Through guidance from the Iowa Department of Health, the Centers for Disease Control (CDC), the UCI and USACycling, the following guidelines have been developed to make every effort to ensure the safety and health of the athletes, spectators and staff. 1) All UCI athletes will be issued TWO wristbands for a staff member to enter Pit Area and TWO wristband for staff member to enter start/finish area. Non-accredited persons will not be permitted in the start/finish area. 2) Athletes are required to wear masks except during training, warm-up, and racing. 3) Staff members attending to athletes are required to wear masks. 4) All unvaccinated riders regardless of nationality should follow US CDC recommendations. PCR testing is available at nearby facilities including the University of Iowa and other accredited labs with PCR capability. 5) Athletes are required to wear masks during the podium ceremony until awards are presented. When instructed, athletes may remove their masks for photos. 6) Race staff and officials will wear masks during the event when indoors and in areas of high spectator concentration 7) Spectators and athletes will be encouraged to wear masks when in close proximity with others. 8) Bathrooms at the venue will be cleaned at least three times daily during the event weekend. The bathrooms will be supplied with soap to encourage proper hand hygiene. 9) High-touch surfaces throughout the event will be regularly cleaned by event staff. 10) In addition to the single occupancy restrooms available at the venue, there will be hand hygiene stations available at registration, at the food vendors, in the beer garden, and near the podium area. 11) Signage will be posted at race headquarters and around the venue encouraging masks, physical distancing, and proper hand hygiene while at the event Page 12
GETTING HERE AIRPORTS The Eastern Iowa Airport (CID is the closest and airport 1. The drive is all interstate from O'Hare. Each airport has a huge selection of airlines. ORD: O'Hare: 230 miles (3 hours 20 minutes), MDW: Midway: 236 miles (3 hours 30 minutes) DIRECTIONS TO RACE VENUE FROM I-80 (SEE MAP ON NEXT PAGE) The Johnson County Fairgrounds in Iowa City, Iowa is easily found off Highway 218, about 6 miles south of I-80. From I- 80, take exit 239 South (Highway 218) to exit 89. There is only direction you can go on this exit ramp (North). The Johnson County Fairgrounds is 1/2 mile on your left. AREA MAP ACCOMMODATIONS AND RACE HOTELS WORLD CUP HOTELS: THE IOWA CITY GRADUATE HOTEL AND THE CORALVILLE RADISSON The Graduate – Iowa City and the Coralville Radisson are the Official Hotels of the 2021-2022 UCI Cyclo-cross World Cup – Iowa City. Please contact the race hotel through our Lodging page on our website at www.JingleCross.com Directions from the Graduate to the Johnson County Fairgrounds: Exit the parking deck and head south just a few feet to Burlington Street. Take a right onto Burlington Street and travel about 1/4 mile to Riverside. Take a left onto Riverside, travel about 3 miles. The fairgrounds will be on your right about 1 mile past the Iowa City Municipal Airport. Directions from the Radisson to the Johnson County Fairgrounds: Exit the hotel and go west on I-80 until exit 239. Go South on Highway 218 until exit 89. The Johnson County Fairgrounds are immediately to your left as you take the exit. Page 14
PARKING AND TRANSPORTATION IOWA BIKE COALITION BIKE VALET We encourage people to ride their bikes to our venue. We have a complimentary Bike Valet provided by Iowa Bicycle Coalition all weekend. Riverside drive will have an ordinance change on World Cup Saturday so there is reduced traffic speed and a one lane shut down for bicycles. OFF-SITE JINGLE CROSS MAIN PARKING The main parking area for spectators and riders without reserved parking will be about ½ mile North of the fairgrounds at an old non-functional airport runway off Morman Trek Blvd. Please follow the signs for general parking. Buses will provide free transportation from the runway back and forth to the fairgrounds. A lane of traffic will be cleared for bicycles. YELLOW ZONE: PUBLIC