                      Gary Dempsey

                      National Air Transportation Association

                       Gary Dempsey was named the National Air Transportation Association’s (NATA) 9th
                       President on September 14, 2018. Founded in 1940, NATA represents the interests of
                       the general aviation business community before Congress and federal, state and local
                       government agencies. NATA’s membership is comprised of aeronautical service providers
                       at over 2,300 locations that own, operate and service general aviation, commercial and
military aircraft. Dempsey leads a highly skilled group of professionals who provide industry-leading safety
training programs, professional development events, aviation business insurance products and advocacy on
legislative and regulatory issues.
In July 2018, Dempsey retired as Jet Aviation’s Vice President of Sales Americas—a position he held for two
years. Prior to this appointment, Dempsey served as President of Jet Aviation Holdings USA, Inc. since July
2006. Based in Teterboro, New Jersey, Gary previously led the network of high-quality fueling bases, its aircraft
management services, satellite line maintenance centers, air carrier charter division, South and Central American
operations and the aviation staffing company Jet Professionals.
Before joining Jet Aviation, Gary was Vice President of Service Center Operations for Gulfstream Savannah and
General Dynamics Aviation Services. Prior to Gulfstream, he led top-rated FBOs and service centers for Raytheon
Aviation Services and Beechcraft in the U.S. and dedicated himself to serving the general aviation transportation
industry.
Gary holds a Bachelor’s degree in Aviation Management from Wilmington University. Additionally, Gary is an FAA
licensed pilot with multi-engine and instrument ratings, and he is also an A&P technician with FAA inspection
authorization. Gary was a member of NATA’s Board of Directors for the past 6 years, serving as Board Chair in
2014. He is a former member of the NBAA Associate Member Advisory Council, he is a Wings Club member and
supports the Boys and Girls Club of Palm Beach County, Florida. Gary was inducted into the Delaware Aviation
Hall of Fame in 2015 for his contributions in the field of business aviation.

                       Sean McGeough joined Wheels Up as their Executive Vice President for North American
                       Corporate Sales. An established aircraft sales leader, McGeough previously served as the

Prior to joining Aerion, McGeough served as the CEO of the pioneering Nextant Aerospace. In that role, he

McGeough fostered new relationships with General Electric, Garmin and Jet Aviation to enhance the company’s

NASCAR. They boosted global PR coverage by 300%, increasing brand awareness in all regions.
These achievements build on a record of international sales success with Hawker Beechcraft (HBC). Following
postings in South Africa and Switzerland, he served in Chester, England as President of Europe, the Middle East,
Africa and Asia Pacific (EMEA & APAC).
Among other innovations, McGeough established a center of excellence, co-locating the EMEA & APAC headquarters,
a customization center and world-class maintenance facility. He set up regional headquarters in Singapore and Beijing,
significantly increasing sales to flight departments and doubling the Chinese fleet of turboprops. He also grew special
missions business in training, air ambulance and surveillance. In London’s Mayfair, he pioneered the world’s first private
aviation sales storefront and built partnerships with Formula 1, the PGA, amfAR and the World Economic Summit.
McGeough holds a Master’s Degree in Business Administration from the Florida Institute of Technology where he
wrote his Master’s thesis on the commercialization of supersonic technology for business aircraft. He is an airline
transport pilot (ATP) with type ratings on Hawker 400XP, Hawker 800XP and King Air. He was a board member of
the General Aviation Manufacturers Association (GAMA) and the Remanufacturers Industries Council (RIC). He is
also an active member of the Young Presidents’ Organization (YPO).

CONVERSATION WITH NTSB CHAIRMAN
ROBERT L. SUMWALT

                       The Honorable Robert L. Sumwalt
                       Chairman
                       National Transportation Safety Board

