New rule for 2019
There is some interesting reading on the SCGA wed. site regarding the new rule changes
that will be implemented January 1, 2019. The rules of golf here in the United States were
first consolidated in 1899, they were revised in 1934 and in 1952 the rules code were
unified with the R&A/USGA and a full reorganization in 1984. In 2012 the USGA formed a
committee to look into the rules and to ask players and golf management if there were
any changes they see that should be looked into. The committee goal was to make the
rules of golf fair to the players and to speed up play for management. Here are some the
changes.

Dropping Procedure— to be drop at knee level

Measuring in taking relief-- measuring your relief with the longest club in your bag (other
than your putter)

Removing the Penalty for a double hit—Players will simply count the one stroke they
made the strike the ball

Ball lost or Out of Bounds—this is more of a local rule that will be allowed; permitting
committees to allow player the option to drop the ball in the vicinity of where the ball is
lost or out of bounds (including the nearest fairway), under a two (2) stroke penalty.

There are other rules being reviewed, having to do with the pace of play. Changing the 45
second per shot rule to 40, keeping the pin in place, playing ready golf and reduce the
time for looking for lost balls.

The SCGA strongly stresses we abide to all current rules till the end of the year and to look
up the new rules in December 2018.

The October Laughlin trip is fast approaching as you have heard from a few people. Skins
game on Thursday at Laughlin Ranch is much anticipated as we have been informed about
the changes on the course and in the whole facility. 8:00 shotguns on Friday and Saturday at
Los Lagos and Mojave Resort. Blind draw will be held at local bar by Harrahs (same as last
year) on Thursday evening. Players divided into 4 man teams based on their handicaps with
each composed of an A B C and D player. Skins game will be available in the groupings of
A/B players in one pool and C/D players in the other. Accommodations can be secured at the
Aquarius hotel and casino.

 The information flyer should be last page of this months birdie. Bring your friends and
family to play. All thats needed is a current handicap. Looking forward to seeing you all
again at the river.

2019 Royal Vista Board Election.
The elections is the first Saturday of November. If you are interested in running for a
position please contact me by October 1st.

From the Treasurer---September's now here and normally I'd say school is about to start.
However, not so today with August being most districts target date thanks to standardized state
testing later in the year. I bring this up because it also means the girls golf season has begun and
your many Klubs 4 Kids donations are in the hands of many appreciative golfers. The boy's
season starts in the spring. LARV...Sammy...contributed numerous miscellaneous clubs that are
now being used at his high school alma mater. Donna Lindsey, wife of our former member Bud,
donated two sets of clubs plus balls, bags and towels that the kids put to immediate use. Again,
much thanks to all of you who have contributed to bringing golf to kids who might not otherwise
have the opportunity. Any others who may have "old technology" cluttering your garage, I'd be
glad to facilitate getting it in the hands of aspiring kids learning the game we love to hate...until
the next birdie.

Speaking of "kids', who is this new young gun Bryson DeChambeau that's currently leading the
FedEx Cup standing? From Clovis California, he won't be 25 until mid September, has been on
tour for not quite three years, has a swing few can duplicate, irons all the same length (37 1/2
inches), and the sartorial style of the late Payne Stewart. A self professed "brainiac" at SMU, is
this Tigers next challenge or just another "kid" looking to take the top prize at years end? With
almost $6.2M in earnings thus far, were the men's club not "solvent", we might ask him for a loan
to cover the end of the year tournaments...but that is not necessary. Though not in the realm of
FedEx payouts, monies to this years Laughlin Invitational winners will total close to $5K in skins,
pins and wins.

Mark your calendars for Oct. 11, 12, and 13 as we again venture to the Mojave River Valley to
play Laughlin Ranch (Thurs. optional skins game), then Los Lagos and "Avi" for the tournament
on Friday and Saturday. Entry fee is $240 for golf, cart, range balls, and prize fund. Teams will be
drawn Thursday night (8:00) at the Old Town Saloon on Casino Dr. above Harrahs. We have 30
rooms reserved in our name at The Aquarius Hotel with a 9/27/18 deadline so make your
reservations asap. Please see the attached flyer for the entry form or pick one up by the computer
at LARV. You can also go to the LARVGA.com website to get a copy. We can't draw teams until
we know who is playing so get your entries in soon. Golf, gambling and "Old Guys"...what could
be better? See you there.
RULE CHANGES IN EFFECT FOR GOLFERS AGE 70+:

Rule 9.k.34(a): If a tree is between the ball and the hole, and the tree is deemed to be younger
than the player, then the ball can be moved without penalty.. This is so because this is simply
a question of timing; when the player was younger, the tree was not there so the player is
being penalized because of his age.

Rule 1.a.5 - A ball sliced or hooked into the Rough shall be lifted and placed on the Fairway
at a point equal to the distance it carried or rolled into the Rough with no penalty. The senior
player should not be penalized for tall grass which ground keepers failed to mow.

Rule 2.d.6 (B) - A ball hitting a tree shall be deemed NOT to have hit the tree. This is simply
bad luck and luck has no place in a scientific game. The senior player must estimate the
distance the ball would have traveled if it had not hit the tree, and play the ball from there.

Rule 3.B.3(G) - There shall be no such thing as a lost ball. The missing ball is on or near the
course and will eventually be found and pocketed by someone else, thereby making it a stolen
ball. The senior player is not to compound the felony by charging himself with a penalty.

Rule 4.c.7(h) - If a putt passes over a hole without dropping, it is deemed to have dropped.
The Law of Gravity supersedes the Rules of Golf.

Rule 5. - Putts that stop close enough to the cup that they could be blown in, may be blown in.
This does not apply to balls more than three inches from the Hole. No one wants to make a
mockery of the game.

Rule 6.a.9(k) - There is no penalty for so-called “out of bounds.” If penny-pinching golf
course owners bought sufficient land, this would not occur. The senior player deserves an
apology, not a penalty.

Rule 7.G.15(z) - There is no penalty for a ball in a water hazard, as golf balls should float.
Senior players should not be penalized for any shortcomings of the manufacturers.

Rule 8.k.9(S) - Advertisements claim that golf scores can be improved by purchasing new
golf equipment. Since this is financially impractical for many senior players, one-half stroke
per hole may be subtracted for using old equipment. Please advise all your senior friends of
these important rule changes and keep multiple copies in your golf bag. Those not following
the rules need to be provided a copy.

Golf is.... above all.... a game of integrity.