PARKING The yellow zone is for public parking all weekend. This parking is FREE all weekend but subject to weather conditions FRO ZONE PRO ZONE PRO TEAM RESERVED PARKING - RESERVATIONS REQUIRED ALL 3 DAYS Our Pro Team area is the first lot you reach as you enter the fairgrounds. Pro teams are required to reserve space for parking in the pro team zone by Friday, October 8th at 8:00 PM CST. Reservations must be made on-line at jinglecross.com or by emailing race director John Meehan at john@jinglecross.com with the requested footprint (example: 20x30,20x40, etc). Please include contact name, phone number, email address, team name, and the type of equipment that is coming (tents, sprinter van, etc). MEDICAL TEAM, USAC, AND UCI PARKING Enter through the Pro Zone Parking Lot. Park on the Grass South of the Green Parking Zone. HANDICAP PARKING Handicap Parking area will be near the Green Zone AMATEUR TEAM TENT VILLAGES AND PARKING ZONES: P ASSES REQUIRED ALL 3 DAYS GO GREEN GRINCH ZONE INCLUDES 10X10 TENT SPACE AND CAR SPACE The tent space is along the starting straightaway. The Green car space is on the southern edge of the Fro-Zone Prozone as a small grass area to the east of the starting straightaway and next to the Fro-Zone Pro Zone. SANTA CROSS RED ZONE INCLUDES 10X10 TENTS SPACE AND CAR SPACE This is the only area where the 10x10 ft space and vehicle are next to each other. This is our most popular location and reservations always run out first. It is central and near registration. NORTH POLE BLUE ZONE INCLUDES 10X10 TENT SPACE AND CAR SPACE The tent space is in the North field near the Mt. Krumpit base. The car space is in the ISU annex are near start line. Page 15
SOUTH POLE WHITE ZONE INCLUDES 10X10 TENT SPACE AND CAR SPACE The tent space is in the South field directly East of the vendors. You are near food and beverages and the Jingle Cross finish line. Your vehicle will be nearby but across a grass fairway which must be kept cleared for vehicle traffic. PACKED POWDER PURPLE ZONE This is in the south pole zone and is the first row of tents from east to west. Like the red zone, a parking spot directly in front of your tent is included directly in front of the tent. . Page 16
BIG GROVE BREWERY BEERS AND GEARS FESTIVAL Welcome the most amazing beer in the Midwest to the Jingle Cross! Big Grove Brewery is the official Brewery for the Jingle Cross. Beer stations will be available down in the Whoville Cyclocross Village, the South Pole, and atop Mt. Krumpit. Proper photo ID is required. Special beers are being brought in that you will not be able to get anywhere else! Alcohol purchased off site or brought on the premises is not allowed. Violators will be asked to leave and all their race entries to the Jingle Cross will be forfeit. BREAD GRADEN MARKET WORLD CUP WINE WALK Sponsored by the Bread Garden Market, we have fine wines from around the world available for spectators and guest. Proper photo ID is required. Sample wine pours from 6 nations and collect wrist bands showing that you’ve travelled the world. Countries include France, Spain, Italy, Argentina, New Zealand, and the USA. Be sure to visit Bread Garden Market for the most amazing selection of wines in Eastern Iowa. Alcohol purchased off site or brought on the premises is not allowed. Violators will be asked to leave and all their race entries to the Jingle Cross for the entire weekend will be forfeited. RAGBRAI VIP EXPERIENCE The RAGBRAI VIP Experience is an all-inclusive food, beverage, and cyclo-cross viewing experience with no additional costs. Your VIP pass entitles you to access to the VIP zones and entry into the best viewing parts of the course including, start, finish, barriers, Mt. Krumpit, and the awards. Big Grove Brewery will have a fine selection of beers. Fine wines from around the world are included as well. VIP Tickets can be purchased on our website or the registration website at http://BikeReg.com/jinglecross. SHOEMAKER & HAALAND MT. KRUMPIT DJ PARTY The Shoemaker & Haaland Mt. Krumpit DJ Party is atop Mt. Krumpit and can’t be missed! DJ Jay Herman will play all weekend long. INTEGRATED