Permanent, temporary or daily variation of these published hours by greater than
30 minutes will be notified by NOTAM.
Permanent, temporary or daily variation of these hours by 30 minutes or less will
be notified to the parent ATCC, and will be NOTAMed if operationally significant.
Pilots should listen to ATIS and/or transmit on appropriate frequency to determine
if ATS is on watch. Units so equipped will broadcast “off-watch” and “expected
time on watch” on the ATIS when ATS is not in attendance.

State AIP for COOK ISLANDS, NIUE, SAMOA, TONGA, FIJI and Nauru are now
published.

Aeronautical data for those six States contained within the Pacific AIP
dated 18 APR 02 is no longer valid. Refer to AIP Cook Islands, AIP Niue,
AIP Samoa, AIP Tonga, AIP Fiji and AIP Nauru for operations in those
areas.

AIP COOK ISLANDS**: AIP and AIP Supplements for the territory of Cook
Islands and the Cook Sector of the Auckland Oceanic FIR (NZZO). Refer AIP
New Zealand GEN 3.1 Section 2.

Christchurch (NZCH) — SID and Missed Approach Changes
Effective: 27 FEB 20
ATC are required to protect the missed approach (AIP ENR 1.5, para 4.20), and
may achieve this by instructing the pilot to enter the aerodrome traffic circuit.
However, when weather or other restrictions make circuit entry unavailable then
aerodrome capacity can be significantly reduced.
Changes are planned for Christchurch from 26 MAR 2020, that will provide
enhanced IFR traffic capacity in all weather (except fog), and reduce reliance on
visual circuit entry. This will include climb and speed requirements, and changes
to create divergent departure and missed approach tracks as follows:

1. NZCH Standard Instrument Departures (SIDs)
     a. RWY 02 and 20 — SIDs track 15 deg west of centreline
     b. RWY 29 — SIDs track either north or south of centreline

2. NZCH Instrument Approach — Missed Approach (MA) procedures
     a. RWY 02 and 20 — MAs track 15 deg east of centreline
     b. RWY 29 — MAs track on centreline
Cat B, C and D aircraft will no longer be instructed to enter the visual circuit to
protect the Missed Approach, but the circuit may be available on pilot request.

Intensive fixed wing and low level helicopter operations are expected along the
Transmission Gully corridor in conjunction with the construction new sections of
highway in the area, 1 NM west of Mount Wainui Visual Reporting Point.
The northern portions of the corridor are within the Tararua CFZ and Paraparaumu
MBZ, however aircraft operating in all uncontrolled airspace within the corridor are
requested to regularly broadcast position, altitude and intentions on 118.3MHz
Porirua (CFZ), particularly when entering and exiting Transmission gully area.
To facilitate flow of air traffic, transiting aircraft are also reminded to fly on the
right hand side of the valley through the corridor.

Christchurch — ATC Restrictions on Departures — Trial of ATM Climb
Gradient
Effective: 16 JUL 20
This AIP SUP introduces specific criteria for publishing a climb gradient (CG)
where an ATC altitude restriction is incorporated into a SID. The intention is to
trial the criteria at NZCH. The criteria has been developed with the aim of
providing pilots with a safe and simple guide to the CG needed to achieve an
ATC altitude requirement. It will be published as an “ATM Climb Gradient” and
will cover the ATC altitude requirement and airspace containment. An obstacle
clearance CG will still be published but the ATM CG will always ensure the
obstacle clearance CG is achieved.
The ATM CG may be promulgated to an altitude, after which the standard
departure minimum CG of 3.3% would apply to the end of the SID/Transition.
That altitude may be the restriction altitude; for example, for an ATC restriction
of “At or Above 6000 ft at DOGGA”:
“ATM minimum net climb gradient 6.5% to 6000 ft”

or for an ATC restriction of “At or Above 6000 ft at BOXER”: the altitude that the
increased climb gradient is needed may be prior to the restriction:

“ATM minimum net climb gradient 6.5% to 3500 ft”

