BELTRAMI COUNTY FAIR REGISTRATION FairEntry – quick start guide for families Created: March 28, 2016 FairEntry works best with Chrome, Safari, or Firefox. Updated: April 14, 2017 (Internet Explorer is currently unreliable with FairEntry.) GETTING STARTED AND LOGGING IN Each youth registering must be enrolled as an active 4-H member and you must know your 4HOnline family login (email address and password). For more info go to www.4- H.umn.edu/4honline For county fair information, premium books, dates and more, visit your county website at: https://www3.extension.umn.edu/local/beltrami To register for the fair go to the URL supplied by your county or go to www.fairentry.com, “Find your Fair”, and when at your fair page, click on the green button to “Sign in with 4HOnline”. NEXT STEPS TO REGISTER FOR YOUR FAIR 1. Register (create) an exhibitor 2. Add entries to that exhibitor. 3. Repeat for additional exhibitors and/or entries. 4. Resolve any registration issues (look for the blue notices) When completed with exhibitors and entries, click “Continue to Payment” and submit the “Invoice”. (There are no fees or payments needed, but this step is required to complete your registration.) After the invoice has been submitted, additional entries cannot be entered until 4-H staff have reviewed and approved them. LOGGING BACK IN ANOTHER TIME When logging back in, you will find your family profile in one of three “situations”: Invoice un-submitted - You can continue adding or completing entries on that invoice. Invoice submitted, but not approved - New entries not allowed- but you can review previous entries until your invoice is approved. Invoice submitted and approved - You can add entries by starting a new invoice. NAVIGATION HINTS Click on the fair “Title” to return to your family Dashboard at any time. When working on an invoice, you can often click on any of the navigation buttons even if they are not green. This can be helpful for going “back and forth” while working on entries. 3

2019 BELTRAMI COUNTY FAIR 4-H PREMIUM LIST GENERAL INFORMATION Extension Staff: Jan Derdowski, Ann Marie Ward Who can participate in 4-H Exhibition? All enrolled Beltrami County 4-H’ers may enter 4-H exhibits at the Beltrami County Fair. To be eligible for State Fair trips and grand and reserve ribbon awards, the 4-HOnline enrollment (May 15), animal ID (May 15) and FairEntry - Fair Registration (July 1) deadlines must be met. 4-H members that miss a deadline can still participate in the County Fair. 4-H’ers that miss the deadlines will still receive regular ribbon awards, earn premiums, and have the opportunity to share their skills and knowledge in County Fair events. There is a one-time exemption youth can take advantage of if they miss a deadline to still be eligible for purple ribbons or State trips. If youth are joining 4-H for the first time after May 15th, they can participate in County Fair events, but may not enjoy full privileges. GENERAL EXHIBIT RULES: 1. To be eligible for participation in 4-H classes at the County Fair, the exhibitor must be enrolled in 4-H by May 15, 2019. The exhibitor may exhibit, demonstrate, or take part only in projects in which they are enrolled, as long as all changes are made by May 15 of the current year. All work on projects entered should be done by the 4-H member and completed during the current 4- H year unless otherwise noted. 2. Beltrami County Fair Registration must be completed between June 1 and July 1. Registering for the 2019 Beltrami County Fair will be online through FairEntry.com, which is mobile friendly. To register for County Fair: 1. Preferred Method: Complete registration online at FairEntry.com using 4HOnline log in information. Forgotten passwords can be reset in 4HOnline. 2. Complete the paper registration form and turn into the Extension / 4-H Office All registration forms (online or paper) are DUE to the extension office by July 1. Independent 4-H members must turn these items in to their mentor. Mentors and Club Leaders need to turn them in to the Extension/4-H Office by July 1. Registration forms for Club Exhibits are also due to the Extension/4-H Office by July 1. 3. Our goal is to make the Beltrami County Fair a positive learning experience for ALL youth. Sometimes there are considerations and requests that we need to be aware of in order to make this possible. If you have any of these (learning disability, hearing impaired, etc.) please let us know by filling out the Special Considerations form and return the form to 4-H Program Coordinator, Ann Marie Ward. All information will be kept confidential. The premium list includes all of the potential exhibits one can enter in each 4-H project and a class identification for each possible exhibit. Each exhibitor is allowed to enter up to 3 exhibits per project unless otherwise stated. The exhibits must be distinctly different items and not duplicates or slight variations. In Livestock / Animal classes, only one entry is allowed per class 5. Education Exhibits / Science Exhibits for all project areas may not exceed 12” deep x 24” wide x 36” high. (Center back 24” wide x 36” high, right and left wings each 12” wide x 36” high.) Educational Exhibits / Science Exhibits will be evaluated on the following requirements… Exhibit quality……………………….….…25% Educational value………………….……. 25% Knowledge and ability to explain…….... 50% 6. Poster exhibits may not exceed 22” wide x 28” high. They may be smaller. 6