DNA TECHNOLOGIES KIDS ZONE IDT Kids Zone: Building B and Grinch’s Kid’s Race We have 3 Grinch’s kid’s races this year. We have 3 races for kids age 18 months to 3 years, 3-5 years, and 5-9 years. All races will occur on Sunday the 17th. As an added bonus, we have the Integrated DNA Technologies Kids Zone near Building B on Sunday from 11-3:30 including a bounce house and face painting. Bring the Kids for a great weekend of fun!!! EVENT SCHEDULE THURSDAY SCHEDULE SPONSOR AND VENDOR SET UP Thursday, Oct 14th, 9:00 AM – 6:00 PM Highly recommended to arrive early for set up. Bring as many vehicles as you need to set up your space. Best spots are awarded to first come first serve within your allotted zone. PRO TEAM SET UP Thursday, Oct 14th, 9:00 AM – 6:00 PM Pro Teams MUST make on-line parking registrations at Jinglecross.com and following MENU>Riders>Pro Team Parking. Please enter your name, team, email address, and footprint size. Include ALL tents and vehicles. Pro Team Parking requests must be received by October 8th at 8:00 PM CST. Reservations after that time will not be accommodated. AMATEUR TEAM SET UP Thursday, October 14th, 12:00 PM – 6:00 PM Amateur teams are strongly encouraged to make reservations in one of 4 different zones on our website JingleCross.com or through BikeReg.com (under Merchandise section). You will be guaranteed space for one 10 x 10 tent and one standard size vehicle (10’ x 20’ space) in a nearby parking area. Your tent can stay up for all 3 days INCLUDING the World Cup. Other than these zones, no tents are permitted in any of our parking lots. REGISTRATION, PACKET PICK UP, MERCHANDISE PICK-UP, AND TICKET PICK UP (BUILDING C) ALL USAC RACES: All amateur racers can pick up their numbers and merchandise from 12:00 noon- 6:00 PM on Thursday, October 14th or after 10 am on Friday, October 15th. Each rider is allowed 1 mechanic in the pit, no license is required. ALL UCI RACES: UCI Pro riders must wait to pick up registration materials from the UCI secretary 2 hours before the start of the women’s race on Friday for the C1 and Saturday for the C2. UCI Junior Men and Women 17-18 can also pick up their numbers approximately 2 hours before their race, National Federation mechanics license is OK in the pits for the Junior men. NO UCI LATE REGISTRATION. NO AMATEUR Cyclocross LATE REGISTRATION. Gravel Registration will be allowed even on event day with an added $10 late registration fee. For those who don’t race cyclo-cross, this is a great way have fun on iconic Iowa gravel roads. Riders will depart the fairgrounds at 8:00 am on Sunday October 17th. Designed by Olympian Jason McCartney, we will take you through amazing Iowa scenery. Our first stop is Kalona Brewery in Kalona, Iowa where participants will enjoy a craft beer from their amazing selections. From there, you will cruise along some great Iowa gravel roads and stop at the roadside for a couple of photo ops at our staged areas. Then on to Big Grove Brewery for another complimentary craft beer selection from our friends at Big Grove. Then make your way back final stop at the Johnson County Fairgrounds and another craft beer selection from Big Grove compliments of Jingle Cross! Participants will collect Riverside Casino playing cards at each location and turn in your poker hand for cool swag! Estimated distance is 70 km. IDT DNA GRINCH’S KIDS RACE This year’s Grinch’s Kid’s Race will be on the morning of the World Cup at 12:30 PM. We have 3 Grinch’s kid’s races this year; age 18 months- 3, 3-5, and 5-9. For an added bonus, we have the Integrated DNA Technologies Kids Zone on Sunday from 11:30 – 3:00 including a bounce house and face painting. Bring the Kids for a great weekend of fun!!! JINGLE CROSS DOGGY CROSS T M A fun and crazy event which features the fuzziest Who’s and their pets. Taking place immediately after the Kid’s Race, owners and pets will line up for a 3 lap CX style race where the owner must carry their furry friend and hurdle the CX barriers. There are 3 climbs up Mt. Krumpit per lap: 1) Krumpit Runup, 2) Frozen Forest Grind, 3) Ridley BeTough Climb. There is also a long 80-meter sand pit, 1 set of plank barriers, 1 stairs flyover, and 1 ridable double flyover. The course is 2% paved, 3 % gravel, and 95% grass/dirt. Page 25

