Confederation of European Baseball Presidential Report 2019 Dear CEB member Federations, 2019 started strong, with the unanimous adoption of the WBSC Europe Constitution during the Congress organized by our friends from the Greek Softball Federation in Athens in February. The WBSC Europe’s interim Executive Committee was established and has started to work on the next steps of the development of our new continental body. Although we showed a continuous will to build the future of European Baseball and Softball in the cradle of the Olympics, Paris 2024 quickly denied our sport with a chance to stay on the Olympic programme by proposing only Roller Skate, Surf, Climbing and Breakdancing as additional sports for the 2024 Olympics just a few weeks after, a choice that was welcomed by the International Olympic Committee and leave us - again - at the door of the Olympics until a potential return at the Los Angeles 2028 Games. This is, for sure, a disappointment for us all but we need to keep moving forward, developing our sport to show to the Olympic movement that we deserve our place at the Olympics. There still was Olympic excitement this year with the Europe/Africa Qualification Tournament that was organized by WBSC in Parma and Bologna, in Italy last September. Congratulations to Israel which won the competition and will represent Europe and Africa at the Baseball Event of the Tokyo 2020 Olympics. Our tournaments were again successful in 2019. I want to thank all participants and organizers of this year’s competitions and congratulate Italy (U12 EBC), Slovakia (U12 EBC Qualifier), Germany (U15 EBC), Israel and Austria (U18 EBC Qualifiers), Czech Republic (U23 EBC), France (Women’s EBC), Israel and Lithuania (EBC Senior B-Pool), Israel (B-Pool Playoff), The Netherlands (EBC Senior), Israel (OQT), Russtar Moscow and Sölversborg Firehawks (Federations Cup Qualifiers), Dornbirn Indians (Federations Cup), Voith Heidenheim (CEB Cup) and Unipolsai Bologna (Champions Cup) for their great victories. I also want to highlight the organization of the first ever Women’s European Baseball Championship in Rouen, France this summer. After almost ten years of Women’s Baseball in The Netherlands, the Oranje are not alone anymore and have been joined by Czech Republic and France for a historic competition that I hope will lead to many more in the future and further development of Women’s Baseball on the old continent. Let me also point out the success of the New York Yankees vs Boston Red Sox Series in London on June 29-30, the first regular Major League Baseball season games ever organized on European soil. Sold out stadiums and huge media exposure can only help baseball in Europe, and we are already looking forward to 7

next year’s Series - again in London but this time between the St. Louis Cardinals
and the Chicago Cubs.
I would like to thank all Executive Committee members, Presidents, members of
Commissions and officials for their work as well as Kristina Uroić who run the day to
day activities of the office in Zagreb.
I wish all players, coaches, officials and leaders the very best for 2020.
Marketing and Media Commission Report 2019
In 2019, the focus of the marketing and media commission's activities was again on
the television broadcast of our tournaments.
For 2019 our goal was not only to implement more international events but also to
provide member federations with their own channels. Together with Sportradar we
created a handbook to improve the handling and the upstreaming of live streams and
other video content, the covering of a tournament and it’s posting on
baseballsoftball.tv.
Unfortunately, we have not quite managed to reach the National Federations and to
inform about the possibilities of the platform. We have and will do this even more in
personal contacts.
We also have to inform more about television broadcasts from European
championships. As positive as it is, that television broadcasts happens, it is also
necessary that they will streamed to the platform in cooperation with CEB.

Confederation of European Baseball Here, too, we will personally contact all potential organizers in advance. Particularly noteworthy this year is the broadcast of the final of the Women Baseball EC in France and some finals of the U23 EC in Prague. The highlight of the year was the men's baseball EC in Bonn Germany. The goal was to broadcast all games. Through joint efforts, the organizer's existing budget could be increased through sponsorship, so that all EC games could be shown live on our platform. It was also possible to provide local and other national television stations with the image material as a short report on a daily basis. At this EC we tried to follow the standards for marketing and media. Frequent Facebook reports, daily game reports on the CEB homepage and an intensive press support were only part of the activities at the championship in Bonn. 9

I would like to mention in particular the good cooperation with the organizer the Bonn
Capitals and the DBV and thank everyone involved.
The statistics of the spectators of the EC games on our platform are impressive to
me.
All EC games are still available at baseballsoftball.tv at any time.
From now on, all broadcast games will recorded automatically on our platform and
can viewed at any time or time shifted during the broadcast.

