and television audience a premium sports and entertainment experience that submerges fans in the sports of athletics. Innovation of the sport is a key theme. The Atletiekunie is applying video referee during the National Championships and is continuously seeking for opportunities for fair play and creating the best possible conditions for athletes to achieve their Personal Best and medal ambitions. 9
HIGH PERFORMANCE CENTRE PAPENDAL One of the dramatic additions to the earlier bid for the championships is the presentation of the High Performance Centre Papendal as the training location for the athletes. At only 20 minutes from Apeldoorn, The High Performance Centre, which is the heart of Dutch sporting excellence, will open its doors for the European Athletics family. For athletics, the High Performance Centre features the Arnhem hall, the Olympic Training Centre and athletics track. The Arnhem hall includes two weight training rooms of which one contains recovery facilities, a technical athletics hall, a sprint hall of 130m long and an elite sports restaurant. Next to the Arnhem hall, you will find the Olympic Training Centre. The athletics component consists of two large sports halls, including shot put facilities, two large weight training rooms, one combined with a seventy-meter-long sprint hall. Finally, the 400m long blue athletics track. This track is surrounded by softer red and green tracks, which are very suitable for warm-up and cool-down and for preparation for the middle and long-distance athletes. Next to the 400m track, there is another 100m sprint track with a gradient of 3%. 10
AMBITION, IMPACT & LEGACY The popularity of the Dutch athletics stars has already an effect in the growing numbers of affiliated athletes to the Dutch clubs since the last two years, in the reinforcement of a young national team and the number of visitors at athletics events. It will give the sport and Dutch athletes a platform to perform, showcase the sport and create an opportunity for the federation to promote the sport, increase the athletes’ level and attract more people to the sport. By bringing these events to the people at iconic locations it will enable more people than ever to enjoy the likings of athletics and it’s many different appearances. For the long-term development of athletics, the Atletiekunie will roll out various side- events well in advance and during the European Athletics Indoor Championships aimed at increasing participation and promotion of a healthy life style. The program will feature clinics, events, seminars and congresses and involve all age groups from kids to seniors. 12

PARTICIPATION EVENTS The Midwinter Marathon. The course around Apeldoorn has for years been known as one of the most challenging races in the Netherlands. Participants run through the beautiful wooded surroundings of Apeldoorn, Hoog Soeren and Assel. Start point and finish line are in the ‘Royal’ Loolaan, close to one of the proposed VIP Hotels. Participants can enlist for various distances. An 8-km run The 10 English Miles. A 25-km round. 14
CITY EVENTS The Winter Throwing competition. Born in 2001 to maintain motivation and preparation, Winter Throwing provides long throwers (discuss, hammer and javelin) an opportunity to compete in a Cup. This spectacular event will be organized in the stunning gardens of the Loo Palace. It will provide a similar atmosphere as at the Museum Square in Amsterdam. Grandstands will give the audience a panoramic view and large screens and voice over will contribute to the experience of the spectators. 15
PROMOTIONAL EVENTS G5 promotional events of the EICH will make the EICH top-of-mind. In the stations of 5 big cities (Amsterdam, Rotterdam, Den Haag, Utrecht, Eindhoven) and at 5 iconic indoor locations such as museums and city halls, athletics demo’s will be staged. 16
MEMBER FEDERATION EVENTS In the lead up to the EICH the Atletiekunie will maximize efforts to get the Netherlands on the move. A pedometer relay in every city in the province for business and schools will start at Papendal and finish at the EICH. A structural impulse in PE through the introduction of Run, Jump, Throw competition and a XL event during the EICH incl. a Meet & Greet at the EICH will further enhance the impact. The structural integration Para through sharing information, knowledge with and education of clubs and distribution of specific race materials will broaden the effect. Finally, the link to food & healthy life style through the introduction of an EICH menu challenge for clubs, bars and restaurants and selection by Dafne Schippers, will complete the program. 17
FOOD AND A HEALTHY LIFESTYLE Food and a Healthy Lifestyle are important social theme’s due to the issues of lack of movement and obesity. The theme also touches top sports. More than ever before top athletes are conscious of the strong relation there is between results at the highest levels in sports and food to fuel the performance. Former Dutch volleyball international Debby Stam studies Food and Dietary. To enhance awareness for Food and a Healthy Lifestyle, a program has been developed to compose and distribute menus to various target groups. The program is simple, but impactful and goes by the name ‘Debby’s Food Plan’. The province of Gelderland, city of Apeldoorn both embrace the program, that finds it origin in the ambition to acquire the World Championships Volleyball 2022, but by all stakeholders is considered a program that exceeds a sport. It should be considered a vision on the impact that sport can have on the life of people. The starting point of the program is establishing the menu for the athletes. From this menu, menus will be derived for VIP’s, visitors and volunteers. This can be done for small events, bigger Atletiekunie events such as the National Championship and premium events such as the EICH_2021. The program is flexible and scalable and depending on the financial means can be extended in terms of offerings and campaigning. The starting point of the program is establishing the menu for the athletes. From this menu, menus will be derived for VIP’s, visitors and volunteers to enhance awareness for Food and a Healthy Lifestyle. A consideration for an addition to the program is Dafne Schippers initiative Dafne Likes. Together with her sister Sanne the platform Dafne Likes showcases the life of the Dutch athletics star. Food, recipes and cooking are the major ingredients of the platform and 18