RACE GOVERNANCE RACE CLASSIFICATION/PERMIT The 2021 UCI Jingle Cross is classified as a UCI C1 level event on Friday, October 14th and C2 for Saturday, October 15th. The UCI Cyclo-cross World Cup Jingle Cross Iowa City is the third World Cup event of the UCI’s race series for the 2021-2022 season. All UCI races will be run under UCI regulations. The UCI scale of penalties is solely applicable. A current UCI International racing license is required to participate in UCI races. The Jingle Cross is also classified as a USAC Category A level event, held under permit number 2021-xxxx. Non-UCI races will be held under USA Cycling regulations. COURSE DISTANCE The course loop distances have been measured for the current published maps as follows Friday: 3.04 km Saturday: 3.48 km Sunday: 3.47 km RACE REGISTRATION The direct link for online registration for both UCI Elite races and USAC amateur races on our Registration Page at wwwJingleCross.com. This will directly link you to our BikeReg site at www.bikereg.com. On-line Registration closes at 8:00 pm CST Tuesday evening, October 12th at 8:00 PM CST. USAC Race day registration is permitted at the Johnson County Fairgrounds for USAC races only and a late fee of $10 will be applied. Late registration will open from 2 – 6 pm on Thursday, October 14th, 11:00 am -8 PM on Friday, 7:00 AM – 1 PM Saturday, and 7:00 AM on Sunday until 11:30 AM. Packet Pick up closes 30 minutes before each USAC event. Both USAC and UCI registration MUST be done on-line BEFORE on-line registration closes on October 12th, 2021. Rider confirmation and race number pick-up closes 1 hour before start of the UCI races. All registrations will be refunded in full if we cancel the event for any reason. If you enter multiple categories, you must wear the correct bib number for that corresponding race. BE SURE TO HAVE THE CORRECT BIB NUMBER FOR THAT RACE OR YOU WILL NOT BE PERMITTED TO START. For example, if you are racing the single speed and then race the 45-49 category, be sure to have your single speed number for your single speed race and your 45-49 number for the 45-49 race. The time gap between waves will usually be 30 seconds to 1 minute but entirely at the official’s discretion. Smaller categories may be combined into other waves at the discretion of the officials. Each category will be scored separately. STAGING OF RIDERS: UCI Standard UCI protocols will be used for staging riders for all UCI races. Start lists for UCI races will be provided in order of staging by UCI points followed by computer randomization for riders with no points. Riders will be allowed to line up as their names or numbers are called. Riders are required to report to staging 15 minutes prior to the start of their race. All bicycles in UCI races are subject to equipment and tire check in accordance with UCI regulations. STARTING PROCEDURE Race Starts (both USAC and UCI): Standard UCI protocol will be followed, with the Chief Referee responsible for starting the race. The start will be as follows: A notice will be given at one minute to start and 30 seconds to start. The start signal (gunshot or whistle) may be given at any point after this last warning. Start Lights will be used for the World Cup. Other races will commence in waves at 30-second to 1-minute intervals (referees discretion). All riders will finish on the leader’s lap but may be finishing on an earlier lap then the leader if they were lapped or are nearly lapped. Listen for Officials instructions at the start. NO RIDERS WILL BE PULLED FROM USAC RACES.NOTIFY A JINGLE CROSS STAFF MEMBER IMMEDIATELY IF THIS HAPPENS. Page 30
