The proposal is to construct foundations and install a totalspan carport on the two referenced properties; • 21 Tui Street, Kaikohe (Lot 7 DP 389986) - Aaron J Brunet (BC-2019-491/0) o To address breach of NES-CS, refer to enclosed AEE. The attached Silt and Erosion controls have been devised for earthworks within uncontaminated areas of the lots. A combined Remediation Action and Site Management Plan (SMP & RAP) has been recommended which is to instruct earthworks within the identified arsenic hotspot of this lot. 0 7.6.5.1.6 Stormwater Management: The specified Stormwater Management for this lot has been designed to stormwater neutrality for peak events and therefore there will be no effect caused by the exceedance of the permitted threshold. • 23 Tui Street, Kaikohe (Lot 6 DP 389986) - Ronald A Sharp & Zora A Brunette (BC-2019-490/0) o To address breach of NES-CS, refer to enclosed AEE. The attached Silt and Erosion controls have been devised for earthworks within uncontaminated areas of the lots. A combined Remediation Action and Site Management Plan (SMP & RAP) has been recommended which is to instruct earthworks within the identified arsenic hotspot of this lot. We recommend that if the Council felt it needed to, it could repeat the 'soil disturbance' permitted activity requirements in regard to clause 8(3). Description of the Proposed Activity A.1 Provide a detailed description of the proposed activity: To construct foundations for relocated dwelling and install total span shed at the following three properties; · 21 Tui Street, Kaikohe (Lot 7 DP 389986) - Aaron J Brunet (BC-2019-491/0) · 23 Tui Street, Kaikohe (Lot 6 DP 389986) - Ronald A Sharp & Zora A Brunette (BC-2019-490/0) Refer to enclosed drawings for proposed development locations and earthworks plans. Both lots exceed the allowable limits for soil disturbance under the NES-CS and therefore require resource consent. 21 Tui Street also requires resource consent for breaching Rule 7.6.5.1.6 - stormwater management as impermeable surfaces exceeds the permitted threshold. General - AEE 11 A.2 You must attach a map or aerial photograph that clearly shows the following: the location of the proposed activity, E the legal boundaries of the property, and neighbouring properties, E roads, ® the location of any water bodies, i.e. wetlands, streams or rivers, drains, groundwater and coastal water, the location of any other resource user in the surrounding area, and ® any significant landmarks. If the proposed activity involves buildings or structures, then detailed plans of the proposed buildings or structures are also required. B. Actual and Potential Effects on the Surrounding Environment Provide details of the actual and potential effects of the proposed activity on the surrounding environment. Please refer to the Fourth Schedule of the Resource Management Act in the information requirement booklet. A Detailed Site Investigation (DS') Report has been undertaken in accordance with the NES-CS for both lots submitted in this application, and it was identified that both lots contain a contamination hotspot. As detailed in the DSI, it is considered that Council Resource Consent for 21 and 23 Tui Street can be lodged on the condition of further works; hotspot delineation followed by a Site Remediation Action Plan (RAP) and Site Management Plan (SMP) report being carried out and approved prior to any earthworks commencing. The SMP will detail how to undertake the proposed works without causing harm to human health. For earthworks taking place within the non-contaminated areas of the lots, reference is to be made to the enclosed Silt and Sediment details and works are to be undertaken in accordance with these. Monitoring What, if any, monitoring do you propose to carry out to ensure that the proposed activity does not have any adverse effect on the environment? There will not be any earthworks undertaken on-site until a Remediaion Action Plan and Site Management Plan (RAP & SMP) has been undertaken and approved by council. Monitoring will be assessed once the extent of arsenic in soils has been delineated. Arsenic is the only identified contaminant within both lots. Arsenic has been identified as two hotspots (one in each lot), is relatively immobile in soil so is not considered to be a risk via migration, and does not cause harm via inhalation. This could include dust management controls and fencing off the affected areas of site to prevent access by unauthorised persons. HAIGH WORKMAN@ Civil 6 Structural Engineers Silt & Sediment Control General During construction it will be important for the applicant to control the potential mobilisation of silt to prevent it entering the stormwater systems, to the