6 2022 - 01 COMMENDATIONS OF SENATOR RON JOHNSON
7 WHEREAS, since being elected in 2010, Senator Ron Johnson has been a vocal leader in defense of
8 conservative principles, in providing government oversight, fighting for small business owners, finding
9 consensus on healthcare and opioid-abuse issues, and highlighting our long-term fiscal concerns;
10 WHEREAS, in the past year, Senator Johnson has taken up the mantle of investigating numerous topics
11 of interest to the American people, including the safety and efficacy of Covid-19 vaccines, or lack
12 thereof, and the benefits of alternative treatments, when others in Congress, the administration, and the
13 media have failed to do so;
14 WHEREAS, Senator Johnson has chosen to run for a third term; and,
15 WHEREAS, Senator Johnson shares our conservative principles and is working to protect our interests
16 and the interests of future generations;
17 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
18 assembled, thanks Senator Ron Johnson, for his commitment to our values and commends him for his
19 determination and service to the people of the state of Wisconsin and the United States of America; and,
20 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin encourages its members and
21 use every resource available to defend and reelect Ron Johnson to represent the state of Wisconsin in the
22 Senate of the United States.

27 2022 - 02 FIREARMS RECORDS POLICY
28 WHEREAS, the right to bear arms is protected in the United States Bill of Rights;
29 WHEREAS, the Biden Administration through the Federal Bureau of Alcohol, Tobacco and Firearms is
30 currently building a searchable database of nearly one billion records detailing Americans’ firearms
31 purchases;
32 WHEREAS, these actions seem to circumvent the laws prohibiting the government from maintaining a
33 national firearms registry;
34 WHEREAS, the Biden Administration seeks to overhaul the current federal firearms laws tightening
35 controls on purchases and firearm dealers; and,
36 WHEREAS, this will limit the right of Americans to utilize their Second Amendment rights as
37 guaranteed them;
38 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
39 assembled, opposes this compilation of these records in violation of existing laws and supports the
40 present system.

42 2022 - 03 PROTECTING SECOND AMMENDMENT RIGHTS: UNIVERSAL
43 BACKGROUND CHECKS AND RED FLAG LAWS
44 WHEREAS, Governor Evers and Attorney General Kaul of the State of Wisconsin want to create New
45 Gun Control Laws known as: Universal Background Checks and a Red Flag Law; and
46 WHEREAS, for gun control to get passed into law, it requires duping people into thinking the proposed
47 law is constitutional and will stop criminals; and
48 WHEREAS, Red Flag laws, also called gun Violence Restraining Orders and Extreme Risk Protection
49 Orders, are gun-confiscation laws disguised as “gun-violence prevention” laws; and
50 WHEREAS, Red Flag laws are unconstitutional “prior restraint” laws that violate our basic civil rights,
51 taking away a person’s Second and Fourth Amendment rights; and
252 WHEREAS, enacting a Red Flag law is based on an unnamed person’s secret allegation that someone
53 else “might” do something dangerous to themselves or others in the future; and
54 WHEREAS, the person accused of being “dangerous” has no notice there is a problem until the police
55 show up, and confiscate the accused’s firearms; and
56 WHEREAS, it is up to the accused to prove that he or she is not dangerous; and until such proof is
57 provided to the Court’s satisfaction, the guns are not returned; and,
58 WHEREAS, Universal Background Checks will stop fathers or mothers from passing their legally
59 owned firearms (already registered when purchased) to their sons or daughters.
60 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
61 assembled, states its opposition to the creation of these “gun control” laws; and
62 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin asks that the legislature
63 protect the citizens from this genuine, severe threat to our liberty by showing its opposition to these laws
64 by not permitting this legislation to come before the Wisconsin State Assembly or Senate; and
65 BE IT FURTHER RESOLVED, that our government leaders protect our 2nd Amendment Rights by
66 opposing any legislation that would restrict the sale or ownership of lawfully produced guns,
67 clips/magazines, and ammunition or any legislation that would impose extraordinary taxes or fees on
68 same, and that we oppose the creation of any form of registry of firearms, accessories, or ammunition;
69 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin supports the transition of state
70 law regarding the carry of weapons from “shall issue” to “Constitutional Carry” which is enjoyed by a
71 multitude of states in the United States; and
72 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges the legislature to protect
73 law-abiding citizens from civil litigation in the event they defend themselves or others against imminent
74 death or great bodily harm with legally permissible firearms.
375 TAXES, SPENDING, & THE ECONOMY

77 2022 - 04 FISCAL RESPONSIBILITY
78 WHEREAS, America was founded in part due to anger over an environment of excessive taxation and
79 taxation without representation; and
80 WHEREAS, the Constitution does allow for taxation for specific reasons to support the general welfare;
81 and
82 WHEREAS, the United States faces crushing national debt in the trillions of dollars that will be a
83 burden for all future generations to satisfy; and
84 WHEREAS, these monies are to be used for the specific purpose they are originally voted on and
85 intended; and
86 WHEREAS, government has found practice in using excess monies collected for one approved purpose
87 to support other uses not adequately provided for nor approved by the citizenry; and
88 WHEREAS, monies that were intended to keep the Social Security system solvent were instead raided
89 to fund questionable, wasteful and non-essential government programs;
90 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
91 assembled, does not support the transfer of funds designated for one specific purpose to that of another
92 without public disclosure and open hearing at which the citizenry is fairly represented; and
93 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin does support a renewed focus
94 on reduction of the national debt.