PIT AREA Te great guys at Shimano will be offering Neutral Support for all riders and races regardless of category. No spectators or family members are allowed in the pit. Absolutely no media personnel or photographers are allowed in the pit. For safety reasons, all mechanics in the pit must be there for support reasons only, not for photography. UCI PIT PASS Each UCI rider is allowed TWO mechanics in the pit area. A valid UCI license is required for all mechanics and MUST be confirmed at time of registration. Pit passes are distributed at registration. All UCI mechanics are required to wear their pit pass bracelet and keep visible to race officials at all times. No pass, no access to the pit. We have a green bracelet Pit Pass for the UCI C1, C2, and Jr Men events that is different than the Pit Pass for the World Cup. The World Cup Pit passes are blue for the men and red for the women’s events. PIT PASS: USACYCLING EVENTS Each USAC rider is allowed ONE mechanic in the pit. No pit pass or mechanics license is required for USAC events. FEEDING Per the UCI regulation, Feeding and hand-ups are not permitted. No exceptions. LAPPED RIDERS For UCI Elite events, lapped riders will be pulled according to UCI regulations. Lapped riders will be pulled in accordance with a time percentage (80%) slower than the lead rider. This is to ensure the safety of the lead riders and also ensure that lapped riders do not inadvertently affect the race outcome by hindering either the lead rider or those in pursuit. Riders that are pulled MUST leave the course when and where instructed. For USAC events, officials will be instructed NOT to pull lapped riders. However, slower riders MUST give way to riders overtaking them. If safety or obstructive issues arise because a lapped rider fails to give way, the lapped rider may be pulled at the discretion of the Chief Referee. SERIES UCI WORLD CUP SERIES The Jingle Cross is proud to host the 3rd round of the 2021-2022 UCI Cyclocross World Cup Series in Iowa City. The series is governed by the UCI and owned by Flanders Classics. This event will be live streamed by FloSports in the US and a multitude of other media overseas. UCI World Cup at Jingle Cross USCX CYCLOCROSS SERIES The Jingle Cross is proud to be co-owners and host of the new USCX Cyclocross Series. Jingle Cross is hosting the 3rd round of the series with the other events in Rochester, New York September 25th-26th, Charm City in Baltimore, Maryland October 2nd-3rd, and Kings Cross in Cincinnati, Ohio October 23rd and 24th. All USCX UCI events are live streamed on GCN and Live on Linear Broadcast on Eurosport. There are 8 UCI races for Men, Women, and Junior 17-18 men and women with two at each venue. THE MUC-OFF BIKE WASH The Muc-Off Bike Wash is in the interior of the course across from Registration . It’s a large wash area that is clearly marked. Please try their amazing products as you clean and lube your bike for your next event. PIT BIKE WASH The Bike Wash in the SHIMANO Pit Area is for IN RACE use only!!! Only the mechanics in the pit area washing DURING a race can use the pit wash. Riders/mechanics may NOT use the pit bike wash before or after their event, only DURING their event. If you violate this rule, your rider may have their number pulled for the remainder of the weekend. PRO TEAM AREA BIKE WASH An additional pro team area bike wash is on the western side of the pro team parking area just south of Anti-Doping. This area is for Pro Teams Only and is also sponsored by our friends at Muc-Off SHOWERS FOR PARTICIPANTS Bikes To You Showers will be in the Northwest corner of the Pro Team parking area all weekend. Please hose yourself off at the bike wash sites before you shower in the portable showers. Do not use the showers as your hose down area. RESULTS Results will be posted at registration and compiled by One2 Go Event Services. All results will be considered final unless a protest is received by the Chief Judge within 15 minutes of posting. Online results will be posted as soon as possible. Preregistered riders will get results emailed from One2Go if your email address is included with your pre-registration. Press releases will be emailed for local, national, and international media in the UCI races. ANTI-DOPING The organizers and staff of the Jingle Cross are strong advocates for the missions of the USADA and WADA. All USAC and UCI riders regardless of category are subject to UCI/USADA Anti-Doping