74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Presidents Report — 74th AGM By: Randy Walker, MWF President I would like to take this opportunity to welcome you to the Manitoba Wildlife Federation’s 74 th Annual General Meeting. Another year has come and gone. My how time flies. Let us each take some time to reflect on where we were and to where we are today. I think we can all agree that we have come a long way. All the hard work that the Staff, Executive Committee, and you as members has paid off. We have had some major changes in the MWF Office. Rob Olson left in September and has accepted the position of Deputy Minister of Sustainable Development. We have hired Dr. Brian Kotak as our new Managing Director. Rebecca has also left our employment. Carly has left us for the year while she attends to the needs of the newest addition to their family. While Sharon retired in October, she continued to work part time until the end of March to assist us with the memberships. Larissa was hired for the receptionist position. She is the person that answers your calls and the smiling face that greets you at the door. Kathleen was hired as Program Coordinator while Carly is off, as well as to perform some of the communications duties. Elizabeth has taken over the financial accounting as well as Office Admin. Noel continues to promote our programs through our website, social media and e-news and has taken on the planning for many of our major events. There are a number of issues that we have been working on such as Chronic Wasting Disease, the ban on spot lighting, Lake Winnipeg Walleye, moose surveys, meeting with First Nations, to name just a few. We met with the Minister of Sustainable Development and her staff to discuss these issues. The Executive Committee held a Strategic Planning Session in January 2018 to define the future direction of the MWF. I am sure over the course of the next day and a half, you will hear more about these topics as well as others. Please spend some time to reminisce with old friends that you may not have seen for a while and make some new ones along the way. 5

74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon 2018 RESOLUTIONS The constitution of Manitoba Wildlife Federation defines a resolution as a “written statement and proposed solution to an issue or concern” and “may contain a change to the Federation’s policies, programs, and procedures”. Resolutions that are passed by a 2/3 majority vote form the policy and guidelines that the President and Executive Committee follow on behalf of the membership. The following resolutions have been submitted by associations for discussion at the next Manitoba Wildlife Federation Convention and Annual General Meeting . The following resolutions were forwarded to all the Affiliate Clubs so they had the opportunity to discuss them at the local level before the April meeting. In accordance with the constitution, associations submitting a resolution are required to have a member in attendance on Saturday, April 7th to bring the resolution or proposed motion to the floor. We look forward to these discussions! 10
74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Resolution 2017 - 01 Resolution Title: White-tailed Deer Season Bag Limit be One Deer Affiliate Name: Westlake Wildlife Association Background: Whereas, hunters are currently allowed to purchase one General Deer License with a bag limit of one buck (antlered) deer; Whereas, hunters have noticed an increase in the number of deer-vehicle collisions, And whereas, the white-tailed deer populations have increased substantially and could sustain an open sea- son that is not restricted to bucks (antlered) deer only. Resolution: Therefore, be it resolved that the province institute a policy for the 2018 hunting season that changes the bag limit for a General Deer License to one antlered or antlerless deer. 74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Resolution 2018-02 Resolution Title: Black Bear Bag Limit Increase Affiliate Name: Snake Creek Wildlife Association Background: Whereas, hunters are allowed to purchase one Black Bear License for the year (which is valid in both spring and fall season), where only one black bear may be harvested per year; Whereas, there has been an increase in the number of reported sighting of black bears, and higher concentrations of black bears at bait stations; And whereas, incidence of problem bears in towns have increase and more bear sightings are occurring in new locations. Resolution: Therefore, be it resolved that the number of black bears harvested per Black Bear License be increased from one to two for the 2018 hunting season throughout the province, or That if a bag limit increase cannot be implemented across the province, that the increase be applied to se- lect areas in the province based on the recommendations of conservation officers. 