                        Robert L. Sumwalt was sworn in as the 14th Chairman of the National Transportation Safety
                        Board (NTSB) on August 10, 2017, after being nominated by President Donald J. Trump
                        and confirmed by the U.S. Senate. Mr. Sumwalt began his tenure at the NTSB in August
                        2006, when President George W. Bush appointed him to the Board and designated him
as Vice Chairman of the Board. In November 2011, President Barack Obama reappointed Mr. Sumwalt to an
additional five-year term as Board Member.
Since joining the Board, Chairman Sumwalt has been a fierce advocate for improving safety in all modes of
transportation, including teen driver safety, impaired driving, distractions in transportation, as well as several
aviation and rail safety initiatives.
Before joining the NTSB, Mr. Sumwalt was a pilot for 32 years, including 24 years with Piedmont Airlines and
US Airways. He accumulated over 14,000 flight hours. During his tenure at US Airways, he worked on special
assignment to the flight safety department and served on the airline’s Flight Operational Quality Assurance
(FOQA) monitoring team.
Following his airline career, Sumwalt managed the corporate aviation department for a Fortune 500 energy
company.
In other notable accomplishments, he chaired the Air Line Pilots Association’s Human Factors and Training Group
and co-founded the association’s critical incident response program. He also spent eight years as a consultant to
NASA’s Aviation Safety Reporting System (ASRS) and has written extensively on aviation safety matters. He has
co-authored a book on aircraft accidents and has published more than 100 articles on transportation safety and
aircraft accident investigation.
Chairman Sumwalt earned an undergraduate degree from the University of South Carolina and a Master of
Aeronautical Science (with Distinction) from Embry-Riddle Aeronautical University, with concentrations in
Aviation/Aerospace Safety Systems and Human Factors Aviation Systems. In recognition of his accomplishments,
he was awarded an honorary Doctor of Science degree from the University of South Carolina and an honorary
doctorate from Embry-Riddle. He is an inductee into the South Carolina Aviation Hall of Fame.

                   John McGraw is NATA’s Director of Regulatory Affairs and is the Founder and Principal
                   of John McGraw Aerospace Consulting, LLC. Prior to forming the company, McGraw
                   served as Deputy Director of the Federal Aviation Administration’s (FAA) Flight Standards
Service from November 2008 until March 2012.
As Deputy Director, McGraw oversaw the Flight Standards divisions that produce policy and work instructions for
aviation safety inspectors and guidance for the aviation industry. Previous assignments in the FAA include Manager
of Flight Standards’ Flight Technologies and Procedures Division, AFS-400, where McGraw was responsible for the
implementation of new technologies into a performance-based national airspace system.
Before joining Flight Standards, McGraw worked in the Aircraft Certification Service as Acting Assistant Manager,
Aircraft Engineering Division, AIR-100; Acting Manager, Transport Airplane Directorate Standards Staff; and,
Manager, Airplane and Flight Crew Interface Branch in the Transport Airplane Directorate. McGraw’s first
assignment in the FAA in 1995 was as a Senior Systems Engineer in the Atlanta Aircraft Certification Office.
McGraw has over 30 years of aviation experience, including 13 years’ flight test experience. McGraw served
24 years in the U.S. Army, active duty, Guard and Reserve. McGraw holds a Commercial Rotorcraft-Helicopter
Certificate with an Instrument rating, has over 4,000 hours of flight time and is a U.S. Army Master Aviator.
McGraw has been involved with UAS Operations since 2002 and received a prestigious Emmy® Award for helping
the first seven UAS operators receive approval from FAA to perform Commercial Operation.

LONG-TERM STRATEGIES FOR AVIATION
BUSINESS WORKFORCE DEVELOPMENT

                      Paul Capistrant
                      Assistant Chief Pilot, Flight Operations
                      Solairus Aviation

                      Paul Capistrant is an Assistant Chief Pilot with Solairus Aviation. He is a subject matter
                      expert on the company’s Flight Operations Manuals, FAR’s, LOAs, and flight training
                      programs. Capistrant assists in the procurement of relevant LOAs and other regulated
                      authorizations, and the management and execution of the Company Line Operations
Observation Program (LOOP). He ensures that Solairus Aviation’s goals for safety, security, and quality are
met through compliance with the company Safety Management System (SMS). Capistrant previously served
as an Safety Program Manager with Solairus Aviation and has over 10 years of safety, flight training and pilot
experience with other companies including Aitheras Aviation Group, LLC, The NRP Group LLC, Premier Flight
Academy, Paramount Citrus, International Flight Training Academy and North-Aire Accelerated Flight School.
Capistrant earned an Associate’s degree in Aviation Technology at College of Southern Nevada, Bachelor’s in
Aeronautical Science from Embry-Riddle Aeronautical University and his MBA (Aviation Professionals) from Daniel
Webster College. He also carries certifications as an Airline Transport Pilot and Human Factors—among other
distinctions.

                      Todd Duncan
                      Chairman
                      Duncan Aviation

                       Todd Duncan was named Chairman of Duncan Aviation in 2007. In his 30 years with the
                       company, he has served many roles including Vice Chair and President of Duncan Aviation
                       Component Services. Todd has a passion for aviation and has been an active private pilot
                       since 1987, holding instrument and multi-engine ratings. He is also passionate about the
business aviation industry and believes in giving back. He is currently serving as Chair of the National Business
Aviation Association’s Associate Member Advisory Council. He has been a member of that council since 2015 and
has also served as Chairman of the Board of the National Air Transportation Association. Todd graduated from
Nebraska Wesleyan University with a degree in Business Administration and studied in the Stanford Executive
Program in 2007. Along with his wife, Connie, he is active in several philanthropic activities, including leadership
work at the Boys & Girls Club of Lincoln and Lancaster County, the Nebraska Chamber of Commerce, Nebraska
Wesleyan University and Southeast Community College Foundation.