96 2022 - 05 WORKFORCE EXPANSION
97 WHEREAS, employers in Wisconsin are desperate to fill vacant jobs, and the lack of willing workers is
98 a true crisis; and
99 WHEREAS, the structure of government benefits in Wisconsin does not help people reach
100 independence, but instead keeps them enrolled in benefit programs;
101 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
102 assembled, supports bills to index unemployment duration to unemployment rate, to institute Food Share
103 work requirements, to require more frequent reevaluation of unemployment compensation eligibility, an
104 unemployment system tune-up, and other measures to promote re-employment.

4106 2022 – 06 WHAT’S A DOLLAR WORTH
107 WHEREAS, Article 1, section 8 of The U.S. Constitution states that Congress has the power to “To coin
108 money, regulate the value thereof, and of foreign coin, and fix the standard of weights and measures; and
109 WHEREAS, in March 1933 the congress conceded its power in Article 1, Section 8, to the President,
110 with the Emergency Banking Act; giving the President power to control international and domestic gold
111 movements; and
112 WHEREAS, the dollar had been backed by such precious metals such as gold or silver. But the gold
113 standard ended in 1933 and silver ended in 1968; and
114 WHEREAS, now the dollar is backed by “the full faith and credit clause of Article 4, section 1 of the
115 Constitution. In other words, the good and services we produce only; and
116 WHEREAS, the dollar is ranked 9th among the top ten currencies in the world today;
117 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
118 assembled, that Congress should remove currency power from the President and restore the power,
119 established by the famers with Article 1, Section 8, back to the Congress where it belongs and
120 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin calls on Congress to return the
121 dollar to be backed by a gold or silver standard.
5122 GOP PRINCIPLES

124 2022 - 07 HISTORICAL COMMITMENT TO EQUALITY
125 WHEREAS, the Republican Party was created in 1854 in response to the Kansas Nebraska Act which
126 was seeking to extend slavery into the territories; and
127 WHEREAS, with the election of President Abraham Lincoln in 1860 the Republican Party helped bring
128 about the end of slavery; and
129 WHEREAS, the Republican Party began the Civil Rights Movement in the 1860s with the passage of
130 the 13th Amendment ending slavery, the 14th Amendment granting ALL persons born in the United
131 States citizenship and equal protection under the laws of the Constitution and the 15th Amendment
132 which stated that no man could be deprived of the right to vote based on race; and
133 WHEREAS, the first Black Congressmen were elected into Congress in the 1860s as members of the
134 Republican Party; and
135 WHEREAS, the core values of the Republican Party are strong families, faith in God, personal
136 responsibility, quality education, and equal opportunities for all are shared values which ignore the
137 cultural divide of race and religion;
138 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
139 assembled, fully embraces the rich history of our party and is dedicated to continuing our historic
140 foundation and the education and inclusion of all citizens.

142 2022 - 08 PERSONAL LIBERTY
143 WHEREAS, America was founded on the premise of freedom; and
144 WHEREAS, the Constitution guarantees personal liberty; and
145 WHEREAS, each individual has the right over his or her own person; and
146 WHEREAS, private property rights are destroyed by the continued regulation of behavior on private
147 property, including businesses open to the public; and
148 WHEREAS, government over-regulating the lives of private citizens and businesses leads to
149 oppression; and
150 WHEREAS, it was necessary to denounce the overreach of the Governor Evers who issued mask orders
151 and unconstitutional mandates to close down all commerce in the state WI during the pandemic; and
6152 WHEREAS, Governor Evers failed to issue protective orders in the City of Kenosha which led to riots,
153 chaos, and civil unrest; and
154 WHEREAS, the “cancel culture” uses bullying tactics to instill fear and take away rights from a free
155 society; and
156 WHEREAS, government encroachment on personal liberties leads to more government encroachment;
157 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
158 assembled, supports individual personal rights and responsibilities, and does not support any reduction in
159 personal freedoms and liberties through any legislation.

161 2022 - 09 PROMOTE LOVE, MARRIAGE, AND THE FAMILY
162 WHEREAS, independent families, with fathers and mothers who marry, give birth, and teach and
163 nurture the next generation are the most important foundation for a stable civil society; and,
164 WHEREAS, American Marxists are attempting to destroy the independent family with its inherent ideas
165 of love, motherhood, fatherhood, family obligations and loyalties and are denying the fact that there are
166 biological differences between men and women;
167 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
168 assembled, declares that we are the party of family; celebrating the mystery of romance and marriage,
169 the unique responsibilities of fatherhood and motherhood, the comfort and pain of home and family; and,
170 BE IT FURTHER RESOLVED, declares that we oppose all that weakens the family like tax systems
171 that encourage people not to marry, social programs that encourage families to break apart or have
172 children out of wedlock, and sex education that dismisses gender as simply an illusion and sex as little
173 more than entertainment; and,
174 BE IT FURTHER RESOLVED, recognizes that differences between men and women often call for
175 separate treatment which the law should recognize for bathrooms and dormitories, sports where
176 biological females need not compete with biological males and biological males need not compete with
177 biological females, for incarceration facilities to separate biological females from biological males, and
178 for a military that does not draft biological females; and,
179 BE IT FURTHER RESOLVED, calls our state legislature to criminalize the administration of puberty
180 blockers and opposition hormones by parents, medical staff, or other third parties for the purpose of
181 gender transitioning minor children; and,
182 BE IT FURTHER RESOLVED, calls on our state legislature to pass laws that enable minor children
183 who have been “transitioned” to recover damages against parents, medical staff, or other third parties for
184 ten years after reaching the age of majority while allowing for the full recovery of attorney fees where
185 there has been a willful and intentional administration of experimental puberty blockers and apposition
7186 hormones upon a minor child, and opposes any attempts by professional organizations to force
187 physicians to support gender transitioning.

