LETTER FROM THE CEO O ver the past few years, we’ve heard a lot about the need for “systemic change” and its effect on society. But what is systemic change and how does it happen? To create systemic change you first have to understand the system. Webster’s defines a system as: “a regularly interacting or interdependent group of parts that form a unified whole.” To me, that suggests that if you change one part of a system, the whole system will be affected. WCCA actively partners with individuals and organizations to challenge existing systems and give people the power to transform their futures and live more fully in their community. Early Head Start® has long been recognized as one of the best early childhood education programs serving infants and toddlers in the country. Congress wanted the private childcare industry to have the opportunity to participate in this model system that promotes early learning and school readiness. WCCA was one of the first Early Head Start grantees in the country to partner with private childcare centers through the Early Head Start Childcare Partnership Program. The collaboration offers professional learning curricula, shared staff trainings, and family engagement opportunities. This small systemic change has dramatically improved the quality of care at five local childcare centers, and allows private providers and WCCA to better serve the children and families in our region. WCCA is taking part in another systemic change in the area of medical transportation. For years, a patchwork of local agencies made decisions about how people dependent on Medicaid were transported to medical services such as dialysis, physical therapy, cancer treatments, and doctor appointments. The system was expensive, unreliable and unsafe for medically frail individuals. Medicaid reform in North Carolina has ushered in new statewide brokerage systems that utilize high quality, experienced providers like WCCA’s Apple Country Transportation to offer Medicaid transportation in Henderson County. The new system complements our existing Paratransit services, provides additional revenue to support our programs, and allows WCCA to help our medically needy neighbors access the lifesaving services they need to get back on their feet faster! WCCA administers the HUD Section 8 Housing Choice Voucher program in Henderson and Transylvania Counties. These vouchers help families stabilize their housing situation while they work on gaining an education and job skills. WCCA’s Family Self-Sufficiency program teaches budgeting, creating a savings plan, and helps further steward these families toward financial independence. Upon graduation, they earn a higher income, can better manage their finances and no longer need rental assistance. They move from being renters to becoming homeowners who are no longer dependent on government assistance! WCCA actively promotes healthy aging systems that offer nutrition services, socialization opportunities, transportation, and referral services. These programs help reduce isolation and make it possible for seniors to thrive as they age in place. A recent grant from the WNC Bridge Foundation will allow WCCA to start a pilot program that brings healthy activities, community resources, and elder services providers together under one roof to provide convenient access to Transylvania County’s most rural seniors. By supporting healthy aging, our seniors are provided the dignity, respect and resources they need to thrive throughout their golden years. APPLE COUNTRY TRANSPORTATION: MOVING OPPORTUNITY CLOSER A pple Country Transportation is one of WCCA’s oldest programs. Bus service runs Monday through Friday from 6:30 AM - 6:30 PM. -Chris Gethard • Apple Country Transit logged over 168,300 miles in 2019 and 173,965 miles in 2020! • Approximately 67,110 passenger trips were made throughout Henderson County to deliver riders to destinations including employment/jobs, school, medical appointments, local shopping, and community services. Without transportation, many of these day-to-day opportunities would be out of reach! Apple Country Transportation (ACT) also receives Federal and State grants to transport individuals living in remote areas of the county through the Rural Operating Assistance Program (ROAP) and Title III Older Americans Act Transportation Programs. This helps rural residents and seniors who lack transportation and/or can no longer drive to be able to access important community resources. For many passengers, bus service offers a lifeline and the opportunity to receive medical care including prenatal visits, cancer and dialysis treatments, or regular doctor visits. Food shopping and/or the ability to participate in community activities such as congregate meal programs opens up a world of socialization opportunities for seniors and rural residents. • In 2019, over 10,475 seniors and rural residents were transported to medical appointments, local health centers, grocery shopping, community services and congregate meal programs. • In 2020, our rider numbers grew by nearly 47% as Apple Country Transportation served 15,391 ROAP and Title III passengers! • Apple Country Transportation drove over 83,940 miles in 2019 to deliver ROAP and Title III program passengers. Due to the pandemic, passenger numbers fell dramatically in 2020. • Work First clients took a combined 4,831 trips in 2019 and 2020 to pursue active employment and community resources to help lift themselves out of poverty! Apple Country provides Para-Transit services on ADA-compliant, handicapped accessible busses to residents with medical issues that prevent them from being ambulatory. Once registered, paratransit clients can call and schedule