Articles other than the Education Exhibits / Science Exhibits and Poster Exhibits articles made by exhibitors can be larger. Please contact the 4-H Office by July 1st for early entry and setup in the Exhibit Hall. Some larger exhibits May Not be eligible for State Fair or May require special permission to exhibit at State Fair. Transportation to State Fair will be the sole responsibility of the family on the designated day of entry (provided by request). 7. Floor Space for any exhibit should not exceed 20 square feet. If your exhibit exceeds this space limitation (see #4 and #5), contact the 4-H Office by July 1st. 8. All exhibits must be labeled with name, club, and county. Other appropriate information for the project (i.e., vegetable varieties) should be included. If the exhibit has multiple pieces, each part needs to be labeled and should indicate 1 of 4, 2 of 4, etc. 9. If you are awarded a trip to the State Fair, all of the above rules need to be followed. You will also need to label the outside of the package that you have provided to protect it during transportation to State Fair. Please see the State Fair Rules and Premiums book for further instructions, copies will be available to State Fair trip winners at the County Fair. https://extension.umn.edu/4-h- events/4-h-minnesota-state-fair 10. All exhibits will be evaluated by a conference with the judge. Blue, red, and white ribbons will be awarded based on the member's knowledge of the project (50%) and on the merit of the exhibit (50%). Decision of the judge is final and may not be appealed. 11. Absentee judging may be provided if necessary. Prior arrangements are required. Contact the Extension office, if needed. 12. All exhibits EXCEPT animals must be brought to the 4-H Building for check-in and conference judging between 1 – 7 p.m. on Tuesday August 6, Conference Judging. At 7:00 p.m., parents and 4-H’ers will leave the exhibit hall, the exhibit hall will be locked and judges will finish Grand and Reserve Champions, State Fair line up and trophy winner selections. Animal exhibits EXCEPT cats, pets and dogs must be brought to the County Fair during livestock check-in times. Cats, pets and dogs are brought to the county fair for judging and do not stay. See the 4-H schedule for times & locations of cat, pet and dog judging. 13. If a Computer, LCD projector, overhead or other equipment is needed for viewing your project, arrangements need to be made by July 1st through the 4-H Office 444-5722. 14. (NEW 2018) If exhibition requirements are not met (and permission is not granted by 4-H Program Staff), youth will not be eligible for all show related premiums, awards, and participation in the state event. (Auction participation is a county decision.) Approved early release is an exception to the rule and becomes a 4-H staff and fair board decision based on each situation. 15. (NEW 2018) Copyright Law and Infringement: a) Copyright is a form of protection given to authors and creators of “original work. Original work includes a person’s ideas captured in writing or as an image, photograph, song, audio recording, or visual recording. b) All original work – including information found on the web – is subject to copyright protection. The author/creator has exclusive rights to reproduce, distribute, display, perform or make derivative works. c) Before using another person’s work a part of your 4-H exhibit, be sure that the work is subject to fair use, has a creative commons license or that you have requested and received permission (in writing) to use the original work. If an exhibit infringes on copyright law, a decision may need to be made to remove the exhibit from display at the county or state fair. 15. All animal exhibitors must check-in at the 4-H Information Desk in the 4-H Building between 9 a.m. and 3 p.m. on Thursday, August 8 to confirm their animal exhibit registration. We use this information to compile judge’s books. 16. Exhibits cannot be removed before 5 p.m. on Sunday, August 11. EXHIBITS REMOVED BEFORE RELEASE TIME WILL FORFEIT THE PREMIUM, THIS INCLUDES ANIMALS. 7
