                                Professor Hangwelani Magidimisha-Chipungu is an academic in the Department of Town and Regional Planning,
                                University of KwaZulu-Natal (UKZN). She is an NRF-rated researcher and the first black-female South African born to
                                graduate with a PhD in Town and Regional Planning from UKZN. She is also the first black South African born women
                                to be appointed Associate Professor in Town and Regional Planning at UKZN with a Masters in the same field and a
                                degree in Geography and Environment – both from UKZN.

                                She is also a co-general rapporteur for 57th ISOCARP Congress to be hosted in Doha. Prof Magidimisha Chipungu is
                                the chair of the organizing committee for the International Symposium on Inclusive Cities. She is Chief Editor of the
                                Journal of Inclusive Cities and Built Environment. She continues serving on several boards locally and internationally
                                with a focus on the built environment. She has won numerous excellent awards, including the Vice-Chancellor
                                Research Award at the University of Kwazulu-Natal. She is also recognized by The Planner Magazine (for the royal
                                institute of town planner) based in the UK as the most influential woman in 2021. She is currently co-PI in an inclusive
                                city project with a focus on southern Africa countries such as South Africa, Malawi, Zambia, Mozambique, and
                                Namibia

  PROF MAGIDIMISHA-CHIPUNGU     Prof. Magidimisha-Chipungu record of service spans but not limited to the City Planning Commission for eThekwini
   CHAIR FOR INCLUSIVE CITIES   Municipality, advisory committee of Cooperative Governance and Traditional Affairs (COGTA-KZN), member of
                                KwaZulu-Natal Tribunal and up to late a Board member of SACPLAN. In view of a long history excellence, she was
                                recently appointed as the first SARChI Chair in Inclusive Cities in South Africa. The Chair is co-funded by the National
                                Research Foundation (NRF) and South African Cities Network. The Chair is the first in the Built Environment Cluster
                                at UKZN and it is focused at investigating issues around city inclusivity. Her research and publications record spans
                                the authoring and co-authoring of a number of books, book chapters and peer-reviewed journal articles in both
                                local and international publishing outlets. Recently she has co-edited a book on Urban Inclusivity with a focus on
                                Southern Africa.

                                Prof Ambrose A. Adebayo, is a Professor Emeritus of Architecture and former Head of School of Architecture, Planning
                                and Housing at the University of Natal and University of KwaZulu-Natal, Durban, South Africa. He is a former Co-
                                President member of the UNESCO/UIA Architectural Education and Validation Committee for the Global and African
                                region. He is the former Chairman of Board of Education, Research and Technology, African Union of Architects.

                                 Educated at the Universities in Vienna, Europe with the following degrees, M.Arch (Vienna) and Doctor of
                                Technological Science degree in Architecture Dr.Techn (Viennia ) from the Technische Universitaet Vienna, Austria.
                                An Academic in various universities with numerous publications in Architecture, Planning and Housing. He has
                                successfully supervised Masters and PhD candidates in Architecture, Urban Design and Housing.

                                Professor Adebayo’s professional career spans from Europe, Middle East and Africa. He is a founder of a successful
                                architectural firm established in 1997 in Durban, South Africa – Ambro Afrique Consultants Pty Ltd (Architecture,
PROFESSOR AMBROSE A. ADEBAYO    Urban Design, Housing, Research) working with projects in South Africa and the African region. He is a recipient of
                                various architectural awards in Europe and Africa, namely the Cardinal Koenig Prize, Vienna, the Landscape Architect
                                Award, Property Award and KZN Architect Award. He is a member of various professional bodies in South Africa and
                                international.

                                Sithole Mbanga is Chief Executive Officer of South African Cities Network and has been with the organization since
                                2002. He is a widely engaged and recognised leader in the wider African urban governance space.

                                He was previously the Local Government Coordinator at the National Business Initiative (NBI), was involved with
                                conducting capacity building training in Municipal Service Partnerships (MSP), and participated in the development

                                Piotr Lorens is an architect and urban planner, full professor, and Head of the Department of Urban Design and
                                Regional Planning at the Faculty of Architecture, Gdansk University of Technology. Since April 2021 Piotr also plays
                                the role of the Gdansk City Architect. His professional interests include urban design and development issues with a
                                special focus on the regeneration of distressed sites. He was involved in the design and development of numerous
                                urban regeneration schemes, including planning for the transformation of the Gdansk waterfront.

                                Piotr is also serving as consultant and expert in numerous planning and development projects, including the
                                governments’ appointments. His research and professional issues include also dealing with local identity and
                                heritage within the urban transformation processes, shaping urban public spaces systems as well as dealing with
                                social, economic, and legal aspects of urban transformation.

