2022-2023 Cultural Funding Proposal Narrative About Your Organization 1) Mission Statement Vitalize Kitsap’s mission is to empower people with intellectual and developmental disabilities to lead lives of meaning and self-determination. Our vision is that people with intellectual and developmental disabilities are engaged in and valued by their communities. 2) Past Funding Vitalize Kitsap, formerly Island Time Activities, is proud and honored to have received Cultural funding in the 2020-2021 grant cycle. This support was critical in Vitalize Kitsap’s ability to maintain operation during the Covid-19 pandemic crisis. The pandemic altered our ability to comply with our objectives in their original specifics, but our show did go on. Instead of a live show at BIMA or BPA, when these venues closed, we hosted an online variety show. With the help of Lesser Known Players, members practiced and prepared for the show prior to the pandemic. Throughout our pivot to virtual programming, our members continued to pursue their goals, connecting online to learn new dance routines and to set up a digital stage. Our Quarantine O’Ween Virtual Variety Show was a big success; we were even highlighted on the front page of the Bainbridge Island Review. About Your Request 1) Proposal Statement of Purpose Vitalize Kitsap (VK) is seeking funding to expand and support our art and cultural programs. The arts and culture are the foundation of most of our interdisciplinary programming for adults and teens with intellectual and developmental disabilities. Our goal is two-fold: to empower our project participants as legitimate and equal participants in our community’s arts and culture scene and to provide our mainstream, typically-developing community members the opportunity to expand their understanding and appreciation of the arts. We believe our entire community will benefit when people who have intellectual and developmental disabilities are normalized as equals in both artistic and entertainment potential. For this project, we propose two new outlets for artistic and cultural contributions from our participants who are all members of Disability Culture, a subculture that has been historically infantilized and excluded from participation in adult culture and the arts. Each outlet is an objective with its own set of milestones. Our first outlet will be the live public performance of an original play at a local public arts venue. Our second outlet will be the creation of an online marketplace for our members’ visual art, accessible to everyone no matter the current public health situation. Objective 1, Our Play: The members of Vitalize Kitsap are currently working on a concept for an original play that retells The Wizard of Oz in an undersea realm, with a message focused on environmental protection. We are creating a world of new characters to portray; no spoilers, but they will follow the coral reef, and the Tin Man is a vintage deep-sea diver! This objective will expand our collaborative idea into a live performance. Members will be fully involved in each of the four milestones that cover the entire process, from writing the play to casting, set design, publicity, and finally the live production. Vitalize Kitsap has an incredible staff of professional artists and special education teachers who are working with our members to develop their skills and express themselves artistically. We work with professional quality arts and craft supplies, and with mentorship and classes from theater professionals for dancing, voice, and acting, so that our members have access to adult- Vitalize Kitsap 2022-2023 Cultural Funding Proposal Page 2 of 14
quality education and achievements. Our first milestone will be reached in the first half of 2022, when we will complete a working copy of our original script. Our second milestone will be reached during the second half of 2022, when we will complete casting, costume, and set design. The first half of 2023 will see us reaching our third milestone as we begin rehearsals and production of costumes, stage sets, and props. Our fourth and final milestone will be reached with our live performance at WEAVE Presents’ (Rolling Bay Hall) in October of 2023. Currently WEAVE Presents is the only venue open, and they are partnering with us to make sure the space is accessible. After the close of the production, the costumes and stage props will be displayed at a First Friday Art Walk show. At both the play and the Art Walk show, we will have some eco-friendly production-themed art kits and ornaments for sale. This will generate a bit of revenue for our programs and help further raise awareness about our members’ talents and ability to contribute meaningfully to our community. Objective 2, Our Arts Marketplace: While neurotypical artists can more readily access ways to create and sell art, our members need extra support in navigating these avenues. We have some remarkable talent among our members, whose work deserves to become part of the Outsider Art genre. We have two milestones for this objective, one that will be reached during 2022, when our members who have put years of work into developing their artistic skills will create marketable works in a variety of mediums. One of our staff members has a BFA, a master’s in education, and is also a para-sub for special-ed at BHS. She will help members strengthen their skills and create individual portfolios of work that can be sold in original and reprint forms. While our members are creating their portfolios, our staff will create an online marketplace accessible through our existing website. By the winter holiday shopping season of 2022, we will have pieces available for sale online, presented with dignity and full humanity accorded to the artists. Our second milestone will be reached during 2023, when all our members will have roles in the creation, recreation, marketing, packaging, and shipping of all work sold to an online global audience. 