Portas Fund helps to put Waltham Abbey on the app In March 2014 on Sun Street in Waltham Abbey, Eleanor Laing Epping Forest MP and Cllr Helen Kane Chairman of the Waltham Abbey Town Team formally launched the new FREE Visit Waltham Abbey Smartphone App for iPhone and Android devices. The new App, commissioned and developed with local company Swivel Creations and produced by the Waltham Abbey Town Team using money from the Government’s Portas initiative and the Waltham Abbey Town Partnership, aims to give shoppers and visitors the information they need to make the most of the High Street, shops and local facilities. Eleanor Laing MP said: "In Waltham Abbey we are graced with an enviable range of wonderful local attractions and shops, and lots of local people, traders, voluntary groups and local residents who are coming together to make it an even better place to shop and visit. Town Centres Initiative Fund kickstarts a new round of funding Given the popularity and success of last year’s Town Centres Economic Development Initiative Fund, a similar funding scheme for 2014/15 has been agreed, with a further £35,000 set aside for the purpose. Those eligible to apply include Town Centre Partnerships / Teams, Chambers of Commerce and similar bodies whose activities lead to the stimulation of business activity and regeneration of the District. Applications are invited for a variety of projects and events with no set guidance other than that they will need to demonstrate a positive economic impact. However, those applications which are in line with the themes and thrust of the Council’s economic development priorities and meet at least some of the principles set out below will stand a greater chance of success: - Have clear, long lasting community benefit - Improve community cohesion - Involve partnership working - Have a District-wide impact - Involve funding from one or more other sources If your organisation is interested in applying to the fund or if you would like some further information please contact Chris Overend at Epping Forest District Council on 01992 564247 or email coverend@eppingforestdc.gov.uk 3. Partners Target Youth Unemployment 3 | business briefing Prolonged unemployment can be problematic for people’s lives at anytime, but it can be particularly damaging when you are a young person. While unemployment in general continues BROUGHT TO YOU BY EFDC , ONE EPPING FOREST AND to drop in Epping Forest District, organisations across the district want to drive it down faster. PARTNERS . Partners across the district have come together under the banner of the Youth Employment Strategy (YES) Partnership and the Youth Employment Task Force. The organisations involved include the Department for Work and Pensions, One Epping Forest, Epping Forest District Council, Essex County Council, Loughton Youth Project and Epping Forest College. The aim is to join up the work of local organisations where possible to help target youth unem- ployment, and share information and data to better understand the factors that drive youth unemployment in our area. Activities include a young person Entrepreneurial Market, Motivational Conferences with Debden and King Harold schools and the Investors in Young People Awards and it is hoped to include all six of the district's secondary schools. Norma Green, Chair of the YES committee said ‘We want to give young people the very best start in life. District Council apprentices are thriving in new roles The Council’s apprentices, a group made up of 16 – 18 year olds who live in the district, have been in place for just over 4 months of their 2 year contracts and are all progressing well with their NVQ portfolios. Six are working in Business Administration and two in Multi-Trade Construction. They have settled into their work placements brilliantly and have become integral, valued members of their teams. Through monthly mentoring sessions with internal EFDC coaches each apprentice is achieving personal development targets and developing increased confidence. The Business Administration apprentices have passed their 5 BTEC tests, 7 months early! Both Epping Forest College and Harlow College who support the apprenticeship programme are extremely pleased with their results. The group have also participated in EFDC corporate training courses and enjoyed a session on the Council’s Values and Behaviours with the Chief Executive, Glen Chipp. All the apprentices were involved in helping to organize and run the recent Epping College Careers Fair. They spoke to parents and young people about the benefits of being part of an apprenticeship scheme in local government. The college gave excellent feedback on the event. 4 | business briefing The group are now involved in delivering BROUGHT TO YOU BY EFDC , the Council’s Crucial Crew programme, ONE EPPING FOREST AND a two week event where personal safety PARTNERS . messages are delivered to Year 6 children across the district. In May, the Business Administration apprentices all moved into their next 6 month placement area, where we are sure they will continue their ongoing success.

Louis said ‘I have thoroughly enjoyed my experience so far with EFDC and hope to progress into a more senior role in the future’. Cheznee Marquis, Business Administration Apprentice said: ‘Working within the Council for the last few months has really helped my confidence grow, I have been made to feel like a great help within the organisation and very much enjoyed my varied range of work and the structure within the Business Process Team ’. Jake Davidson (Construction Apprentice, Housing Repairs) said ‘ The skills I am learning will be essential to the Customer Service I will be providing throughout my career ’.