                                Besides academic and professional appointments, Piotr is also active member of ISOCARP (Vice President YPP
  ARCHITECT & URBAN PLANNER     Program within years 2011-2017) and Society of Polish Town Planners (within years 2015-2018 – President of the
       FULL PROFESSOR           Society, currently – Chairman of the Society Board). In addition, Piotr is a member of ICOMOS and TICCIH, and -
                                regarding scientific bodies and associations - is also involved in the works of various committees of the Polish
                                Academy of Sciences.

                                Professor Ernest Nene Khalema (BA, GDip. Ed, MEd, PhD, University of Alberta-Canada) is the Dean and Head of
                                School of Built Environment & Development Studies (SoBEDS) He was formerly acting Dean and Head of School
                                of Applied Human Sciences within the College of Humanities at UKZN, interim Academic Leader of Community
                                Engagement (2018-2019), and Academic Leader for the Discipline of Community Development (2016-2018) within
                                SoBEDS at UKZN.

                                Before joining UKZN he was a professor in various Canadian universities from 2001 to 2011 and served as an Adjunct
                                Professor of Public Health from 2012 to 2018 at the University of Alberta’s School of Public Health (Canada), specializing
                                in African migrant epidemiology, health equity for vulnerable populations, and chronic disease prevention. Professor
                                Khalema also served as Senior Research Specialist (SRS) and later promoted to Chief Research Scientist (CRS) at the
                                Human Sciences Research Council of South Africa (2011-2016) where his seminal work on migration and urban
                                mobilities and livelihoods/informality studies received national and international recognition.

                                Professor Khalema is a recipient of numerous national and international teaching, research, leadership, and
                                community awards and was recognized as UKZN’s top 30 researchers for 2017/2018. Professor Khalema has led and
PROFESSOR ERNEST NENE KHALEMA   co-led over 30 local, national, and international research projects totaling over R60 million as principal investigator
                                in his areas of research interest in numerous countries including seminal work in Canada, Mozambique, Brazil, the

                                Caribbean, and most recently in South Africa. Most recently he was awarded R8.5 million by the prestigious Andrew
                                Mellon Foundation as Principal invesrigator for a five-year research project entitled: Humanizing Space: Towards an
                                African Spatial Humanities (2018-2023).

                                Professor Khalema’s publication record include 6 books, 20 refereed book chapters, 40 technical research reports, 4
                                policy/research briefs, over 40 articles in accredited academic journals, and 78 academic papers and 25 academic
                                posters in local, national and international conferences and meetings.

                                I have been with eThekwini Municipality for just under 28 years, as a planner and former Head of Planning (for 12
                                years). I now serve as the Programme Manager: Urban Renewal. Capacity development, policy and institutional
                                support for local government and planning are my areas of interest.

                                I am a co-founder of the Area Based Management Programme and the Municipal Institute of Learning – MILE. I served
                                as a co-chair on the Urban Strategic Planning Committee – UCLG and participated in the drafting of International
                                Urban Territorial Guidelines. In 2017, I graduated with a PHD in Town and Regional Planning from the University of
                                Pretoria. My research focus is about changing practice from the inside, which is often underestimated in practice and

                          Mr Khetha Zulu currently works for Ray Nkonyeni Municipality as Head of Department: Development Planning
                          Services and previously worked at the same institution as Head of Department: Strategic Planning and Governance
                          since 2012. As the HoD he is part of the municipality’s executive management, reporting to the Municipal Manager
                          and charged with providing strategic leadership in the municipality with regards to the following functions: town
                          planning, GIS, building control, environmental management, LED and aviation services.

                          Mr Zulu obtained a Master’s Degree in Town and Regional Planning from the University of KwaZulu-Natal, a Master
                          of Commerce in Leadership Studies from the same institution, a Certificate in Municipal Finance Management
                          Programme from the University of Pretoria, a Certificate in Ethics Programme from the University of Stellenbosch,
                          and a Certificate in Thought Leadership for Africa’s Renewal with Thabo Mbeki African Leadership Institute based at
                          UNISA.