                      Elaine Lapotosky joined Jet Aviation fourteen years ago, having served as the Director
                      of Operations for the last ten years within Jet Aviation Staffing (Jet Profesionals). Prior
                      to her current role, she served in many positions within Jet Aviation including Aviation
                      Recruiter, Sr. Account Manager, Regional Sales Manager and Manager of Operations. She
                      started with the organization in July 2004 in Teterboro, NJ. Elaine has been involved with
                      many aviation organizations including CABAA, BAC, Women in Aviation and NBAA, having
                      previously served as the Chair of the NBAA Flight Attendant Committee. Prior to joining
                      Jet Aviation, Elaine served as an account manager and regional sales manager for Asset
                      Staffing in NYC.

                      Angel Newhart
                      Statewide Division Director for Aerospace
                      Texas State Technical College
                        Angel Newhart is an instrument-rated commercial pilot with single and multi-engine land,
                        instrument and multi engine flight instructor with advanced ground instructor certificates
                        and over 2,500 hours logged. Angel has been a navigator in a Mohawk OV1D for the
                        U.S. Army and has flown Part 121 operations for an airline. Now, she is the Statewide
Division Director for Aerospace at Texas State Technical College. She has an Associate of Applied Science from
Texas State Technical College, a Bachelor of Science from Tarleton State University and a Master’s from Liberty
University. She is also a Chaplain in the Texas Army National Guard.

                      Vice President of Business Development

                      Ryan Waguespack serves as the Chair of the Workforce Development Committee, as
                      well as Vice Chair of the Air Charter Committee for NATA. He is currently employed with
                      Summit Aviation as their Vice President of Business Development.
Previously, he has performed in business development roles for charter and management operations, as well
as aircraft sales. Ryan works closely with clients to educate them throughout the purchasing process while
helping them attain the best aviation solution for their needs. As an industry advocate, he continues to serve in
leadership roles specializing in the discipline of industry growth and prosperity.
Ryan is also the founder of the Alabama Business Aviation Association, leading the way in his state for industry
sustainability and is a frequent guest lecturer for Auburn University in the Harbert College of Business.

WORKING WITH THE FAA: FROM AGENCY
REORGANIZATION TO ILLEGAL CHARTER

                       John S. Duncan

                       Aviation Safety
                       Federal Aviation Administration

                       John S. Duncan is the FAA Deputy Associate Administrator for Aviation Safety. In this
                       capacity, he co-leads the organization responsible for setting, overseeing and enforcing
                       safety standards for all aspects of the aviation industry—airlines, manufacturers, repair
stations, pilots, mechanics, air traffic controllers, flight attendants and any person or product that operates in
aviation. These programs have a direct impact on every facet of domestic and international civil aviation safety.
From September 1, 2013 to July 21, 2018, Duncan was Executive Director of the FAA’s Flight Standards Service.
He oversaw the development, coordination and execution of policies, standards, systems and procedures; public
rules, regulations and standards; and program plans that govern the operations, maintenance and airworthiness
of all U.S. civil aircraft. This includes those of U.S. flag carriers and foreign carriers when operating in and over
the United States, its territories and possessions. His oversight responsibilities also include proficiency and
certification of air agencies (flight schools/maintenance bases), as well as qualified airmen (other than air traffic
control personnel).
Duncan joined the FAA in 1986 as an Aviation Safety Inspector in Cincinnati, OH. His other FAA assignments
include serving as the Deputy Director of Policy Oversight in Flight Standards; the Alaskan Region Flight
Standards Division Manager; General Aviation and Commercial Division Manager; and Air Transportation Division
Manager.
Duncan holds a Bachelor’s degree in Biological Science from Florida Technological University. He holds a
Certificated Flight Instructor Certificate and an Airline Transport Pilot Certificate with commercial privileges in
seaplanes and gliders. He has worked as a flight instructor, chief pilot, chief flight instructor, corporate pilot and
air carrier pilot during his 20-year industry career.