189 2022 - 10 RESTORE LIBERTY
190 WHEREAS, this country is founded on the principle that the law is king, not the whims of any
191 individual or government bureau; and
192 WHEREAS, law must defend, not threaten, the life, liberty, and property of citizens; and
193 WHEREAS, our legislators are destroying liberty whenever they pass thousands of pages of hastily
194 written law, which they have not had time to read or analyze, and then give the administrative state
195 absolute power to add tens of thousands of regulations and mandates, each having the force of law; and
196 WHEREAS, the executive branch of the federal government has fallen into the hands of those who wish
197 to replace our most important institutions—church, home, school, and hospital—with government,
198 which they control;
199 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
200 assembled, seeks to keep church, home, school, and medical care free from state and federal control;
201 and,
202 BE IT FURTHER RESOLVED, dedicates itself to electing and reelecting only legislators with the
203 courage to take control back from the administrative state; and,
204 BE IT FURTHER RESOLVED, calls on the United States Congress and the Wisconsin State
205 Legislature to remove or update old laws that threaten the lives, liberty, or property of the people; and,
206 BE IT FURTHER RESOLVED, dedicates itself to publicizing the voting records of all public officials
207 including school board members, city aldermen, county supervisors, judges, prosecutors, and state and
208 local representatives--and electing or reelecting only those who understand the power and importance of
209 liberty.

211 2022 - 11 ENCOURAGE FREE SPEECH
212 WHEREAS, the internet has become an essential public service; and
213 WHEREAS, many social media companies no longer serve as neutral platforms but edit news, censor
214 opinion, and ban those with whom they disagree; and
215 WHEREAS, tech oligarchs are now able to violate every citizen’s rights to free speech and to free
216 inquiry through their control of search engines; and
217 WHEREAS, no free republic can survive so much power being limited to so few;
8218 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
219 assembled, calls on Congress to update the laws of libel opening social media companies that are not
220 simple platforms to lawsuit; and,
221 BE IT FURTHER RESOLVED, calls on the Department of Justice and the Courts to utilize anti-trust
222 laws to break up powerful tech monopolies.
9223 IMMIGRATION

225 2022 - 12 IMMIGRATION REFORM
226 WHEREAS, the United States of America was founded by immigrants, as a refuge for immigrants, we
227 have a unique status in the world as a melting pot of cultures; and,
228 WHEREAS, legal immigration remains beneficial for our country; and,
229 WHEREAS, the longstanding political divide on this issue has resulted in unsecure borders, which is an
230 economic lure for migrants, an opportunity for terrorists to enter, a potential for increased vote fraud, an
231 additional burden on government spending programs, and allows an underground economy reliant on the
232 labor of undocumented workers; and,
233 WHEREAS, enforcement of existing immigration laws, using border patrols, technology, barriers and
234 worker verification, would enhance the security of our citizens, protect our economy and protect our
235 unique culture;
236 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
237 assembled, urges our Congressional representatives to support reforms allowing fair‐but‐limited legal
238 immigration and to oppose any immigration plan that grants unconditional amnesty to illegal immigrants
239 already in the United States; and,
240 BE IT FURTHER RESOLVED, that chain migration and the visa lottery program be discontinued;
241 and,
242 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin supports the completion of
243 recommended physical barriers along our borders, in whatever manner is most efficient, and to deploy
244 technology or personnel as required to prevent entry by unauthorized migrants; and,
245 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin recommends that the State of
246 Wisconsin and the Federal Government require that all employers use the E‐verify system to check the
247 citizenship status of all persons who apply to work; and,
248 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges the State Legislature to
249 pass legislation prohibiting local governments from enacting “local ordinances, resolutions and policies
250 that prohibit enforcement of federal or state laws relating to illegal aliens or immigration status”; and,
251 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges Congress to rescind
252 Federal money from established Sanctuary Cities until they comply with State and Federal Laws
253 regarding illegal immigrants, and to prohibit benefits including driver’s licenses, subsidized medical
254 services, tuition and mortgages to non‐citizens; and,
255 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin appreciates the Department of
256 Homeland Security leadership, ICE agents and Border Patrol agents and thanks them for their diligence
10257 in enforcing U.S. laws to control our borders and detain and deport illegal immigrant criminals.
258 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin rejects the interpretation of
259 the Fourteenth Amendment that allows for “birthright citizenship "of illegal immigrants.
11260 SUPPORT FOR LAW ENFORCEMENT