the social media activities. A link in whatever form could benefit both initiatives in terms of awareness, engagement and effect. During the EICH Debby’s Food Plan will be at the event venue and the side event locations. It will be the means for sales to visitors and distribution to volunteers. In the hospitality room VIP’s will be addressed and learn about background and get information on their particular menus. Special initiatives such as a Food or Smoothie action should be considered as well. Dafne Likes showcases the life of the Dutch athletics star. Food, recipes and cooking are the major ingredients of the platform and the social media activities. However, for all the programs and initiatives mentioned, there is always one key motto: “Food must be tasty”. 19
FAN AND VIP EXPERIENCE One of the most exciting continuous events surrounding the European Championships will be the Fan Experience, an interactive theme park offering participatory games, displays, entertainment attractions, kids' clinics, free autograph sessions and the largest athletics memorabilia show ever. The Fan Experience will be situated just outside the main hall in the topsporthal and be open well in advance of the sessions. VIP’s will enjoy a program of sightseeing tours and visits. Obviously, the Loo Palace in Apeldoorn will be on the list and in the midst of the Veluwe national park, VIP’s will enjoy the Kroller Muller museum, which has the second largest van Gogh collection, but also top pieces of Claude Monet, Georges Seurat, Pablo Picasso and Piet Mondriaan. Further in the Veluwe, the stunning Radio Kootwijk is situated in Europe’s biggest sand area. The monumental building is located in an open area of 700 acres and its remarkable design and enormous size make it a temple in the midst of emptiness. The tours will be guided and transfer and lunches will be accommodated for. This program will contribute to lasting memories. 20
ORGANIZATION 21
ORGANIZING COMMITTEE The creation of a memorable experience for the athletes and fans is crucial the LOC. All objectives and procedures are geared to ensure that the facilities are at spec, properly equipped, safe, clean and staffed. The Atletiekunie together with the city of Apeldoorn and the event promoter will be responsible for the organization of the event. The contract with European Athletics will be signed by the Atletiekunie and city. Both will subcontract the obligations to the event promotor. To avoid any financial risk for the National Federation, the promotor will establish a legal entity in which the event will be organized. This entity will be responsible for any deficit based on its financial means. All objectives and procedures are geared to ensure that the facilities are at spec, properly equipped, safe, clean and staffed. We are happy to announce that in Gregory Sedoc we’ve found a tournament Director who will be an ambassador for the event and for the sport. Gregory is charismatic, eloquent and has captured the heart of the Dutch during his career, but specifically since his television performances in which he brought the sports of athletics to an larger audience in an authentic way. THE VENUE Omnisport Apeldoorn, which is an IAAF certified facility is built for purpose, has an A- status and is the preferred facility in the Netherlands for the organization of national and international indoor athletics events. Layout, gradient and dimensional accuracy all were complying with the IAAF standards and therefore an IAAF Indoor Athletics Facility Certificate was granted. The manufacturer of the track surface is Mondo Sportflex Super and was installed 2008 and has a minimum of 6 lanes (oval track) and 8 lanes (straight track). Top layer renovation of the track is planned for, as well as full refurbishment of the competition venue. Further Field events facilities such as Shot circle, High Jump site, Pole Vault site and Long/Triple Jump all are available. To comply with the clean venue policy, shot put facilities will be set-up and removed in advance and right after competition. Omnisport Apeldoorn, which is an IAAF certified facility, is built for purpose, has an A-status and is the preferred facility in the Netherlands for the organization of national and international indoor athletics events. The 1200 m2 warm up area can be found in the catacombs of the venue. The track surface is a Descol surface, though adequate for the use of spikes (also the case for the oval track), is 60 meters long and holds 6 lanes. Next there is a 300-meter oval warming up track all the way around. Even if the oval warm-up track cannot be used in all its extent, due to the flows from existing rooms and spaces, it offers sufficient possibilities for the athletes’ warm-up. Facilities such as Shot circle, High Jump site and Long/Triple Jump all are available. For the weight lifting function space needs to be allocated, just as for physiotherapy, but space is amply available. The adjacent topsporthal is the perfect area due to its location in relation to the intended athletes flow and the fact that the hall could be compartmented. The total capacity for sale for 5 sessions would be 21.000 seats for Friday AM/PM, Saturday AM/PM and Sunday All Day (for each day All Day tickets will be available, just as a Passe Partout for the tournament). The organization expects to sell out the 23