Examination Regulations and all competitors and team personnel must abide by these regulations. Any riders with a non-negative test result (following any adjudication process) will forfeit any prizes won at Jingle Cross. Jingle Cross, Inc., USAC, and the UCI officials have no role in the USADA and WADA directives. Therefore, riders must check at the Anti-doping location ON THEIR OWN to see if they have been selected for testing. Testing will be inside the Fairgrounds Administration building adjacent to the START line (see map). REGARDLESS OF YOUR PLACE OR YOUR EVENT, IT IS THE RESPONSIBILITY OF THE RIDER TO CHECK WITH DOPING CONTROL FOLLOWING THEIR RACE. The list of riders required to report for doping control will be posted PRIOR to the finish of each race. All USAC and UCI riders must follow UCI procedures for doping control. Any rider selected for testing but who fails to present themselves for testing could be considered a positive result. These regulations are entirely handled by the USADA and/or WADA and Jingle Cross, Inc. has no jurisdiction or say in this matter. AWARDS Page 34
UCI C1 AND C2: PODIUM, GREEN ROOM, AND FLASH INTERVIEW AREA All UCI men’s and women’s races are televised. Top finishers and selected athletes must IMMEDIATELY proceed to the FLASH INTERVIEW area. On camera interviews will be conducted by the GCN and Eurosport for the C1 and C2 events. A multitude of media will interview for the World Cup. A green room for the UCI Pro riders will be provided directly behind the podium for the UCI events. Top 3 athletes from both the men’s and women’s UCI events should report to the Green Room immediately after the flash interview for changing and then report to the podium for awards. Towels and water will be provided. UCI riders shall remain in the podium area briefly after the ceremony for interviews. Riders should then report to the press conference and doping control as required. U23 PODIUM FOR JINGLE CROSS A U23 Podium for both the men’s and women’s UCI C1 and C2 races will be held for recognition and photo purposes only. There are no awards delivered during the c1 and c2 podium. There will be U23 podium for the Telenet UCI World Cup Women but there will not be one for the men. USAC AMATEUR AND UCI 17-18 The top 3 riders from the Junior 17-18 men and women UCI races on Friday and Saturday and all USAC races will have their podiums approximately 1 hour after their race has concluded. A schedule will be followed as close as possible but results are determined by the officials and a mandatory protest period must be allowed before results are final. Please be patient with this process. For the USAC categories, our TOP 3 Overall winners from the point’s competition must present themselves at the podium following their finish on Sunday, September 15th. PRESS CONFERENCE No press conferences are planned for any day due to pandemic considerations. The flash interview will serve as the primary interview opportunity for the media. MEDIA Online application for media credentials is available on our website or emailing media@jinglecross.com. Media Parking is available at specified areas. You must be an accredited member of the press in order to be credentialed at the Jingle Cross and Telenet UCI Cyclo-cross World Cup. Our Media center with dedicated WiFi is located downstairs in Montgomery Hall. Ample table tops and chairs are provided as well as the dedicated wireless internet services. USAC/UCI AWARD PROCEDURE UCI: Proper Tax forms will be required for UCI racers and MUST be filled out at registration. Foreign riders must complete the IRS Form W88 before picking up prizes. NO prizes will be paid without these. All US and Canadian riders will be paid by check within 4 weeks of the event. Foreign riders are encouraged to use Paypal, Venmo, or Stripe. Riders from Belgium and Netherlands will have funds wired to their respective federations as a lump sum. All other wire requests will have wire fees deducted from the total. NO CASH PAYOUTS USAC: Awards will be distributed on site following each event after the standard 15-minute time period allowed for protests.