74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Resolution 2018-03 Resolution Title: Timely Submission of MWF AGM Resolutions Affiliate Name: Brandon Gun Club Background: Whereas, the MWF holds an Annual General Meeting (AGM) where Affiliates may bring resolutions concerning amendments to the MWF constitution or proposed improvements relating to fish and wildlife management and law enforcement, And whereas, affiliate resolutions introduced to the MWF AGM are debated and voted upon, the outcome of the vote determines if the content of the resolutions becomes a policy objective of the MWF, And whereas, it is assumed that the resolutions approved by the AGM delegates will come into effect from the date of approval, And whereas, affiliate delegates assume that upon approval, affiliate sponsored resolutions relating to fish and wildlife management and law enforcement will be forwarded without delay to the appropriate departments of the Government of Manitoba for comment and possible acceptance and implementation, And whereas, it was learned that in early August of 2017, affiliate resolutions approved by delegates at the AGM in March 31/April 1, 2017 had not been forwarded but remained in the MWF office, And whereas, the unnecessary four month delay of forwarding approved MWF resolutions may discourage affiliate participation at future MWF AGM’s. Resolution: Therefore, be it resolved that it will be the duty of the elected President of the MWF to put in place or delegate a MWF staff member to proceed with the necessary action to assure that any resolution approved at the AGM relating to issues of fish or wildlife management or issues of law enforcement will be forwarded to the appropriate Government of Manitoba Departments within fourteen calendar days following the adjournment of the AGM. 74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Resolution 2018-04 Resolution Title: Clarification of the Manitoba Hunting and Fishing Guide Regulations Affiliate Name: Brandon Gun Club Background: Whereas, the 2017 Manitoba Hunting and Fishing Guides contain sections entitled “The Rights and Responsibilities of First Nations and Metis Hunters and Fishers”, And whereas, the insertion of this information into the Guide is helpful in educating the public as to the scope and limitations of Rights-Based hunters and fishermen, And whereas, there remains a great deal of public confusion as to the sections of the Manitoba Hunting and Fishing Guides that may apply equally to all persons, And whereas, it is important that the public, Rights-Based and none Rights-Based hunters and fishermen not be placed in a position under which they are called upon to interpret the application of all sections of the Manitoba Hunting and Fishing Guides that may apply or not apply in any given situations, And whereas, the following examples are cause for confusion and misunderstanding: Is the slot limit on some fish in Manitoba water bodies a conservation closure that applies to all persons? Is the ban on the use or possession of military ball ammunition (full metal jacket) while hunting big game an issues of humane harvest or one of public safety? Is the baiting of big game animals such as Elk, Moose, and Deer an issue of hunting ethics or one of disease prevention such as Tuberculosis and Chronic Wasting Disease? Is the ban of the use of centerfire rifles during a general Deer season in Near Urban Centerfire Prohibition Areas intended to address a concern for public safety that applies equally to all persons? May centerfire rifles be used to hunt/harvest Deer, with prior permission from the land owner in Near Urban Centerfire Prohibition Areas at a time of year other than during the General Hunting seasons? Resolution: Therefore, be it resolved that the MWF shall request that the Manitoba Minister of Sustainable Development shall en- deavor to improve public understanding of the rights and responsibilities of Rights-Based hunters and fishermen by enhancing the information contained in the Manitoba Hunting and Fishing Guides by highlighting those sections of the Guides that apply equally to all Rights-Based and none Rights-Based persons. 74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Resolution 2018-05 Resolution Title: Alternative Land Use Services Affiliate Name: Lac du Bonnet Wildlife Association Background: Whereas, suitable habitat is the foundation for healthy wildlife populations within Manitoba, And whereas, private landowners are the stewards of vast areas of agricultural lands and other marginal lands, And whereas, an Alternative Land Use Program would provide an option for landowners to retain marginal lands for wildlife habitat as opposed to draining or bulldozing tracts of land in an effort to cover increasing land costs, such as taxes. Resolution: Therefore, be it resolved that Manitoba Wildlife Federation encourage the Province of Manitoba to advance the stated objective of re-establishing the Alternative Land Use Services (ALUS) within Manitoba. 