Introduction Of Antigen Rapid Test Rostered Routine Testing (RRT) Antigen Rapid Testing (ART) • A surveillance tool used in Construction, Marine and Process (CMP) sectors to An additional layer of risk identify cases early, isolate and contain mitigation measure to reduce risk the spread of COVID-19, as part of Safe of transmission from community Management Measures into and/or within CMP • RRT Regime since 18 May 2021 – revert worksites, so that workers can to RRT frequency of 7 or 14 days continue to work safely respectively for anyone entering worksites, regardless of vaccination status RESTRICTED. Should we implement ART at worksites now? • With the evolving COVID-19 situation, construction worksites can be better prepared • Developers and contractors are strongly encouraged to pilot ART implementation now, given that:- • Worksites will be given ART test kits to implement • ART supervisory training are being heavily subsidized RESTRICTED. Overview of ART requirements For Which worksites? For Who? Progress of ART Implementation at Pilot Worksites To date, more than 150 worksites are in the process of implementing ART, and 30 have started operation. We are in the process to onboard more worksites (The ART is on top of the existing RRT regime at worksites) Supervised Self-Swab Results out in 15 mins RESTRICTED. Overview of ART Implementation workflow Contractor enrols a few Personnel attend course personnel to attend ART 2 sessions - 3 hours each supervisor course (1 theory and 1 practical) Contractor plans site layout for ART and procure essentials Contractor sets up such as tables, chairs, PPE, hand worksite for ART What’s the sanitizers, trash bags, etc Worksite processes like commences ART to onboard Implementation ART? Contractor BCA verifies quantity HPB delivers submits order and place order with test kits to for ART test kits HPB worksite Contractor prepares nominal rolls for ART attendance eligible dates for ART, results reporting, etc RESTRICTED. Preparation & Implementation Details Training of ART Supervisors • Supervised self-swab on site – Contractor to send personnel for Supervisor training (guideline: 1 supervisor to supervise not more than 20 pax for self-swab) • Contractors to plan and consider the number of ART supervisors needed to oversee the self-swabbing process 8 RESTRICTED. Preparation & Setting up of ART station Implementation Details B Selection of Site 1) Fresh air ventilation is recommended for swab sites to prevent possible concentration of aerosolised substances. Not ideal to have air-conditioning at swab sites 2) Possible swab sites: a) Outdoor spaces / fields/Outdoor Tents (Preferred) For outdoor space/fields, there should be tentages and raised platforms set up to cater for wet weather b) Indoor function spaces / canteens Although less ideal, indoor function spaces/canteens, may be used. Preparation & Setting up of ART station Implementation Details C Site Layout • Contractor should plan the site layout to set up ART stations at the site. Site layout plan must be retained on site. Refer to ART playbook for more info https://go.gov.sg/bca-mom-art-playbook. • Suggest to have two (2) queues at the site to facilitate faster entry to site:- Queue for ART Queue to enter site w/o ART Personnel on site daily & visitors who are Personnel on site daily & visitors who are: non-dorm workers falling on: • Dorm workers and; • D3/D7/D11 of RRT cycle (for non-vac) • Non-dorm workers not falling on D3/D7/D11 of RRT • D7 (for vac) cycle (for non-vac) or D7 (for vac) To distinguish between Dormitory and Non-Dormitory Workers → Use FWMOMCare and SGWorkPass Apps To distinguish visitors requiring ART → • Migrant workers : Use SGWorkPass showing last RRT swab • SCPR: Use HealthHub/Manual Search showing last RRT swab 12 RESTRICTED. To ensure that SMMs are in place at all times Swab stations (should comprise minimally of a plastic table – plastic for ease of wipe down and two pedal lid bins, one for biohazard waste and one for general waste. You may also choose to provide both tables and chairs or voting booth- like set-up for each swab station. From the infection control perspective, the lesser furniture / items there are at the site, the better, as there will be lesser items to wipe down) 13 RESTRICTED. Sample activity and testing area 3. Holding area (waiting area for results) 4. Conveyance of Ag+ 5. PPE & Hygiene 6. Environmental Cleanliness 7. Disposal of Infectious & Waste Materials • To be discarded as biohazardous waste, to be collected by a licensed biohazardous waste disposal contractor or; • Disposed as general waste, subject to the following conditions: • Must be disposed of in closed bins (e.g. pedal bins) and; • Must be double-bagged and cable-tied before placing them at the disposal holding area and; • General waste in that area will be sent for incineration. 14 RESTRICTED. Preparation & Drawing of ART Test kits Implementation Details • ART test kits will be provided by HPB for pilot sites • Contractor to order by registering interest to pilot ART at their worksites and order the ART kits via registration form https://go.gov.sg/bca-art-apply and provide the following: • Consent from developers to implement the ART at the specific worksite • Contractor should provide the estimated number of persons [same as figures provided to the GPEs) staying in non-dorm (HDB/Private Residential Premises (PRP)] who are entering the construction site, including ad-hoc personnel per day under the Quantity (Number of Persons) • Target commencement date to start ART operation at the worksite 15 RESTRICTED. Management of an Ag+/Re-tested Ag Invalid Worker 1) In the case that an Ag+/Re-tested Ag Invalid worker is detected, the worker should be isolated at site and his/her employer should be informed. Main Con POC/ART Supervisor/Employers should ensure that all Ag+ individuals go for a confirmatory PCR swab, and inform BCA of the Ag+ case vis go.gov.sg/dailyartreport 2) For SASH PHPCs, workers/employers must call the clinic to make an appointment and confirm that they are able to obtain a confirmatory PCR test during their visit, before heading down to the clinic. The list of SASH PHPCs can be found at http://phpc.gov.sg. 3) Main Con POC/ART Supervisor/Employer will be required to: a. Have sight over the worker’s Ag+/Re-tested Ag invalid results (but not necessary for the employer to retain the photos of worker’s test kit results and ID) b. Issue the “Notification of Positive / Invalid COVID-19 ART Result” to individuals – hardcopy or digital copy c. Inform worker of his/her legal requirement to go for a confirmatory PCR test and self-isolate until they receive his/her PCR results d. Issue him/her a PCR referral note (signed by ART provider/employer) – hardcopy or digital copy 19 RESTRICTED. Do not circulate to external parties without BCA’s prior consent
Management of an Ag+/Re-tested Ag Invalid Worker 3) The Ag+/Re-tested Ag Invalid worker should travel via private transport (car or taxi) with the windows wound down (switch off air conditioning). In addition, worker should wear a surgical mask and sit alone in the back seat (on the other side from driver). Seats should be wiped down at the end of the trip. 4) The following list of private transport service providers are available for booking. Transport cost would be borne by the worker/employer. a. Employers/workers are required to inform the hotline operator that the worker is going to a SASH PHPC for his swab test. b. For booking through mobile app, employers/workers must key “SHN” in the chat/note/comment box or check the SHN checkbox (if provided within the app).