                          He has 19 years of experience as a civil servant and in all those years dealing with town and regional planning
                          related work both at coalface or management level. 12 years of this work experience was at executive management
  MR KHETHUKUTHULA ZULU   including a stint as a Municipal Manager. He started town and regional planning work from entry level as an
                          Assistant Town and Regional Planner and spent few years early on in his career focusing on spatial planning and land
  SACPLAN CHAIRPERSON     administration. Few years later he moved to strategic/forward planning focus, starting off as a Manager responsible
                          for strategic planning (IDP) at a district municipality to being a Head of Department responsible for planning. In
                          the 19 years he has worked for KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs
                          based in Durban, National Department of Public Works based in Pretoria, Ugu District Municipality, Hibiscus Coast
                          Municipality, Ezinqoleni Municipality and now Ray Nkonyeni Municipality all in the KZN South Coast. One of his
                          career highlights was presenting a conference paper at the 52nd Conference of the International Society of City and
                          Regional Planners (ISOCARP) held in Durban, South Africa in October 2016.

                          Kiara Rampaul has her unwavering attention on being part of a movement which would ensure that every family in
                          South Africa has access to adequate housing with basic amenities. She believes that the people in South Africa need
                          proper homes, which would enable their comfort, security, warmth, and enhance the nation to attain greatness
                          in various fields of endeavor. Her Bachelor of social science degree in Housing was not enough as she wanted to
                          expand her knowledge, not simply to have houses built but to have an environment which is conducive to healthy
                          sustainable living.

                          Rampaul a student at UKZN is in the process of completing her Masters in Town and Regional Planning under the
                          South African Research Chair for Inclusive Cities. She has affiliations with Women in Planning SA, South African

                                 She is appointed for the tenure track professorship ‘Sustainable Land-Use’ at BOKU University and a senior research
                                 associate at Montanuniversität Leoben. Katharina holds a PhD in landscape planning and regional development
                                 and a venia docendi in landscape planning. Also, she is appointed visiting professor at the Gdansk University of
                                 Technology (Doctoral School) and senior scientist at Montanuniversität Leoben, to further manage the H2020
                                 projects she acquired most recently.

                                 Her research is embedded in the conceptual narrative of sustainability transitions, covering topics such as
                                 transformative governance, mineral resources, sustainable land-use practises, creative and foresight methods
                                 (e.g., Scenario planning, serious games) analysis of policy and policy mixes and transdisciplinarity; thus, she is also
     KATHARINA GUGERELL          appropriately experienced in collaborating with non-academic stakeholder. Katharina has solid experience in
    PRIV.DOZ. DR.NAT.TECHN       the implementation and management of international research-projects (e.g., H2020, JPI Urban Europe, EIT), also
                                 holding leading positions such as project coordinator and PI.

                                 Olawale Akogun is a doctoral candidate at the University of Ibadan. He had his Master’s degree in Sustainable
                                 Planning and Transport (with Commendation) at the University of Hertfordshire, United Kingdom.

                                 His Doctoral Research is on road safety and accident prevention amongst taxi drivers. His research interest is majorly
                                 in the field of transportation planning, road safety and accident prevention.

                                 Dr. Oluwayemi-Oniya Aderibigbe is a Post-Doctoral research fellow in the Department of Urban and Regional
                                 Planning, University of Johannesburg, South Africa. She holds a Bachelor of Science (BSc) Degree and Master of
                                 Science (MSc) degree in Urban and Regional Planning from the Obafemi Awolowo University Ile-Ife, Nigeria. Further
                                 to this, she obtained a Doctor of Philosophy (Ph.D.) degree in Transportation Management Technology from the
                                 Federal University of Technology, Akure, Nigeria. Dr. Aderibigbe is a member of the Nigeria Institute of Town Planners
                                 (NITP) and a Registered Town Planner with the Town Planning Registration Council of Nigeria (TOPREC).

                                 She has been practicing for about a decade and has worked in various town planning organisations and firms; she
DR. OLUWAYEMI-ONIYA ADERIBIGBE   was involved in producing master plans for some towns and communities in Nigeria and engaged in the National
       POST-DOCTORAL:            housing project in some parts of Nigeria. Dr. Aderibigbe has published in both local and international peer-reviewed
    DEPARTMENT OF URBAN &        journals and conference proceedings. Her research focuses on Urban Transportation Planning, Urban Design, and
      REGIONAL PLANNING          Sustainable Urban Planning for the vulnerable (women, aged, children, and the disabled).

                                 Dr Yashaen Luckan is an architect, academic, researcher, based at the University of KwaZulu Natal, South Africa.
                                 A proponent of interdisciplinary praxis, his research includes alternate methodologies of thinking and practice
                                 for socio-economic redress and spatial transformation in the Global South. His scholarship and practice focus on
                                 interrelated fields, including alternative pedagogies, decoloniality and humanistic / inclusive urbanism.

