Introduction
Basketball Hawkes Bay (BBHB) is a community based not for profit sporting organisation.
BBHB is an association under Basketball New Zealand (BBNZ) that enters Representative
Teams into BBNZ competitions. Our Representative & Development Basketball programme
contains many stakeholders, and the 2019 Representative & Development Programme
Handbook aims to provide clarity by informing and educating parents, players, and other
officials and volunteers. Reading and understanding this handbook is essential to
participation in the programme, and accepting any position at BBHB is only possible after the
handbook has been understood and agreed to but completing the forms at the back of this
handbook.
We hope that you will have a positive experience during this season. We hope that you
compete hard and fair at every training and game you have this year. We hope that all our
players strive to be the best student, best player, and most of all best person that they can
be.

Success Definition
The BBHB Representative & Development Programme aims to develop each player and
coach to their full potential, and defines success by whether our young people have:

   Had a positive experience in the sport
   Improved as basketballers; both with technical skill and tactical knowledge
   Improved as people
   Want to play for Hawke’s Bay next season

Pathways

Basketball is one of the most global sports in the world. If a player becomes good enough at
basketball, there is a world of opportunity available to them. There are professional playing
opportunities all over the world, including in Australia (i.e. New Zealand Breakers) and New
Zealand (i.e. Hawks). Colleges in America will provide athletes with an opportunity to play
basketball at their university on a scholarship which fully or partially pays for the recipient’s
degree. This is considered a goal for many athletes around the world because of the
education component. New Zealand currently has a large amount of athletes that were
developed in New Zealand playing college basketball in America. All of which followed the
pathway of playing for their high school, playing representative basketball, and the vast
majority of which participated in New Zealand Junior National Teams or National Junior
Team Camps.
By playing Representative Basketball, players become eligible to be nominated and selected
for Basketball New Zealand programmes.
There are many opportunities to experience basketball at varying levels overseas with
various groups, especially targeting players between 9-16 years old, which players may be
presented with, but players should prioritise playing for their schools, representing Hawke’s
Bay by playing Representative Basketball, and any opportunities to play at a national or
international level that arise from their participation in Representative Basketball. It is
recommended that athletes consult with BBHB if they are unsure about pathways,
commitments and priorities within basketball.

Basketball Hawkes Bay High Performance Group
The Basketball Hawkes Bay High Performance Group will be officially launched in March
2019, and will become an annual programme. The BBHB High Performance Group is a
highly selective programme that is designed to cater to players that play for New Zealand
Junior National Teams, attend Basketball New Zealand National Junior Team Camps, or
demonstrate the potential to reach this level. It is important that we provide expert coaching
and development tools within Hawke’s Bay for these players so that Hawke’s Bay continues
to provide for the needs of potential international level athletes. BBHB offers extra resources
that are required to best push and extend these athletes to their potential.
The Hawks are a partner in this programme as part of our player pathway, and Basketball
New Zealand is a partner as this programme is a regional development programme feeding
into BBNZ National Junior Team Camps where players trial for National Junior Teams.
Athletes in this programme are provided with:

      Quality high performance basketball coaches & Hawks players
      Gym access (Strength & Conditioning)
      Court space for additional shooting
      Off Court film sessions
      Access to closed Taylor Hawks trainings
      Expert speakers on topics including tactical skills and mental skills etc

The Mel Young Easter Classic is held Good Friday-Easter Monday in Tauranga every year.
Central Zone U15/U17 Qualifying Tournaments and Under 19 National Championships are
held over the Queen’s Birthday Public Holiday every year. This is the pinnacle event for our
Under 19 Representative Teams. Players competing in this tournament are eligible for
selection to New Zealand National Junior Team Camps.
The U17 National Championships are held in the first week of the July School Holidays
every year. This is the pinnacle event for our Under 17 Representative Teams. Players
competing in this tournament are eligible for selection to New Zealand National Junior Team
Camps.
The U15 National Championships are held in the second week of the July School Holidays
every year. This is the pinnacle event for our Under 15 Representative Teams. Players
competing in this tournament are eligible for selection to New Zealand National Junior Team
Camps.
The U13 Central Zone Regional Championships are held in the second week of the October
School Holidays every year. This is the pinnacle event for our Under 13 Representative
Teams. Players competing in this tournament are eligible for selection to the Basketball New
Zealand National Under 14 Camp held in April of the following year with the best U14
players (all in the same age group) from around the country.