262 2022 - 13 SUPPORT FOR POLICE & EMERGENCY WORKERS
263 WHEREAS, public safety for all Wisconsin citizens is a major concern;
264 WHEREAS, police and emergency personnel are in harm’s way every day to ensure our laws are
265 followed and lives and property are protected;
266 WHEREAS, a vast majority of police and emergency personnel are upstanding civil servants, but as
267 with any group a few may take the law into their own hands and ignore established policies and
268 procedures;
269 WHEREAS, these few offending officers attract news attention as though representative of the whole,
270 with the vast majority of upstanding civil servants slandered by the actions of a few; and
271 WHEREAS, there have been highly publicized incidents of “bad policing”, the majority of the “blue
272 line” stands ready to protect and to serve the populace, doing exemplary work and putting their lives on
273 the line;
274 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
275 assembled, thank and commend the police officers and other emergency service personnel for their
276 outstanding service to the citizens of Wisconsin; and
277 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin is profoundly grateful to our
278 law enforcement officers and supports legislation providing funds to recruit, train and retain law
279 enforcement officers; and
280 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges those few officers who
281 do not abide by the policies and procedures of the departments be swiftly re-educated or removed from
282 their positions of sacred trust.

284 2022 - 14 DO JUSTICE
285 WHEREAS, prosecutors and judges must administer justice and maintain the rule of law; and,
286 WHEREAS, we are experiencing a well-funded and well-organized attempt to destabilize this country
287 by destroying the rule of law; and,
288 WHEREAS, this assault is taking the form of millions of dollars being poured into district attorney and
289 judicial races to replace conservative prosecutors and judges who protect the lives, liberty, and property
290 of citizens with progressive prosecutors and judges who avoid trial by jury and talk about “root causes,”
291 “restorative justice,” and “bail reform” while releasing criminals back onto the streets to prey on the
292 public; and,
12293 WHEREAS, refusal to enforce shoplifting laws results in wholesale looting that wipes out vital services,
294 refusal to enforce laws against carjacking and assault threatens everyone’s freedom of movement, refusal
295 to enforce gun laws enables armed felons to terrorize entire neighborhoods and refusal to enforce
296 election law threatens the survival of our free republic; and,
297 WHEREAS, the failure of prosecutors and judges to protect the lives, liberty, and property of citizens
298 has compelled millions of desperate Americans to arm themselves; and,
299 WHEREAS, we need an independent federal judiciary with the power to overrule unconstitutional
300 actions of both the legislative and executive branches, but we cannot permit judges to make or alter the
301 law from the bench; and,
302 WHEREAS, “activist” judges commonly rationalize revising or ignoring the constitutional law to
303 achieve what they deem to be more virtuous outcomes thereby perverting the “rule of law” into the “rule
304 of judge.”
305 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
306 assembled, urges the legislature to insure adequate funding for prosecution offices, courts, and prisons;
307 and,
308 BE IT FURTHER RESOLVED, dedicates itself to investigating and publicizing the philosophies and
309 records of candidates for prosecutor and judge; and,
310 BE IT FURTHER RESOLVED, promises to actively campaign for conservative prosecutors and
311 judges and against liberal prosecutors and activist judges.
13312 NATIONAL DEFENSE

314 2022 - 15 VETERANS AFFAIRS
315 WHEREAS, the defense of our nation, its citizens, and our national interests is a primary duty of the
316 United States Government; and
317 WHEREAS, the sacrifices of the men and women in uniform have provided safety and liberty for the
318 United States and many people throughout the world; and
319 WHEREAS, the care of veterans is key to retaining and recruiting quality members of the Armed
320 Forces; and
321 WHEREAS, some veterans return home from active duty with medical conditions not diagnosable due
322 to dormancy or latency, that manifest later in life and may cause debilitating illnesses; and
323 WHEREAS, some veterans have a gap in coverage between transition from military care to veterans’
324 administration care; and
325 WHEREAS, the care of veterans is an obligation of the government that sends the men and women of
326 the Armed Forces on their missions of protection and those in support of men and women on such
327 missions;
328 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
329 assembled, supports and commends the sacrifices and commitment of those serving in the United States
330 military; and
331 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin supports streamlining the
332 process for Veterans Administration claims concerning health conditions not previously diagnosed or
333 known to the medical community; and
334 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin, supports adequate funding
335 for veterans’ programs that seamlessly transition veterans between military treatment and Veterans
336 Administration treatment; and
337 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin supports veterans and
338 adequate multi-year funding for veterans’ hospitals and services.

340 2022 - 16 DEFEND OUR COUNTRY
341 WHEREAS, this world is rapidly becoming a more dangerous place, with an increasingly bellicose
342 China, Iran, North Korea, Russia, and unstable nations through Africa and our hemisphere; and
14343 WHEREAS, our hasty Afghanistan withdrawal has contributed to its instability by rearming the Taliban
344 with billions of dollars of arms, ammunition, and other military hardware; and
345 WHEREAS, this humiliating debacle has created the belief that the U.S. military, once seen as the
346 guardian of the free world, has become just another impotent bureaucracy at its highest levels; and
347 WHEREAS, our great number of intelligence and surveillance agencies, intended to spy on our
348 enemies, has become a greater threat to the liberty of the American people than to our enemies;
349 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
350 assembled, urges Congress and the President to take immediate action to reduce our bloated military
351 high command by removing those generals and admirals more concerned about national politics and
352 social engineering in the ranks than in national defense; and,
353 BE IT FURTHER RESOLVED, urges the Biden administration and the military high command to
354 summon the will to support our allies and to stand up to the corrupt regimes of China, Russia, and Iran;
355 and,
356 BE IT FURTHER RESOLVED, urges our Congress to take immediate steps to defend the privacy of
357 American citizens from our own intelligence and federal law enforcement agencies that violate their
358 charters and spy on the American public.