                                 He serves as co-editor of The UNESCO Journal L’Architettura Delle Citta and the Journal of Inclusive Cities and Built
                                 Environment.
      DR YASHAEN LUCKAN

                                 Dr. Koyi Mchunu is a senior lecturer in the Department of Town and Regional Planning, University of KwaZulu-Natal.
                                 He holds a BA in Social Anthropology, Legal Studies, & Economic History (University of Kwa-Zulu Natal), Masters
                                 in City and Regional Planning (Cornell University, USA) and PhD in Town and Regional Planning (Oxford-Brookes
                                 University, UK).

                                 He is a member of professional organisation such as South African Council for Planners, and South African
                                 Planning Institute. His teaching experiences cuts across the Cape Peninsula University of Technology, University of
       DR KOYI MCHUNU            Johannesburg, and University of Kwa-Zulu Natal. He has researched and published on a variety of topics and issues
                                 in City/Urban/Town Planning.

                                                         SYNOPSIS
URBAN INTEGRATED TRANSPORT SYSTEMS:
TOWARDS EFFICIENT, AFFORDABLE, ACCESSIBLE
AND SECURE PUBLIC TRANSPORT FOR ALL

The importance of addressing urban mobility problems is increasingly being
emphasized in the Fourth Industrial Era.

This shift towards creating smart inclusive cities represents a major milestone
towards improving policies and urban mobility processes in both developed
and developing cities. Good modal interchanges are central to creating a better
transport network aimed at improving the transportation system and planning
of a country. An efficient transport system should be easy and affordable to use,
accessible to all, and comprehensive in the destinations it serves. To achieve this,
a well-planned and integrated transport infrastructure and services are needed
and should be provided to facilitate and enhance smart mobility.

Good interchanges can greatly influence the travel choices people make and
will facilitate easier access to networks. It can therefore be asserted that an
integrated transport system is pivotal to not just the community alone but the
people as well. Without planning and investment in better interchanges, the
absence of affordable, efficient, and easy to use alternatives will mean those
with access to a private car continue to rely on them while those without it will
continue to be doubly disadvantaged by the negative social and environmental
impacts of over-reliance on private cars. Innovative research on the integration
of traditional statistical data with emerging new forms of data collection
and processing such as big data; web 2.0; internet of things and geospatial
information offers unprecedented opportunities to make a major leap in the
capacities of cities to efficiently plan for urban mobility.

Based on the above, there is a clear and pressing need for better integration of
our transport systems if our networks are to become more efficient and easier to
access. There is a need to move beyond a small number of showcase examples
and develop many more interchange transport systems.

                             Siphelele Ngobese is a researcher in the Urban Safety Programme at South African Cities Network and has a special
                             interest in the interface between urban informality and the world-class aspirations of post-colonial Africa.

    SIPHELELE NGOBESE
        RESEARCHER
                             Gbemi Alalade is a highly organized and self-motivated Planner with more than 15 years of progressive experience in
                             municipal planning, community development, telecommunication planning, construction and project management.
                             He has expertise in environmental planning regulations, housing and infrastructural development. In the last 7 years
                             he has consistently work in the telecommunication industry, developing strategies for land developments, right of
                             way, facilities development and maintenance of telecommunication structures.

                             He has a strong familiarity with Computer-Aided Drafting (CAD) programs and Geographic Information System (GIS)
                             applications. He holds a degree in Urban and Regional Planning, Master of Science degree in Housing Management
                             and Development and a Post Graduate Diploma in Geographic Information System. Presently, he is a Ph.D. student
                             in the Housing Department of the University of KwaZulu-Natal, South Africa. In his spare time, he enjoys reading,
                             researching into physical development and camping with his family. He also enjoys playing soccer and table tennis.

                             Ockert Pretorius is a registered professional Urban and Regional Planner, with an industry background in
                             development economics, strategic planning research, policy evaluation, and property market insight. With Ockert’s
                             research focussed on regional planning, economic resilience, and regional integration in southern Africa, he currently
                             undertaking his PhD at the North-West University.

                             Ockert has presented research at numerous international and local conferences on topics relating to regional
                             economics, resilience, and integration. He is a member of the South African Council for Planners (SACPLAN) and the
                             International Society for City and Regional Planners (ISOCARP).

