Our Goals Safety Harker Heights Parks and Recreation is focused on the safety of staff and citizen safety. In consideration of Governor Abbott’s guidelines, CDC recommendations, U.S. Soccer recommendations, and City/County guidelines, we have created this document to layout Harker Heights Parks and Recreation’s 2020 Fall Soccer reopening plan. Service Our goal is to provide the best service possible in all parks through all programs. We ask that you are patient with us as we work through reopening and that all staff and citizens abide by the guidelines in this document to allow for safe service. Youth The purpose for the Harker Heights Parks and Recreation youth athletic programs has always and will always be the safe, fun, and equitable participation of youth in sports. Our goal is to offer the chance for children to be outside, be physically active, and to be safe. As we return to a new normal, the help of all involved is paramount in accomplishing these goals is as important as ever. We ask that all patrons remember: 1. These are kids. 2. Officials are human. 3. Coaches are volunteers. 4. This is for fun. 5. Stop the spread.
2020 Fall Youth Soccer Details Team Formation To avoid large groups; Player Ability Assessments are cancelled, and all teams will be formed at random by Harker Heights Parks and Recreation Each head coach is allowed two (2) protect players that must include their child No special request or returners will be granted in any division Teams will be formed in a small sided game format Registration September 10, 2020 – September 17, 2020 Register online https://apm.activecommunities.com/HarkerHeightsPR or Harker Heights Recreation Center (307 Miller’s Crossing, Harker Heights, TX 76548) Divisions Age as of September 1, 2020 U6: 4 – 5 years old U8: 6 -7 years old U10: 8 – 9 years old U12: 10 – 11 years old U15: 12 – 14 years old • To ensure fairness of play, a minimum of 4 teams are required per division • Team sizes may be changed to allow for 4 teams per division Coaching Must complete a Coach/Assistant Coach packet and turn in at Recreation Center All volunteers will have a copy made of their Driver’s License and be background checked before coaching Coach ID will be provided to approved coaches for the 2020 season Location All practices and games will be played at Summit Soccer Complex, located at 301 N Amy Ln, Harker Heights, TX 76548 Concessions will be unavailable Uniform Team shirts will be provided for all participants Players MUST wear shorts WITHOUT pockets, cleats (no toe cleats or metal cleats), shin guards, and long socks that cover the shin guards Coaches will receive a Coach shirt Season Practice begins the week of September 21, 2020 Games will begin the week of October 5, 2020 All age divisions will play an 8-game season Games and practices will be limited to 2 meetings per week total Players are guaranteed one half of playing time if practice time requirement is met

2020 Fall Youth Soccer COVID-19 Procedures All following recommendations are made with the guidelines of US Soccer, US Youth Soccer – South Texas, Bell County, The Texas Governor, and CDC in mind. Stop the Spread Anyone who contracts COVID-19 shall remotely contact the Harker Heights Parks and Recreation Department which will confidentially alert the coach and team immediately. According to the CDC, anyone who thinks or knows they had COVID-19 and had symptoms may return to play after all the following criteria are met: Depending on your healthcare provider’s advice and availability of testing, you might get test to see if you still have COVID-19. If you are tested, have no fever, respiratory symptoms have improved, and you receive two negative test results in a row at least 24 hours apart. At least 10 days since symptoms first appeared AND At least 24 hours with no fever without fever-reducing medication AND Symptoms have improved. According to the CDC, anyone who tested positive for COVID-19 but had no symptoms may return to play after all the following criteria are met: Depending on your healthcare provider’s advice and availability of testing, you might get test to see if you still have COVID-19. If you are tested, have no fever, respiratory symptoms have improved, and you receive two negative test results in a row at least 24 hours apart. If you develop symptoms after testing positive, follow the guidance for the situation above. Continue to have no symptoms AND 10 days have passed since test. According to the CDC, anyone who has a weakened immune system (immunocompromised) due to a health condition or medication may return after all the following criteria are met: Might need to stay home longer that 10 days and are advised to contact their healthcare provider AND Two negative test results in a row at least 24 hours apart. According to the CDC, anyone who has been around a person with COVID-19 may return to play after all the following criteria are met: 14 days after exposure based on the time it takes to develop illness.