For the second example, by flying at 6.5% from departure end of runway to
3500 ft and then 3.3% to the end of the SID, the aircraft will reach BOXER at
(or above) 6000 ft. The vertical profile also provides airspace containment; it
aligns with what is currently published for obstacle clearance when the initial
CG is greater than 3.3%.
When ATC restrictions are required on an Instrument Flight Procedure they
may be published with the “¤” symbol — this means the ATC restriction may
be amended or cancelled by ATC (refer AIP ENR 1.5 – 4, 1.5.1). However, for
departures that include “At or Above” ATC altitude restrictions, the option for
ATC to cancel the altitude requirement will not be available. Aircraft that are
unable to meet the ATM CG may need an alternative departure.
Pilots must advise ATC if a requirement cannot be met (refer AIP ENR 1.5 – 10,
2.2.11). To assist pilots the following will be incorporated into Instrument Flight
Procedures:
1.   An ATM CG will provide reasonable assurance that both the ATC altitude
     restriction and airspace containment will be met. In this case:
     O   ATM CG will be based on either:
         O     The point-to-point distance when flying to or from a Fly-over
               waypoint, or,
         O     The nominal track length (based on speed — aircraft CAT or speed
               restriction) when flying to or from a Fly-by waypoint.
     O   For ATM CG greater than 5.5% for light-twins; 6.5% for turboprops
         (to 3,500 ft); 7% for jets, key operators should be consulted.
     O   As the ATM CG is based on a simple calculation, the actual flight path
         flown may vary. Operators may wish to establish their own procedures,
         at their discretion, to ensure compliance (refer AIP ENR 1.5 – 2.2.7).
         In this case, aircraft operators/pilots are responsible for meeting the
         ATC and airspace containment requirements.
2.   Where departures have “at or above” ATC restriction on departure the
     following note will be added to the chart:

     “Advise ATC prior to start if unable to comply.”
3.   Note: The following wording applies only to the trial at NZCH. If the trial
     is successful the wording will be permanently adopted, or it may be
     amended as a recommendation from the trial; it is planned to be included
     in the AIP when the final version of the ATM CG criteria is agreed and
     promulgated.

     Proposed new wording for AIP ENR 1.5 – 9, 2.2.11:

             “When an instrument departure contains a “cross at or above”
             requirement, an ATM Climb Gradient (ATM CG) may be
             promulgated. The ATM CG will provide reasonable assurance
             that the aircraft will achieve the ATC altitudes required. The
             ATM CG will incorporate airspace containment and only one
             ATM CG will be promulgated, to reduce complexity. Pilots must
             advise ATC if this requirement cannot be met. This requirement will
             not apply if the aircraft has been cleared to a level which is below the
             level in the requirement.”

Auckland International Airport Ltd (AIAL) will be replacing concrete pavement on
RWY 05R/23L in the vicinity of TWY A10. To accommodate this work, the RWY 05R
threshold will be displaced by 1235 m.
A 6-hour runway closure will be in place prior to the start of the works to change
the runway configuration. Closure times will be advised via NOTAM.
From 5 NOV 20 when the RWY 05R threshold is displaced 1235 m, the following
taxiway restrictions apply:
O   TWY A west of TWY M will be closed.
O   Personnel and equipment will be working in the closed portion of the runway
    adjacent to TWY A10 with a maximum obstacle height of 16 ft (5 m) AGL.

Note: Site access will be via closed TWY A10 and closed western portion of TWY A.
Vehicles will not cross any live taxiways.
Auckland AD published data in the AIP will be updated for the AIRAC cycle
beginning 0000 LMT 5 NOV 20 to 2359 LMT on 30 DEC 20.

RWY 05R Departures

TWY A8 Intersection Line-up
Aircraft will be instructed to “hold on TWY A short of TWY A8” facing west until
given clearance to line up RWY 05R.

TWY A9 Intersection Line-up
To maximise take-off performance, a temporary dashed centreline marking (unlit)
is provided on TWY A9 for departures.
TORA from A9 (using unlit dashed centreline) = 2600 m.
Aircraft may also follow the standard taxiway centreline to enter the runway from
TWY A9, note the TORA (as per the existing distance to go sign) = 2570 m.

