Are you ready for a NEW ADVENTURE? Dear Cub Scout Unit Leader and Parents, The New Birth of Freedom Council is excited to offer a new adventure for your Scouts AND families for the 2021 Camping Season. Day Camp has been a staple of our summer camp programs for years and they have provided amazing camping experiences and memories for Cub Scouts. As the Scouting movement continues to grow and change, it is important that we consider changes that help Scouts get the most out of their Scouting experience. So, what’s new? This year’s Adventure Camps will be held either during the day or in the evening! We understand that a Day camp is not always the most convenient option for the family, and is not inclusive to the whole family participating in the Cub Scout program. To help further Family Involvement, Twilight camps operate in the evening; when the whole family can join in Cub Scouting FUN! Camp is now for FAMILIES! Families join Scouting together and they should have the opportunity to attend camp together. Though activities will be geared for Cub Scout-age youth, the whole family is invited to attend our camping programs this summer. Your family can register for the sessions that best suit your children’s ages or your pack can register all of the families who want to participate. YOU DON’T HAVE TO ATTEND WITH YOUR PACK. What is Cub Scout Adventure Camp, and Who Can Attend? Cub Scout Adventure Camp is a day and evening program that ALL Cub Scouts AND their FAMILIES and all Cub Scout Packs are invited to attend. The purpose of Cub Scout Adventure Camp is to provide a fun and educational experience for each Scout that is close enough to home to make it easy to attend. Cub Scouts can attend any day available based on the convenience of the family’s or pack’s schedule. Each day has 7 sessions; 5 during the day and 2 in the evening. Adventure camp provides a weekend packed with exciting programs such as BB Gun Shooting, Archery, Sports, Scout Skills, and more. Many of our camps have unique programs such as programs with the local fire department, pool, or the local reptile expert and his ALLIGATOR! Adventure Camp is based on experiences and making memories and does not focus on traditional Cub Scout Advancement. Cub Scout Adventure Camp IS NOT for campers looking for an overnight camping experience. If your pack is interested in a resident camp experience, check out the Cub Scout Resident Camping and Webelos Resident Camping programs offered at Camp Tuckahoe, home to Cub World, in Dillsburg. Check it out on the council website: www.newbirthoffreedom.org (click “Camps & High Adventure,” then “Cub and Webelos Summer Camp”) What does it cost per participant to attend Cub Scout Adventure Camp? The whole family can be a full participant in camp. Scouts and siblings (5 years old and older) follow the chart below. What is included in the cost to attend camp? In addition to a quality, safe and fun Scouting program: Adventure Camp Includes • Camp T-shirt • Camp Awards • Camp Patch • Program Supplies • Wristband Meals are NOT provided, so participants are responsible for bringing their meals to each day of camp. Additional camp t-shirts and camp patches are available for purchase when you register or at each camp. Note that extra t-shirts and patches will be available in limited sizes and quantities at camps. Important Information about Participation Regarding Webelos and Lions at Day Camp Webelos can attend Adventure Camp as the the program is designed for Tigers, Wolves, Bears, and Webelos. According to the Age-Appropriate Guidelines for Camping that are published by the National Council of the Boy Scouts of America, Lions are not permitted to attend Summer Day Camp. Lions are permitted to attend day camps and family camping after they have joined in the fall. Cub Scouts and siblings going into the first grade in the fall may attend and participate in Adventure Camp programs. Why can’t Tiger Cubs participate in a Scouting activity without an adult partner? Tiger Cubs require an adult partner who is not serving in another role at camp. The basic element of Tiger Cubs is the Tiger Cub-Adult Partner team. The adult may be a parent, brother, sister, aunt, uncle, or even a neighbor. The requirements are that the adult partner be 18 years of age or older, care about the Tiger, and be strongly committed to the Tiger Cub’s well-being. The child and the adult partner join Tiger Cubs together. In order for a new Tiger Cub to participate in any Scouting activity including day camp, a Tiger Partner is required. Their focus is on their Tiger Cub, and therefore cannot be serving in any other role at adventure camp. Page 5