                             Ockert is currently a lecturer in the Department of Urban and Regional Planning at the University of Johannesburg,

                             heading the department’s teaching and learning portfolio. He also serves on the Ethics Committee of the Faculty of

                             Prof Joseph Kamuzhanje is an experienced rural and urban planner, development practitioner and social scientist
                             with over 30 years of experience in development. He has a BSc Rural and Urban Planning (University of Zimbabwe),
                             an MSc Regional Development and Planning Management (University of Kumasi, Ghana) and was awarded a
                             Professorship of Practice in Urban and Regional Planning by the University of Venda in South Africa.

                             Prof Kamuzhanje has a wide professional experience having worked for the Government of Zimbabwe’s Ministry of
                             Local Government in the Department of Physical Planning from 1992 to 2007, Practical Action Southern Africa from
                             2007 to 2009, GOAL Zimbabwe from 2009 to 2016 where he was the Assistant Country Director (Programmes). Prof
                             Kamuzhanje is also an international development consulted having worked on assignments in Zambia, Swaziland,
                             Niger, Kenya, Sudan and South Sudan. He has published numerous papers in respected journals on planning
                             and community development issues. He has also contributed chapters in a number of books on rural and urban

                                      Rosemary Awuor Hayangah holds a Ph.D. in Planning (Wales); MA in Urban & Regional Planning (Nairobi) and BSc.
                                      (1st Class Hons) Nairobi. A Professional Urban and Regional Planner with over 30 years’ experience in research,
                                      management & planning practice. She is a former Head of School for Architecture, Planning & Housing & Senior
                                      Lecturer at the University of KwaZulu-Natal. Dr Hayangah has been a Senior Policy and Technical Planning Advisor at
                                      municipal, regional & national levels (Botswana, Kenya, South Africa & Rwanda). She has been a Technical Consultant
                                      Facilitator with the National Department of Human Settlements (South Africa) and Technical Advisor Municipal
                                      Infrastructure Support Agency (Development & Planning).

                                      Dr Hayangah is a specialist in settlement planning, housing, place making and neighbourhood development with
                                      skills in the preparation of spatial plans (long term structure/strategic & short-term development plans); urban design
                                      & neighbourhood development; policy formulation & analysis. Dr Hayangah is knowledgeable in conceptualization,
                                      articulation, design and implementation of projects. Dr Hayangah has extensive experience in the preparation
                                      of guidelines & manuals; establishment & setting of Standards and development of curriculum including their
                                      implementation. She has been a team leader and project manager in a number of planning projects including long

                                      Dr Sithembiso Lindelihle Myeni is a Senior Lecturer in the Housing Discipline and was Research Associate of the
                                      SARChI Chair in Applied Poverty Reduction Assessment in the School of Built Environment & Development Studies
                                      at the University of KwaZulu-Natal. He is a co-editor of the recently published book titled: The Political Economy
                                      of Government Subsidised Housing in South Africa. He is a Cannon Collins Educational Trust and Ford Foundation
                                      Alumnus.

                                      He is a Principal Investigator for Sustainable Human Settlements Decision Support Tools and the Municipal
                                      Innovation Maturity Index Research Projects, which are both funded by the Department of Science and Innovation.
                                      He previously worked as a principal investigator in a collaborative research project on women and political parties
                                      for the CGE and National Democratic Institute for International Affairs – SA (NDA –SA). He has a Diploma in Public
                                      Management and a BTech in Public Management from the Durban University of Technology, KwaZulu-Natal,
                                      a Master’s in Development Studies from the University of KwaZulu-Natal and a PhD in Development Policy and
                                      Management from the University of Manchester, UK.

                                                           SYNOPSIS
INCLUSIVE CITIES AND AFFORDABLE HOUSING

The need to create inclusive cities is one of the over-arching needs of pan-
Africanism.

Post-colonial Africa has indeed seen the transformation of urban space but in
reality, pockets of exclusivity still exist in these manifests themselves in different
dimensions.

What form do these elements of exclusivity take and what measure can be
put in place to address such negativities? The production, consumption and
management of housing is highly dependent on both formal and informal
regimes of housing finance.

How effective are these funding mechanisms in alleviating the plight of those
in need of financial interventions and what innovative mechanisms can be
used to address the financial dilemmas of the needy communities in housing
production?

The idea is that the full realisation of the fundamentals under-pinning the
creation of human settlements impinges on a number of factors among which
is land. Land is a scarce and contested resource which over the years, has been
used as a tool to deny households access to decent housing during both the pre
and post-colonial periods.

What modalities have been put in place to ensure access to land and housing in
order to create adequate and decent human settlements for all?

