AIP SUPPLEMENTS EFFECTIVE WITHIN THE NEW ZEALAND FIR (NZZC) 47/19 4001 NZZC Springhill AD — Temporary Closure Effective: 25 APR 19 The Operator of Springhill aerodrome (NZSL) advises the aerodrome is closed for all operations until further notice. 30/20 4002 NZZC Christchurch (NZCH) — SID and Missed Approach Changes Effective: 27 FEB 20 ATC are required to protect the missed approach (AIP ENR 1.5, para 4.20), and may achieve this by instructing the pilot to enter the aerodrome traffic circuit. However, when weather or other restrictions make circuit entry unavailable then aerodrome capacity can be significantly reduced. Changes are planned for Christchurch from 26 MAR 2020, that will provide enhanced IFR traffic capacity in all weather (except fog), and reduce reliance on visual circuit entry. This will include climb and speed requirements, and changes to create divergent departure and missed approach tracks as follows: 1. NZCH Standard Instrument Departures (SIDs) a. RWY 02 and 20 — SIDs track 15 deg west of centreline b. RWY 29 — SIDs track either north or south of centreline 2. NZCH Instrument Approach — Missed Approach (MA) procedures a. RWY 02 and 20 — MAs track 15 deg east of centreline b. RWY 29 — MAs track on centreline Cat B, C and D aircraft will no longer be instructed to enter the visual circuit to protect the Missed Approach, but the circuit may be available on pilot request. AIP will be amended. 14
41/20 4003 NZZC Reinstatement of Alexandra NDB (LX) Effective: 21 MAY 20 Pilots are advised that the Alexandra NDB (LX) has been brought back into service for a trial period of 12 months. Use of the NDB is restricted to approved operators only. 45/20 Cancels 31/204005 NZZC Christchurch — ATC Restrictions on Departures — Trial of ATM Climb Gradient Effective: 16 JUL 20 This AIP SUP introduces specific criteria for publishing a climb gradient (CG) where an ATC altitude restriction is incorporated into a SID. The intention is to trial the criteria at NZCH. The criteria has been developed with the aim of providing pilots with a safe and simple guide to the CG needed to achieve an ATC altitude requirement. It will be published as an “ATM Climb Gradient” and will cover the ATC altitude requirement and airspace containment. An obstacle clearance CG will still be published but the ATM CG will always ensure the obstacle clearance CG is achieved. The ATM CG may be promulgated to an altitude, after which the standard departure minimum CG of 3.3% would apply to the end of the SID/Transition. That altitude may be the restriction altitude; for example, for an ATC restriction of “At or Above 6000 ft at DOGGA”: “ATM minimum net climb gradient 6.5% to 6000 ft” 16
or for an ATC restriction of “At or Above 6000 ft at BOXER”: the altitude that the increased climb gradient is needed may be prior to the restriction: “ATM minimum net climb gradient 6.5% to 3500 ft” 17
For the second example, by flying at 6.5% from departure end of runway to 3500 ft and then 3.3% to the end of the SID, the aircraft will reach BOXER at (or above) 6000 ft. The vertical profile also provides airspace containment; it aligns with what is currently published for obstacle clearance when the initial CG is greater than 3.3%. When ATC restrictions are required on an Instrument Flight Procedure they may be published with the “¤” symbol — this means the ATC restriction may be amended or cancelled by ATC (refer AIP ENR 1.5 – 4, 1.5.1). However, for departures that include “At or Above” ATC altitude restrictions, the option for ATC to cancel the altitude requirement will not be available. Aircraft that are unable to meet the ATM CG may need an alternative departure. Pilots must advise ATC if a requirement cannot be met (refer AIP ENR 1.5 – 10, 2.2.11). To assist pilots the following will be incorporated into Instrument Flight Procedures: 1. An ATM CG will provide reasonable assurance that both the ATC altitude restriction and airspace containment will be met. In this case: O ATM CG will be based on either: O The point-to-point distance when flying to or from a Fly-over waypoint, or, O The nominal track length (based on speed — aircraft CAT or speed restriction) when flying to or from a Fly-by waypoint. O For ATM CG greater than 5.5% for light-twins; 6.5% for turboprops (to 3,500 ft); 7% for jets, key operators should be consulted. O As the ATM CG is based on a simple calculation, the actual flight path flown may vary. Operators may wish to establish their own procedures, at their discretion, to ensure compliance (refer AIP ENR 1.5 – 2.2.7). In this case, aircraft operators/pilots are responsible for meeting the ATC and airspace containment requirements. 2. Where departures have “at or above” ATC restriction on departure the following note will be added to the chart: “Advise ATC prior to start if unable to comply.” 3. Note: The following wording applies only to the trial at NZCH. If the trial is successful the wording will be permanently adopted, or it may be amended as a recommendation from the trial; it is planned to be included in the AIP when the final version of the ATM CG criteria is agreed and promulgated. This area lies approximately 7 NM south of Palmerston North and will lie to the south of the existing Te Rere Hau wind turbines. The farm is being developed in 2 sections — the North section and the South section. The North section consists of 33 turbines (highest turbine elevation 1977 ft AMSL). Construction of the north section has started and is expected to be finished by February 2021. Development of the South section will start several months after completion of the north section. The South section consists of 27 turbines (highest turbine elevation 2418 ft AMSL). The turbines are all 411 ft (125 m) in height from base to tip. Observers shall have no other technical duties (such as professional camera operation) while within the restricted airspace; and 4. shall be operated with two serviceable VHF radios; and 5. shall operate their aircraft landing lights and anti-collision lights if fitted; and 6. set altimeters to the Auckland ATIS QNH, (127.8 MHz); and 7. shall operate in accordance with the circuit pattern requirements included in the America’s Cup pilot briefing package; and 8. operate a transponder on Mode A and C; and 25