ANIMAL SCIENCE EXHIBIT RULES **CHECK IN** Livestock check in times are as follows. You MUST confirm your check in time with appropriate superintendents. Wednesday, August 7 from 4 p.m. – 9 p.m. (Goats must check in on Wednesday due to early Thursday show) Thursday, August 8 from 9 a.m. – 3 p.m. 1. All beef, dairy, goat, horse, lama, dog, rabbit, sheep and swine shown in 4-H livestock shows must have the required State 4-H ID system, ear tag and/or tattoo. Animals ID data must be submitted in 4HOnline, arrive in the Extension office, or be postmarked no later than May 15th (with the exception of Market Beef due Feb. 15th). If you have questions on how to ID your animal, please contact the 4-H Office to ask questions: 444-5722. Animal ID information can be found on the Minnesota 4- H website at https://sites.google.com/umn.edu/4-h-animal-science/animal-id 2. All animals exhibited must be owned solely by the member, member’s family or leased by agreement. The family includes the 4-H’ers’s parents or guardians and siblings living together as a family unit. The definition of family includes an extended family where the animals may be owned by grandparents with the 4-H’er’s parents actively involved with and working on the farm. Animals owned in partnership with non-family members (as defined above) must be leased and follow guidelines within the lease agreement. Registered animals, not leased, must be registered in the exhibitor's name and/or the exhibitor's family name. 3. All 4-H exhibitors are responsible for feeding and cleaning stalls/pens/cages used by their animals during the County Fair. Exhibitors failing to do this will have their premium check withheld. 4. All 4-H’ers exhibiting livestock at the fair are strongly encouraged to participate in showmanship. 4-H'ers must show their own animals. 5. All livestock exhibits, including showmanship, must be pre-registered. Members in animal projects may exhibit one animal per class, unless stated otherwise. 6. Beltrami County Grooming and Fitting Policy: All grooming of livestock at the County Fair, including clipping, trimming and manipulation of the hair/wool (such as blocking on sheep, pulling up hair on beef and working up top lines on dairy) must be clearly done by the exhibitor/members of the immediate family. A livestock resource person could be used by 4-H’ers that are not yet State Fair age eligible (under 6th grade). Those youths in grades 6 – 8 may use a livestock resource person for their first year in a livestock project. Immediate family members are defined as being parents, step-parents, legal guardians, grandparents, brothers and sisters. A livestock resource is defined as someone who is working with the 4-H’er/4-H family to help them learn management and fitting and grooming skills in their project area. A livestock resource identified person would be allowed to work with the 4-H’er and their family during the fitting and grooming process to guide and teach these skills. The 4-H’er exhibiting the animal should be present and involved in the fitting process at the county fair. 7. To show in the registered breed classes, animals must meet the registration requirements for that breed and registration papers must be available. Animals without proper registration papers (crossbreeds and grades) must be shown as commercial. 8. All animal health regulations as stipulated by the Minnesota Board of Animal Health and the County Agricultural Society will be in effect. Livestock exhibitors must familiarize themselves with animal health requirements specified by the Minnesota Board of Animal Health before coming to the County Fair. 9. Animal health requirements were mailed out with animal IDs. Please refer to animal ID mailings about testing, health, weighing & tagging. If you have any questions contact the office at 444-5722, or contact the Barn Superintendents. To attain a Premise ID call 651-201-6816. 10. ALL ANIMAL EXHIBITORS must check-in at the 4-H Information Desk in the 4-H Building between 9 a.m. and 3 p.m. on Thursday, August 8 confirm their animal exhibit registration. We use this information to compile judge’s books. 11. Exhibits cannot be removed before 5 p.m. on Sunday, August 11. 12. All livestock barns will be closed to the public from 10:00 p.m. until 7:00 a.m. Fairgrounds Security will be patrolling the barns during these hours. 13. The Auction of Market Champions will be held, Saturday, August 10 at 4:30 p.m. All 4-H members earning Grand or Reserve Champion in a Market Livestock class must complete Auction forms by noon on Saturday. This is a premium only auction and a Fundraiser for the Livestock Program Development Committee (PDC). 80% of the proceeds go to the 4-H youth. 