FOREWORD Brigadier R M Clements, COMMANDER BFG I have undertaken 12 house moves with my family in the last 20 years (5 of which were to/from Germany), so I really do appreciate that moving home can be support the information in this guide. Additionally, the incredibly stressful and complex. Section 1 LEAVING YOUR SFA Here is a list of things that you need to think about with regards to moving out of your Service Family Accommodation (SFA) in Germany and moving back to the UK. Many people find that the houses and flats in Germany are more Housing generously sized than those in the UK. Your home in the UK may not give you all of the storage space to which you are accustomed or large items Differences of furniture may not fit. Very few homes in the UK have cellars. Now is the right time to clear out the clutter! Your removals will be provided under the Global Removals Management Service provided by Leidos, but locally contracted to Agility Logistics Limited (Agility). Those moving at other times will need to book online. Please note Agility may sub-contract to other removal firms. 6
DEFENCE ACCOMMODATION STORES (DAS) Personnel who currently have DAS items in their quarter will be given the opportunity to purchase them when they leave BFG. SURVEY AND ALLOWANCES If you wish to purchase DAS items you should identify these during your Pre-Move Out For personnel moving between 1st June and Advisory Visit (PMOAV) to your Housing and 30th September 2019, your SFA survey will take Estates Manager (HEM). This should take place in January/March 2019 and will be booked place before the Agility survey. The PMOAV is for you via your Rebasing POC. Section 1 LEAVING YOUR SFA Attics We can’t guarantee that your surveyor will move items out of your cellars and and attics. You will need to check with the removal team at your survey. If you are required to move items out of your cellar or attic and you need help to do this, Cellars please plan ahead and request some assistance via your Welfare Team. If you have a large bulk rubbish requirement you can book direct with your local Bulk Stadt to have your bulk rubbish removed or request assistance from your Station Rubbish Housing Office who may be able to help. The bulk rubbish removal service is a personal cost. Your Pre-MO Advisory Visit (PMOAV) will take place no later than 9 weeks before your move. If you have not been given a Pre-MO visit date in this window then contact the Housing Office to make arrangements. Please note for Pre-MO visits Pre-Move either the Head of Household or their spouse must be present. Out (Pre-MO)/ For your MO, if you are unavailable you can nominate a representative to be present. The representative must be empowered to sign a bill for damages and Move Out (MO) deficiencies on your behalf. A proxy form will need to be signed to allow your representative to stand in during MO appointments. There are 3 standards and it is dependent on what property you are in and what the standard of your SFA is at the time of the PMOAV. It is important to follow the advice of the SHEM/HEM who will let you know exactly what is required. They will Move-Out also inform the HoH/Occupants if the property has a follow on use as part of Future Defence Presence (FDP), is a Hiring or is a Federal property. Standards • If you are in a property that has follow on use then you will have to hand back your SFA to the same standard in which you received the property. • The standards between Federal and Hirings are similar, however again it is dependent on what the standard is like at the time of the PMOAV. The standard for pet cleaning is the same regardless of follow-on use. All occupants that have pets are required to have the carpets treated as per the JSP 464 regulated standard. If at MO the SFA fails to meet the cleaning standards set out at Pre-MO, you will be liable to pay the full Married Quarter Cleaning Service charge applicable to your SFA. It will not be possible to delay the MO. Raising of charges Charges will also be raised at the time of MO for any damage and/or loss to your SFA or DAS items that are deemed to be caused by the Head of Household, members of their family, visitors or pets. It is your responsibility to ensure your belongings are adequately insured during your move. You will need to be covered for Deep Sea Marine Transit. There are companies listed on the Agility website under ‘Transit Insurance Transit Carriers’. Please note that these are for reference only and are not officially Insurance endorsed by Agility or the MOD. Section 2 SCHOOLING For schooling, forward planning is key. This section gives you an insight into what to think about and research, while also giving you links to helpful websites. There are also some steps that you as parents can make to ensure you are able to make the most informed decisions. To help you as a parent and to support