74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Resolution 2018-06 Resolution Title: Mandatory Land Owners Permission Affiliate Name: Lac du Bonnet Wildlife Association Background: Whereas, landowners within the Province of Manitoba have been inundated by trespassers, And whereas, hunting on private land without the knowledge or permission of the land owner may lead to endangerment of property and/or persons, And whereas, the Association of Manitoba Municipalities and Keystone Agricultural Producers have ad- dressed this issue as dire, And whereas, these circumstances provide an opportunity for the Manitoba Wildlife Federation to take a re- sponsible leadership approach to addressing these serious grievances of Manitoba Landowners. Resolution: Therefore, be it resolved that the Manitoba Wildlife Federation approach the Province of Manitoba to enact legislation requiring all hunter and trappers, licensed and rights based, to obtain and have in their possession, landowner written permission to enter and hunt, trap or retrieve wildlife on private land. And, be it further resolved, that failure to do so would result in an automatic charge of hunting or trapping without permission under Section 33 of the Manitoba Wildlife Act. 74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Amendment to the Constitution 2018-01 That under Article 2 – Aims and Objectives of the Manitoba Wildlife Federation Constitution, the existing aims and objectives be replaced with the following: 1.To protect the environment for the benefit of the public by delivering education programs focussing on conservation and sustainable management of natural resources to Manitobans who participate in angling, hunting and shooting, trapping and outdoor-oriented pursuits 2.To promote healthy wildlife and fish populations, and habitat in Manitoba through support of wildlife man- agement initiatives based on science and local knowledge 3.To encourage adherence to law, public safety and ethical practices, for the benefit of the public, in angling, hunting and shooting, trapping and other outdoor-oriented activities in Manitoba 4.To educate members and the general population of our province about the conservation of wildlife, habitat and natural resources 5.To support the objectives of the MWF Habitat Foundation Inc., a registered charity Rationale The Canada Revenue Agency (CRA) conducted an audit of the MWFs books and records, covering the years 2012 and 2013. A number of deficiencies were identified. All of the deficiencies have been addressed, except one: the MWFs Charitable Purposes (called Aims and Objectives in our Constitution) Each registered charity in Canada must have Charitable Purposes that describe the core goals and objectives of the organization. Further, the wording of the Charitable Purposes also must comply with Canadian tax law legis- lation. In its audit of the MWF, the CRA found that many of our Charitable Purposes were too broad and vague, and some did not relate to “charitable activities, as defined by legislation”. As such, the MWF Board, using guidance documents from CRA, have re-written our Charitable Purposes, keeping in mind that our new Charitable Purposes also must retain what we are all about. In reviewing our original Pur- poses, we found that a number were very vague and did not properly convey what our organization is. Some were more like values or codes of ethics, than actual Charitable Purposes. In summary, we have reduced the number of Charitable Purposes from our 12 down to 5. We have also revised the wording on the remaining 5. All 5 Charitable Purposes now comply with the regulatory requirements. A Notice of Additional Future Amendment was presented at the 2017 AGM in order to give advanced notification of the impending changes to the Aims and Objectives. 74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon MANITOBA WILDLIFE FEDERATION’S President and Executive Committee Member Nominees Manitoba Wildlife Federation would like to thank the following who have been nominated and have agreed to stand for election for MWF Executive Committee Members. The President and Executive Committee Members of MWF are responsible to promote the aims and objectives of the Federation, act on the direction provided by resolutions passed by the membership, interpret policy and make decisions to run the organization efficiently and effectively. At the 2018 AGM elections will be held to fill five two-year terms and one one-year term positions that have expired. In accordance with the constitution, all nominees must be a 2018 affiliate members and must attend the election scheduled for Saturday, April 7th, 2018 at the 74th Annual Convention in Brandon. Nominee biographies are enclosed and have been sent to Affiliate Clubs prior to AGM for consideration and discussion at the local level. Oath of Office At the time of election, the President shall take an oath of office. After the President has taken the oath of office, all members of the Executive Committee shall be required to indicate their concurrence in this same oath. The President shall ask all members to stand while the oath is read and then obtain their assent collectively: Oath: I accept this high office with full knowledge of my obligations to the Federation as a whole. I promise to perform my duties sincerely, honestly, and fairly to the best of my ability. I pledge myself to the objectives of the Federation and to promote sound wildlife management and conservation. I shall do my best to represent the sportsmen and sportswomen of this province and to carry out their wishes without fear of favour and I will at all times observe the fundamentals of democracy and abide by, and work for, the majority. 18
