Ensuring that all your employees have achieved the relevant qualifications and hold the right CSCS cards to assist you in gaining access to sites. The DSA is committed to its Members in helping create a positive role within the Specialist Contractor sector of the construction industry. DSA was the first “Specialist Contractor Association” to develop and implement our own apprenticeship scheme in association with CITB. DSA has been active in promoting to change the mind-set of the Construction industry to give Drilling and Sawing the recognition it deserves as a highly skilled trade. DSA members benefit from approved operator training courses and the adoption of national safety standards and working codes of practices, as well as affiliation with other recognised construction industry associations, national and international. CITB Approved Training Organisation CITB have changed the way it supports training for the construction industry. Part of this strategic change is the creation of CITB Approved Training Organisation (ATO) status that is awarded to training providers. A CITB ATO is an organisation which provides construction training courses and qualifications to a defined and industry-agreed training standard. The Drilling and Sawing Association (DSA) have been approved for the ATO. All Training Providers will need to be approved by the DSA for the delivery of the DSA recognised courses as listed on the Construction Training Directory. Drilling and Sawing Association (DSA) responsibilities: • Produce Certificates for Learners as per course attended, within 5 working days of receiving the relevant attendance log. • Maintain a database and log of all certificates issued including paperwork received from the approved provider. • A member of the Quality Assurance team will conduct individual trainer monitoring visits annually. • Provide formal, documented records of monitoring visits e.g. feedback reports, quality monitoring plans and strategies. • Submit learner details to the Construction Training Register within 5 days of receiving completed attendance log, evaluations and payment for certificates. • Ensure a reliable and auditable system of information regarding all training carried out, for a minimum of 3 years. • Submit employer details including CITB Levy number to the CITB for grant claim purposes. • Notify the approved provider of any changes to the standards and support the providers and trainers in implementing these changes. • Provide support, training and Continuous Development opportunities to trainers. Choosing the Right Training & Qualification route Operatives qualified in the Drilling and Sawing trade should hold the Level 2 NVQ Diploma in Specialist Concrete Operations – Drilling and Sawing and obtain the DSA CSCS Skilled Worker Card. Depending on the level of experience and competence of the operative, there are various training and assessment routes available to obtain the NVQ Diploma: • New entrant with no previous experience in construction: • There is a Specialist Applied Programme (SAP) available • Operatives with construction experience but little or no knowledge of Drilling and Sawing: • On Site Assessment and Training (OSAT) • Specialist Applied Programme (SUP) – Attend specific modules to gain knowledge and confidence • Experienced Drilling and Sawing operatives: • On Site Assessment and Training (OSAT) and Experienced Worker Practical Assessment (EWPA) routes When registering an operative for the NVQ Diploma, the assessor will carry out a pre- assessment interview to assess and profile the operative’s existing skills and assign them to the appropriate assessment route. An NVQ Level 2 Diploma is the minimum qualification required to obtain a skilled operative (Blue) DSA CSCS Card. Details of the different training routes, including duration, cost and grant available, can be obtained from the DSA. Supervisors: • Level 3 in Occupational Work Supervision • This level 3 qualification has either the OSAT or Up-Skilling route available for experienced or new supervisors advancing to this role. • Level 3 in Demolition (Construction) supervisor • Available through the OSAT route for experienced, new and CCDO temporary card holders Managers • Level 6 in Construction Contracting Management. • Both the OSAT and Up-Skilling route is available for managers depending on the level of experience. More about DSA Apprenticeships Apprenticeships are practical work-based schemes developed by the construction industry to fulfil the skills gaps in the specialist sector. Apprenticeships offer a structured training programme for an operative learning the trade, combining off site study with on-the-job training. Apprenticeships lead to a NVQ Diploma and apprenticeship deed, which proves the standards of work expected in the industry has been met and supported by work on core skills. The DSA has developed a Drilling and Sawing Apprenticeship for our sector called the Level 2 NVQ Diploma in Specialist concrete occupations (Construction). The elements of an apprenticeship are as follows • Training and assessment - An assessor will award the NVQ Diploma by verifying the achievements such as attended courses off-site and the evidence gathered on-site. • Work Based Evidence - Gathering and recording a wide range of work experience and evidence provided by the employer and the apprentice. • Key Skills - Aims to promote and recognise those skills that are essential to all jobs, the modules incorporate key skills elements such as reading and writing. • Diploma - A National Diploma is a standard academic qualification, in which many UK colleges and Universities offer. The title National Diploma is used in a variety of ways. The most common National Diplomas in the UK are awarded by NOCN which we are accredited to deliver. • Employment