361 2022 - 17 EDUCATION CHOICE
362 WHEREAS, every child deserves access to quality education, but despite this many children, especially
363 those from minority or low-income families or children with special needs are trapped in failing schools;
364 and
365 WHEREAS, every child’s educational needs, abilities, and learning style is unique; and
366 WHEREAS, parents have the fundamental right and responsibility to educate their children and provide
367 for their moral guidance; and
368 WHEREAS, parents should have as much choice as possible in selecting the right school for their
369 children; and
370 WHEREAS, vigorous competition from independent schools will stimulate government schools to
371 strive for and achieve excellence; and
372 WHEREAS, the in-classroom teacher and specialists are tasked with implementation of curriculum,
373 standards and culture defined and required by the Wisconsin Education Association, School Boards,
374 Administration or others; and
375 WHEREAS, the in-classroom teachers and specialists are the primary interface with our students and
376 represent the authority figure in the classroom; and
377 WHEREAS, the in-classroom teachers and specialists are highly educated, credentialed and in many
378 cases possess advanced degrees in the field of education;
379 NOW, THEREFORE, BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
380 assembled, strongly urges that School Choice continue to be expanded; and
381 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges that religiously oriented
382 schools should not be discriminated against for exercising their freedom of religion and freedom of
383 choice; and
384 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges our state legislators, the
385 WEA and local school boards to push for curriculum changes that place greater emphasis on the STEM
386 and Foundational Skills, including science, social studies, mathematics, reading, and phonics and
387 eliminate all programs whose objectives are social engineering or advocacy of special interests; and
388 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin supports academic efforts that
389 ensure that the presentation of our history and founding principles in our educational institutions,
390 including those of higher learning, is objective, truthful, and complete; and
16391 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges that libraries in all
392 publicly-funded schools provide a balance of reading materials that reflect conservative values as well as
393 liberal values; and
394 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin strongly urges the repeal of
395 Common Core State Standards; and
396 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin supports local control of
397 school boards and does not support DPI interference in the direction of our local school boards; and
398 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin supports and promotes the
399 individual classroom teacher and specialists, and will work to promote a positive and supportive work
400 environment in the classroom; and
401 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin places accountability for the
402 failures of curriculum, safe learning environments and declining educational outcomes as the
403 responsibility of the WEA, Administrators, School Boards and others who have utilized the education of
404 our children for purposes of Social Engineering, incorporating unethical, political and agenda motivated
405 curriculum in educational settings.

407 2022 - 18 INFORMED CONSENT ON REQUIRING POSTING OF FEDERAL
408 PROTECTIONS OF PUPIL RIGHTS
409 WHEREAS, it has become evident in recent years that the majority of Wisconsin parents, guardians,
410 and taxpayers want more transparency from public school administration and districts regarding
411 instruction;
412 WHEREAS, it appears that many Wisconsinites do not know or understand that the federal government
413 has passed legislation to ensure certain legal protections for students in all U.S. schools that receive
414 federal funding; and
415 WHEREAS, parents, guardians and taxpayers should have easy access to information regarding the
416 legal protections of students in their school districts;
417 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
418 assembled, strongly recommends that the Wisconsin state legislature and Governor approve a rule that
419 requires all Wisconsin Public School Districts and private schools receiving federal funding to post the
420 content of U.S. Code, Title 20, Chapter 31, Subchapter 3, Part 4/1232h, as it is explained in the attached
421 legal interpretation; and that to ensure that content is easily accessible, said rule and Title 20 content be
422 posted in public viewing areas of all district school buildings and district office buildings, as well as in
423 all student handbooks and parent communications, including student survey announcements, at the start
424 of each school year;
425 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin believes that not complying
426 with this recommendation contributes to the widespread public perception that the Wisconsin
427 Department of Public Instruction, state district administrators, and district school boards are reluctant to
428 be transparent about student and parent legal rights and protections; and
17429 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin believes that parents,
430 guardians and taxpayers are legally entitled to that transparency in lieu of the same entitlement reflected
431 in state statutes.