74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Pam Robins Nomination for the Position of: MWF Executive Committee Member 2018 Affiliate Member: Brandon Wildlife Association Pam Robins grew up in the Brandon Hills area and now lives near Carberry. Pam is a System Analyst with a gift for understanding a variety of users and relating their needs to technical teams. She has worked with Manitoba Sustainable Development and other public, private, and academic sector clients. Pam has trained users in rural, First Nations, and Métis communities in Manitoba and Alberta. She uses her education in computer science, natural sciences, and economics to find unique ways to visualize information, improve processes, and support informed decision making. Pam is a competitive curler with a dozen provincial championship appearances in ladies and mixed curling. She has volunteered on the host committee for Brandon’s annual Junior Challenge bonspiel for seven years. Her responsibilities include helping make policy and rule changes, documenting meeting minutes, maintain- ing the bonspiel website, and training online scoring volunteers. Building on prior experience helping youth learn to curl in Brandon, she now leads the youth curling program in Carberry and will be getting certified as a coach this year. Pam has also volunteered with the Brandon Wildlife Association in many ways, from helping set up 3D ar- chery shoots to collecting head scoring registrations, selling raffle tickets, and acting as emcee at Big Buck Night. Pam has loved fishing for as long as she can remember and has many happy memories of adventures ‘in the bush’. With the support and mentoring of family and friends, her interest in sporting clays and ar- chery has developed into a love of hunting - whether in the camaraderie of a group or the peaceful escape of a solitary hunt. Diplomatic and articulate, Mrs. Robins transforms problems into solutions. Pam cares about finding ways for people of all ages to understand, experience, and value the outdoor activities that we are so fortunate to enjoy. She hopes to have the opportunity to serve on the Manitoba Wildlife Federation Board. 19
74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Cameron Neurenberg Nomination for the Position of: MWF Executive Committee Member 2018 Affiliate Member: Lac du Bonnet Wildlife Association I am an Agricultural Producer in Eastern Manitoba, now semi-retired but have been working as an Ag Producer for over 40 years. Married to my wife Judith, we have 2 daughters and 5 grandchildren, all fortunately residing in Lac du Bonnet with their families. Our entire family are outdoors enthusiasts that hunt and fish for enjoyment as well as sustenance. I am a novice recreational fisherman, having grown up on the Winnipeg River. I am also an avid upland game bird hunter, part time migratory game bird hunter, and a big game hunter for as long as I can remember. My father trapped as a youth during WWII to generate a livelihood and continued trapping in open areas for many years to follow, I enjoyed observing and have remained interested in the trapping heritage. I have been an active member of the Lac du Bonnet Wildlife Association for 6 years (with a 2 year sabbatical), a member of The Committee of Co-operative Moose Management for 15 years, served 2 years as a member of the Moose Matters Committee, and 3 years as a Board member of the Manitoba Model Forest. I am also a member of Keystone Agricultural Producers Environment and Land Use Committee. I have been a member of the MWF Executive Committee for 2 years, and am a strong proponent of a shared management model comprised of strong partnerships. I believe that we are on the cusp of positive change as to how we manage our resources within Manitoba, and that we can do much better than we have been. I will continue to strive for responsible resource management initiatives, that will provide hunting and angling opportunities for all Manitobans, both now and into the future. Corey Nichols Nomination for the Position of: MWF Executive Committee Member 2018 Affiliate Member: Austin & Area Wildlife Association Corey has been the AAWA president for the last five years, and has been instrumental in bringing our club forward into the 21st century. Our youth programs - Jr Rifle and Jr Archery programs are thriving. We are hoping to add a Jr Shotgun program in the near future. Our youth programs are active, always supporting our club and our community in various public events. We have expanded our firing range services to include a Pis- tol program for the surrounding area. Corey was instrumental in getting our club involved in the Sporting Clay Shooting Event series, that runs throughout our province, on an annual basis. Prior to our Austin shoot, Corey spearheaded a family sporting clay shoot for our members on the day prior. A great way to relax and thank our families for the support they provide to our club. Corey's foundation principles are founded in his family, and this is proven with not only all of his family being involved with AAWA, but it also includes his extended family, and he brings those foundation principles to the club as well. In the past two years, as part of the MWF Executive Members, those family principles have served the MWF well. He's been involved in helping new clubs get on their feet, and helped facilitate them to become involved in their communities. Clubs are based on families, youth and communities. Amongst all of these responsibilities, Corey still finds time to actively hunt, and fish, sometimes as a mentor, sometimes with friends, but most often with his family. His children are learning well, about the foundation principles of family, friends, and fun. 20