tournament. The full stands will contribute to the image of success and contribute to the performance of the athletes. 24
ACCOMMODATION Apeldoorn will feature a compact organization with the hotels, the training facilities and competition hall, all very close to each other. Athletes and officials can choose to use the available free transportation services, or even can take a bicycle to the locations and mingle with the Dutch and become part of this beautiful city for the day. To accommodate the needs of European Athletics, the athletes, coaches and staff, media, sponsors, licensees, corporate partners, and other guests, hotels have been selected that are able to answer the European Athletics requirements. All selected hotels have convenient access to the training and competition facility, and are familiar with hosting sports teams and their players, athletes, coaches and staff. Facilities such as welcome and information desks, offices are accounted for, as well as visible presence of sponsors. The newly build van der Valk Apeldoorn will facilitate a spacious, comfortable and wealthy area that will function as athlete’s lounge for athletes to rest, to relax and to charge their batteries. All selected hotels have convenient access to the training and competition facility, and are familiar with hosting sports teams and their players, athletes, coaches and staff. The inclusion of Papendal in the bid for the EICH_2021 strengthens the program. We know Papendal is unique in its sort. That uniqueness can be found in the energy at Hotel Papendal. You can feel it upon arrival, beyond words. You want to stay here. This is where you can relax, escape from your daily routine and recharge your battery. Staying in the heart of Dutch sporting excellence makes it even more unique. The capacity of 300 rooms can be used as twin, or single room at full board. The kitchen team of the Elite sports restaurant at Papendal radiates a passion for food and a passion for the job. The elite athlete is top priority in this. The Elite sports 25

TRANSPORT Amsterdam Schiphol Airport is located 100km from the city center of Apeldoorn, just as all hotels and the competition- and training venues are. Amsterdam Schiphol Airport has connections with approximately 300 European and intercontinental airports in almost 100 countries for some or all of the year. Distance from Amsterdam Schiphol International Airport to the facilities is approximately one hour and the transfer will be comfortable due to the connected highway and railway. Two train stations are in the direct vicinity of Omnisport Apeldoorn. The respective stations are on a 5 and 2-minute walk from the facility and connect Apeldoorn with the rest of the Netherlands. Apeldoorn is easy accessible by car. A motorway encircles the city. For local transportation, a bus network provides excellent mobility. Amsterdam Schiphol Airport has connections with approximately 300 European and intercontinental airports. Transport will be organized from Amsterdam Schiphol to bring athletes, coaches, staff and officials to their hotels. Those who come by train will be transferred from Apeldoorn Central Station. Transport will also be arranged for the journey home after the tournament. The time for the transfer to Apeldoorn will efficiently be used. All visiting parties will be checked into their hotel, they will receive all relevant tournament information and get their accreditation. Once arrived the only focus of the athletes left is their preparation and their performance. Weeze airport in Germany is the nearest other international airport of Apeldoorn and under 100km distance, but Weeze has a lesser number of connections to the major European cities compared to Schiphol and in terms of service level is not in the same league. Other alternatives to be considered are Eindhoven Airport at 116km distance and Munster/Osnabruck at 148km, both with easy single highway access from respectively the south and east. Transfer would be accommodated for. The latest addition to the 27
accessibility of Apeldoorn is Lelystad Airport at only 77km from Apeldoorn. With the opening planned for April 2019, we can easily state that Apeldoorn is easy approachable is an understatement. However, we strongly prefer Schiphol to be the designated airport for in flying teams. 28
MARKETING & PROMOTION For income out of sponsoring, advertisement rights and hospitality packages, the LOC will comply with the new European Athletics Marketing Agreement. In Apeldoorn, a group of about 60 companies have established a task force to join efforts to create activities in their companies to integrate the population in the spirit of each sportive, cultural or other major event brought to the city. A marketing campaign will build awareness of the European Athletics Indoor Championships above the line via television, radio and newspaper announcements and visibility in the streets via outdoor advertisement. Free publicity will further enhance the relevance of the European Athletics Indoor Championships for the casual sport fan. All communication in the market, both marketing and free publicity will be directed to the event website and the primary objective is to drive ticket sales and attendance. Further a strong introduction should clear the way to success. 29