434 2022 - 19 STOP CRT & RACED BASED TEACHINGS IN PUBLIC SCHOOLS
435 WHEREAS, many Americans over the course of history of the U.S. have been racist and have caused
436 grave injustices against African Americans, Native Americans, Latinos, and Asian Americans;
437 WHEREAS, even today there remain Americans who are racist;
438 WHEREAS, an unacceptable reaction has ensued in which all white Americans are claimed to be racist
439 and our country is declared to be racist and this philosophy has become embodied in what is known as
440 Critical Race Theory (CRT);
441 WHEREAS, Critical Race Theory encourages people to see themselves as victims instead of people
442 responsible for their own success and all should be encouraged to believe that they are capable of
443 anything they desire to achieve instead of being encouraged to believe that they have no future due to
444 "institutionalized racism";
445 WHEREAS, Martin Luther King, Jr. called for a world where humans would be judged based on the
446 content of their character, not the color of their skin;
447 WHEREAS, liberal apologists wrongly excuse immoral action by criminals as a result of oppression
448 against people of color and thus call for judging people based on the color of their skin instead of the
449 content of their character;
450 WHEREAS, racism in all its forms is WRONG;
451 WHEREAS, CRT uses the bigotry of race to divide groups and to assault the character of conservative
452 African Americans (e.g. Barrington Martin II), and CRT requires teachers to educate children through a
453 lens of race, causing children to see themselves as either a victim or as an oppressor;
454 WHEREAS, CRT is a tool for the proponents of cultural Marxism and denies the concepts of individual
455 liberty, equality, and freedom which has made the USA such a wonderful place for advancement for
456 millions of immigrants, which is proven by the fact that even today huge numbers of people are trying to
457 immigrate to the USA;
458 WHEREAS, Democratic lawmakers, teachers' union representatives, School Boards, and School
459 Superintendents deny the existence of CRT, and have declared parents who are concerned about CRT to
460 be domestic terrorists, and have claimed that parents should not have roles in THEIR CHILDREN’s
461 education;
18462 WHEREAS, educators should teach that the United States of America is an exceptional nation whose
463 people have always strived to form a more perfect union based upon our founding principles, and that
464 our Founding Fathers – including George Washington and Thomas Jefferson – as well as leaders like
465 Abraham Lincoln, Frederick Douglass, and Rev. Martin Luther King, Jr. were among the greatest
466 Americans to ever live, and they deserve to be honored as heroes; and
467 WHEREAS, our children and grandchildren should be taught to take pride in their country, to respect
468 our founding principles of liberty and equality, and to have a sense of American history that is both
469 truthful and inspiring, and civics education should focus on the serious study of our founding documents
470 and principles, and should not encourage or coerce students into engaging in extracurricular political
471 action on behalf of contemporary policy positions; and
472 WHEREAS, parents and residents across Wisconsin and the USA are standing up to teachers' unions,
473 School Boards, and elected officials of the Democratic Party that have infiltrated the school curriculum
474 with CRT or the principles of CRT.
475 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
476 assembled, condemns all those who continue to have racist attitudes and calls on all Americans to stop
477 treating any American differently on the basis of race and calls on all Americans to stop engaging in
478 stereotypes and stop judging people based on their race;
479 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin equally condemns Critical
480 Race Theory and any philosophy that brands an entire nation or an entire race as racist or calls for
481 excusing immoral and criminal action because of the race of the person who commits it;
482 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin believes that teaching
483 children to hate their country and each other is immoral and deeply harmful to our society and must be
484 stopped, and believes that our young people should be taught to view one another not according to race
485 or gender, but as individuals;
486 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin calls on voters to replace
487 elected officials, school board members, education commissioners, principals, deans, and university
488 presidents who promote CRT or its principles with new leaders who respect our history, our values, our
489 rights, and the God-given dignity of every person; and,
490 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin calls on the State Legislature
491 and local school boards to prohibit the teaching of CRT or its principles or any other race based
492 educational programs in our public elementary, middle, and high schools.
493 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin calls on the State Legislature
494 to adopt legislation which would prohibit public universities and technical colleges from compelling
495 students to affirm, adopt, or adhere to the tenets of CRT or its principles or other race based teachings.

19497 2022 - 20 ADRESSING GENDER DYSPHORIA IN MINORS
498 WHEREAS, vulnerable minors do not have the maturity to give informed consent for physical
499 treatments of gender dysphoria, including medications to delay puberty, cross‐sex hormones or surgery
500 to feminize or masculinize the body; and,
501
502 WHEREAS, education standards increasingly address, if not encourage, gender dysphoria and gender
503 transition; and,
504
505 WHEREAS, legislation is needed to preserve women’s sports and protect girls and women from
506 competing against transgender athletes, since hormone treatments cannot undo the effect of male
507 chromosomes on the performance of competitive athletes, and athletic opportunities for transgender
508 students can be provided by coed leagues; and,
509
510 WHEREAS, psycho‐social treatments of gender dysphoria encouraging acceptance of chromosomal
511 gender are often successful, efforts to outlaw such treatments notwithstanding;
512
513 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
514 assembled, strongly encourages legislation banning physical treatments of gender dysphoria in minors
515 and allowing providing a minor the right to recover damages against parents, medical staff, or other third
516 parties at any future date; and,
517
518 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin encourages the local school
519 boards to be vigilant and transparent with regard to gender dysphoria and transgender issues so as not to
520 encourage minors to aspire to transformations that may be harmful in maturity; and,
521
522 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges that legislation to
523 preserve women’s and girls’ sports for biological females be enacted; and,
524
525 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin endorses legislation that
526 permits psychological treatment of gender dysphoria.

528 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin recognizes that since cultural
529 changes can progress extremely rapidly, the issue needs to be addressed now, before physical treatments
530 become widespread and generally accepted.