20% is used to support the Livestock PDC goals: scholarships, state fair livestock transportation (youth and animals) education for livestock projects. 14. Any classes of less than three animals may be combined. 15. See the 4-H Fair schedule for show times, herdsmanship awards and premier showmanship. Ask the barn superintendent or the 4-H office for more information. 16. All Beltrami County 4-H livestock participants’ grades 3-5 are encouraged to complete Livestock Quality Assurance and Ethics training every three years, it is required for grades 6 and up in order to compete at State and Regional events. State Policy: All youth participating as a State Fair 4-H livestock exhibitor in beef, dairy, sheep, swine, poultry, rabbits, meat goat, dairy goat, and lama must have completed a livestock quality assurance training in which there are two training options 1) a 3 hour in-person workshop (LQA&E), or 2) a 1 hour on-line training (YQCA). Youth completing either quality assurance training option will receive a certificate of completion. STATE FAIR OR STATE SHOW ELIGIBILITY 1. Trips for State Fair, State Horse Show, and State Dog Show will be selected from blue ribbon exhibits only (see State Dog Show Rules for exceptions). Exhibit classes eligible for State Fair are marked with an asterisk *. 2. Members selected to represent the county at State Fair and State Horse Show must have completed sixth grade. 3. To be eligible to bring livestock to county, state or regional 4-H events, 4-H'ers must have completed Livestock Quality Assurance/Ethics Training. Along with their qualifying state fair exhibit trip(s) 4-H members may participate in activities such as Share-the-Fun, demonstrations, Arts-In, cooking events, animal science educational exhibits or judging teams. 7. State event and NE Livestock sign up will be Tuesday, August 13 from 10 a.m. – 7 p.m. in the exhibit hall. 4-H members need to attend along with a parent or guardian and payment needs to be made (check/money order or credit card) the day of sign up. This is an online registration with staff support. Everyone needs to select their State Event trips no later than Sunday, August 11 at 3 p.m. ** State Dog and State Horse Registration takes place with project Superintendent and must be completed by Sunday, August 11 at 3 p.m. 8. Competitive events, deadlines, consequences and exemption options Every Minnesota 4-H member is eligible for a “one-time” member exemption. This exemption provides the ability (one-time in a 4-H member’s career) for the 4-H member to acknowledge they missed a 4-H deadline related to enrollment or competitive event participation and waive the consequences for the named deadline. 9
9. Distribution of Unused Livestock Trips: Minnesota 4-H wants to provide as many 4-H members as possible the opportunity to experience the Minnesota State Fair Judging process. To ensure that as many youths as possible have the opportunity to participate in a livestock experience at the Minnesota State Fair, staff and volunteers are asked to follow the outlined process for the distribution of unused livestock quota trips. 10. State Fair General Encampment Meeting – August 15 at 6 p.m. State Fair Livestock Encampment Meeting – August 15 at 7 p.m. Expectations, transportation, and chaperones will be discussed. IAFE – NATIONAL CODE OF SHOW RING ETHICS The National Code of Show Ring Ethics will be followed. CODES OF CONDUCT The University of Minnesota Extension 4-H Youth Development program (Minnesota 4-H) builds engaged young people who are able to learn and lead in a global society, educates adults to work effectively with youth, and partners with communities to create supportive social environments that help youth thrive. A standard of behavior for all individuals involved in our program is one of the key components for creating a welcoming learning environment that is physically and emotionally safe. Any individual participating and/or volunteering with the Minnesota 4-H program at any level (individual, club, county, regional, state, national and international) is subject to the behavior standards and rules governing participation and involvement as outlined in the Minnesota 4-H Code of Conduct. In addition to the Minnesota 4-H Code of Conduct there may be additional policies, rules, and procedures relating to specific 4-H events and activities that will also apply to those events/activities. There are two exceptions to this policy. Service dogs or animals that are approved as part of an exhibition will be allowed with provisions. The purpose of this exemption is to provide every 4-H member with the ability "one-time" during their 4-H career to acknowledge that they have missed a 4-H deadline related to enrollment or competitive event