Foreword Cr Tom Tate, Chairperson of City of Gold Coast Local Disaster Management Group The City of Gold Coast (City) Local Disaster Management Plan (LDMP) has been prepared by the Local Disaster Management Group (LDMG), in accordance with the Queensland Disaster Management Act 2003 (The Act). This plan represents the government, private and community partnerships committed to enhancing the safety of the Gold Coast community. The plan delineates a consistent approach to effective coordination by integrating into Queensland’s disaster management arrangements and embracing the four phases of disaster management; prevention, preparedness, response and recovery. Known hazards and risks in the area have been assessed and strategies to mitigate these hazards and risks have been developed to reduce the impact and cause of disaster events. As a community we need to “Get Ready Gold Coast” for disaster events, such as severe thunder storms, floods and flash flooding, bushfires and storm tide inundation. Disasters often happen without much warning and it is everyone’s responsibility to know what to do in an emergency situation. Being prepared helps us to avoid panic, cope with the unexpected and minimise the risk to us, our families and pets. The successful delivery of major events is also predicated on well embedded Disaster Management arrangements and this plan has been developed with special consideration to the risk associated with these events. 1. Approval of Plan In accordance with Section 80(1)(b) of The Act, approval has been given to this plan by the Council of the City of Gold Coast 11 October, 2019 when the plan was adopted by resolution G19.1011.006. 2. Review and renew plan This plan will be reviewed at least annually as required by Section 59 of The Act, with relevant amendments made and distributed. The review process will be in accordance with the Queensland Prevention, Preparedness, Response and Recovery Disaster Management Guideline. Approved amendments to the plan will be circulated as per the distribution and contacts list, which is maintained by the City on behalf of the local group. Once approved by Council, new and amended versions of the plan will be registered in Table 1, and will list the Council minute number and new version number. For minor and/or administrative amendments, only the number after the decimal point will change. For amendments incorporating significant change or re-write, the primary version number will change. When the plan is amended, the version of the plan will be clearly identified with a version number and date in the footer on every page. 4. Distribution The controlled master copy of the plan is held by the Executive Coordinator, Disaster Management, City of Gold Coast. Operational information; including contact lists, must be stored securely and protected against unauthorised access, use, modification, disclosure or misuse. Recipients must not intentionally access files, registers or any other document that contains operational information unless it is necessary for their duties. Where access is necessary for work purposes, recipients must not disclose operational information to an unauthorised person. Recipients must ensure that documents or files containing operational information are not left where unauthorised persons can access the information. 5. Administration and governance 5.1 Authority to plan This plan has been prepared by the LDMG for the Council of the City under the provisions of Section 57(1) of The Act. 5.2 Responsibilities under the plan Effective management of any disaster relies on strong coordination arrangements; consultative decision making, collaboration and shared responsibility achieved through supporting relationships, trust and teamwork between individuals, agencies and the community. In accordance with Section 30(f) of The Act, the LDMG is responsible for managing disaster operations in the area under policies and procedures decided by the Queensland Disaster Management Committee (QDMC). The Chairperson of the LDMG is responsible for managing and coordinating the business of the group and to ensure, as far as practicable, that the group performs its functions. The Chairperson is supported by the Local Disaster Coordinator (LDC). The LDC is responsible for coordinating disaster operations for the local group and reporting regularly to the local group about disaster operations; and, as far as practicable, that any decisions of the local group about disaster operations are implemented. Whilst there are no specific powers granted to the Chairperson under The Act it is the responsibility of this position and the City to prepare and make available its resources in the event of a disaster. In addition to the City, agencies will also make available their resources as referenced within the LDMG roles and responsibilities summary table within this plan. 5.3 Structure of the plan This LDMP is structured as follows: Administration and governance LDMG Disaster risk assessment Prevention Preparedness Response Recovery Annexures. A series of annexes and supporting documents complement this plan. These include: Disaster risk assessment Register of essential infrastructure Threat specific coordination and support sub-plan, which details disaster management arrangements for the LDMG and agencies who have the lead role for specific hazards that threaten the Gold Coast community LOCAL DISASTER MANAGEMENT PLAN 2020 V9 – 7 JANUARY 2020 Page 13 of 72