Player Selection
Open trials will be held on a date to be determined by BBHB each year. Players should
endeavour to attend all trials to maximise their chances of selection. Players can only stand
for selection in their own age group, with the exception of Under 23 teams due to the nature
of the BBNZ eligibility requirements (players must be Under 23 as at 31 Dec, but must be
over 14 years of age at the time of the tournament in August; players may play in U23 Rep
Nationals as well as another Rep National Tournament).
Any trial absences must be communicated and explained to BBHB. If a player is unable to
attend trials for a legitimate reason (such as, but not limited to, injury/illness, unable to gain
release for another elite sports programme, or prior commitment i.e wedding etc), selectors
will utilise their knowledge of the player along with the merits of all eligible players that are
trialling. This does not enhance or prejudice the chances of the players in attendance at the
trials. Players and parents must acknowledge and accept guidelines set out in the
Representative & Development Programme Handbook to confirm selections in teams.
The number of representative and development teams that BBHB enters in any given age is
dependant on several factors including player availability, talent pool, coaching resources
and training venue availability. Representative teams will have up to 12 players. Within a one
(1) team age group, there should be a minimum of four (4) bottom age players. Within a two
(2) team age group, there should be a minimum of eight (8) bottom age players. Within a
three (3) team age group, there should be a minimum of 12 bottom age players. Exceptions
can be made in agreement with BBHB.
All team selections will be made by the Head Coach in conjunction with BBHB.
Selectors may consider a litany of factors when selecting players including, but not limited to:

      Performance at selection trials
      Highly coachable (ability to receive and apply feedback via two-way collaborative
       communication between player and coach)
      Athletic ability and other physical attributes
      Ability to compete at the team’s pinnacle tournament
      Demonstrates outstanding mental skills including self-discipline, resilience, effort,
       work ethic etc
      Desire to become a basketball player at the highest possible level
      Player/Parent/Guardian behaviour in relation to code of conduct
      Team Needs/Balance
      Junior age group guidelines regarding bottom aged players
      Any other criteria that selectors see fit
Players may request feedback from selectors by contacting BBHB at the conclusion of trials,
and BBHB will collate feedback from selectors and send in a timely manner.

Coach Selection
The BBHB Coach Selection Panel will be made up of three (3) members including:

      Two (2) members representing BBHB staff with basketball knowledge including the
       staff member directly responsible for the representative programme
      A third member from an outside organisation with knowledge of coaching. This
       person does not necessarily need to be a basketball person.
Advertisement of Positions
BBHB Coaching Positions should be advertised in November for the following year. The
BBHB Coach Selection Panel should expect to meet and select coaches during late
November/early December (in 2019 this occurred in January); and again in July for the U13
Representative Programme.
Considerations for Selections
The BBHB Coach Selection Panel should consider, but not limit themselves to, the following
criteria when considering coaches:

      Willingness and ability to work within the BBHB programme
      Level of experience as a coach
      Tactical acumen relative to the level/age group applied for
      Balancing the value of a coach who has invested many years with a certain group of
       players against the value of players receive a ‘new voice’ and ‘new style’
      Willingness to accept learnings and mentoring from BBHB staff members responsible
If there are multiple suitable candidates for a position, the BBHB Coach Selection Panel may
call for a documented interview.
Ratification of Selections
Once the BBHB Coach Selection Panel has made selections, these are provided to the
BBHB General Manager who will present these selections to the BBHB Board for ratification.
All appointed coaches will be subject to the BBHB Code of Conduct and a Police Vet.
Training and support There will be a documented induction meeting for all new and returning
rep coaches/managers to BBHB, to ensure:

      Commitment to the programme
      Quality/suitability of the individual
      BBHB expectations & requirements
      Understanding of their support structure
Once appointed, coaches will then sign an appointment letter and volunteer agreement
provided to them by BBHB.
BBHB is working hard to establish a network of coaches who are investing in the
development of athletes that can play at a national standard, be examples to their athletes in
their commitment to learning about the game and be positive role models in their behaviour.