                            Professor Chipungu holds a PhD in Town and Regional Planning, a Master’s Degree in Rural and Urban Planning
                            as well as a Bachelor of Science Degree (Honours) in Rural and Urban Planning. He is an active member of the
                            Zimbabwe Institute of Regional and Urban Planners as well as a Corporate Member of the South African Planning
                            Institute. He is currently a Senior lecturer in the School of the Built Environment and Development Studies, at the
                            University of KwaZulu-Natal. Professor Chipungu is both a practitioner and academic. He is an active member of
                            Provincial Growth and Development: Action Work Group 18 which fall under the auspices of the Department of
                            Cooperative Governance and Traditional Affairs.

                            In addition, he is an editorial board member of various journals and the Managing Editor of the Journal of Inclusive
  PROFESSOR CHIPUNGU        Cities and the Built Environment. He has published widely in peer-reviewed journals and books; and his areas of

                            Samuel Medayese holds a Bachelor of Technology and Master’s degree in Urban and Region Planning from Federal
                            University of Technology Minna and University of Ibadan, Two of the most highly rated Universities in Urban Planning
                            in Nigeria. He works as a Lecturer in the Department of Urban and Regional Planning at the Federal University of
                            Technology Minna.

                            He is currently carrying out his PhD Research in the Department of Town Planning at the University of KwaZulu Natal,
    SAMUEL MEDAYESE         where he is currently researching of the lines of interlink within Sustainable development, Urban Liveability and
                            Inclusive physical development in North Central Nigeria.

                            Inês M. Raimundo is a Human Geographer with an interest in migration and inclusive growth, food security, climate
                            change and forced migration in Mozambique. She is Associate Professor and Head of Department of Academic
                            Assurance, at the Faculty of Arts and Social Sciences, Eduardo Mondlane University, Mozambique. She has served as
                            executive member of the International Council for Science-Regional Committee for Africa.

                            In 2019 she received appreciation from Global Challenge Research Fund and UK Research and Innovation for her
                            contribution to UKRI International Development Peer Review College. She has published numerous papers on

                            Bolanle Wahab (Ph.D) is a full Professor and former Ag. Head in the Department of Urban and Regional Planning,
                            and the Pioneer Coordinator of the Postgraduate Programme in Indigenous Knowledge and Development (IKAD)
                            at the Centre for Sustainable Development, University of Ibadan, Nigeria. He was a visiting scholar at the University
                            of Northern Iowa, Cedar Falls (USA) in 1996 and a temporary Assistant Professor at the Department of Community
                            and Regional Planning and also a visiting scholar at the Centre for Indigenous Knowledge for Agricultural and Rural
                            Development (CIKARD), Iowa State University, Ames (USA) in 1997.

                            His research interests include disaster risk management, urban/peri-urban agriculture and climate change,
                            community environmental planning and management, integrated waste management, and indigenous knowledge
                            and development. He has served as a consultant and resource person to UNDP, UNICEF, UNCHS (Habitat), CASSAD,
                            Sustainable Ibadan Project, Nigerian Urban Forum, InWEnt Capacity Building International of Germany, Bill and
                            Melinda Gates Foundation, Institute for Human Settlements and Environment, and the World Bank on urbanization
     BOLANLE WAHAB          Nigeria, housing, water and sanitation, integrated waste management, community mobilization for neighbourhood

                            He is a Fellow of the Nigerian Institute of Town Planners and a registered member of the Town Planners Registration

INCLUSIVE CITIES
FOCUS ON VULNERABLE GROUP (WOMEN AND
CHILDREN, PEOPLE LIVING WITH DISABILITIES,
MIGRANTS AND THE URBAN POOR)

Issues at stake which will be expressed relate to safety, protection and access to
services among this vulnerable class of people.

The increase in community protests and violence among the poor urban
householders are indicators of poor wellbeing, exclusion, weak governance
and overall failure to address this growing gap. The gap is, can there a space
reintegration for the pro-urban poor? If this now the case, exploring the case
study experiences to the contestations that surrounds the inability of the city
poor to be considered inclusive is going to be expressed and expanded upon.
The argument is that the city is not sensitive to gender issues especially those
that relate to sexual abuse of women both in public and private spaces.

Examples of such are issues of rape, and urban insecurity among South African
women, advocacy for inclusive education for people living with disability and
urban mobility for the aged. This acknowledgement by the governments calls
for interrogation of inclusivity of vulnerable groups across the globe. The same
vulnerability expresses its self in the increasing migrant homeless and fear of city
crime by foreign migrant in cities. Issues around “Afro-phobia and Xenophobia
are common dimensions of migrant exclusion. The gap here is not the city
constructs that emerge among the vulnerable migrant, aged, women and
children class toward the making of an inclusive cities.