2) Advance Community Objectives of the Cultural and/or Economic Elements This project contributes to advancing the community objectives of the Comprehensive Plan’s Cultural Element and Economic Element. This project addresses the needs of Bainbridge Island's most vulnerable subculture and creates access to art and cultural activities for this underserved, marginalized community, and it promotes underrepresented art forms. Bainbridge Island has a rich history and heritage in supporting and advocating for people with disabilities. This group of individuals constitutes a vibrant subculture, generally known as Disability Culture, within our greater culture; however, they are underrepresented in the arts and public life on the island. Bainbridge Island has an honorable history in our state’s Disability Rights movement thanks to Ralph Munro, who is part of a long-time Crystal Springs family. Ralph Munro served as WA State Secretary of State for five terms. Beginning in the 1960’s, he advocated for the discounted and invisible people shunned by society at the time, people with developmental and physical disabilities. He saw them not as people who needed pity, but as citizens whose rights were being neglected. He enlisted Gov. Dan Evans to spend a day in a wheelchair to support his movement for the state's first accessibility requirements. We owe him a debt of gratitude for his work to expand anti-discrimination protections for people with disabilities, and to raise awareness of the fundamental equality and worth of people will disabilities. Vitalize Kitsap continues Munro’s legacy by empowering people with developmental and intellectual disabilities to claim their right to be active participants in our community and treated with dignity and respect. For too long, this subculture has been out of sight, out of mind. This project will support the wellbeing of Bainbridge’s great art and cultural sector by bringing people with intellectual and developmental disabilities out of the shadows and into our local cultural scene as equals, where they can engage the hearts and minds of their fellow island residents. Our project supports the economic vitality of this group, who generally have no earning power in our society. With the ability to sell their art online, they will be able to earn and spend locally, further empowering them to gain more independence and add value as meaningful contributors to the character of art and culture on the island. 3) Community Impact: Community Needs, Public Benefit, Participation and Access This project benefits Bainbridge Island residents and visitors by raising awareness about people with intellectual and developmental disabilities as a subculture within the greater community. This active group of individuals have passions, drive, and artistic talents that would remain hidden without the support provided by Vitalize Kitsap. All of us benefit when people with intellectual and developmental disabilities participate in community events, have jobs, interact socially with their peers and others, and contribute their creative work to our shared culture. This project creates new opportunities for community participation and allows us to reach audiences we have not previously had access to. To create our costumes, sets, and resale items in an eco-supportive way, we will upcycle donated used and recyclable materials, received through Buy Nothing Bainbridge. This will involve the whole community who participates in this island-grown (co-founded by one of our staff members), and now- worldwide gift economy. By hosting an original play at a public venue, which offers discounted rates for people with disabilities, there will be many opportunities to experience the joy and creativity of our members. If island residents or visitors don’t get a chance to see the play, the original, recycled and upcycled costumes and set props will be displayed during a First Friday Art Walk at the Marge Williams Center. Additionally, some members’ art will be permanently showcased in our online store (and new art added over time), which will provide many outreach opportunities for us to raise awareness about the contributions our members make to the culture of this island. The support from this grant will also impact a culture of people with intellectual and development disabilities who live on Bainbridge Island, in adult family homes. These individuals live together in a community, so they do not have Respite Care support like their adult friends who live with their parents. This means to access our services, they have to pay out of pocket, though they do not have excess money after their minimal Medicaid dollars are spent. This grant would cover enough of our project expenses to allow us to invest other resources in our scholarship fund, so these deserving community members can attend our clubs, participate in our play, and gain work experience through our online marketplace. When everyone has access to, and is welcome in, our public, work, and art spaces, regardless of economic, physical and intellectual capacity, it creates a strong, caring culture of inclusion. The city’s support of our members’ arts and cultural project will continue and expand upon the historic legacy of disability rights begun by islander Ralph Munro. 