Volunteer Awards 2021 Congratulations to the Town of Walkerville award recipients! Mayor Elizabeth Fricker opened the 2021 Volunteer Awards with the below quote: “To the world you may be one person…. but to one person you may be the world.” As she recalled: you may never know the impact that you have made on a person’s life. A kind word, a listening ear, the lending of a hand, the offering of a car or the cooking of a meal when most needed – it means so much to someone who is lonely or unwell. Our 2021 Volunteer Awards on 25 May 2021 encapsulated the above, as a selection of wonderful community members received acknowledgment for their efforts in giving up their time to support others. Volunteer of the Year Award: Patricia Stewart Patricia has volunteered at Vale Park Primary School for many years, particularly since the commencement of the Stephanie Alexander Kitchen program in 2014. She volunteers her time during kitchen lessons at the school with set up and pack down, along with explaining cooking skills to the students. Weekly Round Up
Patricia also volunteered in 2019 and 2021 at Council’s Nourishing Table events in the Walkerville Town Hall. Patricia is a past recipient of the Vale Park Primary School Volunteer of the Year in 2018. Young Volunteer of the Year: Amber Trappel Amber Trappel attends Walkerville Primary School. Amber, along with her sister Penny, participated in Council’s Send a Smile project during COVID-19, which was aimed connecting elderly or vulnerable Walkerville residents with local children to brighten their day during isolation. Amber and Penny wrote letters and created artwork to send to residents during the pandemic and Council received wonderful feedback. From this project, the sisters’ artwork was selected to be in a national 2021 library calendar. Amber is also active in environmental awareness programs within the City of Port Adelaide Enfield and has been recognised by the Council with an Australia Day Award. Community Event of the Year: Walkerville Rotary Art Show The Walkerville Rotary Club ran its Art Show in 2020 with Covid-19 restrictions in place to help support the many artists who were struggling during the pandemic. The Art Show raised $30,000, which contributes to the following programs: • Operation Flinders – outback adventure for young people at risk • Literacy and numeracy awards at local schools • Indigenous scholarship for health studies • International Polio Plus scheme to eradicate polioBirthing kits for women in under-developed countries Mayor’s Choice Award: Deb Duckmanton Deb Duckmanton is responsible for the ongoing organisation of the Walkerville Walkers – a Heart Foundation walking group which is supported by the Town of Walkerville. The group was established in November 2017 by Council as part of its wellbeing programs. She was instrumental in planning the four different walking routes that the group takes in rotation on a Monday morning. Deb also records those attending each walk and forwards the information onto the Heart Foundation. Deb has created a welcoming environment for all members and has also developed other social activities that the group enjoy, including being part of a book club, dinners and a bowls team. Have your say! From an $8 million Walkerville Oval Redevelopment to $300,000 for a new community park area – what do you think of our proposed 2021/22 budget? The Town of Walkerville would like your feedback on its Draft 2021/22 Annual Business Plan. The budget sets out Council's plan to deliver services, facilities and programs to support our community and businesses over the next financial year. The draft plan is funded by a proposed 1.91% (including growth) average residential rate increase. With this budget, Council is pleased to begin the delivery of a redevelopment more than 30 years in the making – the upgrade of Walkerville Oval. This milestone project will create a community facility that enhances our vibrant precinct, as well as assists in boosting the local economy and our small businesses. We plan to continue to incorporate innovative environmental design measures into our ongoing assets and maintenance programs, while looking forward to a greater range of community events this coming financial year. Proposed key projects: • $8 million Walkerville Oval Redevelopment ($4 million State Government contribution) $1 million Council expenditure in 2021/22 to start construction on a sports and community hub (remaining funds to be spent over subsequent financial years). • Levi Park Upgrade $300,000 for a revamped eastern end with a new playground, barbecue area, timber decking, drinking fountain and landscaping. • Alfred Street Road and Streetscape Project $290,000 to improve vehicle movements and pedestrian safety by creating a one-way street, lowering the speed limit and increasing roadside vegetation. • Christmas Fair $45,000 for the reintroduction of one of the Township’s most popular community events. • Local Area Traffic Management Plan $25,000 to undertake traffic surveys and implement plans to improve transport issues. The draft budget is forecasting: • An average residential rate increase of 1.91% (including growth). • Total revenue of $10,851,434. • Total expenditure of $10,792,867. • Total expenditure allocated to capital works (the renewal of existing infrastructure, along with new projects, within the Township) of $3,058,108. • A budgeted operating surplus of $58,567. We are hiring! We are looking for a Finance Business Partner to join our team. About the position: Reporting to the Group Manager, Corporate Services, the Finance Business Partner is a key position within the Corporation of the Town of Walkerville and 2IC of the Corporate