This remains key as cities remains place of economic activities and livelihood for
all. Therefore, this symposium room is aimed at providing a point of entry into
interrogating urban inclusion and wellbeing is the vulnerable group.

                                 Frank is founding member and director of the Territorial Capital Institute, a knowledge-based platform to exchange
                                 theory and praxis of integrated territorial development and placemaking, drawing upon his experiences on localising
                                 the New Urban Agenda and the International Guidelines on Urban and Territorial Planning. Frank is an independent
                                 free-lance territorial planning consultant, currently working with mainly United Nations agencies in different places
                                 around the world. Frank is long-standing member, ambassador and member of the board of the Journal of ISOCARP
                                 (International Society of City and Regional Planners).

                                 MSc. Frank D’hondt is an independent free-lance territorial planning consultant and has master’s degrees in urban
                                 Geography (1985) and Spatial Planning (1988), both obtained at Gent University in Belgium. He started as researcher
                                 at the Brussels Free University, worked 13 years on cross-border and transnational planning in Benelux/European
                                 Union, and founded and managed O2-planning-consultancy dealing with a large variety of spatial planning
                                 processes and projects. Since 2015 Frank is mainly working internationally with UN-Habitat, UNDP and UNOPS, in
                                 multiple countries including Belarus, Kosovo, Palestine, Nepal, Afghanistan, China, Kenya and the Caribbean. With
                                 UN-Habitat he co-published a first handbook on Participatory Visioning and a second handbook to implement the
                                 International Guidelines on Urban and Territorial Planning, an acknowledged instrument for the implementation of
                                 the United Nations’ New Urban Agenda, with guided applications and training in Latin America, Caribbean, Europe,
                                 Middle-East, Africa and Asia. Frank is a founding member of a Belgian Association for Territories and Planning, was
        FRANK D’HONDT            vice-president of the European Council of Spatial Planners and currently ambassador and member of the Editorial

                                 He has worked 15 years in the European Union, mainly on cross-border and transnational planning issues, followed
                                 by another 15 years outside the EU, including Kosovo, Palestine, Nepal, Afghanistan, Arab Emirates, Kenya, Myanmar,
                                 China, Japan, the Caribbean, Timor-Leste, The Gambia and Somalia. Frank is specialised in national urban policy,

                                 Habitat, Frank published a book on ‘Visioning as Participatory Planning Method’ and drafted the handbook for the

                                 Dr. Michael Hardman is currently a Senior Lecturer in Urban Geography at the University of Salford and lead the
                                 undergraduate programmes in Geography, Environmental Management and Archaeology division. He also led
                                 the research hub on Care and Urban Farming at Salford. Before joining Salford in 2013, He was a Research Fellow
                                 in Birmingham on the UK National Ecosystem Follow-On project, working alongside DEFRA, Natural England, the
                                 Environment Agency and others to explore the mainstreaming of the ecosystem approach concept.

                                 Dr Michael is an interdisciplinary academic who has been involved in over 47 projects as both a PI and CO-I. He have
                                 obtained funding from charities, research councils, industrial partners, European funders, global bodies and more;
                                 my work is impact driven and applied in nature, resulting in policy/behaviour change, environmental improvements
                                 and other impacts. An example of such impacts can be seen with his work on Northern Roots, the UK’s largest urban
                                 farm and eco-park, which he have been leading a team on since 2017. This research has led to over 400 media
                                 appearances in for the likes of the BBC (TV/radio/news), Independent, The Telegraph, various local media outlets and
                                 global media (e.g. Russia’s Sputnik).

                                 Dr Hardman have published widely on topics from guerrilla gardening to urban food growing, radical green
                                 infrastructure, sustainable transport and other areas. Publications include articles in the British Medical Journal to

                                 University of Agriculture in Nitra. Stemming from this work, He have keynoted at a wide variety of major international
                                 events, such as the international Society of City and Regional Planners Congress in South Africa to a UNESCO event in
                                 Oregon, USA and some 37 other keynotes in the likes of France, Slovakia and across the UK. Alongside His academic
                                 roles, He hold several non-academic positions with organisations, from an ambassador for Social Farms & Gardens to
                                 an advisor for Food Sync and member of a number of other similar organisations.

                                    Zakhi Mkhize work has focused on participatory spatial planning, community outreach, and urban regeneration. She
                                    is an accredited and experienced Senior Professional Urban Planner currently pursuing a PhD in Town and Regional
                                    Planning at the University of KwaZulu-Natal. Other qualifications obtained include; Masters in degree in Town and
                                    Regional Planning, Honours degree in Development Studies and a BA degree in Economic Development obtained
                                    from the University of Natal.