What to Expect Cub Scout Adventure Camp is a FUN, safe, and exciting opportunity for Scouts and Scouting families to interact with other Scouting families from your pack or from other packs. Programs are all administered by certified camp directors, program directors, and professional staff to make sure that they meet our high standards of quality program and safety. Programs will run for 5 days at their designated times. Below are a couple of the key items that you should know as you prepare to attend Cub Scout Adventure Camp. What is the Theme for Cub Scout Adventure Camp? The Theme for Cub Scout Adventure Camp this year is Weird Science. There will be activities that tie in with learning about interesting and educational science that happens in the world around us! Parent’s/Leader’s Meeting Before your week at camp, unit leaders and parents are invited to attend a Pre-Camp Meeting, usually at, or near the site for Cub Scout Adventure Camp. The dates and times of these meetings are posted at https://newbirthoffreedom.org/programs/cub-scout-day-camps/. These meetings are critical to a fantastic week. This is an opportunity to meet the key Adventure Camp Staff, get your t-shirts, finalize any registration, hear about the expectations for the week, and turn in health forms for attendees. Hi, I’m your Den Walker A Den Walker is a staff member that spends the day with your Den. They provide support and supervision of the Scouts during activities, making sure everybody moves to the next station with the group, and assist program staff when necessary. If you are registering as a Pack, we ask that you provide Den Walkers for your Pack for each day. A Pack registration is a minimum registration of 4 scouts. If you are sending 4 to 6 scouts, we ask that you provide one Den Walker. If you are sending 7 to 14 scouts, we ask that you send two Den Walkers. We also ask for an additional Den Walker for every 7 scouts over a total of 14. They can be the same adults all week, or different for each day, as long as each day has the appropriate minimum amount of adults. Packs, please let us know in advance who will be attending as Den Walkers so we can get them registered as Staff. For Den Walkers that attend all 5 days of camp with their pack, the Den Walker can have a child attend camp at no cost. All Den Walkers must complete PA Act 15 Background Check and Youth Protection Training regardless of how long they volunteer. All Den Walkers will receive a staff t-shirt to wear for the time they are volunteering, and a navy-blue STAFF wristband. Additional T-shirts are available for purchase. Cub Scout Adventure Camp Dens Whether you come with your pack, or as a family, you will be paired up with other families to form “dens.” These groups stay together each day of the week and rotate through each of the experiences. You will get to know the other Scouting families as you experience the program over these 5 days. What are the Adventure Camp hours? Day Camps: • Check-in starts at 8:30AM, leading up to a 9:00AM opening ceremony. • Camp will be dismissed each day at 4:00PM Page 6
Twilight Camps: • Check-in starts at 5:45PM, leading up to a 6:00PM opening ceremony • Camp will be dismissed each day at 9:00PM All Youth Participants and Adults must have a Health Form Each attendee must complete Parts A and B of the Annual Health and Medical Record. Neither part requires an actual physical or doctor’s signature and can be completed by a parent/guardian. Health Forms can be downloaded at https://www.scouting.org/health-and-safety/ahmr/. Health Forms MUST be submitted before participating in the program. Health forms can be submitted at the parent’s meeting or upon Monday check-in, or mailed to your Scouting Service Center, indicating the specific camp you’re attending. What is the attire for Cub Scout Adventure Camp? Campers should wear clothes for being outside, to include their camp t- shirt, shorts/pants, and comfortable shoes. No sandals or open-toed shoes. Camps will be held rain or shine so please plan accordingly. Scouts do not have to wear their Cub Scout Adventure Camp shirt every day, but we highly recommend that they do so. Participants should wear their wristbands every day that they are at camp. If you misplace yours, please let the staff know and they will get you a new one. Cub Scout Advancement Cub Scout Adventure Camp is not built around Scouts completing a ton of advancement. The program is designed to be more fun and family- oriented than having a specific focus on advancement. This does not mean that there are no opportunities by attending camp. It is up to the Scout’s Akela, whether that is a parent or a unit leader, to determine what requirements a Scout completed while they are at camp. Camps do not provide a list of advancements earned during the week. Camps WILL have special camp awards for Scouts to earn during the week. Trading Post We operate a trading post for a variety of fun scout materials and items that are frequently forgotten. We offer a number of items such as additional camp t-shirts and patches that are also available for preorder to guarantee that we have them for you and that we have the appropriate size. These items can be ordered when you register or any time after. We will also have an online store, new for this year! This store will allow you to order some specialty items that can be picked up at your Scouting Service Center as early as the week prior to your camp starting, or at your camp. These items include water bottles branded for the 2021 theme, a custom wristband with your Cub Scout’s name on it, or fun “Weird Science” themed stickers! **link to store** Page 7