Employees Employees are to wash their hand with soap and water regularly. Employees are to maintain a 6 ft. distance from patrons and co-workers unless essential job duties are being performed. Employees must wear face covering. Employees should immediately sanitize their hands after interacting with patrons or co-workers if they are not able to immediately wash their hands with soap and water. Employees who are feeling feverish or have a measured temperature greater than or equal to 100.0 degrees Fahrenheit will be sent home. Employees are to stay home if they feel sick or show any symptoms of COVID-19 infection. Employees who have known close contact with a person who is lab confirmed to have COVID-19 are to stay home. Employees will be provided the following items for individual use: Name Badge CPR Mask Hand Sanitizer Items that are commonly touched must be sanitized before being used. Employees may not touch or share other employees’ individual equipment. Patrons Patrons should conduct a daily temperature check for low grade fever (>100.4.) at home before training or conduct a daily health questionnaire online with the “Coronavirus Self-Checker,” made available by the CDC. Patrons who are feeling feverish or have a measured temperature greater than or equal to 100.0 degrees Fahrenheit are to stay at home. Patrons are to stay home if they feel sick or show any symptoms of COVID-19 infection. Patrons who have known close contact with a person who is lab confirmed to have COVID-19 are to stay home. Patrons should wash their hand with soap and water regularly. Patrons are encouraged to wear face coverings. Patrons are encouraged to not congregate in groups of 10 or more unless part of the same household. Patrons will be instructed by staff on the dangers of being in groups of 10 or more. Patrons are encouraged to maintain a 6 ft. social distance from other patrons and staff unless part of the same household. Patrons should immediately sanitize their hands after interacting with other patrons or staff if they are not able to immediately wash their hands with soap and water. Patrons are to bring and use their own personal items including but not limited to: Bottled Water Towels Gloves Practice Jersey No Glass Containers Allowed Patrons are encouraged not to bring shared snacks and drinks.
Participants Participants should dress at home in gear and arrive prepared to practice or compete. Participants should avoid bringing any unnecessary belongings to the training or competition. Participants should bring at least two bottles of water for training and matches. Participants who plan to wear a mask while participating should consider bringing additional mask to change. Participants are not recommended to bring their own balls. Participants are encouraged to participate in local events only and to avoid travel events. Participants are encouraged to travel to practice or competition with members of their household or those who have safe COVID practices. Participants are encouraged to have household members remain in their car during practice. Participants are encouraged to have only 1 household member present during games. Warmups should not begin until previous teams have left the field. All high fives, handshakes, and other sportsmanship contact should be eliminated. Participants are encouraged to wear face coverings and social distance when not physically active for practice or games. Participants are encouraged to leave the field of play after competitions have finished. All individual gear should be cleaned and sanitized after every session. Facility Fields at Summit Soccer Complex will be spaced out to allow for players and parents to social distance. Social distance markers will be painted on the sidelines to help promote social distancing. Foot operated hand sanitizing stations will be available at the complex. No water fountains will be active at the complex. Marks will be placed on the ground to designate social distancing guidelines in the queueing areas. Family Zones will be created and painted on the sideline opposite the player benches. Field equipment such as goals or flags should not be picked-up or handled.

2020 Fall Youth Soccer COVID-19 By-Laws All following by-laws are made with the guidelines of US Soccer, US Youth Soccer – South Texas, Bell County, The Texas Governor, and CDC in mind. Article I – League Rules 1. All areas not specifically covered in these by-laws are subject to the playing rules of the United States Youth Soccer Guidelines. 2. Any matter not covered in these articles and rules shall be left to the discretion of the Harker Heights Parks and & Recreation Department (HHPRD). 3. The rules as set forth in this outline shall be strictly adhered to and supersede rules from all other sources in the specific areas with which they are concerned. 4. HHPRD shall have the power to schedule or re-schedule any game necessary to complete the season. 5. No player, parent, coach is allowed along the baseline of the field at any time or along the sidelines not designated for their respective team. 6. Practice will be assigned to each team/coach at the coaches meeting per division. 7. Each team will have maximum of (3) coaches in the bench area during a game. ALL coaches must submit/pass a criminal background check prior to ANY/ALL involvement with team in the role of coach. 8. Any coach (head or assistant) coaching the team must be wearing the coach ID to be allowed in the designated team area during games and practices. 9. Failure to have at least one approved coach with the coach ID will result in forfeiture of game at which the violation occurred, and written warning for violations reported during team practices. 10. Continued violations that are observed by or reported to HHPRD staff, can result in additional forfeits and coach removal from league. 11. The official has complete discretion in calling fouls and may choose to ignore minor infractions that would slow the game.