Sport fans are always connected, following their passion real time on multiple devices looking for unique content. Using the latest technology and insights, the dedicated website, social media channels and an event app will provide authentic content that will be created to reach out to Europe and contribute to fan engagement well in advance and during the event. 30
MEDIA The EICH_21 will reach a larger audience in the Netherlands than ever before. One of the main goals of the event is to bring (indoor) athletics to the widest possible audience. The NOS, a member of the Dutch public broadcasting community and EBU, has voiced that it is willing to commit to be the Host Broadcaster for the European Athletics Indoor Championships 2021 should the event be staged in the Netherlands. NOS is the national broadcaster of the leading sport show on the Dutch television market and has extensive experience in covering high-profile sports events. One of the main goals of the event is to bring (indoor) athletics to the widest possible audience. The European Athletics – EBU technical annex will dictate amongst others standard camera positions, just as sufficient space for a broadcast compound, which will accommodate the television trucks and trailers. The broadcast compound will be situated next to the venue. The booth space needed will be arranged during the preparation process and are planned to be temporary facilities, which will answer the specific demands for competition coverage. There are different possibilities for the media center, to be selected according to the best flow from the media stands to the mixed zone and other the other flows. To facilitate working space for the substantial amount of international media that is expected to be present at the event, areas will be the dedicated for the media and will house all the press functions. In the media center the credential distribution office will be located, where press will receive their credentials, or new credentials will be produced and issued. Further functions that will be facilitated are: • Media work room • Press conference / media interview room • Photo workroom • EA PR offices 31
In the facilities, temporary seating areas will be created to provide the international press with sufficient working space and excellent sight lines to the track. The press box area will be equipped with the proper technology for communication and game registration. 32
SUSTAINABILITY The following greening practices will be considered when planning and implementing the event in order to ensure a sustainable event and a climate neutral result: • Eco-procurement or green purchasing • Waste minimization and management • Energy efficiency • Water conservation • Emissions reduction • Biodiversity conservation • Social and economic development During the event, LOC, athletes and fans will be part of the team working to recover at least 90% of stadium waste by recycling bottles and cans, composting organic materials like food waste and service ware, and repurposing items like discarded handbags, signage and construction materials through local community organizations. The LOC staff will encourage stadium fans to recycle and compost. Through this process, stadium partners will introduce a tri-bin waste collection system, invest in a dedicated organics compactor and implement a detailed post-game waste sort to insure each waste stream is contaminant-free. Clean traffic and transportation is one of the four ambitions. In that perspective, a bicycle plan will be part of the EICH_21 transportation means. Clean traffic and transportation is one of the four ambitions, next to stimulating innovation and clean tech business and reinforcing the living environment with quality. In that perspective, a bicycle plan will be part of the EICH_21 transportation means. Inspired by the orange bikes at Papendal that make transportation at our National Olympic Centre easy, healthy and clean, it is the ambition to stimulate the use of bikes as transportation means for the EICH_2021. A spin off of such a choice is the impact that athletes have as a role model in promoting a healthy life style and the positive impact it would have on the sustainability of the event. Cyclists help create a healthy, accessible and attractive environment and make a wise choice for their own health as well as for the health of a city. On average, cyclists are healthier, more productive and ill less often. At the same time, cyclists contribute to cleaner air in the city. They take up relatively little space and therefore play an important role in a city's accessibility. This is essential for economic growth and for the development of new urban residential areas. 34
At the time of the event at the EICH_21 bikes will be available free for use, routes from the hotels to the venue and to the city center and vice versa will be mapped and locations to leave and pick up a bike will be amply available. To make this initiative successful focus should be on smooth cycling, easy parking and spacious, fast and recognizable routes. Together with the city of Apeldoorn and possibly with Dutch bicycle companies such as Sparta (Apeldoorn founded), Gazelle, Batavus and/or modern brands such as Van Moof, or Roetz, well in advance of the EICH_2021 these topics will be addressed. Closing Words Hosting the European Athletics Indoor Championships will entail significant organizational and operational demands.
