SECTION 1: Introduction Dear Affiliates, In 2015, Hockey Victoria intends to conduct 5 key Victorian competition events: Event Dates 2015 Victorian Junior Country Championship Saturday 23 & Sunday 24 May 2015 2015 Victorian Country Championship (Mens Queen’s Birthday Weekend, Saturday 6 - Monday 8 & Womens) June 2015 2015 G.J. Gardner Homes Victorian Junior State Championship Tuesday 30 June - Friday 3 July 2015 2015 Zone Challenge TBA 2015 City v. Country of Origin TBA After successfully implementing the tendering process for hosting rights to the Zone Challenge in 2014, Hockey Victoria will tender out all events in 2015 and beyond. With the above in mind, Hockey Victoria invites all interested affiliates to put forward their application to host the 2015 G.J. Gardner Homes Victoria Junior State Championship, to be held from Tuesday, 30 June to Friday, 3 July 2015. The successful applicant will be announced on Monday, 23 February 2015. This document outlines the key elements relating to the Victorian Junior State Championship event, and is intended to provide the relevant information to affiliates interested in hosting the event. The document includes the event description, participation & attendance data, economic benefits, and the key timelines, as well as the application process and timelines. In addition to this document, an online application process has been set up to assist with efficiency and transparency of the process. SECTION 2: About the Event The G.J. Gardner Homes Victorian Junior State Championship is the most anticipated annual junior event on the state hockey calendar for players and families across Victoria. The 2015 G.J. Gardner Homes Junior State Championships is scheduled to be held on the following dates: Tuesday 30 June to Friday 3 July 2015 Now in its sixth year – the 2015 G.J. Gardner Homes Victorian Junior State Championship will be held over four days. With the Under 13, Under 15 and Under 17 age groups engaged in the event, male and female teams from each of the 10 Victorian Zones compete in each age group for the State Championship. All teams will play four initial pool matches over the first two days of the event, before two cross over matches are played on the third day to determine team rankings. Classification and Final matches are played to determine the Champions and final team placing on the last day of the event. Hockey Victoria (HV) Zones have been identified based on participation density, and are divided into six metropolitan zones and 4 regional zones. The following teams represent the six metropolitan zones: North West Metro Tigers. Southern Metro Sharks. Eastern Metro Hotshots. Central Metro Flames. Western Metro Wildcats. North East Metro Red Devils. And the regional zones are represented through: South East Country Cougars. South West Country Eagles. North West Country Lightning. North East Country Knights. In summary, 60 teams compete over four days for the title of a State Champion for their age group. Each team consists of players, coaches, team managers and physios. Additionally, 30 or more umpires are engaged for the event, with great support from players’ family and friends. In 2014, the event was held from 1 July to 4 July, across two venues: the State Netball & Hockey Centre in Parkville, and the Footscray Hockey Centre in Yarraville. 4|Page
SECTION 3: Participation Numbers & Attendances Anticipated Participation Numbers The table below provides detailed information on the number of players and team officials expected to attend and participate in the 2015 G.J. Gardner Homes Victorian Junior State Championship. Each team generally consists of a maximum of 16 players, 1 Head Coach, 1 Assistant Coach and 1 Team Manager. In summary, we anticipate a total event participant visitation of 960 players, 180 team officials, and 30+ umpires, tournament officials and staff involved in the event on each day of the event. Parent Support The Under 13 and Under 15 teams have traditionally been well supported by the families of the players, with the average of 0.5 family members per player traveling with the teams. With the above in mind, it is estimated that the total family support would equal to 480 attendees, in addition to the players, team & tournament officials, and staff for each day of the event. The total participation and attendance for the tournament is estimated to be close to 1,700 people. 5|Page
SECTION 4: Competition Program Summary Each team will play a total of seven matches across the four days of the 2015 G.J. Gardner Homes Victorian Junior State Championships. Matches will consist of 22 minute halves. Penalty Shootouts will be used to determine the winner if the final is a draw at the conclusion of regular time Day 1: Pool Matches Day 2: Pool Matches Day 3: Cross Over Matches to determine team rankings Day 4: Finals and Classification Matches to determine final team placing. Teams will also compete for the Play The Whistle Award in each Championship (please click HERE for more information). 6|Page
SECTION 5: Estimated Economic Impact This section is intended to provide some preliminary estimates of what economic impact this event may have on the local economy and the event host. At a minimum, at least 50% of the estimated 1,700 participants & supporters will require accommodation during the event. This would translate to approximately 850 people with the need for accommodation. Similarly, it is reasonable to assume that the 850 people identified above would all purchase their meals for the duration of the event. In addition to this, it is expected that the majority of the 1,700 participants and supporters would be making multiple purchases at the host canteen each day. Please find below a conservative breakdown of the estimated economic impact of the event. Accommodation 850 participants and supporters. Average accommodation cost per person per day: $85. SECTION 6: Applying to Host the Event Application Process 2015 HV Event Hosting Application Process STEP ACTION TIMELINE 1 HV releases Event Hosting Applications and By Friday 5 December 2014 key information 2 Applications close Friday, 30 January 2015 3 Application Assessment Period 2 to 20 February 2015 4 HV announces succesful applicants Monday, 23 February 2015 The application process is detailed below: 1) Hockey Victoria will release the Event Hosting Applications, with the key information on each event offered to be hosted, by Friday, 5 December 2014. 2) Interested Clubs/Associations, with the support of local councils if required, to complete the Event Hosting Application no later than 5:00 pm on Friday, 30 January 2015. HV will acknowledge the receipt of all applications following the closing date. 3) Hockey Victoria’s Selection Panel will assess all applications between Monday, 2 February and Friday 20 February 2015. During the Application Assessment Period, Clubs/Associations may be requested to submit additional information, and meet with Hockey Victoria to discuss the application in detail. 4) Following the Application Assessment Period, Hockey Victoria will announce successful applicants, and notify them in writing of the application outcome. Hockey Victoria Selection Panel The Hockey Victoria Competitions & Events Department and HV General Manager- Hockey Operations will review all applications and will be responsible for the final selections and notifications of successful applicants. Host Responsibilities $7,500.00 + GST event hosting fee (payable to HV by the successful applicant). Two (2) X FIH Standard Hybrid Hockey Pitches (on the one site). Canteen open at all times throughout the event. Accommodation within 15 minutes’ drive of the facility for over 500 members. Provision of an accredited First Aid officer for the duration of the event. Nominate two HV accredited umpires to umpire during the event. SECTION 7: Hockey Victoria Responsibilities HV will receive and manage the team entries process. HV will create and distribute all fixtures. HV will address and provide instructions for all team officials prior to the commencement of the event. HV will complete and distribute umpire rosters on confirmation of match schedules and umpire availability. HV will advise host venues of HV and event staff that will be present and relevant contact details 10 business days prior to the event. HV will supply wireless internet for immediate entry of results. HV will supply and install any temporary event sponsor signage (if required). HV will provide Technical Officials and supply equipment required to run a Technical Bench on each field.