Services Team. The incumbent will be responsible for coordinating the delivery of Councils’ accounting functions as they relate to: financial accounting, treasury management, internal accounting control, annual budgeting and modelling, asset accounting functions; and to fill the position of Executive Officer for the Town of Walkerville’s Audit Committee. Key responsibilities: • Support all Group Managers within the organisation with their day-to-day finances and budget planning. • Provide a strategic view in relation to asset classification, useful lives, depreciation and valuation. • Provide expert advice on asset accounting, rating, debtors and payroll processes and practices to Senior Management, the Leadership Group and business partners. • Build and foster key stakeholder relationships both internally and externally, and represent Council as required. • Actively participate in and maintain a customer focused culture. • Provide leadership and assist with the development of annual budget preparation and performance principles and plans. • Prepare reports as required on budget forecasts and performance trends, needs and issues. • Implement strategies to ensure compliance with legislative and taxation obligations in relation to budgeting, asset accounting, rating and payroll functions. • Lead in the development of asset accounting and rating policies. • Review banking and treasury management functions utilising related third-party systems and processes. • Participate in the South Australian Local Government Finance Management Group meetings. Through the Lens: Seniors Card photographic competition All South Australian Seniors Card members are invited to enter Through the Lens, the Seniors Card photographic competition. Click here to enter. Entries close Friday 30 July 2021. The judges are looking for good photographic technique, creativity and clear photographs. Great prizes are up for grabs, including large framed prints thanks to Atkins Photo Lab and more to be announced. The Dog and Cat Management Board has introduced a new campaign where they will be offering a prize draw to cat owners who register their cat’s microchip. Instructions for registering your dog and cat online Go to dogs and cats online 1. Select register 2. Select register my new animal 3. Enter microchip number, desexing ID or transfer code and your surname. If you have not been given these details, select unknown 4. Check if you have an account—if so, select it and proceed without logging in, or continue as a new owner 5. Ensure your details are correct 6. Complete registration and pay any applicable fee. If you have any difficulties, contact our Customer Experience Team on 8342 7100. Weekly waste tip NO CLOTHES – or textiles, fabric or shoes in the recycling bin! The materials from your recycling bin are taken to a recycling facility (MRF) where the machines, as well as some manual sorting from people, separate and sort the items depending on the material they are made from. Materials that can be sorted for recycling are: paper and cardboard, rigid plastics, glass, steel and aluminium. The separated materials are then bailed or placed into containers which are sent to a specialised recycling facility to be pulped (paper), melted and granulated (plastic), or melted (glass and metals) to make new products. New loo, new look Works commence on an upgrade of Willow Bend Reserve. Site preparation works for a new automated toilet block have commenced at Willow Bend Reserve this week. This initial work ties in with the proposed facelift of the reserve, including the resurfacing of the tennis courts, new basketball ring, landscape upgrade and entrance statement banner frame. Watch this space! Levi Park upgrade works begin. Works to construct a new landscape area with a barbeque and table tennis table have commenced this week (corner of Vale Street and Lansdowne Terrace). Demolition works of the existing site have been completed and the site is currently sectioned off with temporary fencing. Council’s contractor LCS Landscapes has begun preparing the site, with works planned to be completed by 30 June 2021. For further information, please contact Council during business hours. Gas works -- - Medindie Gas infrastructure upgrades for Medindie. Gas Main Renewals have commenced throughout Medindie. Works have started on The Avenue, Herbert Street and Hawkers Road and will move throughout wider Medindie over the coming months. Works are largely non-invasive through the utilisation of existing infrastructure rather than open cut trenching. The Gas Company (APA Group) will be contacting impacted residents (street by street) with further details of the proposed works. Our street tree planting program for Medindie will be postponed until gas upgrade works have been completed. Weekly Round Up
River Torrens works Second Creek outlet upgrade. Works have commenced to upgrade the Second Creek Outlet in the River Torrens. Cyclist and pedestrian detours will be in place from May to September 2021, as shown in the map below. Signs will be installed along the River highlighting the alternative routes. Parking Permit Zone New 3-hour parking restrictions in Gilberton and Medindie come into place on 1 July 2021. In January 2021, Council announced that a new 3-hour Parking Permit Zone would be implemented in parts of Gilberton and Medindie. These parking restrictions will be enforced from 1 July 2021 between 8am and 5pm, from Monday to Friday, in the streets highlighted in the map below. Residents in the two suburbs have received reminder letters this week. New signage was installed in March 2021 throughout Gilberton and Medindie to communicate the planned parking changes and provide time to adjust to the upcoming parking restrictions. Residents will be able to apply for on-street fixed parking permits (subject to eligibility), as well as request one free transferable residential parking permit. Vehicles parked on the street must display these permits to be exempt from the 3-hour parking restrictions. Engagement Background In 2018, the Town of Walkerville engaged consultants to develop the Medindie Transport Parking Plan and Gilberton Local Area Traffic Management and Parking Plan. These reports focused on traffic volumes, speed and parking within the two suburbs. Weekly Round Up