your child when moving school, CEAS have a guide on moving schools. They also provide a range of information documents on school admissions, Continuity INFORMATION of Education Allowance (CEA) and Special Educational Needs and PACKS Disabilities (SEND) registration. Please contact them for any of these publications. The HIVE hold the information packs should you wish to pick one up. Children within MOD (SEND) schools who have a SEND should be assured that there is a well rehearsed process for the transition from a MOD school to a school within the UK. Parents should visit the Local Authority and School websites for further information. Your children may be able to get free transport to school, depending on how far the walk is and any special needs they have. Section 3 EMPLOYMENT For dependants in employment, there are certain things that you need to think about before you move back to the UK. JOBSEEKERS ALLOWANCE If you are unemployed and looking for work, Jobseekers’ Allowance is the main benefit you can claim. This is a taxable benefit. If you are employed in BFG the LSU will issue you with a BFG Form 126, which may prove useful when applying for Jobseekers’ Allowance. You should register as a Jobseeker at your new location. Section 5 HEALTHCARE When moving back to the UK it is important that you understand how to access healthcare. Section 6 FINANCES: PUTTING YOUR FINANCES IN ORDER There are some significant differences in the cost of living between BFG and the UK. If you have been living in BFG for some time and are used to receiving Overseas Cost of Living Allowance (COLA), the fact that you are not eligible to receive it in the UK may mean you need to sit down and review your monthly budget. For those that have been receiving Kindergeld, you must cancel it before you are due to leave BFG as you are not entitled to receive it in the UK. If you are a driver you may notice that you will be spending more on fuel, as you will no longer be receiving the subsidised fuel rates that you have enjoyed in Germany. Being aware of the differences and taking them into account as you budget for life in the UK can help make the transition smoother for you and your family. To help you calculate the difference in your finances between Germany and the UK, we have created a Finance Calculator which can be found on BFGnet using the following link: bfgnet.de/leaving-bfg/unit-move/finance.html Why does COLA stop when I move back to the UK? COLA contributes towards the neccessary additional costs of day to day living when requested to serve overseas. It is the responsibility of the individual to ensure that that COLA will cease from the date you enter hotel accommodation, prior to moving back to the UK. IMPORTANT You must have repaid debt or have processes in place to repay debt upon leaving Germany. Debt will follow you - failure to repay debt or ensure debt continues to be repaid may result in you being pursued by debt organisations through the courts in the UK. Section 6 FINANCES: CANCELLATIONS Many contracts in Germany operate differently to those in the UK, often running on a two-year cycle, and require cancellation in writing prior to the end of the cycle. If you cancel a contract during the two year period, you may be liable to pay for the remainder of the contract, depending on the provider, so don’t be surprised if this happens. Some companies may let you out of a contract early with no penalty if you provide a copy of your posting notice or proof of end of tour at the point of cancellation. Try to give as much notice of your departure as possible. Information and examples of cancellation letters in English and German are available from the HIVE and BFGnet. CAR INSURANCE Check that your car insurance is valid for residency in the UK and arrange cover with a UK company. There is a legal requirement to register your car with DVLA and you will not be able to de-register your vehicles in BFG without it. If changing companies, remember to get your ‘Certificate of No Claims’ from your existing provider before you leave. KINDERGELD All recipients of Kindergeld are reminded that they must inform the relevant authority when they are leaving BFG in order to cease Kindergeld payments. Please provide your UK bank details when you cancel your Kindergeld so that final payments may be made after you have closed your German bank account. Cancellation forms are available at your UWO, the HIVE and BFGnet. If you have applied for Kindergeld and are still awaiting a response, you should contact the Kindergeld office to inform them of your UK bank details and forwarding address. BREAKDOWN COVER Make sure you review your breakdown cover. If you choose to cancel your policy on move to the UK, please make sure you find an alternative provider. However, if you choose to stay with your current cover, remember to update your address. 22