Trainings
Trainings are covered by fees and are compulsory to attend. Court availability is very
challenging in our region, but BBHB is committed to providing two trainings per week for our
Representative teams, and one training per week for our Development teams. All teams will
be provided with four (4) basketballs, a first aid kit, and the key access to gyms if necessary.

   Players are expected to be ready when training is scheduled to begin, and should arrive
    at training venues a minimum of 10 minutes prior to the start of training.
   Players must be wearing the BBHB Reversible training singlet at trainings.
   Players are expected to have a water bottle at training.
   If a player is running late, or cannot attend a training, the coach must be contacted
    directly with sufficient notice.
   If a player has an injury that will affect their performance or participation, the coach must
    be informed as soon as possible.
   When injured players are still expected to attend training. If you are sick and possibly
    contagious players should not attend training, and the coach should be informed directly.
   All Representative & Development players are expected to play in the BBHB local
    schools competitions.
At a Development level: players are taught basic skills and learn to apply these in a
competitive environment. The emphasis is on participation, confidence building, enjoyment,
and skill development.
At a Representative level: players are expected to respond to the demands of greater
competition while developing tactical understanding of the game. The emphasis remains the
same as the development level, but there is a need for higher levels of understanding in
tactical and mental skills.

Games
BBHB loans all players their playing singlet and shorts for the season. BBHB will also
provide apparel for purchase. If the apparel is a new release, all players will receive it as part
of their fees. It is expected that players will wear official BBHB gear for games, warm ups
and trainings.
Representative basketball is a highly competitive level and playing time is never guaranteed.
Some players will play more than others as coaches will have different philosophies on
rotating their players. Coaches have the discretion to do what they feel is in the best
interests of the team as a whole. Coaches are urged be able to articulate their reasons
behind playing time and how it can be increased if they are approached under the right
circumstances.
At the Development level, all players must play in both halves of every game.

Travel Team Policies
Registration
All players will be required to complete an online consent form for each tournament.

Transport
For all Regional (Central Zone) and National Tournaments in the North Island, teams will
drive with 1x 10-12 seater van and 1x 4-5 seater car. For all national tournaments in the
South Island, teams will fly and pick up the above vehicles at the destination.

Accommodation
For Regional (Central Zone) & National Tournaments, teams will stay at accommodation that
provides one (1) bed per person, suitable food preparation and storage areas, and are
located within 30 minutes of the stadium.

Team Staff
Each Representative team will have three (3) staff on a travel trip. Ideally this will be a Head
Coach, an Assistant Coach, and a Manager. Each Development team will have two (2) staff
on a travel trip. This should be a Head Coach and a Manager or a Head Coach and an
Assistant/Manager.

BBHB Staff
BBHB will endeavour to have a BBHB staff member present at every travel tournament.

Costs
Travel Tournament Costs
Junior Rep Fees have been set for the 2019 season.
Easter Tournament: $350
Regional Tournaments: $350
National Tournaments: $500
These costs cover training venue hire, team entry fees, vehicle hire, petrol costs,
accommodation costs, food & drink costs, any reasonable costs associated with volunteer
coaches & managers, and any other sundry costs including but not limited to physio,
laundry.
Team Managers and BBHB General Manager will work within these budgets in preparing for
trips. Trips to the South Island may differ but will be communicated prior.
BBHB reserves the right to prevent any non-financial representative players from trialling
and participating in the BBHB representative or development programme.