What should I bring to Cub Scout Adventure Camp? This guide has a list of suggested items to bring, but the most important are to follow suggestions for attire and to make sure you have lunch/snacks and a water bottle. Most of the program supplies are provided for you when you come to camp. What to bring to camp – Checklist The following is a list of recommended items for all attendees to bring for each day of camp. Be sure to label all items, including those worn to camp, with a full name and Pack number. Items Required by All Attendees: • Lunch for all day campers including a drink • Water Bottle (Full) • Current Year Camp T-shirt • Completed Health Form (Parts A & B) • Wristband • Desire to have fun Other Recommended Items: • Sunscreen • Rain Gear • Money for Trading Post • Hat and Sunglasses • Daypack/Backpack for all personal gear • Camp Chair Leave at Home: • Knives • Pets/Animals • Electronic toys, phones, games or music devices. How to Register For Packs Registering for Cub Scout Adventure Camp is easy for a Pack to do. Registering as a pack helps to keep all of your Scouts together and makes it easy for someone from the pack to communicate and coordinate the overall plan. Suggested steps: 1. Choose a leader or parent who is going to serve as the coordinator for Cub Scout Adventure Camp 2. As a pack, pick the date and camp that you plan to attend 3. Provide information to the Scouts and families in your pack about what week you are planning to attend. Communicate prices and important dates. 4. Collect all of the information and fees for registration (it may be helpful to have each family complete a registration form for camp and then return it to the pack’s coordinator). 5. Register for camp either through https://nbf.tentaroo.com/ or https://newbirthoffreedom.org/programs/cub-scout-day-camps/. Your pack has a Tentaroo Registration account. You should find the roster of Scouts in your unit mostly complete which steamlines and simplifies the registration process. 6. Once registered you will get a receipt for the pack. For Families If your pack is not going to Cub Scout Adventure Camp or you are planning to go to a different session than the rest of your pack, you can register as a family to attend camp. In order to register, you will need to create a Tentaroo account, unless you already have one from registering for other events. Tentaroo is the New Birth of Freedom Council’s registration system for camping and events. To create an account, go to: https://nbf.tentaroo.com. From there, click “Create Account.” You will be prompted to select the event you are registering for from a dropdown list. Then you will be asked what type of account you are creating. Select “Individual/Family” and then complete the rest of the contact information. You will then be sent a link to verify your account. Log in with the credentials you just created. On the right-hand side, click “Manage My Group.” The screen will take you to a spot where you can add youth and adults. Add your family members that will be attending camp. Once complete go back to your “Home Page,” which can be accessed from the menu on the left of the screen. Select “Go to Events” from the center of the screen and a list of all of the events available will appear. Select the camp you wish to register for. On the next screen you will again select the event. From the next screen you will be able to register. Follow the prompts for each participant/registrant and make sure you check out at the end. Hershey Area Twilight Camp Keystone Capital District: Serving Dauphin County Camp Catherine July 19 – 23, 2021 Site Specific Information What programs and activities will be offered at the Hershey Area Twilight Camp? Twilight Camp will be held each day from 6:00-9:00pm. The camp is held at Camp Catherine, 1275 Swatara Road, Hershey. Camp Catherine access is by a one-way gravel road and requires vehicles to enter in the evening and remain at camp until the flag ceremony is over at about 6:30pm and repeat the same procedure in the afternoon, arrive by 8:30pm to prevent traffic jams or accidents. A Cub Scout Twilight Camp sign will be visible from Swatara Road to mark the entrance of the camp. How do we check in? Upon arrival at camp, Scouts will proceed to their Den area. There will be signs directing scouts to the check in location. This is when all paperwork should be turned in, if it has not already been turned in. Day Camp and Twilight Camp Policies Camp Security: • Staff are identified with their gold Staff T-shirt, nametag lanyard, and navy-blue STAFF wristband o Staff must sign in and sign out each day of camp. o Medics will have safety vest to identify them. • Participants are identified with their Day Camp T-shirt, nametag, and bright orange wristband o A Permission form is required if child is being picked up by or dropped off by someone other than their parents or legal guardians. (Copies of this form are available on our website). o Participants must sign in and sign out with their assigned staff member each day. • Visitors must sign in and sign out each day at the Administrative area for the camp and will receive a wrist band to wear during the day of camp that they are visiting on. • Den Walkers are identified with a gold Staff T-shirt, nametag lanyard, and navy-blue STAFF wristband. o Den Walkers must sign in and sign out each day of camp Release of Campers Policies • Parents should complete the early release form and submit a copy to the Camp Director if a child will be picked up from camp early at any time during the week. (Copies of this form are available on our website). Late Arrival and Attendance • Daily attendance is tracked so Cub Scouts who arrive after the opening ceremony should report to the Camp Director to sign in. • In cases of absences, a Cub Scout’s family will be contacted shortly after program begins. Medical Emergencies • A Health Officer is onsite and should be contacted in cases of medical emergencies. • Camp Director or designee needs to also be notified immediately. • The situation will be assessed by the Health