Executive Summary:

**Next press conference scheduled for Tuesday November 17, 2020**

Governor DeWine: Even with the dramatic spike in COVID case numbers, we should remain hopeful to
the potential release of COVID vaccine. We should remain positive with this news as “we can see the
sun coming up.” We have a responsibility to protect both employees as well as customers. The best
way we can do that is to follow the guidelines of wearing a face covering, social distancing, hand
washing, and staying home when sick. There will be medical exemptions as there has been. We
continue to see the spikes coming from weddings (receptions), funerals (gathering after), banquets and
social events at private residents. We are not saying stop celebrating, we just need to do it safely.
There has not been a decision on closing bars and restaurants. The unique challenge with bars and
restaurants is people cannot wear masks to eat and be together over an extended length of time.
Today set a new record of 7,101 new cases in one day (21day average 4,001). Sixty-eight (68) of
Ohio’s counties are now Level 3 (red), encompassing 94% of Ohio’s population. Wood County is
ranked 55 in the state with 385.3 cases per 100,000, almost 4xs the CDC guidelines. A 30,000,000
grant in Ohio will allow each health district to receive $200,000 to spend on COVID response/
prevention as they see fit. The remainder will be used to assist with contact tracing. The OH Dept of
Health is adding a zip code dashboard to the Coronavirus Website:

narrow down cases locally. The Ohio Department of Health has also created a new dashboard for the
influenza at www.flu.ohio.gov, which will be updated every Friday by 9am. The hospitalization data will
be down by date, region, county, date, sex, race and ethnicity. The date shows only positive flu PCR
tests reported by public health laboratories and selected clinical laboratories that participate in the
national flu monitoring system. In the early hours of November 11 an accident, involving hazardous
materials and fire closed down the Brent Spence Bridge on I75 between Cincinnati and Northern
Kentucky. Currently inspectors are inspecting the bridge for damage, which is expected to continue
through this weekend. We ask for patience while we inspect and repair the bridge to ensure the safety
of those using the bridge.

Lt. Governor Jon Husted: The Small Business Relief Grant for businesses with 25 employees or less of
up to $10,000 per business ($500,000 per county) is still available in some counties. Please see

Only 1/3 of the bars and restaurants who are eligible for a $2,500 grant have applied so we encourage
those business who have not applied to do so. Ohio has been recognized as one of the top four states
in the country based on Innovate Ohio’s ability to electronically provide information and protect personal
identifiable information.

County EOC Objectives:
 1. Coordinate the county’s response to limit spread of COVID-19; and maintain medical care.
 2. Provide timely, clear, and consistent messaging to the public, stakeholders and media on the status
of COVID-19 and actions the public can take to keep themselves safe.
 3. Determine how county agencies will continue delivery of essential services to Wood County
residents while following COVID-19 public health guidelines.
4. Prevent, identify, mitigate, and respond to COVID19 hotspots within the county.

EMA:

   •   Wood County was elevated to a level 3 or RED level. Level 3 Public Emergency indicates: very
       high exposure and spread. Limit activities as much as possible. Follow all current health orders.
       Same guidelines as in previous levels. • Avoid contact with anyone who is considered high-risk.
       • High-risk individuals* should take extra care to follow precautions. • Decrease in-person
       interactions outside household. • Seek medical care as needed, but limit or avoid unnecessary
       visits to hospitals, nursing homes, and residential care facilities to see others as much as
       possible. Ohio’s Public Health Advisory System is updated every Thursday. The system
       consists of four levels that provide Ohioans with guidance as to the severity of the problem in
       the counties in which they live. The levels are determined by seven data indicators that identify
       the risk level for each county and a corresponding color code to represent that risk level.

   •   Please contact us if:
          o If you have PPE to donate, if you have any PPE needs or have any questions.
          o If you know citizens looking to purchase masks, please connect them with our office and
              we can give them the contact information of local mask sellers.
          o The EMA has kits for Wood County for-profit small businesses (under 100 employees)
              that contain PPE and hand sanitizer. These kits were provided through JobsOhio to
              Wood County Economic Development and are at no cost to the business. These kits
              are first come, first served. Please email us with your business name, address, point of
              contact, and how many employees you have if you are interested.

Public Health:

   •   There have been 259,499 confirmed COVID-19 cases in Ohio. There have been 3,445 cases
       (total confirmed plus probable) in Wood County, presently 425 active cases, of those 262 are or
       have been hospitalized, 105 deaths.
   •   Your mental health is just as important as your physical health. COVID CareLine 1-800-720-
       9616. Free, confidential emotional support call service. Licensed professionals are available to
       talk 24/7.
   •   The Wood County Health Department has issued guidance on COVID or flu. By getting the flu
       vaccine, you are less likely to get sick and/or spread the flu virus to others. Since both COVID-
       19 and the flu have similar symptoms, it is important to contact your health care provider to
       discuss your symptoms and ask if you should be tested for COVID-19 or the flu.

Law Enforcement/Fire/EMS:
   • The Wood County Sheriff’s Office now has the option for cell phones to text 9-1-1 in an
      emergency.
          o Enter 911 in the “To” field
          o The first message to 91-1- should be brief and contain the location of the emergency
            and type of help needed.
          o Push the “Send” button
          o Be prepared to answer questions and follow the instructions of the 9-1-1 call taker.
          o Text in simple words and do not use abbreviations.
          o Keep text message brief and concise.