Financial Hardship & Payment Plans
We encourage our members to swiftly communicate any requirement for a payment plan.
These are completed at the discretion of the BBHB General Manager. Once approved,
BBHB requires that these payment plans are kept up with.
Any cases of serious financial hardship should be communicated to BBHB. These
communications will be dealt with in confidence on a case by case basis.

Health & Wellbeing
It is important to recognise the importance of holistic factors beyond technical skill when it
comes to our athletes. At our Player & Parent Induction Day we will have speakers elaborate
on these important topics.

Injury Prevention
Strength & Conditioning is a vital component to being an athlete. This does not just mean
‘lifting weights’, but also means running with correct gait, learning to land safely, and
ensuring our body is loaded evenly. It is vital to ensure your body is at its peak so that it you
can perform to the best of your ability with a lower chance of injury due to poor loading or
force generation.
Basketball New Zealand made mouthguards compulsory at all national tournaments, and
Hawke’s Bay is following suit with our Intermediate and Secondary School Competitions
starting in Term 2 2019.

       All Hawke’s Bay Representative & Development Players will receive $5
        treatment at Fusion Physio for the entirety of the season while they are in the
        programme.
       All Hawke’s Bay Representative & Development Players will receive a voucher
        entitling them to 20% off mouthguards at Craft & Hern Sports.

Concussion Awareness
A concussion is a heavy blow to the head which can result in injuries to the brain. It goes
without saying that your brain is extremely important to you. It can be difficult to ascertain the
severity of a concussion at the time. It is always never worth risking a head injury when
balancing the value of your brain against the value of one basketball game.

Nutrition
The food you put into your body is the fuel for your body to operate at the highest level
possible. Having a high understanding of what type of fuel you are putting into your body is
especially relevant when you are placing high demands on your bodies by attending multiple
trainings per day or per week, and especially when you are playing in tournaments where
you have repeated games in a very short space of time. How we fuel and re-fuel our
recovering body can make a lot of difference late in tournaments, and over the course of a
season.

Sleep
As members of the Hawke’s Bay Representative & Development Programme we urge all our
athletes to acknowledge that their body is their tool, and to commit to looking after it. A good
nights rest is the most crucial ingredient to having an active brain for healthy learning and
play both on the court and off the court.

Let Them Play
This is a nationwide campaign launched by Basketball New Zealand that has been adopted
by Basketball Hawkes Bay locally. ‘Let Them Play’ focussed on sideline behaviour. Part of
the aim is to see a reduction in instructional or negative comments coming from the stands
at all levels and fostering a safe and positive environment for our young people to enjoy the
sport where spectators positively cheer on all participants.

BBHB Volunteer Agreement
(Example Only)
This is an example only of a BBHB Volunteer Agreement. All BBHB
Volunteers are required to read and accept these requirements in order
to accept a position at BBHB. Each volunteer’s agreement may be
slightly different to due different roles within the team, and the difference in nature of the team
itself.

Term of Appointment
The term of the appointment for  will be for the (list tournaments and competitions and
given a complete time frame).

Duties and Responsibilities
The Head Coach of the >TeamName> will responsible for:

       Attendance at any trials or muster for the team.
       Assisting with the selection of the athletes to be included in the team with BBHB.
       Conduct two (2) trainings per week during Term One.
       Conduct two (2) trainings per week during Term Two.
       Inform BBHB of any cancelled trainings.
       All other areas which are seen by the Head Coach to be relevant to the team’s performance.
       Liaise with BBHB staff where necessary.
       Observe and comply with all reasonable directions given by BBHB.
       During games, wear uniform/apparel provided as set out by BBHB.
       Any activities that are assigned to you by BBHB are completed in a timely manner after the
        pinnacle tournament. These may include, but are not limited to: tournament reports, exit
        interviews, player feedback.

Key Performance Indicators
       Planning and preparation of the .
       Top 8 finish at National Championships.
       Excellent working relationship with BBHB staff.
       Participation in personal development opportunities that arise where possible.
       Athletes demonstrate progression in technical and tactical areas.
       Athletes have a positive experience.