GERMAN BANK ACCOUNTS Prior to cancelling your German bank account don’t forget to finalise any bills – while your German account is still active, you need to take into account any outstanding or final payments that may be due. The bank should be notified at least 4 weeks prior to the closure of your account. The application for closing bank accounts has to be signed personally. Should you have a joint account with your partner, both signatures are required. Be prepared to leave a forwarding address with the bank. You should ensure that sufficient money is left in the account to cover any remaining payments before closure and you are remindinded that it is your responsibility to stop any allotments prior to returning to the UK. PHONE AND INTERNET CONTRACTS You must ensure that you cancel your Phone and Internet contracts prior to leaving Germany, this includes WiFi contracts in SLA. A few tips to remember when you cancel your contracts: TIP 1 – Cancellation. This applies to contracts with companies that do not allow early termination of the contract without paying for the unused months. When it comes to cancelling your contract on assignment outside of Germany and your end-of-tour date is after the end-of-contract date, give notice in time for the end-of-contract date and ask if you can extend the contract for those weeks or months. Check your end-of-contract date NOW, write it on your contract together with the last date for termination without paying for any unused months, to ensure you have it to hand when you get your posting notice. Alternatively check online or by telephone to get those details. If the company writes back after your cancellation demanding half the payment for the remaining months, DO NOT IGNORE IT. If you do, they may sell your debt to a debt collector in Germany or in the UK, and if/when they find you, you will have to pay much more than the original debt amount. Section 6 FINANCE: SET UP As well as having to cancel contracts in Germany, you may wish to set up contracts for some of the services that you will require for your life in the UK. UTILITIES When moving into your property in the UK you may wish to explore alternative utility providers. Often it does pay to shop around to see which provider will offer the best rates. CAR INSURANCE If your vehicle insurance company does not cover you once you are resident in the UK, you need to ensure that, a new car insurance policy is set up. With more companies to choose from, you may find that your insurance is more competitively priced than it was in Germany. Again money comparison sites will assist you to find the most competitive deals. CAR TAX Your car will be taxed as part of the de-registration process. You should note that you no longer need a paper tax disc 2019 displayed in your vehicle. All vehicle tax is completed online in the UK. You have to pay an extra £310 a year if you have a car or motorhome with a ‘list price’ (the published price before any discounts) of more than £40,000. You only have to pay this rate for 5 years (from the second time the vehicle is taxed). www.gov.uk/vehicle-tax-rate-tables TELECOMMUNICATIONS When you arrive in the UK, you may wish to set up a contract for a monthly mobile bill, subscription or new insurance policy. Contacting a variety of providers to obtain the best price and most suitable package for your needs is recommended: many offer special deals for new customers. Please be aware that, depending on the provider, you may find it difficult to set up an initial monthly phone contract if you have never (or not recently) had a UK address. You may have to set up a ‘pay as you go’ tariff initially until you have built up a credit score to be eligible for ‘pay monthly’ packages. 25

Section 7 CUSTOMS, IMMIGRATION AND VLO All goods that have been purchased tax free must have been in your possession and used in Germany for a minimum of six months before you can export them free of VAT liability. If you have imported tax free goods from outside of Germany over €1000, TAX FREE you must obtain a BFG Form 38 if you intend to sell them and SHOPPING a BFG Form 38U if you intend to take them to your new station outside Germany. If you have bought tax free goods in Germany using an Abwicklungsschein, then the threshold for requesting a BFG Form 38/38U is €2500. Do not forget that you must hand in all of your tax free forms before leaving Germany. The Indicative Levels (ILs) are the official guidelines from HMRC of the quantity of tobacco and alcohol products that, having been purchased from a Duty Paid (i.e. tax paid) outlet within the EU (such as a German DUTY PAID shop, supermarket, etc.), may be imported into any other EU Member ITEMS State for personal consumption. Quantities above these levels may be (I.E TAX PAID) permitted but you must be able to prove that the goods are for your own personal use.
