Public health issues have unavoidably halted or altered plans for many and turned our daily lives upside down. Within the municipal organization, we have had to adapt daily to government instructions in order to always keep you as well informed as possible and make the best decisions for our citizens. On a positive note, some projects, particularly in terms of promoting local buying with Cowansville Dollars, have seen the light of day. Municipal News New elementary school in Cowansville A new elementary school will be opened in Cowansville. The opening is scheduled for the start of the 2022-2023 school year. This school will have 16 preschool and primary classes. A construction project that demonstrates that Cowansville welcomes several young families! This is a $ 20M investment from the Government of Quebec. Over thecoming months, the School Service Center of Val-des-Cerfs and Cowansville work closely to prepare for the construction of this new school. At the time of this writing, the location is still to be confirmed. In the perspective of community integration and sustainable development, the school will be adapted to the new teaching methods. Municipal News Downtown project - Where are we? Given the current circumstances surrounding the pandemic, the downtown project is currently paused. Although the government allows municipalities to go ahead with the referendum approval process, under certain conditions, the current rule remains the suspension of these procedures. Due to importance of this project, the municipal council saw fit to wait guidelines for resuming normal procedures before holding a registry for the continuance of this project. 2020 Pothole hunting review The pothole hunting season officially ended on October 31, 2020 in Cowansville. Remember that on July 7, the municipality requested the help of its citizens to identify those unsightly holes and expose them through the Voilà mobile app, City website, email or telephone. More than a hundred denunciations were received and of that number, 70 of them were treated. Given the amount of requests, the operation, which cost a little over $ 270,000, has been extended by two months. Because of the pandemic and shortage of goods with suppliers, the municipality has fallen behind in repairing potholes. In July, a team dedicated 100% to street repairs, was put into place. The operation will continue in the spring to complete the requests received. Thank you for your cooperation! Snow removal - Your cooperation is precious In order to ensure smooth traffic and the safety of all, here is a reminder of certain civic responsibilities: • Maintaining access to fire hydrants For safety reasons, the City asks its citizens not to cover with snow the fire hydrant located on their property. • No snow deposit When citizens or contractors put snow on the street or on the sidewalk, it considerably slows down snow removal work and impairs user safety, in addition to increasing operating costs. Municipal News New Website Did you know that the last overhaul of the City’s website took place in September 2012? At the rate that technology evolves, that represents many years! Since 2013, some improvements have been made to the website, including a visual overhaul, changing the homepage to facilitate searches of citizens and adding a citizen access section. Nevertheless, several improvements were needed in order to make navigation easier on the website. Communications and Relations Service Team as well as citizens are currently working together to create a new site more suited to new realities. Three main objectives: • Simplify mobile access. • Allow better referencing of the site. • Facilitate updates internally. The new site is scheduled to go live in spring 2021. Environment A gift to all elementary-level students In September, no less than 1,200 ecological pencils were distributed to elementary-level students in all of Cowansville schools. The distribution of this educational and ecological gift was intended to highlight the efforts of the students during this very special back to school year. The mayor also took the opportunity to announce that a monthly environmental action will be unveiled over the next 12 months. Each action will be linked to the municipality’s 2019-2023 Sustainable Development Strategic Plan. October - Carbon neutral organic waste collection The organic waste collection will take an even greener turn in the coming months and for years to come. With the help of Essor Environnement Cowansville firm, the municipality recorded the GHG emissions linked to the collecting of organic waste. The necessary carbon compensation will be achieved through a local tree planting in order to achieve a carbon neutral collection of organic residues. This represents 25 trees that will need to be planted annually by the municipality. The first 25 trees were planted at the entrance of the city in the landlocked area by route 104 and route 139 intersection. In order to embellish this entrance to the city, the municipality had to obtain authorization from the Quebec Ministry of Transport since the targeted piece of land belongs to them. • Total annual distance traveled by the Town of Cowansville to collect organic materials: 17,543 km. • Given the location and the soil, species which are now rare, as a result of their historical heavy exploitation, have been planted: oval hickory, late cherry, red oak, black walnut and cottonwood. • These species will yield good biodiversity and improve the sector’s ability to support bird life. November - Extended electrical offer In order to meet the growing need for transportation electrification and to better serve the population of Cowansville and the surrounding area, the City of Cowansville has installed two new electric terminals connected to the Hydro-Québec Electric Circuit. These are located in the city center (municipal parking on Sainte Thérèse Street). With this installation, the municipality also wishes to attract new visitors to the city center. In spring, an additional terminal will be installed at the Nature Center. Interactive Map Thanks to the initiative of corporate citizens and the municipality, about ten public electric terminals are accessible on the territory of the municipality. As some terminals are not connected to the Electric Circuit, the municipality has listed all of them on an interactive map. December - New subsidy program for sustainable feminine hygiene products As of January 1st, 2021, citizens aged 12 and over will be eligible for an annual subsidy of $50 when purchasing sustainable feminine hygiene products. The purchase must be made within 3 months of the request. Proof of residence and an invoice for the purchase will be required.