General Code of Conduct for Coaches and Support Staff
Your voluntary service is greatly appreciated and valued. The conduct of your role is particularly
important because you have our athletes in your care and you are responsible for setting a good
example to them and act as a representative of our region. You are expected to conduct yourself with
integrity on and off court by:

    a. Complying and encouraging compliance with BBHB standards, constitution, By-Laws and
       policies including the Anti-Doping policy.
    b. Following to the rules and spirit of the sport of basketball including national and international
       guidelines, regulations and rules that govern BBNZ and the game of basketball, and the
       particular competition in which you are participating.

c.   Being fair, considerate and honest with all players, officials and team members. Ensure that
        every player’s time spent with you is a positive experience. Treat each player as an individual
        by:
             o Treat everyone equally regardless of sex, disability, ethic origin or religion;
             o Providing each player with equal attention and opportunities;
             o Respect the talent, developmental stage and goals of each individual player; and
             o Helping each player reach his or her full potential
   d.   Being alert to any conduct which may be reasonably regarded as abuse, harassment or
        discrimination that is directed towards athletes from other sources whilst they are in your care.
   e.   Ensuring that any physical contact with players is appropriate for the situation and necessary
        for the player’s skill development.
   f.   Avoiding unaccompanied and unobserved activities with persons under the age of 18
        wherever possible.
   g.   Treating people with courtesy, respect and proper regard for their rights and obligations and
        in particular, respect the spirit of fair play and nonviolence.
   h.   Abiding by the BBHB Sideline Behaviour policy and encouraging the appropriate sideline
        behaviour of others.
   i.   Being responsible in the consumption of alcoholic beverages.
   j.   Showing appropriate concern and caution towards sick and injured athletes by:
             o Providing a modified training program where appropriate;
             o Allowing further participation in training and competition only when appropriate;
             o Seeking medical advice when required
   k.   Providing a safe environment for training and competition by:
             o Ensuring equipment and facilities meet safety standards; and
             o Ensuring equipment, rules and the environment are appropriate for the age and ability
                 of the athletes.
   l.   Being a positive role model for basketball and players and encouraging athletes to
        demonstrate the qualities outlined in this code.

You must not:

            a. Use your involvement with BBHB to promote your own beliefs, behaviours or
               practices where these are inconsistent with those of BBHB.
            b. Engage in or encourage any form of abuse, harassment or discrimination, or any
               conduct which might reasonably be regarded as abuse, harassment or discrimination
               towards others.
            c. Engage in any intimate relationship or affair with athletes under your care,
               supervision or tutelage.
            d. Remain in the team changing rooms unnecessarily. Generally, coaching staff and
               management should only be required in changing rooms for pre-game or post-game
               meetings between coaches and athletes, or if attendance is otherwise required by an
               athlete.
            e. Engage in any criminal or unlawful activity or activity that might be reasonably
               regarded as such.
            f. Denigrate and/or intimidate players, officials, spectators or event organisers.
            g. Allow underage athletes to consume alcohol.
            h. Gamble or wager money or anything of value in connection with any game run under
               BBNZ (national or regional)
            i. Offer, give, solicit or accept or agree to offer, give, solicit or accept anything of value
               to or from any person with the intent to influence any player’s efforts in a game.
            j. Make any statements whatsoever or engage in any behaviour or activity which brings
               BBHB and/or the team into disrepute or injures its reputation.

material, social media, and other advertising purposes and for ongoing coach education.
Support & Feedback
Positive players and positive support from our parents is vital to our collective success.
Please be careful about discussing any team issues around the players or publicly. If
anybody speaks negatively about a coach or another player, your child may adopt the same
negative attitude.
Positive feedback is always welcome. If anybody has any issues that need to be resolved
please approach the coach directly in a private and respectful manner. If any matters can’t
be resolved, then the matter should be referred to Basketball Hawkes Bay staff.