Functional sub-plans, which detail how the various disaster management functions (e.g., public warnings and information, and coordination of disaster operations) will be delivered during disaster response and recovery. This plan and its annexes do not include the following: standard operating procedures, which detail how agencies will manage their resources and the processes by which they will implement their agreed roles and functions. Each agency is responsible for documenting and maintaining its own standard operating procedures business documents of the LDMG such as its agendas and minutes. These documents are maintained by the City on behalf of the group. 5.4 Purpose of the plan The purpose of the LDMP is to detail the arrangements for the coordination and management of resources and to minimise adverse impacts that threaten the safety of the Gold Coast community prior to, during and after a disaster. In short, this disaster management plan adopts comprehensive, all-hazards, all-agencies approach to disaster management. The LDMG will regularly review and update the City’s disaster management arrangements that are outlined in this plan and will investigate new initiatives to meet the changing needs of the city. 5.5 Objectives of the plan The overall objective of this plan is to outline the disaster management arrangements for the City. The plan ensures clear direction of disaster management priorities, resource allocation and accountability, supported through sound business continuity, performance management reporting and corporate risk management processes. Individual objectives of this plan are: Prevention - to investigate and coordinate strategies and initiatives to eliminate or reduce the impact of the effects of hazards on the community, economy, infrastructure and environment through the use of disaster risk management processes Preparedness - to increase community safety and resilience through public awareness, information and education to encourage an all-agencies, all-hazards approach to disaster management within the city - to identify resources to maximise the city’s disaster operations capability - to develop contingency plans to address disaster operations issues - to enhance the capability of disaster management agencies by encouraging participation in training and exercises, equipment acquisition programs and the building of relationships Response - to provide effective and efficient coordination of disaster response efforts during a disaster event to minimise the impact of an event on the Gold Coast - to consider support to communities, other than the Gold Coast, who may be impacted by a disaster, within the broader arrangements of the Queensland Disaster Management Arrangements Recovery - to ensure that the recovery priorities of the Gold Coast community are identified and met across the functional areas of economy, environment, human-social, building and transport - to ensure that recovery operations contribute to an increase in community resilience LOCAL DISASTER MANAGEMENT PLAN 2020 V9 – 7 JANUARY 2020 Page 14 of 72
5.6 Compliance of the plan The City is committed to ensuring that the City’s disaster management arrangements comply with the provisions of The Act. This requires the City to ensure that the LDMP includes provision for: the State’s Disaster Management 2016 Strategic Policy Statement (Section 57 (2)(a)) the City’s Disaster Management Policy (Section 57 (2)(a)). Section 58 of The Act obliges the City to ensure that the LDMP is consistent with Queensland Prevention, Preparedness, Response and Recovery Disaster Management Guideline 2018 and the Standard for Disaster Management in Queensland. To ensure consistency between the tiers of the Queensland Disaster Management Arrangements and the city’s response and recovery agencies, the following were also considered: Queensland State Disaster Management Plan (SDMP) (2018) Emergency Management Assurance Framework Queensland Recovery Plan Gold Coast District Disaster Management Plan (DDMP) (2016) Threat specific and functional policies, plans and guidelines issued by government and non-government agencies. A list of related documents is included in the various sub-plans. In compliance with the State Planning Policy 1/03: Mitigating the Adverse Impacts of Flood, Bushfire and Landslide, this plan also includes a focus on flood, bushfire and landslide risk mitigation. The IGEM role was formalised as a statutory position in 2014. The Emergency Management Assurance Framework (EMAF) was developed to direct, guide and focus work of all agencies, across all tiers of Government to the desired outcomes of the disaster and emergency management arrangements for Queensland. The framework establishes the Standard for Disaster Management in Queensland and is founded on shared responsibilities, good practice guidance and clear accountabilities. In addition, the Appointment of Acting Mayor Policy includes a provision for the role of Chairperson, LDMG, during times of the absence of the Mayor. 5.10 Integration with City planning processes Within the City of Gold Coast Corporate Plan (Gold Coast 2022), the City has committed to continue to enhance community safety of the city (What We Want To See by 2022; 3.1 – Our City Is Safe, p29). This disaster management plan is a vital component of this strategy (refer to Outcome 3.1). Further details of the City’s disaster management activities can be found online at: www.goldcoastcity.com.au/disaster 5.11 Scope This plan applies to the coordination and support for disaster management arrangements within the City local government area illustrated in Figure 1. The local area operates within the Gold Coast Disaster District. For further information regarding the local government area, please refer to the community context section within this plan. City of Gold Coast Local Disaster Management Group 6.1 Establishment Under Section 29 of The Act, the City has established the City LDMG. 6.2 Membership 6.2.1 Chairperson Under Section 10(2) of the Disaster Management Regulation 2014, Council of the City of Gold Coast appoints a Councillor as Chairperson of the LDMG. Section 34A of The Act outlines the functions of Chairperson of a local group: to manage and coordinate the business of the group; to ensure, as far as practicable, that the group performs its functions; to report regularly to the relevant district group, and the chief executive officer of the department, about the performance by the local group of its functions. The Chairperson of the group is the Mayor, Council of the City of Gold Coast. nd At the 652 Council Meeting on 29 January 2013, Council’s Appointment of Acting Mayor Policy was amended to include reference to disaster management responsibilities for the Councillor fulfilling the role of Acting Mayor. In the absence of the Mayor, the Deputy Mayor will undertake the role of Chairperson. As detailed in the Acting Mayor Policy adopted on 23 March, 2018 where both the Mayor and the Deputy Mayor are unable to perform mayoral duties, the position of Acting Mayor will be filled by Councillor Cameron Caldwell and Councillor Hermann Vorster, on a rotational basis, on the basis that each such Councillor has the necessary training and experience in counter disaster management and that the Acting Mayor acts in the office of the Mayor while the circumstances in which the person was appointed as Acting Mayor continue. 