Responsibilities and Rights - All employers and employees have responsibilities and rights under employment law, and employment can be affected by other laws as well. This key element is included in the apprentices training programme. Course Summary: The aim of this scheme is to train new starters in the Drilling and Sawing industry as operators and provide existing operators with the means of gaining additional categories of equipment to their existing skills. The training programme consists of 12 days’ classroom training covering various modules set out within the qualification such as Diamond Drilling, further training takes place on-site for a total of 28 days and is carried out by the operatives’ supervisors followed by 3 days’ minimum assessment carried out by our assessor. Course Content: Groups of approximately 5-10 delegates can be accommodated – per intake. The on-site training will be carried out during normal working hours under the supervision of a designated experienced person from the employer based on the DSA Code of Safe Working Practices. Within the programme, individuals will receive training and certificates in: • Health and Safety • Diamond Drilling (Rig, Hand & Percussive) • Security of the Workplace • Floor Sawing • Operating Power Tools • Chain / Ring / Hand Sawing • An Efficient Working Environment • Track Sawing • Access Equipment Page 10
Students can also be given classroom training in these optional activities (priced outside of the scheme), i.e: • Concrete Bursting • Remote-controlled plant- Crushing & Breaking • Hydraulic Crunching • Wire Sawing But the on-site training and assessment will only be included for these optional modules where required by the employer. Each optional module will entail a further 7 days. The apprentice will receive the following certificates: • PASMA Mobile Tower • Diamond Tipped Segmented Blades • Health and Safety Awareness • Asbestos Awareness • Manual Handling • Remote-controlled plant- Crushing & Breaking. (Trainee CSCS) (Should this optional module be taken) The Advantages of the Scheme • Apprentices are benefiting businesses across the construction industry, and more employers recognise the value of investing in training to create competent and qualified workforce for the future. • 40% of contract costs are allocated to Operative labour. Testimonies from current employers of apprentices on the scheme, shows that a trained and competent operator can work more efficiently and productively which results in fewer problems on site and less damaged to equipment. (DSA 2012 Survey) • The scheme is linked to the NVQ Diploma Level 2 in Drilling and Sawing and an Apprenticeship Deed from the CITB. • There are substantial grants available from the CITB for training via this route – see PRICES • It is another factor installing confidence to clients that we have a professional, trained workforce, working to a code of Safe Working Practice. • Scheme is recognised by CITB & Build UK. Costs DSA Ltd will make a charge to the employer based on a fee of £3,000 per person, payable in instalments over 18 months. DSA members will receive a reduction reducing this fee to £2,000 per person. This fee will cover the provision of: • The classroom training modules • Any training documentation • NVQ Registration & portfolio • The assessment days • Meals (Excluding Evening) • All Plane and Consumables The only extra cost to the employer will be travel expenses and were any overnight accommodation is required this will be charged at £500.00 to cover the duration of the scheme (Bed & Breakfast) Page 11
DSA Apprenticeships eLearning Working alongside the CITB we achieved funding to update the apprenticeship scheme, taking it to a new level with digital formats. The rationale is to introduce new VR and AR learning materials which can be accessed 24/7. Therefore, this system offers apprentices the opportunity to access a preloaded system containing all theory work required to complete their training and qualification. This work should be completed before arriving at the training centre providing the students less time in the classroom and more time in for practical sessions. Each apprentice partaking in the scheme is provided with smart-tablets, loaded with all training material required for each tool such as videos, operators' manuals, and guidance documents. The system allows apprentices to complete questions and provide evidence needed to complete their qualification. The eLearning platform also enables employers to monitor progress and engage with their employees. Onefile System The online portal is connected to Onefile, who are a top rated eLearning platform used by many colleges and universities across the world. Recognised for its flexibility for all industries and varies formats. The platform covers both the eLearning in modular format and qualifications which maps the evidence to the standards. Benefits of eLearning Implementing the online learning software in the apprenticeship scheme provides numerous benefits for both the employer and apprentice. Apprentice Benefits • 24/7 Access - Apprentices will be able to access the eLearning platform 24/7, providing full flexibility to complete the theory work and upload evidence around their schedule. • Increased Communication – Apprentices can contact trainers and assessors through the eLearning platform, receive notifications of tasks required and much more. • Increased Confidence – Completing the theory work before attending the off-site training days allows apprentices 2 days practical training during these days. This will provide apprentices the opportunity to spend longer practicing with the machines, practice on more types of the machinery and have a much more in depth explanation and demonstrations, ultimately increase their confidence in using the