534 WHEREAS, we believe that protecting and promoting a sound education of our children and youth is
535 one of parents’ and society’s most important responsibilities; and,
536
537 WHEREAS, parental authority over the educational experiences of their children has been co‐opted by
538 teachers and administrators who are often not transparent with lessons, assignments and assessments; and,
20539 WHEREAS, Wisconsin’s school choice and virtual programs empower parents with alternatives to the
540 public schools for the education of their children and lead to greater academic success for many children
541 currently enrolled; and,
542
543 WHEREAS, government officials, especially at the higher education level, are increasing hostile to the
544 free exchange of ideas, especially those expressing conservative and Christian values; and,
545
546 WHEREAS, there is increasing interest in adopting learning programs that assess children’s social and
547 emotional strengths and seek to engineer social and emotional behavior; and,
548
549 WHEREAS, the strength and vitality so necessary for our form of government, our welfare as a free
550 people and our national identity to be preserved is dependent upon an honest and accurate presentation
551 and understanding of our history and founding principles; and,
552 WHEREAS, there have been efforts to rewrite, revise and/or distort our nation’s history and founding
553 principles to support liberal political and economic ideologies, rather than presenting our history
554 truthfully and in full, inhibiting an informed electorate; and,
555
556 WHEREAS, the Federal government has mandated that every state collect personal student information,
557 aligned with federal Common Education Data Standards, which combined with the use of technology
558 makes this data easier to share and utilize, allowing each child to be tracked from birth and/or preschool
559 onward; and,
560
561 WHEREAS, the U.S. Department of Education amended regulations, under the Family Educational
562 Rights and Privacy Act (FERPA), that increase private company and third‐party access to student data
563 without parental consent, as formerly required; and,
564
565 WHEREAS, the state of Wisconsin ranks at or near the bottom of assessments for protecting student
566 privacy in terms of covered and regulated parties, transparency, parental and student rights, commercial
567 uses, data security, oversight and enforcement, and other provisions (Network for Public Education
568 report, 2019);
569
570 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
571 assembled, supports local control of schools, urges full transparency as to curriculum content and
572 methods, advocates for parental involvement and empowerment, and opposes all Federal intervention in
573 education; and,

575 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin District supports continued
576 statewide expansion of Wisconsin’s school choice program, and the use of vouchers and tax credits,
577 without regard to financial means, for those who select private, virtual or home schooling; and,
578
579 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges the Legislature to not
580 use funding to incentivize local school boards against the will of their constituents; and,
581
582 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges our local school boards
21583 to push for curriculum changes that place greater emphasis on the basics (including phonics‐based early
584 reading instruction, language arts, mathematics, science, history, social studies and economics), and
585 eliminate all programs whose objectives are social engineering or advocacy of liberal political and
586 economic ideologies; and,

588 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin specifically supports academic
589 efforts and curriculum developments to restore understanding of the greatness of the American
590 Founding and to ensure that the presentation of our history and founding principles is objective, truthful
591 and complete, and taught in all our educational institutions, including those of higher learning; and,

593 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin expresses our deep opposition
594 to curriculum and information dissemination that pushes social justice or systemic racism agendas, rather
595 than focusing on our common values of equal opportunity and respect for all American citizens; and,

597 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin urges that religiously‐oriented
598 schools not be discriminated against for exercising their freedom of religion; and demands elimination of
599 government funding for any college or university that does not honor free speech for all; and,

601 BE IT FURTHER RESOLVED, our state representatives to adopt measures that counteract the
602 egregious sharing and mining of student data, including that resulting from loosened FERPA regulations;
603 and,
604
605 BE IT FURTHER RESOLVED, local school boards and administrators inform parents about the data
606 collection and subsequent sharing that is enabled by increased technology use in classrooms and at home.

608 2022 - 22 TEACH THE FOUNDING DOCUMENTS
609 WHEREAS, the stated purpose of education is to raise up people to be good citizens; and,
610
611 WHEREAS, to be good citizens the Declaration of Independence and the U.S. Constitution must be
612 taught; and,
613
614 WHEREAS, there is a federal law that requires one day devoted to teaching the U.S. Constitution in our
615 schools and the law is not being enforced in any public school; and,
616
617 WHEREAS, the Nebraska legislature debated the Convention of States resolution and the civic
618 ignorance of the elected officials in opposition was on full display. This is not confined to Nebraska, it is
619 happening in Wisconsin and other states;

621 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
622 assembled, beseech the legislative body of the great state of Wisconsin to consider a state law that
623 requires and enforces the teaching of the Declaration of Independence and the U.S. Constitution in all of
624 our schools. We need to teach our students to be good citizens as that will ensure the continued existence
625 of the United States of America.