TWY A10 Line up
Departures from A10 available for long haul aircraft only. Prior approval required
from Delivery 128.2 when requesting clearance.
Aircraft will be instructed to “hold on TWY A short of TWY A10” facing west
(parallel to runway 05R) until given clearance to line up RWY 05R.

Arrivals RWY 23L
Last runway exit TWY A10.

Arrivals RWY 05R
All arrivals RWY 05R will be advised “CAUTION displaced threshold” and pilot
readback must include “displaced threshold”.
Touchdown zone limit located 766 m from runway threshold — identified by three
green lights right hand side of runway adjacent TWY A6.
Touchdown zone limit markings also provided (series of white transverse stripes on
each side of the runway). Touchdown zone limit markings will be removed before
the change back to full length operation this will published via NOTAM.

Central Plateau Soaring Competition — NZR298A and B, NZR299, NZG251,
NZG252, NZG254, NZG255, NZG481, NZG482, NZG483 and NZG484

Extensive glider flying activity, by up to 30 gliders, can be expected during the
Central Plateau Soaring Competition to be held afternoon hours from SAT 31 OCT
to SAT 7 NOV 20 (inclusive). The competition will be based at Centennial Park
aerodrome, Taupo, and will be conducted outside controlled airspace and within
the following areas subject to ATC approval.
Competition Frequency 133.55 MHz and 134.45 MHz.
Under Civil Aviation Rules, Part 104 Gliders — Operating Rules, gliders may be
operating in instrument meteorological conditions (IMC) within restricted areas.
Temporary restricted areas NZR298A/NZR298B and NZR299 are prescribed to
permit cloud flying without reference to air traffic services and to facilitate the
safety of air navigation.
Temporary restricted areas NZR298A/NZR298B, NZR299 and general aviation

Operations
In addition to the six temporary GAAs described above, NZG254 Matamata and
NZG255 Karapiro may be used at times. The six temporary GAAs will not be
activated before 1200 NZDT daily and will be deactivated at end of ECT or earlier.
In practice, it is likely that activation periods will be shorter, depending on soaring
conditions.
The following combinations of the airspace described above may be used
concurrently:
   1. NZG482 (Reporoa), NZG483 (Tarawera), NZG484 (Ureweras).
   2. NZG254 (Matamata), NZG255 (Karapiro), NZG481 (Tokoroa),
      NZG482 (Reporoa).
   3. NZG255 (Karapiro), NZR298A/B (Hauraki) and NZR299 (Mangakino).
   4. NZG251 (Mangakino), NZ252 (Pureora).

The following combinations will not be activated concurrently:
   1. NZG254 (Matamata), NZR298A/B (Hauraki).
   2. NZG481 (Tokoroa), NZG484 (Ureweras).
   3. NZG484 (Ureweras), NZR299 (Mangakino).
   4. NZG255 (Karapiro), NZG484 (Ureweras).
   5. NZR299 (Mangakino), NZG481 (Tokoroa).
   6. NZG251 (Mangakino), or NZG252 (Pureora), together with
      NZG481 (Tokoroa) and/or NZG484 (Ureweras).
Gliders may also fly within NZG451 Taupo when that GAA is active.
Individual gliders do not require a clearance to operate within an activated GAA.
All gliders shall operate their transponders on mode C (code 1300), and maintain
a listening watch as much as practicable on Bay Approach frequency 119.5 MHz
when in an activated area.

Tararua Ranges (North Island) — Turitea Wind Farm Construction
Effective: 8 OCT 20
Pilots are advised of the construction of 60 wind turbines associated with the
Turitea Wind Farm. This area lies approximately 7 NM south of Palmerston North
and will lie to the south of the existing Te Rere Hau wind turbines.
The farm is being developed in 2 sections — the North section and the South
section.
The North section consists of 33 turbines (highest turbine elevation 1977 ft
AMSL).
Construction of the north section has started and is expected to be finished by
February 2021. Development of the South section will start several months after
completion of the north section. The South section consists of 27 turbines
(highest turbine elevation 2418 ft AMSL).
The turbines are all 411 ft (125 m) in height from base to tip. Various turbines
will be lit medium intensity red in accordance with CAA requirements.
VNCs will be updated 2 DEC 21.