machine on site. • Access to more materials - The eLearning platform is loaded with videos, manuals, toolbox talks, industry expert’s advice plus many more different types of materials that are accessible throughout their apprenticeship. Therefor apprentices can go back to different sections of the training as and when needed. Employer Benefits • Increased Support – As part of the eLearning platform employers will be able to check their apprentices progress and engagement with the qualification. Employers will then be able to identify key areas where the apprentice may require extra support. • More confident employees – the extra confidence the apprentices will gain will increase the level of on-site work completed by the apprentices. This route is linked to apprenticeships and operatives under supervised inhouse training. Who this route is for: It is suitable for anyone who is currently working in the diamond drilling and sawing trade. What the route entails: An assessor will observe the operative on-site to assess how they execute the different aspects of their job that are relevant to the NVQ. The assessor may consider training courses for the operative to attend if required. Duration: This route is based around the assessor gaining access to the operative to observe them on-site. Experienced Worker Practical Assessment (EWPA) Summary: EWPA offers experienced operatives a way of achieving a qualification through off site simulation. Who this route is for: It is available to experienced workers who do not require any further training and has a minimum of 2 years’ experience in drilling and sawing. What the Route entails: This route normally consists of the operative attending an off- site location to have their skills and knowledge assessed. A recorded discussion and job knowledge question session are the standard methods undertaken to assess the operative’s occupational knowledge and understanding. Practical sessions carrying out set tasks for each endorsement/ unit. Duration: 1-2 Days Page 14
New Limited Time Only Qualifications in Drilling and Sawing For a limited time only, we are offering 4 limited time only qualifications. The qualifications will be available until March 2021. NVQ Level 2 Firestopping Firestopping is a relevantly new qualification to the Drilling & Sawing Association, due to the increasing demand in firestopping activities being undertaken by diamond drilling and sawing operatives. The level 2 NVQ Diploma in Firestopping has been designed to develop and recognise the candidate’s skills, knowledge, and competency in Firestopping to ensure that the candidate is working safely within the construction industry. The candidate will learn all the necessary skills and knowledge to carry out firestopping actions competently and safely. As well as demonstrate their knowledge through an end test, candidate will need to be employed to undertake this qualification as it has been designed to be completed in a real workplace environment. NVQ Level 2 Demolition Plant (18 Month SAP) This Level 2 NVQ Demolition Plant provides the opportunity for individuals who specialise in the operation of demolition plant to increase their knowledge and skills as well as demonstrate their competence. The trainee will gain experience, through off the job training sessions, of every aspect of the industry but the scheme provides flexibility through the on the job training elements to suit the employer’s core business requirements whilst delivering the NVQ Diploma level 2 outcome after a 18 month training period. The contents of this course are designed to ensure that the operator can understand the hazards & the safe working practices within this specialised industry, and, upon completion of training, the Apprentice will be able to operate equipment to industry standards of competence. New Limited Time Only Qualifications in Drilling and Sawing NVQ Level 3 Diploma Occupational Work Supervision (Construction) This modular training programme is designed to provide the underpinning knowledge for a specialist sector craft operative to up-skill to a supervisory role and in so doing help develop their work-based evidence for the Level 3 NVQ Diploma in Occupational Work Supervision (Construction). This will enable the individual and their company to gain the skills required to produce greater business efficiency and profitability through the learner understanding their own leadership style and the impact and influence this may have on others around them by linking this to the theory of leadership and management, but related to their specific work situations. This structured learning allows supervisors or first line managers to gain the knowledge and skills they need to carry out their supervisory responsibilities and apply these in their workplace to improve efficiency and effectiveness as well as enhancing their own personal and career development. NVQ Level 6 Diploma in Construction Contracting Operations (CCO)- General This Specialist Management Training Programme was developed by CITB in conjunction Training and Assessment Consultants Ltd and the DSA Ltd, to address the issue of specialist managers and supervisors being unable to gather evidence required to gain the Level 6 S/NVQ Diploma in Construction Site Management. As a specialist sector, managers do not manage the whole construction site, but are responsible for managing work activities within their occupational area within a construction site, the Level 6 S/NVQ Diploma in Construction Contracting Operations (CCO) – General is therefore, a more appropriate qualification. This provides managers with the opportunity to gather the required work-based evidence from their projects to be assessed to gain the qualification and apply for the appropriate CSCS Managers card. The Training