12. The official may give a yellow card and award an indirect kick to the opposing team in the event of undue harassment from coaches and spectators. 13. If harassment continues, the referee will consider it unsportsmanlike conduct and will enforce the punishments listed in the by-laws. 14. Referees have been instructed to be lenient in the lower age groups and to make games a learning experience for the players, keeping the safety of the players in mind. 15. Each half begins with a kick-off 16. Teams change ends of field at the half 17. No slide tackle, defined as a player going to the ground to take the ball from an opposing player where both a slide and tackle must occur between two players other than goalies in the penalty area, will result in a yellow card and an indirect free kick. 18. Sliding to save a ball that is about to go out of bounds is allowed, but only when another player is not, in the eyes of the referee, in “Harms Way” of the slide. 19. Sliding to save a ball from a goal is also permitted only when another player is not, in the eyes of the referee, in “Harms Way”. 20. Yellow cards are warranted by a player by means of a violation of the laws of the game or misconduct and player must leave the field of play until the next stoppage of play. 21. Red Cards are warranted by a player or coach by means of a violation of the laws of the game, misconduct, or multiple infractions and must leave the complex before play will resume. 22. No OT will be played. 23. No score or standings are kept in the U6 or U8 divisions and players in these divisions will receive a participation award. 24. Score and standings will be kept in U10, U12, and U15 divisions will record standings with 1st, 2nd, and 3rd place team awards. Article II – Team Formation 1. The sizes of the teams will be set by HHPRD as needed to have enough teams and coaches. 2. Head coaches can protect two (2) players. 3. The head coach’s child must be protected by the head coach. 4. All other players will be randomly assigned to teams.
Article III – Playing Time 1. Two (2) quarters/ One (1) half if play is discontinued because of rain, weather, or other causes which makes further play impossible. 2. The clock will run continuously each game, stopping only for intermission periods or injuries. 3. Teams will be allowed a ten (10) minute warm up prior to start of game if games are on time. 4. The pre-game warm-up and any intermission periods may be cut short by the league official present if games are running behind posted schedule. 5. Free substitutes will be in affect and can be made at any stoppage of play. 6. Each player is required to play a set number of minutes per game: • U6 – ten (10) minutes • U8 – twenty (20) minutes • U10 – twenty (20) minutes • U12 – twenty-five (25) minutes • U15 – thirty (30) minutes 7. The required minutes of play applies to each player that has made half (1/2) of all scheduled team practices within the last seven (7) days and who is on the field in uniform five (5) minutes prior to the start of the game. 8. If teams have players not meeting the practice requirement and/or missing games, they must notify the Athletic Staff. 9. Play must be stopped for injured players to allow coaches and league officials to check the player. 10. In case of an injury to a player, the coach must notify the official that the injury prevents the player from completing the required time allotment. 11. Documentation must be presented to HHPRD staff prior to first game of injured player who will not participate. 12. The injury may be questioned by the Athletics Staff to the player’s parent(s) about the status of returning to the game and does not require the coach’s approval. 13. If it is determined that this is a strategy or influence by the coach, the player will not receive credit for participation time and could result in a forfeiture of games. 14. The coach is required to notify the center referee and opposing team coach, by name, of any player that is not playing at least 50% of the game due to discipline or any other issue. 15. If the Athletics Staff is not officially notified, the player will be expected to play as stated above. Player participation issues will be handled on a case by case basis to determine player participation eligibility. 16. Non-compliance with the players’ participation rule could result in forfeiture of the game up to dismissal of coach from the league.
Article IV – Equipment & Uniforms 1. All players on each team must wear the uniforms provided by HHPRD. 2. Goalies may wear an alternate colored jersey or a practice penny to designate goal status. 3. All footwear is the responsibility of the parents. 4. Shoes with rubber or plastic cleats are recommended, but not required. 5. No shoes having a toe or metal cleat will be permitted. 6. Shin guards and long socks are required for all practices and games to prevent lower leg injuries. 7. Players who wear any type of glasses on the field must have a retainer strap. 8. Kneepads are optional. 9. No jewelry may be worn at any time during the game, unless medical alerts, which shall be taped down. 10. Wristbands and headbands must be worn on the wrist or on the head above the ears. 11. Referees may ban any equipment that they deem as unsafe or illegal. Article VI – Ejections Any player, coach, parent, or sponsor ejected from any league game must leave the complex and may not return until contacted by HHPRD Staff. Any player, coach, or sponsor ejected from any league game will receive a minimum of one (1) game and a maximum of three (3) league games suspension or possible removal from league for unsportsmanlike conduct. Any player, coach, or sponsor on suspension is not allowed on the team’s sideline during games. Any suspension/ejection that occurs will carry over into the next season play. **Please refer to the last page for Coach/Parent Discipline Guide** Article VII – Facility Rules and Conduct There shall be no smoking by players or coaches in the complex. Spectators are also not allowed to smoke in the areas around other spectators. There shall be no coaching by anyone behind the goal area including parents, coaches, siblings, and spectators. Violations of this rule may result in forfeiture or removal from the complex. There shall be no disciplinary action such as extra running, push-ups, licks, etc., at any time. All disciplinary action will be acted upon by the child’s parents. Conditioning drills will not be considered disciplinary action. Coaches and assistant(s) shall not question any judgment call made by the official(s) during or after the game. The head coach shall be responsible for the conduct of his/her team, assistant coach(s), and spectators. There are no bikes, scooters, or dogs allowed at the complex at any time. Please become familiar with these and ask questions if you are unclear. It is the coaches’ responsibility to know the rules or ask questions if unclear.