74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Brian Brownlie Nomination for the Position of: MWF Executive Committee Member 2018 Affiliate Member: Brandon Wildlife Association My name is Brian Brownlie. After graduating from the University of Manitoba I moved to Brandon where I started my career with the City of Brandon. My wife Wendy and I have three children, and I retired from City Hall in 2004. While Director of Human Resources, I sat as both Board Member and Chairman of the Municipal Employees Benefits Plan (a provincial pensions plan). Since a young boy, I have been active in the outdoors (hunting, fishing, hiking, camping, canoeing, and boating). We were fortunate to have friends to join us in peeling logs and building a log cabin in Duck Mountain Provincial Park. Now, 35 years later, I find myself a long serving president of the Cabin Owner’s Association. Although I hunt with both gun and bow, my real passion is archery elk season. As a long term Vice-President with the Brandon Wildlife Association, I am active in many roles. Major programs and events such as; Brandon Gun and Collectables Show, Big Buck Awards, Indoor and Outdoor Archery Shoots, and Mentored Turkey Hunts. I am also a Bow Hunter Safety Instructor, and instructor the National Archery in the Schools Program. Winters are spent on the “slopes” coaching young alpine skiers with the Westman Ski and Board Club, and officiating at ski races. Currently I am completing my first term on the MWF board, and sit as Vice-President. I am also involved with big game initiatives and represent MWF on the Wild Gobbler’s Federation board. I believe the board of the Manitoba Wildlife Association must continue to play an ever increasing role representing the wishes and needs of the membership to ensure our voices are heard at the upper levels of government where decisions are being made affecting our natural resources, ensuring sustainability for our future generations. Gerry Arbez Nomination for the Position of: MWF Executive Committee Member 2018 Affiliate Member: Lac du Bonnet Wildlife Association Gerry is a passionate supporter for everything hunting, angling, conservation and habitat all his life. He is a member of the Lac du Bonnet Wildlife Association, serving as President for 7 years and then Treasurer for the last year. He is also a sitting member of the East Side Moose Committee, and Moose Matters Committee. Gerry has always been an active volunteer for MWF at events such as Provincial Hunting Day, Boat Show, Conservation Lottery, St.Hubertus Shoot and Wild at Heart Banquet, even Co-Chairing the past Wild at Heart. Gerry sees a bright future for the MWF with new opportunities presenting themselves on a continuous basis. He has strong organizational and management skills, financial and business experience and is a proven fund raiser and leader. 74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Shelley Kuebler Nomination for the Position of: MWF Executive Committee Member 2018 Affiliate Member: Austin & Area Wildlife Association Shelley has been involved with the MWF for over 24 years, and has dedicated much of her efforts to the Becoming an Outdoors-Woman (BOW) program. This program will celebrate its 25th anniversary next year, and is Chair of the 25th committee. She’s actively involved with the BOW Instructor’s Group fund raising auctions, as well as mentoring on the Ladies Muzzle loading hunts for the past 5 years. She’s actively involved with getting first time hunters into the field. Right from the ground up, developing new training classes for Big Game Hunting, from purchasing firearms, and gear, to sighting in rifles, target practicing, scouting new areas to hunt with the gals, to being in the field, hunting! Although she enjoys a relaxing fishing session, hunting is more of her passion. Last year she & her husband realized a lifelong dream of hunting in Africa, and Shelley successfully harvested the Spring Bok Grand Slam in 2017 in South Africa (Common Spring Bok, Copper Spring Bok, Black Spring Bok and the White Spring Bok). Recently she was instrumental in hosting Gamka Safaris‘s speaking tour with MWF, on Learning to Hunt in South Africa. Shelley has been involved in the AAWA for the last 5 years, as her home club. With many friends from the Austin area being involved directly with the BOW program, this is a natural home club for her. She’s involved with the club’s events, helping with finances, to building fences, and always has a helping hand available at club events. She’s keen on developing better shooting skills for all, and recently has stepped up to bring rifle shooting skills to the MWF’s First Shot Programs around the province. From being involved with the Hunter Education Working Group, to working to make our ranges safe for all participants, building fences, helping with grants to providing infrastructure to help out, she’s involved. 22