private pickups that allow them to attend medical visits and other appointments. • 2,514 Paratransit trips (2019) and 1,945 trips in 2020 • 6,617 Wheelchair and disabled passenger trips over 2 years! • 2,052 passenger trips for Vocational Solutions clients throughout 2019-2020 to attend job training, access educational opportunities and find employment Each weekday, Apple Country Transportation continues to move people closer to the opportunities in their community that they need to make their lives better! HOUSING PROGRAM: INSPIRING INDEPENDENCE T he Housing Choice Voucher (Section 8) program is a rent subsidy program funded by the Department of Housing and Urban Development (HUD). The program enables very low-income families to obtain standard housing. To be eligible, an applicant individual or family must be very low-income (below 50% of area median). Families/individuals are required to contribute 30% of their adjusted monthly income toward rent and utility expenses; the balance, subject up to established ceilings, is subsidized. WCCA administers the Housing Choice Voucher program in Henderson and Transylvania Counties. The Family Self-Sufficiency program allows families in the Housing Choice Voucher program to increase their earned income as well as to decrease dependence on rental subsidies and welfare assistance. While in the program, any increases in the family’s rent as a result of earned income is credited to an interest-bearing escrow account. The escrowed funds can ultimately be used as a down-payment for homeownership or other life-improving purposes upon graduation from the program. During 2019 and 2020, WCCA helped 836 families throughout Henderson and Transylvania counties to secure safe, stable housing through the Housing Choice Voucher program. During 2019 and 2020, 49 families participated in the Housing Choice Family Self Sufficiency - Rosalynn Carter program, working towards independence and a better future! 6 families have graduated from the Family Self Sufficiency program over the past 2 years and increased their annual incomes by an average of $23,725 per household! 6 Family Self Sufficiency program graduate families received escrowed savings totaling $28,000 at an average of $4,667 per household. Education changes futures! Over the past two years, 6 Family Self Sufficiency program graduates have completed a variety of educational goals and earned GED’s, technical licenses/certifications, 2 Associates degrees, and a Bachelor’s degree. OLDER ADULT SERVICES: PROMOTING HEALTHY AGING W CCA operates a variety of nutritional and activity programs in Transylvania County including two LunchPlus congregate meal sites at Silvermont Mansion and Quebec Community Center, Mobile Meals, Liquid Nutrition, and Shelf-stable Boxed Meals. LunchPlus congregate meal sites offer residents, age 60 and over, the opportunity to enjoy a healthy meal and socialize with neighbors, hear presentations from community speakers, exercise, and engage in other fun activities. Cathey’s Creek Baptist Church, Land of Sky HCCBG grant and local donations help support the LunchPlus program. • 9,136 Meals were served to 608 senior citizens at our two LunchPlus Congregate Meal sites in 2019. On average, 50 seniors a month come out to enjoy a healthy, hot meal, fellowship, and fun activities. During the Spring of 2020, Covid-19 forced the temporary closure of both LunchPlus meal sites. WCCA partnered with Transylvania County DSS and County Transportation officials to provide carry-out and home delivered meals. We kept our seniors engaged through a variety of “in-home” activities that could be done alone or by calling a friend. We touch base with our seniors regularly and hope to safely reopen both of our LunchPlus congregate meal sites later in 2021. Mobile Meals delivers a hot, healthy mid-day meal five days-a-week to homebound older adults in the upper end of Transylvania County. The meals, which meet 1/3 of RDA nutritional needs for seniors, are prepared by Transylvania Regional Hospital and delivered by local volunteers. The Land of Sky Regional Council provides funding for the Mobile Meals program through the Home and Community Care Block Grant. • 4,508 meals were delivered to the homes of 226 Transylvania County seniors. Each month, 24 homebound elderly rely on WCCA’s Mobile Meals program! Liquid Nutrition program provides Ensure and Glucerna nutritional drinks to older adults who are medically frail and need the supplement to remain healthy at home. For many seniors, this critical supplement can be too expensive. Our friends at Lake Toxaway Charities, Land of Sky HCCBG grant and local donations provide the financial support to make this program possible. • 5,400 cartons of Ensure and Glucerna liquid nutrition were distributed to over 2,712 medically frail older adults. Shelf-Stable Boxed Meals offer a nutritional safety net to our elderly neighbors who need a little extra food in their cupboard or during periods of inclement weather when volunteers can’t deliver mobile meals or LunchPlus sites are closed. No cooking is required with these 5-7 day meal boxes! Funding provided by Land of Sky Regional Council, Home and Community Care Block Grant and local donations. • In 2020, WCCA delivered 2,611 shelf-stable meals to help provide additional nutrition to seniors who are isolating at home to avoid exposure to Covid-19. • As the recipient of the Cares Grant for Transylvania County, WCCA has partnered with Meals on Wheels of Brevard to get even more meals out! Neighbors helping neighbors – Transylvania County residents, civic groups, and churches have donated over 2,820 volunteer hours to help promote healthy aging throughout their community! Community