Officer and the best action pursued. • If any camper needs to be transported to the hospital, the parent or emergency contact will be notified. In life-threatening situations, emergency medical aid will be summoned, then the parents or emergency contact will be notified. Tobacco and Alcohol Policy • All Cub Scout Adventure Camp venues are to be treated as tobacco-free facilities. Smoking, including vapes and e-cigarettes, will only be allowed in designated areas. This area must always be out of sight of the Scouts and away from any buildings. Alcohol is absolutely prohibited. Refund Policy • After May 30: $50 per Cub Scout is non-refundable. Deposit payments are transferable to another Scout but cannot be applied to an existing reservation. All requests for refunds must be in writing and must be received by the council service center by Sept. 1st. Refunds may be granted for medical emergencies or a death in the family. Page 17
State-Mandated Clearances All adults that attend any New Birth of Freedom Council summer camp program must comply with the child abuse clearances required by their home state. PENNSYLVANIA RESIDENTS WITHIN THE NEW BIRTH OF FREEDOM COUNCIL: All adults that are residents of Pennsylvania and are registered or have family that are registered with the New Birth of Freedom Council must complete the three (3) Pennsylvania-mandated clearances prior to arriving to camp. • If you have already submitted your clearances and they are still current, you do not need to submit them again. • If you have not yet submitted your clearances, please upload them to our Background Clearances System no later than 2 weeks prior to your session of camp at http://tinyurl.com/qc6fhfm. TRAINING AND CLEARANCES Den Walkers: All Den Walkers at Day Camp are required to have current Youth Protection Training and required Pennsylvania state clearances. This applies to all camp and unit provided Den Walkers. If a Den Walker arrives without these requirements met, the camp will direct the adult to the online services to obtain their Youth Protection Training as well as 2 out of the 3 clearances (the Report of Criminal History from the PA State Police and Child Abuse History Clearance from the Department of Human Services). The third clearance, the FBI Criminal History Clearance is fingerprint based and cannot be completed online, so any adult that has not obtained this clearance will not be allowed entry. (Reminder: if the adult has been a Pennsylvania resident for the past 10 consecutive years, they are eligible to complete the Volunteer Disclosure Statement in lieu of obtaining the FBI Criminal History Clearance). Adults will be permitted to attend camp only after they have submitted their current Youth Protection Training and required clearances. Parents attending with their Family: Parents that register to attend as a family and not part of a pack, will participate in a Den with a trained and certified Den Walker. We recommend that parents who attend as part of the family camp take Youth Protection Training and get their Pennsylvania clearances, but they are not required to do so. Adults participating as a family are permitted to only be responsible for their own children and may not serve as the responsible adult for other Scouts. Page 18
Who is a Mandated Report of Child Abuse? All BSA-registered volunteers, parents, and leaders attending summer camp, and all other persons over the age of 18 are mandatory reporters. The law requires direct reporting from the individual suspecting or witnessing child abuse immediately. After reporting the suspected abuse to the state, the individual shall also contact the council’s Scout Executive at (717) 843-2042. The Commonwealth has created a portal for reporting purposes at www.compass.state.pa.us/cwis or (800) 932-0313. Emergency Procedures INCLEMENT WEATHER PLAN: Most camp activities can be carried out in light rain, especially if the Scouts and adults are dressed appropriately. In some cases, rainy-day activities may be substituted. In the case of heavy rain or thunderstorm, an Air Horn with two blasts will be used. Direct your den/family into a covered pavilion until it passes. Encourage the youth to stay with their buddy and make sure each scout is accounted for. The Camp Director and Program Director will decide when to resume normal activities. Tornado: If a tornado watch comes into effect or if a tornado is spotted, proceed with your den to the main covered pavilion and wait for further instructions. Fire Plan: If a fire has been spotted, the camp director should be notified immediately. An Air Horn with two blasts will be used. Den Walkers are to gather their dens together quickly and head to a covered pavilion. If the fire is in the covered pavilion, lead your den to the front of the property. Youth should be lined up in the buddy system so that all can be accounted for. Should fire trucks come, continue to keep the youth together in dens in this designated area. The camp director and program director will let everyone know when programs can be resumed. Lost Youth Plan: Once it is determined that a youth is not with their group and is not accounted for, the Den Walker IMMEDIATELY NOTIFIES THE CAMP DIRECTOR. If the director is not available, notify the Program Director. When the lost youth plan goes into effect an Air Horn with three blasts will be used, Den Walkers are to bring their dens to the covered pavilion and remain there until notified. Page 19