74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Lewis Allen Nomination for the Position of: MWF Executive Committee Member 2018 Affiliate Member: Seven Oaks Game & Fish Association (Nominated by Executive Nominating Committee) I am a lifelong hunter and fisher and I learned from an early age the value of the experiences that can only be had in the outdoors. I feel that Manitoba’s hunting and fishing opportunities, lands and wildlife are some of our greatest provincial assets, and MWF’s leading role in protecting, enhancing and promoting these assets drives my interest in becoming part of the executive committee to help move this mandate forward. Over the past several years I have been educating myself on the issues facing hunters, game animals and public lands, and looking for a way to help make a positive impact in these areas. I strongly believe there is room for more and better hunting in Manitoba, and I am excited that my interests in hunter recruitment, education and sustainable and ethical hunting appear to be closely aligned with MWF’s mandate. I consider myself a hunting generalist and in 2017 I successfully harvested deer, wild turkey, grouse, pheasants and waterfowl, and several of these harvests were on public lands. I also fish regularly and have a particular interest in walleye and trout fishing, which I generally do in the Whiteshell region and around The Pas. When I’m not hunting, fishing or cooking wild game, I am a corporate lawyer at the law firm Thompson Dorfman Sweatman LLP, with a legal practice focused on business transactions, commercial real estate, corporate governance, small business and financing matters. I also volunteer with the U of M Law School, provide guidance to start-up entrepreneurs, and I am a member of the Seven Oaks General Hospital 1981 Advisory Committee. I am also a member of the Winnipeg Trap and Skeet Club, I recently joined the Seven Oaks Game & Fish Association, and I shoot my bow regularly at Heights archery range. I have an Arts Degree from the U of M, and a JD (law degree) and MBA (with a focus on sustainable development) from the University of Calgary. I feel my passion for protecting and promoting hunting, fishing and the outdoors, along with my drive to learn and background as a corporate lawyer will make me an asset to the executive committee and, if I am selected, I look forward to contributing. 74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon 2018 MWF HABITAT FOUNDATION INC. REPORT Respectfully Submitted by: Larry Milian The MWF Habitat Foundation Inc. once again has had a successful year. There were some challenges and rewards in the operation of the Foundation in 2017. The Adopt-A-Parcel again has been subscribed with the following Associations that participated: La Verendrye Game and Fish Association, Westlake Wildlife Association, Dauphin Fish and Game Association, Seven Oaks Game and Fish Association Unfortunately we lost the Assiniboine Wildlife Association as they have now folded up their club. With this Assiniboine Wildlife donated $2 208.33 from their assets to the MWF Habitat Foundation. We thank them very much as they have been very strong supporters in the Adopt-A-Parcel Program and many other projects that we have had in the past. The Foundation rents seven parcels of land to create income that provide the capital to keep day to day and long term projects on going. We rent lands with leases which we negotiate with the individuals on long term bases. They are staggered as this way we are in the position that income is a constant. We were able to have all the lands in GIS for ease of identifying the land surfaces as water to brush and open areas. The Manitoba Habitat Heritage Corp. (MHHC) has provided this service for the Foundation which will be competed in May. The Foundation has applied to Trees Canada to have 100 000 trees planted on the two Henry Properties near Oak River Mb. If there are too many trees the extras will be planted on the Clack Property that is north of Rivers Manitoba. In July 2017 we were approached by a gentleman that wished to donate a ¼ section of land in the Gladstone area. We have worked with him as he was wanting this to be completed in 2017. He’s urgency was the fact he had this in mind for many years, but a very close friend past away and he felt that he should have the donation done PDQ . In November all the transactions were done and the property name is called the Zado Property. John Zado is a long term member of Seven Oaks Game and Fish Assoc. On a final note the lands are posted “Access on Foot Only” some with hunting permitted and some with “No Hunting”. The No Hunting is that these properties were land donations and the donors didn’t wish hunting on the land. The problem is now arisen that many hunters are wanting to hunt on certain properties and this is the issue on how to deal fairly for access also the concern of safety. We have met Nature Conservancy and Ducks Unlimited and talked with the MHHC about the issue and there are three separate ideas on how to handle the situation. We are in the process of discussion and have nothing to report. We wish to thank all the supporters of our August Shooting Clay Shoot and all volunteers that help in the setting up, the day of the shoot and the take down. This event has provided over $20 000.00 in the few years that it has been running. Fred Tait and George Hird have been the anchor of this event from the start. Thank you Boys. 24