volunteers, along with Transylvania County DSS and Transportation workers helped to deliver Mobile Meals, Liquid Nutrition, and Meal Boxes to our elderly neighbors. Between 2018 and 2020, Harris Hardware and Henderson’s Greenhouse have helped WCCA distribute $1,800.00 in Garden vouchers to low-income residents! Early Childhood Education: TRANSFORMING FUTURES W CCA provides early childhood education programs in Henderson, Transylvania, Rutherford, and Polk counties. Our programs include Head Start, Early Head Start, and NC Pre-K and serve children birth to 5 years and pregnant women. During the 2019-2020 school year, 845 families were served through WCCA’s Early Childhood Education programs. During their time in the program, parents are encouraged and empowered with a variety of creative learning techniques to help them become their child’s first and best teachers. • 1,076 Children served (birth to 5 yrs.) • 14 Pregnant women • 36 Children in foster care • 329 Children enrolled through Early Head Start • 459 Children enrolled in Head Start • 159 Children attended NC Pre-K • 129 Children were served by Early Head Start Childcare Partners Children can have difficulty learning when their home and family life is filled with uncertainty and turmoil. WCCA offers lasting change by investing in our families to help them secure basic needs and access community resources, to help children feel more secure and ready to learn! • 49 Homeless families were served during the 2019-2020 program year. WCCA helped 16 families find safe, stable housing and the critical resources needed to get back on their feet. • 138 Families were provided with additional services (clothing, food, transportation, etc.) • 394 Families took advantage of parenting education courses, English Second Language classes, and adult education courses through community partnerships with higher education and local nonprofits. A healthy foundation gives a child a better chance at a healthy future. Good medical, dental and mental health is essential to a child’s ability to learn. For the safety of our Head Start, Early Head Start, and NC Pre-K students and staff, all WCCA early childhood education centers were closed due to the COVID-19 Pandemic. Virtual services were offered from March 13, 2020 to October 2, 2020 to promote continued at-home learning. Customized virtual services and home visiting schedules were developed for those children and families who chose not to return to the classroom. 10

As the owner and director of Little Blessings Learning Center in Rosman, Ashley is one of our Child Care Partners offering Early Head Start slots in her center. In addition, WCCA partners with Ashley to offer NC Pre-K in an adjoining classroom to the Early Head Start center. As a partner, Ashley collaborates with WCCA's enrollment team and her families in Transylvania County to ensure that children and families are served and served well. Recently, Ashley worked closely to connect the Department of Social Services, WCCA's enrollment team and a foster family to ensure that a recently placed child had the care he needed. In another case, Ashley worked tirelessly as an advocate for a family who initially seemed ineligible for services. In close partnership with the family and with WCCA, Ashley again helped to ensure that the child and family received services. Ashley has worked hard to partner with the WCCA family advocate, CCP manager and CCP Coach to build a strong team of support for her children and families. She recently held a family engagement event in which families picked up Fall Harvest Blessing Boxes, including food, an art placemat activity, and cookie decorating project for the family to do together. Like Ashley's partnership with WCCA, she has also built a strong team of supportive and collaborative teachers. Community partners like Ashley Pollard-Marlow enable us at WCCA to develop strong, holistic program models for children and families in North Carolina. Born in Durham, Kirk Hooper NC and raised in Virginia, she worked as a registered nurse helping Sharon Hooper handicapped children in Goldsboro for over 18 years. She and her Karen Hughes husband moved to Rosman where she continued her work of caring for others at the Brian Center in Brevard until she retired in 2010. In 2002, Fran visited Tiger Town Thrift Store where she met Lillian White. The two women became fast friends as they spent countless hours hanging I alone cannot change clothes, displaying merchandise, and sorting bargains together. Lillian talked Fran into delivering a Mobile Meals route. Since January 2003, the world, but I can cast Fran has been a regular driver delivering food to the homebound elderly of Transylvania County. Over the years, Fran has driven hundreds of miles a stone across the waters passing out food and smiles to our seniors! to create many ripples. Fran was born on Thanksgiving Day and has spent most of her life being a blessing to others. At 77 years old, she is not slowing down! In addition to -Mother Teresa her Mobile Meals route, she continues to volunteer at Tiger Town and the Children’s Center of Transylvania County. Her servant’s heart and genuine compassion for others is a shining example of the amazing difference one person can make in the lives of those around her! 14

With the support of our donors, community partners, and volunteers, WCCA was able to find homes for the homeless, help more families become self-sufficient, provide food and friendship to senior adults, give a ride to a neighbor in need, and open up the world of learning to all children. These are the building blocks of our community and the services that can create meaningful change in the lives of our neighbors!