                       Timothy R. Obitts serves as the Executive Vice President of Operations and Business and
                       General Counsel for the National Air Transportation Association (NATA). In this role, Obitts
                       oversees the day-to-day operation of NATA and also serves as its general counsel.
Prior to joining NATA in November 2014, Obitts served as the Managing Partner of Gammon & Grange, P.C.,
a national practice law firm specializing in nonprofit and communications law, and also co-chaired its litigation
practice. During Obitts’ 18 years at Gammon & Grange, he served as corporate counsel and general counsel for
many nonprofits and trade associations, handling a wide array of issues that affect their day-to-day activities and
also lobbied Capitol Hill and federal agencies.
Obitts earned a Juris Doctorate, cum laude, from California Western School of Law and a Bachelor’s Degree,
double major Philosophy and History, from Gordon College, where he also was named All-New England in Tennis,
NAIA. Obitts is licensed to practice law in California, Colorado, the District of Columbia and Virginia, as well
as numerous federal and appellate courts, and the U.S. Supreme Court. Obitts co-founded several nonprofit
organizations and serves on several nonprofit boards.

                       Marc Short

                       Senior Fellow University of Virginia Miller Center

                      Marc Short previously served as Assistant to the President and Director of Legislative
                      Affairs at the White House under the Trump Administration. Prior to joining the Trump-
                      Pence campaign, Marc was President of Freedom Partners Chamber of Commerce, the
largest free-market business league in the U.S., with an annual budget exceeding $300 million.
Marc also served as Chief of Staff for the House Republican Conference, chaired by Congressman Mike Pence
(R-IN) and for Senator Kay Bailey Hutchison (R-TX). In his early career, Marc was the Executive Director of the
Reagan Ranch from 1998-2001 and served as the Executive Director of the Freedom Alliance from 1995-1998.
Currently, Marc is a Partner at GuidePost Strategies, commentator for CNN and Senior Fellow at the University
of Virginia’s Miller Center. Marc graduated from Washington and Lee University and received his Master’s Degree
from the Darden Graduate School of Business Administration at the University of Virginia.

                       Josh and his wife Julia own and operate Sonoma Jet Center, a full service FBO at the
                       Charles M. Schulz – Sonoma County Airport in Santa Rosa, CA. Josh is also Chairman of
                       the NATA Aviation Business Committee, Young Eagles Coordinator and Board Member for
                       EAA Chapter 124, founding member of Sonoma/Napa Disaster Area Response Team, and
                       ground school teacher at a local high school.
Josh started flight training at 14 and soloed on his 16th birthday. His first job was a high school summer internship
at the FAA in AFS-800. He has worked at the MITRE Corporation’s Center for Advanced Aviation System
Development (CAASD), Northwest Airlines, United Airlines and as an attorney at Reed Smith, LLP, representing
FBOs and manufacturers of aircraft and aircraft components.
Josh earned a BS from the George Washington University, an MS in Transportation from Northwestern University,
and a JD from Southern Methodist University. He holds an ATP Certificate and has over 4,000 hours of flight
experience. His Cessna 340 is his daily driver and he also enjoys flying his Grumman Albatross.

                       Jeff Kohlman, Managing Principal and Co-Founder of Aviation Management Consulting
                       Group, has over 30 years of aviation, planning, development, operations and management
                       experience and has been promoting general aviation management excellence through the
                       provision of trusted aviation management consulting services, support and resources for over
                       25 years to aviation businesses, airports, aviation associations and governmental agencies.
He has an undergraduate degree in Aviation Business Administration with an emphasis in Accounting and Finance
from Embry-Riddle Aeronautical University. Jeff has instructed (on a part-time basis) at Metropolitan State University
of Denver (Aerospace Science Department), where he taught senior-level aviation management courses. He is an
instrument rated private pilot, aircraft owner, published author and regular speaker on the aviation conference circuit.

                       Steve Drzymalla
                       Senior Vice President, Business Aviation Bulk Fuel
                       World Fuel Services

                       Steve Drzymalla is Senior Vice President, Business Aviation Bulk Fuel at World Fuel Services
                       and is based in Houston, Texas. In this role, he leads this business segment dedicated to
                       delivering fuel and operating solutions to FBO’s including: aviation fuel, deicing fluids, on-
                       airport equipment, FBO software/processing, customer loyalty and customer support.
Steve has developed a deep understanding of the aviation business since joining World Fuel Services back in
July of 2010. During this time, he led the Business Aviation Finance function with a focus on profitability analysis,
strategic planning, business development and acquisition due diligence.
Prior to World Fuel Services, Steve held various financial leadership roles with ExpressJet Airlines and Continental
Airlines. He holds a Bachelor’s Degree in Mechanical Engineering and an MBA from the University of Texas, San
Antonio.