74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon Manitoba Junior Rifle Clubs Committee (MJRCC) 2018 AGM Report Respectfully Submitted by: Randy Walker, MJRCC Chairperson The Manitoba Junior Rifle Clubs Committee (MJRCC) is made up of local Junior Rifle clubs from across the province that wish to become affiliated with it. This year we had 10 clubs registered with 2 more once they start up in the spring. 2017 was another great year for the program. Our 63rd championship was held in Morden on May 27, 2017. The highlights of the Championship are in the Outdoor Canada West magazine. 2018 is now upon us. Our 64th Championship is being held in Winkler on May 26, 2018. If you have never had the opportunity to see how the Championship is operated, I strongly encourage you to attend. As always, we strive to ensure safety is foremost in everyone’s mind when it comes to the handling of firearms. These young men and women are our future hunters, target shooters, competitive shooters and conservationists. What they learn through the Junior Rifle program will provide them with life skills that they will keep with them forever. Safe firearm handling, hunter ethics and hunter etiquette are just a few of the skills that they learn through the program. Our AGM was held on Sunday January 28, 2018 at Neepawa. Pembina Triangle— 20 Juniors, 10 attended MJSA Provincials. Winnipeg Trap and Skeet— 33 Juniors, 10 attended MJSA Provincials. Portage Plains — 9 Juniors, 6 attended MJSA Provincials. Brandon Gun Club—15 Juniors, 3 attended MJSA Provincials. Lakeshore Gun Club—15 Juniors, 6 attended MJSA Provincials. The MJSA would like to gratefully acknowledge and thank the Manitoba Wildlife Federation for their annual grant of $1 000. The MJSA would also like to acknowledge and thank the Manitoba Trapshooting Association for their annual grant of $750, plus sponsoring the top 5 MJSA shooters to the Manitoba ATA Provincials and subsidies for juniors at all registered ATA shoots. We would also like to thank all the clubs and coaches for their ongoing efforts in keeping the Junior programs at their clubs strong. The MJSA raffle was very successful and despite rising costs for shells and targets the MJSA is in good shape financially. The MJSA Provincials were held at the Pembina Triangle Trap Club located south of Carman, MB with 35 shooters (29 boys and 6 girls) which was a good turnout, but lower than the last several years. Certainly the weather conditions did not help as rain, as was normal for 2016 and 2017, appeared several times and threatened to spoil the day. However the kids showed their true sportsmanship and toughness and did not let the weather prevent them from shooting their allotted 100 targets. The fact that the Pembina Triangle Trap Club, with club member and Pembina Junior coach Kevin Brown, had prepared for the weather by having four fully functional trap fields with scorekeepers meant that the kids were able to complete their shooting in good time and without having to shoot in the rain. Dori Jones – Lundar Gun Club was top shooter of the day with a 96 besting Rylan Bower of the Brandon Gun Club who shot a 92. This is Dori’s 3rd MJSA Provincial Championship. Both Dori and Rylan went on to Canadian Championships in Brandon and represented Manitoba. Aubrey Widmer of the Pembina Triangle Trap Club shoot a 66 to edge out sisters MacKenzie and Madison Reichart of Brandon Gun Club for top Lady Shooter. Lundar Gun Club juniors, Dori Jones (96), Jesse Lessert (78), and Zach Halldorson (84) won the Team Trophy representing each clubs top shooters out of each age group with a 258 out of 300 targets. Provincial Team (Top 5 Shooters) were Dori Jones 96 (Lundar), Rylan Bower Brandon (92), Branden Lussier 87 (Lundar), Zach Hallderson 89 (Lundar), and 3 tied with scores of 83 Robbie Comberbach (Winnipeg), Jayden Moody (Lundar), Tyson Radford (Portage). Robbie broke the tie in a shoot off. st Winners of the 2017 MJSA raffle were Kevin McMillen of Southport for 1 prize of $1 000 and Karen Whyte of Morden with 2nd prize of $250.00. 26
74th Annual AGM · April 6th & 7th, 2018 · Victoria Inn, Brandon We are very proud to announce that a previous Manitoba Junior Shotgun Provincial champion, Pat Lamont of Brandon Gun Club had his best year ever winning multiple events in North American including the Canadian Championship singles and doubles and North American Championship in Sparta Illinois. Truly remarkable and we congratulate Pat on his achievements. Pat is also a Junior coach at the Brandon Gun Club. Manitoba Juniors continue to do very well at the Canadian Trapshooting Championships and in 2017 in Edmonton, Tiger Jones of Arborg won Junior Gold (under 21) Singles and Junior Gold Doubles and Rylan Bower of Brandon won Junior (under 18) doubles. Katie Jones of Arborg, a former Manitoba Junior, won the Ladies Championship. With your continued support we anticipate another good showing by our Juniors at Canadians in Brandon this year (2018). Brandon Gun Club will be hosting the 2018 Canadian Trapshooting competition from June 27th to July 1st. In discussions with shooters from other provinces I believe that Manitoba has the most active, and best Junior Program of all the provinces and I think it is reflected in the quality of our Junior Shooters who are able to go on and compete very successfully anywhere in Canada or the USA. I welcome all comments and /r suggestions to improve the MJSA program. I also accept criticism as long as it comes with a suggestion on how to improve. 27