Business opportunities
A deal signed again for baseball balls in 2019 with Teammate. All CEB tournaments
did run with Teammate balls that provided at no cost for the event organizers.
Furthermore, a cooperation contract could concluded with a baseball equipment
supplier. Bens Sports becomes an official CEB supplier and equipped the most
Officials with the necessary apparel for the 2019 season. It will continued also for
2020. This year the collection of WBSC Europe fan ware will launched to get a
foothold in marketing.
Teammate, ISG Baseball and Lee County Sports Development will be sponsors for
the Congress 2020.

Technical Commission Report 2019
2019 was a special year for the CEB Technical Commission. The Commission
underwent a change in composition and got a new chairman.
Because the chairman, Juergen Elsishans became the president of the German
Federation, the Executive Board of CEB decided that he could be no longer the
chairman of the CEB Technical Commission.
In September 2019 just before the European Championship Seniors in Germany,
Ludo Peeters (BEL) was elected as new chairman of the CEB Technical Commission
by the Executive board of CEB.
Technical Commission would like to thank Juergen for all his work he has done
during the past years. This was greatly appreciated.
A new chairman also gives a new approach. Ludo wants the chairmen of the CEB
umpires and scorders commissions to be part of the CEB Technical Commission. On
the other hand Rainer Krankl has resigned due to lack of time. Also thank you very
much for Rainer.

12Confederation of European Baseball All results, statistics, boxscores and daily reports of the 2019 CEB tournaments are published on the CEB competition website. In 2019 a total of 16 tournaments were played. 5 Club and 11 National-Team competitions were organized all over Europe. For the first time there was a European Championship Baseball Women organized. The European Championship Seniors in Bonn (GER) was also a qualifier for the WBSC Olympic Qualifier Europe/Africa in Italy. In June, 34 club teams from 20 different federations participated in the various European Cup competitions. In these competitions 13 technical commissioners, 37 international umpires 22 international scorers and 5 scoring directors were active. In July, August and September 72 National team selections from 28 different federations participated in the various European Championships and Qualifiers. In total 26 Senior-Teams, 8 U23-Teams, 11 Junior-Teams, 10 Cadet-Teams, 14 Juvenile-Teams and for the first time ever 3 Women baseball Teams participated in these competitions. In these competitions 30 technical commissioners, 77 international umpires,44 international scorers and 10 scoring directors were active. The CEB Technical Commission wants to thank all CEB officials who were active at the CEB tournaments, without officials there would be no competitions. Competitions 2019 Cup Competitions 2019 European Champions Cup Played in Bologna (ITA) with 8 teams. Unipolsai Bologna (ITA) won the European Champion title in a final against L&D Amsterdam (NED). Deurne Spartans (BEL) relegate to the CEB Cup. CEB Cup Played in Brno (CZE) with 8 teams. VOITH Heidenheim (GER) won the tournament and earned a spot for Germany in the Champions Cup 2020. Vindija Varazdin (CRO) relegate to the Federation Cup Federations Cup Played in Karlovac (CRO) with 6 teams. Dornbirn Indians (AUT) won the tournament and earned a spot for Austria in the CEB Cup 2020. Leksand BSC (SWE) relegate to the Federation Cup Qualifier Federations Cup Qualifier Pool 1 Played in Moscow (RUS) with 6 teams. Not enough volunteers to assist the LOC, sometimes problems with the transportation. The main field had seen better times, a refreshment had been desirable. No ground crew available to prepare the playing field European Championship Women Played in Rouen (FRA) with 3 teams France (FRA) won this tournament. This was the first time that this European Championship Women was played. Hopefully we will have more participants at the next edition European Championship U23 Played in Prague (CZE) with 8 teams Czech Republic (CZE) won this tournament, Ukraine and Croatia relegate to the EC U23 Qualifier 2020 European Championship A-Pool Played in Bonn and Solingen (GER) with 12 teams The Netherlands (NED) won this tournament, Croatia and Sweden relegate to the EC B-level 2020. This tournament was a qualifier for the WBSC Olympic Qualifier Europe/Africa for Tokyo 2020. The first 5 national teams of the European Championship were qualified and moved directly after the European Championship to Italy were the tournament was played in Parma and Bologna. The qualified countries were: The Netherlands, Italy, Spain, Israel and Czech Republic. This was a very well organized tournament with a huge number of volunteers who were all very motivated. The interest was great, there were many spectators especially when Germany played. Sometimes complaints about the food for the officials (cold and not enough). Conclusion: The tournaments were usually well organized, no problems that could not be solved. Sometimes the start was hesitant, but after a day everything was fine. A recurring problem is the strength of the internet connection on the fields and in the hotels of the officials. More attention is needed because this complicates the work of the scoring directors. Another point of work is the food for the officials, this must improve in the next years. It is not ok that officials have to eat ‘Fast food’ all week. Development
The CEB clinics for starters in Europe was held in Sweden and Italy. The trainer’s