participation and waive the consequences for the named deadline. Youth who wish to claim the "one-time" exemption may obtain the appropriate form from the Beltrami County Extension Office. Timeline for the filing of the exemption form is outlined on the table. GRIEVANCE POLICY The 4-H grievance process provides a vehicle by which to respond to 4-H member's concerns relating to their 4-H program participation. A grievance may be filed and a local volunteer grievance committee convened to address rule violations and alleged wrongdoing. RULES FOR CLOVERBUD PARTICIPATION - *New in 2019 Cloverbud Members may bring 3 Animal Science exhibits AND 3 General Exhibits. See page 14 for a list of Cloverbud projects. For the safety of K-2 participants, the following rules apply to Cloverbud experiences: 1. Parents/guardians/mentors are responsible for ensuring their “Cloverbud” understands and follows the rules. 2. Extension 4-H staff members and designated volunteer(s) are positioned to intervene when rules are not followed and/or if safety becomes a concern for another reason. 3. Definitions used in outlining the rules are noted at the end of the document. 4. When using equipment that is potentially dangerous, a responsible person: i. will be with the Cloverbud at all times ii. guiding and monitoring their involvement. Examples of potentially dangerous equipment include sewing machines and power tools. 5. Cloverbuds may only participate in wildlife educational opportunities of the 4-H Shooting Sports/Wildlife program. 6. Cloverbuds may not handle any equipment, including firearms and archery equipment. 7. Cloverbuds must wear appropriate safety helmets when riding horses or bicycles. 8. When Cloverbuds and animals (including beef, cats, dairy, dogs, goats, horse, lama, pets, poultry, rabbit, swine and sheep) are together at a 4-H program or participating at the county fair as a 4-H member, the following rules apply: A responsible person: a. Must be in control of the animal at all times b. And never turn the control over to the Cloverbud 9. It is the expectation that the responsible person: a. will be in control of the animal at all times of the 4-H experience including but not limited to all of the following situations: i. to and from the trailer ii. to and from the wash rack iii. to and from the barns iv. in the barns v. in the stall vi. to and from the show arena vii. in the show arena. 10. It is not acceptable to use more than one lead rope or halter with any animal as this turns at least some control over to the Cloverbud. 11. During judging, the Cloverbud should walk next to the parent/responsible person, available to learn from the project leader and/or to dialog with the evaluator/judge. 12. Cloverbuds may safely interact with their animal through participation in a limited number of non-competitive classes at 4-H sponsored practice sessions/clinics, fun shows and county fairs. The purpose is to provide youth an opportunity to experience being in the ring with a judge present and to feel the pride that comes with this experience. Appropriate examples of participation are described as follows: a. Cloverbuds may participate with beef, dairy, dog, goats, lama, pets, poultry, rabbits, sheep, and swine in a Cloverbud Class. b. Cloverbuds may participate with a horse. If the horse is used in a riding setting, the Cloverbud may sit on the back of the horse with a responsible person in control of the horse at all times. Helmets are required for the Cloverbud in any riding setting. Definitions Used in Outlining the Cloverbud Rules: 1. A “responsible person” is defined as a screened adult volunteer, youth leader 6th grade and older, parent or other adult who may appropriately assist with the group. 2. “At all times” includes but is not limited to the following: during all portions of project workshops, club events, club meetings, public showcases which includes county fairs, demonstrations, or a community event where youth are representing 4-H with an animal. 3. “Control” means assuming responsibility for handling and/or leading the animal. It is the responsibility of the parent/responsible adult to control the animal at all times. 13

Requirements: - Horse Helmet Policy: All 4-H’ers participating in any 4-H sponsored mounted activity are required to wear properly fastened ASTM/SEI approved protective headgear. Helmet use is required when mounted. Over 10 pounds will receive white ribbon. - Market ducks, geese, guineas and turkeys should be well filled out in the breast and leg. - Pigeons and Doves: The same birds cannot be exhibited two years in a row, even by another exhibitor, except a young bird may come as a young bird first year and come back the following year as part of a breeding pair. 23