OBB June 2014 20pp:Layout 1 25/06/2014 14:09 Page 8 5. 2014 Tourism Summit Gets On Its Bike On 2nd May, the Tourism Task Force, part of One Epping Forest, hosted a special seminar at the Marriott Hotel, Waltham Abbey to look at how local business can maximise returns from the opportunities offered by the Tour De France coming through the local area. The event looked at the experience of other areas that have hosted the tour, in terms of what works and what doesn’t work, and delegates heard from the organisers about the arrange- ments being put in place to host the tour. They also heard from local businesses that have already taken up the opportunities the tour is bringing. The event brought together local businesses, including major attractions, pubs, clubs, restaurants, hotels and bed and breakfasts, shops and other businesses. Cllr Tony Boyce, Chairman of the Tourism Taskforce said: “This is one of the biggest things to happen in the district in a sporting sense for many years, It’s important we give our businesses a chance to come together and see, collectively and individually what we can do to ensure we make the most of it and support our local economy.” 6. Superfast Broadband seminar speeds through the district On 29th May, One Epping Forest held a free breakfast seminar at Epping Forest College to hear 6 | business briefing all about the Superfast Essex project. The Superfast Business Breakfast, the first of its kind to be held aimed to encourage businesses BROUGHT TO YOU BY EFDC , ONE EPPING FOREST AND to make the most of the opportunity and find out about the rollout of superfast broadband PARTNERS . across Essex. The keynote speaker was Essex County Councillor Kevin Bentley, Deputy Leader and Cabinet Member for Economic Growth and Infrastructure.

Guests were welcomed by Penny Morgan, Principal of Epping Forest College, and also heard from a representative of BT. Cllr Kevin Bentley, Deputy Leader of Essex County Council and Cabinet Member for Economic Growth and Infrastructure, said: “Superfast Essex is building momentum and as we move closer to making this new fibre network live it is incredibly important we make sure businesses and residents are aware of the benefits they can achieve from becoming connected to it. I hope many businesses will take up this opportunity.” 7. News from the Epping Forest Chamber of Commerce The Epping Forest Chamber of Commerce continue to work hard for the local businesses in partnership with One Epping Forest, our Local Strategic Partnership. The Chamber has been pushing hard over recent years to boost the support available to the local community. In the last few months, members have been active in: • developing One Shops Local, the website for local independent traders and we now have more than 350 businesses registered; • building the tourism work with the new website www.visiteppingforest.org, built with the support and guidance of the Chamber and fast becoming the primary web presence 7 | business briefing for the local visitor and tourism economy; • helping organise the ‘Make The Most of the Tour de France’ seminar at the Waltham Abbey BROUGHT TO YOU BY EFDC , Marriott with over 50 local businesses and partners in attendance; ONE EPPING FOREST AND • working to give local business an insight into the rollout of Superfast Broadband in the district PARTNERS . which again attracted almost 50 businesses and partners to hear the Superfast Team’s plans for how this £20m+ project is being rolled out across Essex and ask key questions about how it could help local businesses to prosper; • securing funding from the recently established Town Centres Economic Development Initiative Fund to support One Shops Local and radio campaigns to promote and raise awareness of our High Streets in the run-up to Christmas and the January Sales; Through the Partnership we have been able, for the first time, to work with a wide range of public bodies to deliver our aim of a vibrant and successful local economy meeting the needs of business and local communities. Looking forward, our big initiative for the Autumn is preparation for the first ‘Expo Epping Forest’, the first showcase for all the great enterprise in the Epping Forest business landscape. YES Partnership launches Investors In Youth Awards and asks leading businesses to say ‘Yes’ to local youth employment Local businesses, local residents, education and local authority partners have come together to show a united approach in creating local employability support for young people in launching the Epping Forest ‘Investors in Young People Business Awards 2014’. An invited contingent of 80 stakeholders met on 31st January at the Marriott Hotel, Waltham Abbey with Eleanor Laing MP to spell out the challenge of reducing youth unemployment in Epping Forest to one of the lowest in the country by creating new jobs, apprenticeships, work experience and training opportunities. 10 | business briefing BROUGHT TO YOU BY EFDC , ONE EPPING FOREST AND PARTNERS . The event saw a short film screening of a video made by young people from Loughton Youth Project (LYP) and Epping Forest College, urging both businesses and young people, alike, to say ‘Yes’ to finding local employment solutions". Film Director, Faz Bukhari said: “Long-term unemployment in young people can have a negative life-time effect. Sometimes its just the smallest piece of help, or lucky break, from a careers adviser or sympathetic employer that can set a young person up on the path towards achievement”. Speaking at the launch, Eleanor Laing MP called for local businesses and young employees to share and celebrate the achievements from investing in young people and urged employers to also support the work of the YES Partnership, local schools and Job Centre Plus in supporting young people. One Epping Forest’s Food Taskforce grows from strength to strength As reported briefly in the last edition of One Business Briefing, a new team has been set up to spearhead discussions on how to unlock opportunities for growth in the Food or Salad Growing industry of the Lea Valley. The new Lea Valley Food Task Force, including representatives from the glasshouse industry, the National Farmers Union, local councils from London, Hertfordshire and Essex, and the Lee Valley Regional Park Authority, is working to agree a joined up approach to working with the growing industry. The Lea Valley has traditionally been a major source of food for London, at one time boasting the highest concentration of glasshouses in Europe. However, in recent decades the glasshouses have been forced further out of London with pressure for housing and other land uses coupled with larger scale production opportunities elsewhere impacting on the industry. While the numbers of smaller scale glasshouses and acreage under glass have both significantly diminished, the area still has capacity to produce over half of the nation’s cucumbers, peppers and tomatoes. In addition, new concerns about the need to have local sustainable employment, reduce food miles and carbon footprint, tackle youth unemployment and promote access to fresh fruit and vegetables is prompting another look at the role of glasshouses right next to major centres of population. 11 | business briefing Key questions for the taskforce centre on a greater understanding of: BROUGHT TO YOU BY EFDC , • The future of the industry, the impact of planning policy, energy costs, and increased scale ONE EPPING FOREST AND of production on its harvest and viability. PARTNERS . • How to tackle unemployment, particularly youth unemployment and significantly increase the employment levels of local people in the sector, and devoting vocational qualifications to support this. • The potential to develop a new National Institute for Food Security, to look at the technology, science and mechanics of intensive growing and transport of produce, to meet future needs sustainably. • Opportunities to develop community growing schemes, to increase health, tackle obesity and drive down household bills to encourage more productive landscapes in general. • Opportunities for public and private sector procurement direct from the growers eg. Local authorities, hospitals and wholesale markets and caterers, exploring developing markets for Lea Valley produce. Cllr Richard Bassett, Chairman of the Task Force commented: “Growing for London, and the glasshouses, have been a traditional part of life in our district and the Lea Valley generally for many, many years. The job of the taskforce is to look at the factors governing its future and work out how we can continue our traditional growing role and perhaps expand to meet new needs, tackle issues around food miles/carbon reduction, food security and technology, and deliver more good quality jobs to local residents.”