628 2022 - 23 STOP THE MURDER OF UNBORN CHILDREN
629 WHEREAS, all human beings are created in the image of God, and are thus endowed by their Creator
630 with an unalienable right to life; and,
631 WHEREAS, abortion is the murder of the weakest and most innocent human beings within our midst;
632 and,
633 WHEREAS, governments are instituted by God among mankind, being charged with the duty to secure
634 and protect the right to life, and establish justice for all; and,
635 WHEREAS, Wisconsin Statute 940.04(6) declares, “‘unborn child’ means a human being from the time
636 of conception”; and,
637 WHEREAS, Wisconsin Statute 940.01(a) declares, “whoever causes the death of another human being
638 with intent to kill that person or another is guilty of a Class A felony”; and,
639 WHEREAS, the 10th Amendment to the U.S. Constitution states that “the powers not delegated to the
640 United States by the Constitution, nor prohibited by it to the States, are reserved to the States
641 respectively, or to the people”; and,
642 WHEREAS, the United States Supreme Court is not the final arbiter of what is or is not Constitutional,
643 nor should Wisconsin legislators stand by while the innocent are murdered simply because the court has
644 issued an opinion; and,
645 WHEREAS, our founding fathers recognized life as an inalienable, individual right which the
646 Republican Party has reaffirmed in declaring abortion, infanticide, and euthanasia to be violations of this
647 sacred and basic human right;
648 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
649 assembled, reaffirms its support for the rights of the unborn, and for the struggle to ensure that our
650 government and our society protect and respect innocent human life in all its forms;
651 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin demands that our state
652 legislators stop using the pro-life label as a platform to run on, and actually take action to make
653 Wisconsin a pro-life State.
654 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin, calls upon the Wisconsin
655 legislature to interpose on behalf of preborn children in Wisconsin and enact legislation to stop the
656 murder of unborn children; and
657 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin directs state legislators to
658 work to end the murder of the preborn in the State of Wisconsin as a legislative priority for the 2022
659 legislative session.
23660 2022 - 24 HEALTHCARE PRICING TRANSPARENCY
661 WHEREAS, approximately 20% of Americans carry significant medical debt; and,
662 WHEREAS, up to 62% of bankruptcies nationwide are caused by medical issues; and,
663 WHEREAS, nearly two-thirds of Americans are worried about being able to afford unexpected medical
664 bills; and,
665 WHEREAS, the actual cost of medical care can vary tremendously from one medical provider to
666 another, and most medical care is shoppable; and,
667 WHEREAS, the pricing of healthcare interventions has become very confusing for healthcare
668 consumers to understand; and,
669 WHEREAS, nearly 9 in 10 Americans believe that healthcare entities should disclose all of their prices
670 in an easily accessible place online to allow for easy shopping for healthcare services; and,
671 WHEREAS, in order for market forces and competition to effectively take hold in healthcare, patients
672 must be empowered to make more educated decisions on their care through more transparent pricing;
673 and,
674 WHEREAS, in 2019 President Trump signed an Executive Order on Improving Price Transparency in
675 American Healthcare, which required hospitals to disclose their prices;
676 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
677 assembled, believes the State of Wisconsin should institute meaningful and consistent statewide
678 healthcare price transparency policies for patients to make informed choices prior to receiving medical
679 care at hospitals and surgical centers.

681 2022 - 25 LEGAL PROTECTIONS FOR HEALTHCARE CHOICES
682 WHEREAS, our nation has a strong history of protecting the civil rights of its citizens, even and
683 explicitly if those citizens are in the minority; and,
684 WHEREAS, the U.S. Equal Employment Opportunity Commission (EEOC) was established via the
685 Civil Rights Act of 1964; and,
686 WHEREAS, state and federal law prohibits discrimination of protected classes, namely race, color,
687 religion, sex, pregnancy, marital status, sexual orientation, gender identity, national origin, age, disability
688 and genetic information; and,
689 WHEREAS, the government, businesses and organizations face legal recourse for discriminating
690 against protected classes of person under state and federal law; and,
24691 WHEREAS, many of these federally recognized protected classes are a matter of individual choice; and,
692 WHEREAS, persons who make individual choices about their health and medical decisions regarding
693 their body are being denied services by both the government, businesses and organizations; and,
694 WHEREAS, no medical procedure has constitutionally been deemed medically necessary by the United
695 States Supreme Court; and,
696 WHEREAS, religious exemptions are provided for certain government mandated under the protected
697 class status; and,
698 WHEREAS, the government, businesses and organizations are being allowed and in some cases
699 encouraged by the government to discrimination against a class of people who choose to forgo elective
700 medical procedures including immunizations;
701 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
702 assembled, urges lawmakers to include medical history and immunization status as a state and federally
703 protected class.

707 2022 - 26 STAND YOUR GROUND LAW
708 WHEREAS, The state of Wisconsin does not have a “Stand Your Ground Law,” to protect citizens
709 from prosecution if they need to use deadly force outside of their castle; and under the “Castle Doctrine
710 Law” a person may only use deadly force inside of their dwelling, vehicle or place of business; and
711 Wisconsin's conceal carry law enables a Wisconsin citizen to be prepared to use deadly force to defend
712 themselves outside of their “castle,” the absence of a “Stand Your Ground Law” exposes the citizen to
713 certain prosecution for using the same protection whose use is permitted under the Castle Doctrine
714 Law, when it occurs outside their “castle,” and in fact could potentially trigger an equal protection
715 issue under the law when a citizen is prosecuted where the only grounds for prosecution is the location
716 of the protective action; and further, it is disingenuous to pass a law giving Wisconsinites a conceal
717 carry license when there is no way to avoid prosecution should you need to use your weapon outside of
718 your “castle.”

720 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
721 assembled, hereby calls upon the Wisconsin Assembly, Senate and Governor to pass a “Stand Your
722 Ground Law” to protect its citizens from legal assault from politically motivated prosecutors.

724 BE IT FURTHER RESOLVED, that the Republican Party of Wisconsin supports the rights of CCL
725 holders and citizens who own and possess firearms or other devices such as knives, and recognize that
726 their personal vehicles are private property, request that the State Legislature pass legislation that
727 supports a citizens rights to safely possess, store or keep personal weapons within their private personal
728 vehicles at any time including when on school or college campuses or parking areas of public or private
729 business locations.

732 WHEREAS, the United States of America embodies unique Judeo-Christian values of liberty which do
733 not exist in foreign legal systems, in particular Shariah Law; and,
734 WHEREAS, foreign laws and doctrines, which are frequently at odds with US Constitutional principles
735 of equal protection and due process, are increasingly introduced into US court cases;
736 NOW, THEREFORE BE IT RESOLVED, that the Republican Party of Wisconsin, in convention
737 assembled, opposes the consideration of foreign laws in US courts.
