The Olde Rod & Gunner Monthly Membership Newsletter March 2021Edition A Message from the SBRGC President With the new leadership in the Federal Government, they (house and senate) are not taking their time on proposing Anti-Gun Bills. There are a lot of anti-gun bills being proposed. Here is a partial list of just the House Bills. H.R. 38 – (GOOD) A bill to amend title 18, United States Code, to provide a means by which nonresidents of a State whose residents may carry concealed firearms may also do so in the State. H.R. 95 – (GOOD) A bill to amend the Internal Revenue Code of 1986 to remove silencers from the definition of fire- arms, and for other purposes. H.R. 125 – (BAD) A bill to amend title 18, United States Code, to provide for a 7-day waiting period before a semi- automatic firearm, a silencer, armor piercing ammunition, or a large capacity ammunition magazine may be trans- ferred. H.R.127 – (BAD) A bill to provide for the licensing of firearm and ammunition possession and the registration of fire- arms, and to prohibit the possession of certain ammunition and firearms. H.R. 130 – (BAD??) A bill to require the safe storage of firearms and ammunition, and to require the investigation of reports of improper storage of firearms or ammunition. H.R. 135 – A bill to require the Director of the Federal Bureau of Investigation to report to the Congress semiannual- ly on the number of firearms transfers resulting from the failure to complete a background check within 3 business days, and the procedures followed after it is discovered that a firearm transfer has been made to a transferee who is ineligible to receive a firearm. H.R. 137 - A bill to authorize funding to increase access to mental health care treatment to reduce gun violence. H. R. 167 - A bill to prohibit the transfer of a firearm at a gun show by a person who is not a federally licensed fire- arms dealer. H.R. 405 – (BAD) A bill to require the Secretary of the Interior to prohibit the use of lead ammunition on United States Fish and Wildlife Service lands, and for other purposes. H.R. 748 – (BAD??) A bill to amend chapter 44 of title 18, United States Code, to require the safe storage of fire- arms, and for other purposes. H.R. 825 - A bill to authorize the appropriation of funds to the Centers for Disease Control and Prevention for con- ducting or supporting research on firearms safety or gun violence prevention. H.R. 880 – A bill to amend the Consumer Product Safety Act to remove the exclusion of pistols, revolvers, and other firearms from the definition of consumer product in order to permit the issuance of safety standards for such articles by the Consumer Product Safety Commission. H.R. 993 - A bill to amend the Internal Revenue Code of 1986 to remove short-barreled rifles from the definition of firearms for purposes of the National Firearms Act, and for other purposes. H.R. 1004 – Government mandated Qualified Liability Insurance Requirement. Requirement that you must show proof of insurance in order to purchase a firearm or to sell a firearm unless you verify the buyer has Liability Insur- ance. H.R. 1005 – Federal Registration of firearms / Owners via of NICS System. Note: when you purchase a firearm, you complete a Federal 4473 form as part of the process. Most people think this is Federal registration but it is not. The 4473 form is an initial screening form/buyer statement and retained by the dealer until they go out of business. Very few state governments have a registration system for firearms. California is one of those. There will be LRSO Training via Zoom coming soon. Watch your emails from the CRSO. All you need is a computer that has access to the internet and you can open up a link that will be sent out and become part of the zoom meet- ing. The BOD is currently doing that with the BOD Meeting, Range Development and RSO meetings that are held each month. If you have a camera attached to the computer you can also join with video as well as audio. Range/Ranch Development is currently working or tracking the following two main projects: 1. Range Water System. Waiting on a response from the County. This response will determine how soon we have to drill the well or will a filter system be acceptable to the county. 2. Range Complex Hazmat Assessment: Material is currently at the Laboratory for analysis and we will be setting up programs based on the results of the Laboratory results. You are all invited to attend the WORK PARTY on Mar 6, 2021 and then enjoy some shooting in the afternoon. The work will be at both the Range and Ranch. Just email me at president@sbrgc.org so we can ensure we have ample food and dessert. Start time 7:30. Social Distance rules will be followed so bring your mask. Some of the scheduled work includes: Material Relocation at the maintenance yard Shooting Table and Number Board Refurbishment by Trench back fill at the Ranch Quonset Hut Tree/Weed trimming at the Ranch Water Pipe Repair by Water Tank for the lower pad Club House Wall Replacement prep work Don Gussler, President