Parking Consultation The District Council wishes to provide information to its partners in One Epping Forest about its consultation on the Council’s car parking strategy. The Council recognises that adequate parking arrangements are essential for the vitality of businesses in our high streets and towns. There is competing demands on the limited parking spaces available in the Council owned car parks. The Council’s Cabinet has agreed to carry out a consultation to update the parking strategy. Questionnaires for the formal consultation are available online from http://www.eppingforestdc.gov.uk/news/2014/05/car-parks-survey-win-100-for-filling-it-in/ and will be open until 31st July 2014. In the meantime this publication of One Business Briefing is being used to share with you the proposed revised parking strategy, which Cabinet has agreed should be issued for formal consultation: (1) In order to support the economic vitality of town centres and associated businesses, the following principles be considered: (a) the provision and availability of short stay parking for up to five hours; (b) the introduction of linear tariffs (i.e. equal steps from one charging period to the next, such as 70 pence for each hour); 12 | business briefing (c) differential tariffs for different locations; BROUGHT TO YOU BY EFDC , (d) the continuation of limited free parking on Saturdays within each town centre; and ONE EPPING FOREST AND PARTNERS . (e) the continuation of free parking in all car parks on Saturdays in December of each year; (2) The needs of locally based employers and their employees be recognised and that provision be made to facilitate their long stay parking; (3) The wish of residents and non-residents to use the Central Line to commute to work be recognised and facilitated, but that the costs of that parking properly reflect the comparative costs of parking in station and other private parking facilities; (4) In support of (1), (2) and (3) above, Council car parks be generally available for both short and long stay use but that the balance between those uses be controlled through: (a) the retention of short stay only parking in designated locations (e.g. a five hour maximum stay); (b) the tariff structure (to include season ticket arrangements); (c) the promotion of season tickets, and subject to the available technology, the use of “smart cards” for local employers and employees; and (d) the balance of season ticket availability within car parks; CONTINUES OVER
OBB June 2014 20pp:Layout 1 25/06/2014 14:09 Page 15 (5) Given the difficulties of determining acceptable solutions for parking pressures around commuter stations within the District, the current policy of not undertaking any further wide area parking reviews once the existing commitments to Buckhurst Hill and Loughton, subject to available resources, have been delivered, be maintained. Following these implementations, all requests for further on-street controls or amendments to existing controls shall be referred directly to Essex County Council as the Highways Authority or to the North Essex Parking Partnership. The Council will, through its relationships with NEPP and the County Council, continue to seek to influence NEPP and the County Council in investigating on-street parking stress and determining and delivering solutions; (6) The need to encourage alternative modes of transport to the car are recognised. However, given that the availability of public transport is limited, particularly in the more rural areas the Council will continue to seek to influence the County Council to ensure the availability of appropriate public transport. It will also endeavour, through its adopted planning policies and development control powers when approving new developments, to seek to ensure a bal- ance between: (a) the need to have access to and use of a car; and (b) the proximity of and availability of public transport; (7) The needs of those with disabilities be recognised and that: 13 | business briefing (a) dedicated free spaces for holders of valid “blue badges” continue to be provided in the Council’s car parks; and BROUGHT TO YOU BY EFDC , ONE EPPING FOREST AND (b) notwithstanding (a) above, a vehicle displaying a valid blue badge can park in any PARTNERS . space within a Council car park at no charge; and (8) That the cleanliness and safety of the Council’s car parks be maintained such as to retain the accredited status of Park Mark. The unpredictable British weather may throw up a surprise or two. Will the demand be for sun-screen and sun hats or will they be swapped for umbrellas, cagoules and wellington boots? Visitors will begin to arrive from Saturday 5 July onwards. What could your business have to offer for this very special weekend? Organisations are making plans.