greatest extent practicable. Some of the silt material will be of a very fine colloidal nature, inclined to be very slow to settle out and to cause discolouration of waterways. The following advice is in accordance with ARC Technical Publication GD05 Erosion & Sediment Control. The best way to minimise erosion and control sediment discharge is by disturbing as little soil as possible at any one time and maintaining as much vegetative cover as possible. Exposed areas are to be stabilised as soon as possible using the specified sub-base materials. All sedimentation controls shall be maintained in place until bare earthworks areas have been stabilised and landscaped areas seeded and planted. Slit Fences Silt fences are useful for small, disturbed areas or sloping areas and are considered appropriate for this site which is small and relatively flat lying. Silt fences are to be installed along the downslope boundary of each lot. The lots generally slope gently to the south east. Civil 6 Structural Engineers Clean Water Diversion Separation of clean and dirty water greatly reduces the effort needed to prevent sediment run-off by limiting the quantity of run-off that can become contaminated with silt. The site occupies land which is not subject to run-off from adjoin properties, therefore there is little risk that clean stormwater could enter the site from above. A clearwater diversion drain is to be installed should any issues be observed Hay Bales Hay bales can impound sediment-laden water at points of discharge, but can be problematic if not installed correctly and become sodden and un-manageable with time. Bales need to be trenched into the ground and securely staked together, with bale strings positioned on the sides. At this no hay bales are considered necessary Stabilising Disturbed Ground Ground that has been disturbed shall be stabilised as soon as possible. Pavements are to be stabilised with the specified sub-base materials. Landscape areas should be seeded with grass as soon as conditions are suitable for germination. Grassed areas not being developed should be protected from damage and kept clear from vehicles and stored materials. On Site Works Operations involving concrete washings such as water blasting concrete surfaces, washing down equipment, concrete and tile cutting shall be undertaken with care since these products are highly alkaline and can contain oxides, heavy metals (copper drill lubricants) and or petroleum products. Release of these products into the stormwater system or waterways shall be prevented. • If washing cement or concrete fines, make sure the wash water is contained on site and the contaminants removed preferably by allowing time for the sediment to settle out. • When water blasting, contain the run-off. Cement and chemical additives must not be discharged to stormwater drains. Stockpiles If any stripped topsoil is to be kept on site it shall be compacted into properly formed stockpiles and covered immediately or stabilised using mulch or seeded. Any run-off from stockpiles must be directed to suitable sediment control measures as outlined above. Pumped Water The need to pump sediment laden water from trenches or foundations on the site is not anticipated. However, should the need arise dirty water shall be directed to the sediment controls on site. Under no circumstances shall sediment laden water be pumped off site untreated. Plant Re-fuelling To contain any spillage of fuel, oil or similar contaminants vehicles and plant are to be re-fueled on a gravel pad, where potential spillage can be contained by on site controls. A spill kit comprising saw dust shall be kept on site as a first defence to deal with any spillages. Maintenance Silt controls shall be checked on a regular basis and immediately prior to any forecast for rain. Maintenance shall be carried out as necessary and any build-up of silt removed following rainfall events. Stabilised Entrance Ways Stabilised entranceways are stabilised areas located at any entry or exit point of a construction site. The purpose of a stabilised entranceway is to prevent site access points becoming sources of sediment and to assist in minimising dust generation and disturbance of areas adjacent to the road frontage by providing a detined entry and exit point. This practice should be used at all points of construction site entry and exit with a view to limiting traffic movements to these entrances only. The stabilised access way should be in general accordance of the details presented in Figure 2. 2 Job No. 18212

The silt sock needs to completely 'ring fence' the catchpit. This measure is only suitable for very small catchment areas and therefore appropriate for these developments.