Exchange of CEB-Umpires during international tournaments in Europe
To further improve the CEB Umpire CEB makes arrangements with the organization
of international tournaments, to invite CEB-Umpires to participate. The goal is to help
Umpires to stay on a high level of umpiring.

European Tournaments Umpire evaluations
In 2019 the CEB Umpire Commission nominated in the 16 tournaments 114 umpires.
The umpires were assessed in 279 games by a technical commissioner. The
technical commissioner has to evaluate the game with the umpire and fill in a report.
At the end of the tournament these reports were send to the Umpire Commission and
were administrated.
The comments of the TCs were personally sent to all active umpires in the
tournaments. The goal is that the umpires can improve themselves even more.
After the European competitions, we were able to inform the national federations that
provided umpires, about the results of their umpires during CEB Events in 2019.

Tournaments
The umpires who were invited to a tournament received the appointments in March.
Many cancellations resulted in a lot of extra work for the office and the umpire
commission.
To get more stability in the system in 2020, availability forms were sent in December.
Due to this preliminary work, we expect to have to process fewer cancellations or
changes.

During the tournaments, all TC was asked to pay attention to the following: Discuss
with the Umpires, before the tournament starts, the changes in the baseball rules for
2019.

Tournaments
In 2019 a total of 16 tournaments have been played. All results, statistics and daily
reports of these CEB tournaments are published on the CEB competition website
(www.baseballstats.eu).
For the tournaments we have had the support of a lot of Scoring Directors and some
International scorers. 2019 has been a difficult year to fill all the positions, but with
the help of our Scoring Directors of which several worked more than one tournament,
we managed.
Recommendations to LOCs
To perform the play-by-play it is recommended to have a wired internet connection or
connection via USB. In 2019 in some tournaments the Wi-Fi connection at the
venues caused problems which made it impossible to perform a proper play-by-play.
We emphasise that the minimum of scorers required mentioned in the competition
rules is really necessary. These numbers exclude the Scoring Director. Also the
scorers should be dedicated to keeping score which means not being a player, part
of the field crew etc. If needed, with the help of the scoring commission it is possible
to organize scoring clinics before tournament start, to update the knowledge of the
local scorers and give them an easier job during the tournament.
In 2019 again the play-by-play was performed with The Automated Scorebook
software. Local scorers have to be trained to use this program.
18Confederation of European Baseball Scoring manual The WBSC Baseball Scoring manual (version 2016) is used for all CEB tournaments. We are aware that the WBSC Scoring Commission is working on an update of this manual. As soon as finished, we will discuss with WBSC how to get the new version to the European scorers, so we can keep up and expend the level of scoring.