4) Organizational Strength We are confident in the success of this project because Vitalize Kitsap has been serving people with intellectual and developmental disabilities on Bainbridge Island for 21 years. We have a long history of providing empowering programming that involves art and cultural activities aimed at improving life and job skills for these individuals. VK has created and performed an original play in the past at the Hyla School theater, and our virtual variety show last year was a success, raising nearly $5,000. Our weekly programs focus on seven core values, which inform our strategic goals: Art & Leisure, Communication, Community. Continued Education, Health & Fitness, Relationships, and Work. Art and Culture are woven into daily lessons and projects that last months and years. Our co-founder and program director has a daughter with a disability, as well as several of our Board members. They help keep our programs relevant to the participants, though all our activities are member driven, e.g., their goals and needs determine the direction our programs take. From offering creative writing classes, to music, art, and drama, to learning about the food and culture of all the countries and continents of the world, we meet our members where they are and ask them where they want to go in life. We have an educated, experienced, and dedicated staff who work with our members to incorporate individual personal goals into group activities. For our organization’s ongoing success and sustainability, Vitalize Kitsap partners with several local, state, and regional community government and nonprofit agencies that provide operational and programmatic support, such as the City of Bainbridge Island (COBI), the Bainbridge Community Foundation, Windermere Real Estate, the Rotary Club of Bainbridge Island, the Enterline Foundation, the Motherhouse Fund, the Kitsap Community Foundation, Bainbridge Island Parks & Recreation, the Kitsap Economic Development Alliance, and Puget Sound Energy. Evaluating the empowerment of people with intellectual and developmental disabilities can be difficult. Outcomes are usually measured using Personal Goal Plans (PGPs). Though during the challenging times of the pandemic, we have been unable to maintain PGP’s. All of our members, including those who cannot read, write, or even speak, have fully developed personalities, artistic talents, keen perceptions of the world, and their own hopes and dreams. Our staff is trained to communicate in a variety of ways to understand our members, advocate for them, and empower them. Our members achievements are facilitated, measured, and tracked through regular check-ins, updates, and visual assessments. Our members continued growth and participation in daily art and cultural activities for 20 years is evidence of the success of our programming. City funding will have a profound impact on our capacity to support this project and bring the joy and creativity of our members to the public. The city’s support is crucial to our continued growth and success, especially given the struggles of the pandemic. Having the support of the city for our effort to keep the culture of our members alive and help them be engaged community members shows commitment by the city to help destigmatize, decrease the marginalization, and demonstrate increased representation of people with intellectual and developmental disabilities in our public and workspaces. Lessons learned from this project will inform future projects and hopefully continue a cycle of performances and a growing online presence of their work for years to come. 6) Additional Information a) Please provide any additional information about your project, leadership, budget or organization that will be helpful to the committee in its review of this proposal. Thank you for this opportunity to share more about the role Vitalize Kitsap plays in our community and to present just how significant an impact this grant would have on helping us raise awareness of this fun, creative subculture. Annually we provide upwards of 13,000 program hours, supporting hundreds of direct and thousands of indirect beneficiaries, using hundreds of volunteer hours. After two dozen years of experience and many iterations, VK has proven the impact we are making. Typically about 15% of our operating budget is reserved for scholarships for those who do not receive Medicaid coverage and cannot pay out of pocket. During the pandemic the need for scholarships increased, while our earned income decreased. Therefore, any project funding we receive allows us to provide more support for those who would not otherwise be able to attend our vital programming. Vitalize Kitsap participants are proof that with individualized support, people with intellectual and developmental disabilities can deepen their connections to the community, accomplish their goals, continue a path of lifelong learning, and create meaningful art, as valuable members of society. Supporting Vitalize Kitsap to empower this subculture and help them bring their gifts to the world will go a long way in creating a caring culture of inclusion on the island and in the county. We have operational support from other sources, but it is not project specific. Vitalize Kitsap will sell tickets to the play. We will host two showings and the venue seats 100 people. If we sell out, at $20 a ticket we will generate $4,000. However, if some discounted seats are sold, that number will be slightly less. During the performance and at the post-production Art Walk gallery showing, we anticipate selling some art kits, totaling $300. We do not expect significant sales from our online store right away.
