You may not spend much time thinking about it, but how does government work in Lansdale Borough? Lansdale operates under a Council / Manager government model; this means that Council makes decisions on Borough policy and the Borough Manager is responsible for running the Borough according to established policy. Borough Council There are nine elected Council members representing the three wards within the Borough. Each Councilperson is elected to serve a four year term. Council members are charged with the creation of new legislation, adoption of ordinances, resolutions and motions along with the approval of the annual budget. The primary goal of each member is to serve the needs of the con- stituents from his/her ward and prepare Lansdale Borough for future growth and success. The Mayor oversees the Police Department as stipulated by Pennsylvania Law. The Mayor also has the ability to cast a tie- breaking vote if Council reaches a tie on adoption of any legislation; this is the only time that the Mayor casts a vote. ELECTRIC Lansdale Electric Company is responsible for providing and monitoring service to Borough electric customers, fixing power outages, clearing electric lines along with maintenance of traffic signals throughout the Borough. Lansdale Electric also installs the annual Christmas tree in Railroad Plaza. The Electric Service building is located at the Utilities Complex at Ninth Street and Moyers Road; electric billing questions should be directed to customer service at 215.368.1691 PUBLIC WORKS Lansdale Public Works vehicles can be seen around town as they are responsible for the maintenance of municipal roads and parking lots. Public Works performs major patching, microsurfacing and crack sealing to maintain roadways within the Borough. Street sign maintenance, installation and upkeep of storm drainage systems along with winter weather street clearance are additional tasks handled by the Public Works Department. WASTEWATER TREATMENT PLANT Lansdale’s Treatment Plant is an advanced wastewater treatment facility, permitted to treat 4.5 million gallons per day. In addition to secondary treatment, it is designed to remove ammonia and nitrates in the nitrification and denitrification processes respectively. Phosphorus removal is provided by the Phostrip System. The effluent from the plant is discharged to the Neshaminy Creek. The laboratory at the plant performs all analytical tests for the effective operation of the plant as well as testing that is required by regulatory agencies.The Collection system includes approximately forty-five miles of sanitary sewers and five pumping stations. borough utilities 10
FINANCE/CUSTOMER SERVICE Lansdale Borough’s Finance & Customer Service Departments handle the financial aspects of the Borough including preparation of the budget as well as utility customer service. Customer Service is open at Borough Hall Monday through Friday from 8:00 am—4:30 pm for bill payment, utility sign up and general questions regarding billing. Payments can also be made after hours in the night deposit box. Additionally, utility bills can be paid online. To set up an account, visit www.lansdale.org and follow the link for “Online Utility Bill Payments”. Once enrolled, this service allows access to customer bills as well as the ability to pay them. Lansdale utility customers also have the option of going paperless. Utility bills can be emailed as an electronic attachment through a secure site after an authorization form is completed and submitted containing a valid email address and utility account information. COMMUNITY DEVELOPMENT/CODE ENFORCEMENT The Department of Community & Economic Development is the first point of contact for new businesses, developers looking to provide commercial and residential opportunities or established businesses looking to invest and expand within the Borough. This Department works with the Planning Commission, Zoning Hearing Board, Economic Development Committee and Code Committee to ensure all appropriate agencies are working to guide the applicant(s) through the process of establishing themselves in Lansdale Borough. The Department of Community Development also oversees the Department of Code Enforcement. The Department of Code Enforcement is responsible for the administration and enforcement of Borough ordinances, along with Federal and State building codes. These ordinances may pertain to building, zoning, land development, housing and/or property maintenance. The department also responds to citizen complaints concerning property maintenance (lawn maintenance, snow removal, etc.); construction project inspections; apartment inspections; curb and sidewalk inspections, applications regarding building projects, zoning hearings and land developments. Permits are issued for Use and Occupancy, repairs, replacements, additions and new installations of fences, boilers, roofs, etc. LANSDALE PUBLIC LIBRARY Located at 301 Vine Street, the Lansdale Public Library offers many services and programs throughout the year. For a comprehensive list of these programs and services please visit www.lansdalelibrary.org. The Lansdale Public Library Committee meets the first Wednesday of every month beginning at 6:00 pm in Borough Hall, Room 201A. For further information please call the library at 215-855-3228. POLICE The Lansdale Police Department strives to protect the life and property of residents, enforce laws fairly and impartially, improve the quality of life for all citizens and resolve problems that affect the community at large. The Lansdale Police Department takes a proactive approach to addressing citizen concerns. The department provides twenty-four hour police services with officers available at all times to handle calls for services and emergencies. The Chief of Police is included on the Public Safety Committee that meets the first Wednesday of each month where residents are welcome to come and voice concerns for public safety within the Borough. Anonymous information can be emailed to the Department’s Crime Tips Account at any time to crimetips@lansdalepd.org. All citizens are urged to report dangerous situations and suspicious activity promptly. In case of emergency, please call 9-1-1. PARKS & RECREATION Lansdale Borough Department of Parks and Recreation provides a well balanced system of active and passive park sites and recreational facilities.