9. maintain a listening watch, making traffic calls to ‘Cup Traffic’ on frequency 130.1 MHz during the following times: a. before entering the restricted areas; b. before joining, during and leaving the established circuit patterns around boat racing courses; c. at appropriate intervals within the restricted areas; d. upon leaving the restricted areas. In addition to ‘Cup Traffic’ transmitting on 130.1 MHz, the Administering Authority ‘Cup Base’ will be monitoring 130.1 MHz during times of airspace activation. ‘Cup Base’ will provide notice to pilots on which area is activated for racing and, as the Administering Authority, may only provide information to ensure aircraft flying within the bounds of the restricted areas in respect of: 1. Issuing approvals to aircraft to enter and operate within the restricted areas. 2. The number of aircraft within the airspace. 3. The established circuit/circuits in use. 4. At the request of pilots, provide information on the general location of any aircraft that ‘Cup Base’ has knowledge of. 5. Give details of temporary hazards to air navigation associated within the bounds of the restricted areas. 6. Any other information to meet the airspace conditions imposed by CAA NZ or the Administering authority. This includes limiting aircraft traffic numbers within the activated restricted area where appropriate. Prior to entry to any activated restricted areas, pilots must broadcast their position and intentions to the Administering Authority ‘Cup Base’ on 130.1 MHz. A back up frequency is available on 130.25 MHz during airspace activation as a contingency to the primary frequency 130.1 MHz. Pilot Approval The approval process requires each pilot to request the America’s Cup pilot briefing package compiled by the Administering Authority and to return the signed confirmation document. This document confirms that the pilot has received, understood, and will comply with the requirements outlined in the pilot briefing package. Unless further approval has been gained by prior arrangement with the Administering Authority, aircraft may not enter NZR192, Viaduct Basin, except in emergency circumstances. Airspace Activation NZR192, Viaduct, is permanently active around the America’s Cup village. Activation of NZR193, NZR194, NZR195 will be advised by NOTAM not later than 1100 NZDT on race days. On race days the Administering Authority will also notify airspace activation information via an email distribution list. Please email airspace@americascup.com to request addition to this distribution list. Confirmation of restricted airspace activation will be advised with a general notification on frequencies 120.4 MHz and 130.1 MHz at least 10 minutes prior to activation time. Deactivation will normally be 10 minutes after completion of racing. VFR Transit Procedures Transiting aircraft may operate in that portion of the Whangaparaoa VFR transit lane that is not part of NZR193 and NZR194. NZR193, NZR194 and NZR195 are adjacent to portions of the Auckland CTA and Whenuapai CTR. Pilots must request a clearance from the relevant ATC unit prior to entering controlled airspace. Pilots may transit above portions of the temporary restricted areas within uncontrolled airspace up to 2500 ft. When transiting, caution should be exercised when operating near the controlled airspace boundaries. To facilitate position reporting for aircraft following an easterly route and remaining clear of NZR193, NZR194 and NZR195, Visual Reporting Points have been temporarily established at Browns Bay, Billy Goat Point, Deadmans Bay, and Duders Beach. Radio procedures within the Hauraki Gulf CFZ and Auckland City MBZ (120.4 MHz) apply when outside of restricted airspace. IFR Transit Procedures A number of instrument flight procedures in the vicinity of the restricted areas are impacted during the activation of NZR193, NZR194 and NZR195. Airways NZ ATS will only issue clearances to aircraft within controlled airspace for instrument flight procedures that do not infringe these areas. For those procedures not available, expect alternative instructions to be issued to remain clear of the areas. For those instrument flight procedures within uncontrolled airspace, pilots are to plan to remain clear of the restricted areas, unless prior approval from the Administering Authority has been obtained. For all IFR helicopter procedures at Mechanics Bay (NZMB), these aircraft may enter the restricted areas in accordance with the pilot briefing package requirements and emergency aircraft procedures. Arrivals Aircraft arriving on THU 25, FRI 26, SAT 27 and SUN 28 FEB 21 should exercise special care as there will be frequent arrivals and departures, displays and low-level aerobatics carried out by vintage, military, model and UAS aircraft during daylight hours. Pilots should listen to the AWIB, frequency 132.8 MHz, and report position on frequency 119.1 MHz at either 10 NM inbound on arrival or when taxiing prior to departure for authorisation to entry NZR590. Standard circuit procedures must be observed by all non-display aircraft. Services The following services will be provided between: 0830–1800 FRI 26 FEB 21 NZDT 0830–1700 SAT 27 FEB 21 NZDT; and 0830–1700 SUN 28 FEB 21 NZDT 1. A base radio call sign ‘Masterton Radio’, frequency 119.1 MHz; 2. An AWIB (Aerodrome and Weather Information Broadcast), frequency 132.8 MHz, transmitting continuously; and 3. Fuel Management Pilots should plan for extra fuel reserves as there could be short delays. Access to the fuel pumps will not be available on SAT 27 and SUN 28 FEB 21. Avgas and Jet A1 tanker service will be available. Pilot Briefings There will be display briefings for display flight crew participants in the WFT main hangar at: 0900 FRI 26 FEB, 0900 SAT 27 and SUN 28 FEB 21 NZDT.