                       Dan Gallogly
                       Vice President, Sales and Business Development

                      Dan has twenty-nine years of sales and marketing experience in both the aviation and
                      petroleum industries. He spent several years as the Aviation Manager for a large oil
                      distributor where he initiated and developed a branded wholesale aviation fuels program.
                      In his role as Aviation Manager, Dan marketed the Texaco Brand in the Midwest and
Northeast regions of the US. Dan joined BP Amoco in early 2001 as the General Aviation Market Manager for the
US Northeast and Great Lakes Region. Upon completion of the joint venture between Air BP and Valley Gull LLC,
Dan was reassigned as the Northeast Regional Sales Manager for EPIC Aviation LLC dba Air BP Aviation Services.
During his tenure at EPIC, Dan has held various management positions in both general and commercial aviation.
He was involved in the development of EPIC’s government fuels program and EPIC’s entry into the Canadian
GA Market. In April 2007, Dan was promoted to General Manager of GA Sales, East US and Canada. In January
2012, Dan was promoted to Director of GA Sales US and Canada. In February 2016, Dan was promoted to Vice
President, Sales and Business Development. Dan holds a BA in Government/Economics and earned his MBA in
May 2002. A licensed pilot, Dan remains active in the aviation community. He served on the Board of Directors
for the Aviation Council of Pennsylvania for twenty years and held various officer positions on the Board including
President of the Council from 2005-2007. He currently serves on the Presidents Council for the National Air
Transportation Association.

                        Ryan Manor has over 30 years of diverse financial and operations experience with Phillips
                        66 and has spent nearly 20 years in the aviation business. Ryan’s career in aviation began
                        in Bartlesville, Oklahoma, where he’s held leadership and consultancy roles in a variety of
disciplines including sales, supply, finance, pricing, customer service, transportation logistics and planning.
In his current role, Ryan is responsible for General Aviation’s quality control, inspection, training and refueler
programs. He’s currently leading the team at Phillips 66, working alongside Afton Chemical, to develop an
unleaded aviation gasoline replacement.
Ryan’s also involved in the FAA’s Piston Aviation Fuel Initiative (PAFI), playing a key role in the Deployment
Working Group, which is focused on the various facets of deploying a new unleaded fuel, and is leading the
Distribution Team.
He currently serves on Energy Institute’s Aviation Committee and also contributes on behalf of Phillips 66 to the
conversation surrounding sustainable alternative jet fuel.
Ryan has a Bachelor of Accounting degree from Cameron University and an MBA from the University of Tulsa.

                       Joe McGregor
                       North America Supply and Logistics Director
                       Air BP

                       Joe McGregor is responsible for leading the Supply & Logistics team in Air BP North
                       America (USA, Canada, Mexico and Jamaica), which covers supply of jet fuel to airports
                       including relationships with BP’s refineries and trading departments, as well as commercial
                       strategy accountability.
Prior to this role, Joe was Air BP’s Global Biojet Commercial Development Manager, responsible for SJF strategy
development, deployment in Scandinavia and BP’s investment into Fulcrum BioEnergy.
Joe has over 10 years of experience with aviation fuels marketing, including managing airline accounts and
airports across Europe, and rolling out best practices globally.

                      Keith Sawyer

                       Keith Sawyer, Manager of Alternative Fuels for Avfuel Corporation, has worked in
                       the aviation industry since 1977. After a 40-year career with Chevron, Sawyer joined
                       Avfuel—a leading independent global supplier of aviation fuel and services with 650+
                       branded FBOs and 3,000+ fueling locations worldwide—in 2016 as its Regional Business
Development/Supply Chain Manager, where he was responsible for developing and nurturing relationships with
fueling locations throughout the Western U.S., Canada and Alaska. To further capitalize on his expertise in the
fuel market, Sawyer became Avfuel’s manager of alternative fuels in 2017, leading all aspects of evaluating the
sustainable alternative jet fuel market and its suppliers while representing Avfuel within the environmental and
fuel supply chain groups associated with GAMA, NBAA, NATA and IBAC.
During Sawyer’s tenure at Chevron, he oversaw petroleum and natural gas product supply chain management,
cargo operations, general aviation business, branded programs, aviation investments and marketing in various
markets, operating out of Perth, Western Australia; Houston, Texas; San Ramon, California; Almaty, Kazakhstan;
San Francisco, California; and Vancouver, British Columbia.
Sawyer received a bachelor’s degree in economic geography from the University of British Columbia, as well as
completed the university’s executive development program and Alberta’s Banff School of Management business
and marketing development program.