Public consultation commenced as part of these reports in 2019 inviting the community to provide feedback through face-to-face information sessions and online community surveys. Feedback showed community concern in relation to non-resident cars being parked on streets for extended periods of time. In response, Council endorsed a 3-hour permit zone at its 19 October 2020 Ordinary Meeting. Parking Permit Application Residents are now able to apply for a parking permit either by collecting a hard copy from the Civic and Community Centre or by applying through our website here. If you have already applied for a parking permit, you are not required to submit a new application form. Subject to meeting the eligible criteria, a maximum number of permits will generally be issued, as shown in the table below. The cost for a Residential Exemption Permit for 2020/21 is $53.10 (or $26.50 for concession holders). An eligible applicant is entitled to one free transferable permit. Only one applicant per residence is permitted. No. of car parks on Maximum permits and permit types per property property Two fixed residential permits and one transferable residential parking 0 permit (each eligible applicant is entitled to one transferable residential parking permit free of charge). Library Dollars Make Sense campaign update Help maintain State Government funding for public libraries! The Town of Walkerville is asking you to show your support for public library funding by contacting your local State MP, the Honourable Rachel Sanderson, to let her know why you value the Walkerville Library and want the State Government to continue funding public libraries. Over the past decade, successive State Governments have contributed more than $185 million to council libraries through a long-standing agreement with the Local Government Association (LGA). The LGA is currently negotiating with State Libraries Board representatives a new State/local government libraries funding agreement, with the current agreement due to expire in June 2021. The LGA is asking for State Government funding to be maintained in this new agreement, with indexation applied. This financial year, the Town of Walkerville received almost $60,000 as part of the agreement. If funding was to be discontinued, this would be detrimental to the Walkerville Library and its community. The money, which funds the Public Libraries Services, goes towards Council's free wifi, courier service, digital library collection, as well as providing dollars for library materials and operating expenses. Funding for public libraries is a sound investment. Recent research shows that for every dollar invested in libraries, $2.80 worth of benefit is delivered back into the community. Councils invest around $86 million every year, which supports more than 140 public libraries across South Australia. Any reduction in State Government funding would impact the range of library programs and services our Council provides to the community. That is why we are calling on the State Government to maintain funding in the upcoming State Budget. Open for consultation Business Sentiment Survey If you are a trader in the Town of Walkerville – we are interested in learning more about your business so we can deliver services that support your needs and endeavours. Small business is the backbone of our community and Council wants to learn more about its traders in order to assist in creating new strategies and opportunities to foster growth. The Town of Walkerville recognises the invaluable contribution local companies make to the Township’s economy and in creating employment. As such, Council has a focus on stimulating economic development and helping small businesses thrive. In line with our strategic goal to support small business, we have become a Small Business Friendly Council (SBFC). The SBFC Initiative aims to assist Council in enabling economic development, enhancing local relationships, boosting networking and encouraging business opportunities. Last year, we created a new Shop Local campaign and we continued partnerships with business organisation Propel SA and the Eastern Region Alliance (ERA) Economic Development Group, to provide invaluable networking and mentor services to our businesses. This year, we want to hear from our business community directly so we can put plans into practice. Street sweeping helps keep the Township clean Our street sweeping programs are seasonally adjusted to effectively manage the level of risk in streets where issues are present generally relating to street tree litter. While we make every effort to keep our streets clean year-round, you can help out by doing the following: • Avoid sweeping leaves or clippings onto the road; • Do not park caravans, trailers or boats on the road for extended periods. Council Meetings The next Ordinary Meeting of Council will be held on Monday 21 June 2021. All Council and Committee meetings will be temporarily held online until further notice. The Council Chambers will not be open to the public during this time, however, meetings will be live streamed via YouTube.