Programme, which supports and underpins the Level 6 NVQ Diploma in Construction Contracting Operations (CCO) – General, has been designed by specialists for specialists and will be delivered by specialists or those with an understanding of specialist construction activity, so the training is properly contextualised. More about Supervisor SUP Summary The program consists of 9 days off-site and will cover the following courses: • SSSTS • Supervising activities and allocation of tasks • Behavioural issues and courses based on the diploma units towards their NVQ Diploma Level 3 qualification This modular training programme is designed to provide the underpinning knowledge for a specialist sector craft operative to up-skill to a supervisory role and in so doing help develop their work-based evidence for the Level 3 NVQ Diploma in Occupational Work Supervision (Construction). Course Objectives / Outline: This programme concentrates on the skills, knowledge and expertise to enhance the learners’ awareness of the approach to supervision, handling people and different situations combined with the essential elements of Health & Safety and Environmental awareness. This will enable the individual to gain the skills required to produce greater business efficiency and profitability through the learner understanding their own leadership style and the impact and influence this may have on others around them by linking to theory of leadership and management, but related to their specific work situations. Further units can be obtained to suit varying trades such as demolition units. More about Remote-Controlled Plant Up-Skilling Programme This programme is intended for Novice or less experienced operatives, the programme covers the theory and practical elements in the use of remote controlled plant-crushing/breaking identified in our qualification unit QCF224. Content The programme will be open to any individual nominated by their employer. The Training Programme will consist of 5 off-site training days which can spread over a period of 6 to 12 months and will include: • 3 Days classroom and practical training- normally consecutive days • 2 Days Mock Testing – to be undertaken once on-site experience is achieved • 1 Day on-site assessment The classroom training is carried out at nominated training centres and approved in-house trainers where groups of approximately 4-6 operators can be accommodated. The on- site mentoring will be carried out during normal working hours under the supervision of a designated experienced person based on the DSA Code of Safe Working Practice. A log book will be provided to the operative to record on-site working hours and underpinning knowledge questions. CSCS Card Application Steps 1. Contact a training provider to register for the NVQ Diploma if not already held. 2. Pass the relevant Health, Safety and Environment Test ( See below for more information) 3. Visit the DSA Website https://www.drillandsaw.org.uk/ to apply for CSCS Card online 4. Complete the DSA CSCS Card application form for the appropriate card along with: • A digital passport style photo of yourself • Health and Safety Touch Screen test certificate • NVQ certificate (if applying for skilled or supervisor card) • Payment of £30.00 (£10 for DSA members) 5. Await the issue of the card, which should take 5 - 10 days depending on the payment method Health, Safety and Environment Test To obtain a CSCS card, an individual must pass the Health, Safety and Environment. Test relevant to the CSCS occupation unless exempt – see table on page 20 . When preparing for the test, the individual should ensure that they use the range of revision materials available, including the latest edition of the ‘Question and Answer’ book and practice DVD. New CITB Grant Scheme Introduction CITB launches its new Grants Scheme on 1 April 2018 supported by a new Construction Training Directory and Construction Training Register which went live on 3 April 2018. Collectively these are known as the new ‘ Training Model’. Employers will soon find it quicker and easier to book training with a recognised provider, claim grant, and check records of the training and qualifications that individuals have achieved. The new Training Model will be phased in over the coming months and some of the systems you use will be new whilst others will be more familiar. Key Changes • Grants are focussed on training and qualifications that deliver the construction skills the industry needs. • Grants are only available for those occupations that are within CITB’s scope order. • Grants are only available for training, qualifications and apprenticeships where the relevant standard has been recognised by CITB. However, there is a transition period so that existing short duration training can still be funded whilst new standards are developed and agreed. • Training can now be accessed through the online Construction Training Directory with providers that are registered as an Approved Training Organisation (ATO). • Where training is delivered by an ATO: • Grant will be paid automatically when the ATO updates the Construction Training Register • The outcome of the training will be recorded on the Training Register. • The Training Register shows the training and qualifications held by individual • construction workers. • If your training is not being delivered through an ATO, you need to set up an online account to claim grant. You will have 13 weeks to claim for training after is it completed. • CITB no longer pays grant by cheque so it needs your bank details to pay by BACS. There will be NO grant funding for any training not on the approved list. This means that generic training, qualifications and apprenticeships that are outside CITB’s scope order which you previously claimed grant for are no longer eligible for grant.
