July 16, 2021 2021 PAVING PROGRAM City of Hot Springs Portions of 43 city streets to be resurfaced In the continued effort to improve and maintain streets located within the city, an annual street paving list is prepared by the City of Hot Springs staff. During their May 4 meeting, the City Board of Directors approved the 2021 Paving Program, which allows for the use of almost $1.6 million of Pave It Forward funds to cover approximately 8.33 miles on 43 streets in Hot Springs. The City has awarded the bulk of the work to Cranford Construction Company for milling and paving. Cranford mobilized their milling crew and equipment on July 6 to begin a reclaim of West St. Louis Street, from Central Avenue to Third Street. As A Cranford crew lays asphalt on West St. Louis Street mid-day Tuesday, July 13, at the onset of the 2021 Paving Program. the milling crew finished and directed their efforts to Garland Avenue, Cranford’s paving crew moved in and began laying the new asphalt. Clean Sweep starting July 19 The City’s second Operation Clean Sweep of 2021 is scheduled for Monday, July 19, through Friday, August 6, to include approximately 400 structures in the areas from Glade to Bower streets, between Park Avenue and Magnet and Russell streets; and Ramble Street, between Park Avenue and Tom Ellsworth Drive. Operation Clean Sweep is the City’s three-week, multi- departmental, concentrated cleanup effort in targeted areas. More details available at www.cityhs.net/opcleansweep.
Weekly Snapshot Page 2 UTILITIES Monty Ledbetter, Director 'The Municipal' highlights response to frigid temperatures The July 2021 edition of “The Municipal” magazine featured a two- page article on Utilities’ response to the February snowstorm and frigid temperatures – “Teamwork kept Hot Springs’ water flowing.” The efforts of the Utilities Department, along with assistance from other City departments, kept the water supply flowing and avoided the need for a boil order despite the five-day event’s record-low temperatures that resulted in damaged water mains and thousands of frozen and broken water service lines. “I'm very proud to work with the men and women of this city. We all pulled together to help our city through a tough time. If it weren't for the employees, this would have been a much different article,” said Utilities Director Monty Ledbetter. Along with his essential Utilities team coming in and staying until the situation was under control, including the two water treatment plants running around the clock and producing around 52 million gallons more during the coldest days than normal, Ledbetter attributed their successful response to the smart metering system that was installed in 2010. It detects leaks for individual customers and generates a list of locations requiring attention. The Fire Department joined Utilities to use the list and shut off approximately 4,000 water services to prevent further damage and water loss. FIRE Ed Davis, Chief Firefighter recruits complete training New recruits with the Fire Department completed training exercises on July 6 at the training facility on Vernel Street. The department currently has nine firefighter recruits serving their probationary year – four new recruits were hired on June 28, three were hired on Feb. 22, and two on Sept. 14, 2020. Once becoming a firefighter after the year probation, they are eligible to begin taking promotion exams for the next rank of driver. Promotion exams are offered in October. If they pass the exam, they interview with Civil Service and are put on an eligibility list. Promotions occur when there is an opening in a rank. The department only hires recruits when there is an opening, which typically occurs because of retirement; however, the department welcomes applicants in order to have a good eligibility list from which to hire. The firefighter exam/agility test is given every year in April in order to create an eligibility list. Weekly Snapshot Page 3 HOLLYWOOD HEALTHY TRAIL BRIDGE City of Hot Springs Paths poured connecting trail to bridge Progress continues on the Hollywood Healthy Trail project, as seen in these photos taken on July 9. The east bank concrete block stabilization extension is in place, and it was back filled at the same time as the trail connector from the bridge to Shady Grove Road was being formed for concrete. The west bank trail from the bridge to the Hot Springs Creek Greenway Trail has also been poured. POLICE Chris Chapmond, Chief Community involvement: PACA fundraiser at David F. Watkins Memorial Park Members of the Police Department attended the "Anything is Popsicle" splash pad fundraising event at David F.