6.2.2 Deputy Chairperson Under Section 34 of The Act, Council appoints a Deputy Chairperson, to assist or act as the Chairperson as required. The Deputy Chairperson is the Deputy Mayor, Council of the City of Gold Coast. 6.2.3 Local Disaster Coordinator Under Section 35 of The Act, the Chairperson of the City LDMG - after consulting with the Chief Executive - appoints a LDC for the group. In accordance with Section 36 of the Act, the LDC has the following functions: coordinate disaster operations for the local group; report regularly to the local group about disaster operations; to ensure, as far as practicable, that any strategic decisions of the local group about disaster operations are implemented. 6.2.4 Deputy Local Disaster Coordinator In addition to the positions required under The Act, Council appoints persons as Deputy LDC’s for the group to ensure that the group has sufficient capacity to conduct 24 hour operations for extended periods. A Deputy LDC assumes the full responsibilities and authorisations of a LDC whilst undertaking the LDC role. Council has appointed the following personnel as Deputy LDCs: Executive Coordinator Parks and Landscape Maintenance, Transport and Infrastructure, City Manager Business and Program Management, Transport and Infrastructure, City Manager Infrastructure Delivery, Transport and Infrastructure, City 6.2.5 Members In accordance with Section 33 of The Act, Council appoints persons as members of the LDMG. Council may appoint persons as members of the group provided they have the necessary expertise or experience and delegated authority to assist the group to undertake its functions. Membership of the LDMG shall mean and include any person acting in the capacity of any of the appointed members. The Disaster Management Unit (DMU) maintains a register of the group’s current membership and contact details. The contact list is updated, as a minimum, at least every three (3) months and is provided to all persons listed on the distribution list. In accordance with Section 37 of The Act, at least once a year the Local Disaster Coordinator of the LDMG will provide the Chief Executive (Commissioner, Queensland Fire and Emergency Services (QFES)) and the Gold Coast District Disaster Coordinator (DDC) with an updated membership list with contact details. This written notice will be forwarded following the completion of the first meeting of the LDMG each calendar year. As soon as practicable after a new member is appointed to the group, the LDC will inform the Chief Executive and the Gold Coast DDC of the appointment. 6.2.6 Advisors In addition to its core members, the Local Disaster Management Group may invite participants from a range of entities, such as industry and community organisations to participate in the business of the group in an advisory capacity, as required. Whilst advisor input is considered by members in their decision making, meeting resolutions will only be carried by member consensus and advisors will not be included in the calculation of a quorum. Whilst involved with the business of the group, these advisors will receive minutes and activation alerts issued during an event. The City’s DMU maintains a register of the group’s advisors and their contact details. This list is updated at least every three (3) months and is provided to all persons listed on the distribution list. 6.3 Disaster Management Arrangements The LDMG is part of Queensland’s tiered disaster management arrangements, which comprises local, district, State and Commonwealth levels, as shown in Figure 2. Figure 2: Queensland Disaster Management Arrangements The Australian Government is also included in the arrangements as a fourth level, recognising that Queensland may need to seek Commonwealth support in times of disaster. 6.4 Functions of the group In accordance with Section 30 of The Act, this group has the following functions: (a) to ensure that disaster management and disaster operations in the Gold Coast are consistent with the State group’s strategic policy statement for disaster management for the State (b) to develop effective disaster management, and regularly review and assess the disaster management (c) to help the City prepare a local disaster management plan (d) to identify, and provide advice to the Gold Coast District Disaster Management Group (DDMG) about support services required by the local group to facilitate disaster management and disaster operations in the Gold Coast (e) to ensure the Gold Coast community is aware of ways of mitigating the adverse effects of an event, and preparing for, responding to and recovering from a disaster (f) to manage disaster operations in the Gold Coast under policies and procedures decided by the state group (g) to provide reports and make recommendations to the Gold Coast DDMG about matters relating to disaster operations (h) to identify, and coordinate the use of resources that may be used for disaster operations in the Gold Coast (i) to establish and review communications systems in the group, and with the Gold Coast DDMG, for use in disaster management operations (j) to ensure information about a disaster in the Gold Coast area is promptly given to the Gold Coast DDMG LOCAL DISASTER MANAGEMENT PLAN 2020 V9 – 7 JANUARY 2020 Page 19 of 72