   •   Cygnet Volunteer Fire: Our department will be holding a food drive. We will start collecting food
       on Saturday 10/31/2020 until Friday 12/18/2020. Any contribution you can make will be helpful
       to families in our community in need. Any cash, checks, and gift cards will be used by the
       department to purchase more food and meat to give away to the families in need. To drop off
       food, please message us on here, contact any member of our department, or call 419-889-
       2143. We will also have a drop box set up at BH&H Snacks and Gas in town.

BGSU:
  • The BGSU COVID Response Hotline: 419-372-3000 is open M-F 8am-8pm and Saturday from
      10am-2pm. Students, staff, and faculty can email health@bgsu.edu or call the hotline if they
      have a pending COVID test or to report a positive result to begin contact tracing.
  • BGSU has launched the #campusclear app which can be downloaded for free and used for

•   Amazon has donated $25,000 to the Rossford Schools to support their STEM program.
   •   Lake Twp Schools: When COVID originally hit and the schools closed, teachers were
       extremely worried about their students having food to eat. Some kids' only meals are the ones
       they receive at lunch during school. They collect donations of nonperishable items and will pack
       the items into a back pack for the child(ren) to take home over the weekend or over extended
       breaks. An Amazon Wish List has also been created for those who cannot drop off items but still
       wish to donate. The items on the list are just examples and the department will accept any

   •   Penta County Career Center: Effective Tuesday, November 10, 2020, Penta Career Center
       will be modifying its current schedule for all high school students and will transition to a hybrid
       model. This means that all students from Wood County schools (Bowling Green, Eastwood,
       Elmwood, Lake, North Baltimore, Northwood, Otsego, Perrysburg, and Rossford) will be on
       campus on Tuesdays and Thursdays each week. Students from all the other member schools
       (Anthony Wayne, Benton- Carroll-Salem, Genoa, Maumee, Springfield, Swanton, and
       Woodmore) will attend school on Wednesdays and Fridays. The other three days of school will
       be remote learning. All instructional staff are required to report to campus five days a week.
        This schedule will be in effect for a minimum of two weeks. In addition, Penta will be modifying
       its schedule for Tuesday, November 24. This day will be a full remote learning day where
       students will follow their schedule on-line.
            “At this time, we feel we need to transition back to our hybrid schedule because of the rise in
       the number of students and staff being isolated or quarantined due to COVID-19,” says Edward
       Ewers, superintendent. “This hybrid schedule still allows us to deliver on our promise to provide
       a high quality career-technical education by having students actively engaged in their career
       and academic classes.”

Local:
   • Wood County along with a number of other counties are migrating to a new email suffix to meet
       requirements set by the Ohio Board of Elections. The new Wood County suffix will be
       @woodcountyohio.gov replacing @co.wood.oh.us. The prefixes will continue to be the same.

•   Wood County 3rd annual personal shredding event: Saturday Nov. 14, 2020 9am-12pm.
        Located at Wood County JFS parking lot. Wood County residents may bring up to 5 bags or
        boxes of paper items to shred onsite as you watch. All they ask is that you provide a gift card or
        cash donation. Masks required if you get out of your car and social distancing requirements
        encouraged.
•   Leaf pick up has begun in many communities; please make sure the leaves are not in the street and
    blocking sewer drains. Please check with your community for specific information.
•   Lake Township Police Department for the third straight year will offer a holiday package service to
    all township residents to have their packages shipped to the police department and pick them up
    later. This project is designed to allow safe delivery of holiday shipment’s for residents who would
    not normally be home during the daytime. The program also discourages theft of these packages
    by thieves who may be trolling the area. For more information, contact Ron Craig, community-

•   The Amazon Fulfillment Center is now open in Rossford.
•   The City of Perrysburg has initiated a process to create a Land Use Plan, which will guide the
    community for years to come. A virtual meeting will be held November 11, 2020 from 6:00,p.m. to

•   Great Lakes Community Action Partnership is offering financial assistance for past due mortgage,
    rent, and water and sewer utility payments. This funding is for Ottawa, Sandusky, Seneca and
    Wood County residents who have experienced financial hardships due to the COVID-19 pandemic.

•   Beginning Thursday, November 12 - Walbridge Residents who have been financially disrupted due
    to Covid19/CoronaVirus are welcome to apply for a $50 gift card to a local grocery store. These gift
    cards are available on a first come, first serve basis. We will be offering fifty (50) of these gift cards.
    We want to ensure those in need have a wonderful Thanksgiving Day meal.
         o Please provide some documentation for visual inspection to our Fiscal Officer (privacy will
            be adhered to). Office hours are 8am-430pm, Monday through Friday (closed Veteran's
            Day). This documentation may be a State Unemployment Application or Notification, a utlity
            disconnection notice, or some other document showing a loss of income due to the
            pandemic.

•   Every year the department likes to pick an organization to donate items to. This year we are going
    to donate to the "Glider Pack Program" at Lake Local Schools.