                                    Zakhi has worked as a Regional Spatial Planner for eThekwini Municipality for over 15 years, where she diligently
                                    led various projects in rural and urban areas. She brings a strong background in public policy, strategic design
                                    and technical analysis. She was the 2005-2007 fellow in Urban Design at Urban Economist Consultant company
                                    whilst Lecturing undergraduate Development Planning students at the University of KwaZulu-Natal. After being
                                    accredited in 2008, she joined the eThekwini Municipality Spatial Planning team heading the Inner-city urban
                                    renewal programme. She received ISOCARP Awards of Excellence for the Durban Inner-city Regeneration project.
                                    Best professional Awards from women Property Group in KZN province and SA professional award.

          ZAKHI MKHIZE              Over the years, Zakhi’s interests and passion for Spatial Planning and Urban regeneration and Open Space Design
                                    projects contributed to developing several master plans for sustainable residential areas and urban renewal
SENIOR PROFESSIONAL URBAN PLANNER   programmes for different cities in KZN. She also invested time acquiring international urban design experience as a
                                    nominated Urban Planner to participate in Wuhan, China Port Planning Project alongside with UPAT, ISOCARP team
                                    of expect in 2018.

                                    Zakhi has taught classes at the University of Natal, Durban University of Technology and conducted planning-related
                                    workshops and webinars inter a liar Sustainable Urban Regeneration, Inclusive cities network, Corridor Planning and
                                    urban densification to support Transit-Oriented Development.

                                    Dr Nelson Chanza is a Research Fellow in the Department of Urban and Regional Planning at the University of
                                    Johannesburg (UJ). I am also a fellow of the German Academic Exchange Service (DAAD) under the climapAfrica
                                    program for climate change research in Africa. I hold a PhD in Environmental Geography from Nelson Mandela
                                    University.

                                    Before joining UJ, I worked as a Senior Lecturer in the Department of Geography at the Bindura University of Science
                                    Education, and the Department of Rural and Urban Planning at University of Zimbabwe. My knowledge contribution
                                    is largely in the areas of climate change adaptation and disaster management. My current research uses the multiple
                                    evidence base approach to examine the interface of climate change and human settlements, with the aim of

                                    Puvendra Akkiah is a Professional Town and Regional Planner with more than 20 years of experience in various
                                    parts of the globe. Current Duties include the preparation and development of the City of Durban Integrated
                                    Development Plan and the Ethekwini Municipality One Plan .

                                    Puvendra is also the technical chair of the United Cities for Local Government – Urban Strategic Planning Committee
                                    and a member of the Sustainable Cities Committee of the Commonwealth Local Government Associations. He is
                                    the recipient of the South African Planning Institutes Professional Planner Award in 2014. In 2017 he was shortlisted
                                    for the UN Habitat Scroll of Honor Award and the National Skill Development Award-Category Ministers award for
                                    Outstanding Individual. He is a sought after facilitator, presenter and moderator and together with the City of Durban
                                    hosts annual master classes on Urban Strategic Planning. Puvendra has co-authored the Global Policy Framework for
                                    Public Spaces and various public space learning publications.

        PUVENDRA AKKIAH             He is currently working on the alignment of the SDG’s to the municipal strategy. Puvendra was appointed by the

                                     Elisabeth Belpaire is engineer architect and urban & regional planner with over 25 years experience across scales and
                                     contexts: architecture, urban design and regeneration, urban and regional planning in Belgium, France, Switzerland,
                                     West Bank. With UN-Habitat disaster risk reduction and sustainable development (Local Agenda 21) in Vietnam;
                                     post-conflict programmes in Kosovo and creation of a new strategic integrated planning system; development of a
                                     regional capacity building instrument addressing informal settlements with South-East European governments and
                                     partners as Investment Banks.

                                     More recent advisory work includes the design of a foundation’s Urban95 strategy for cities to support healthy
                                     childhood development; contributing to the Global State of National Urban Policy, the Mentor Student Research
                                     Lab, public space policy in Latin America. Elisabeth has served several boards. Currently she is on the ISOCARP Board
                                     and Executive Committee, co-lead of the ‘Community of Practice on Urban Health’, co-chair of ‘Healthy and Inclusive
                                     Urban Environment’ at the recent World Planning Congress, and on the team for the upcoming World Congress
                                     ‘Unlocking Planning’ in Qatar. She is a keynote speaker, including on SDG11 and TEDx in Geneva, on intertwined
