INTRODUCTION
The Ohio Child Welfare Training Program promotes the
delivery of high quality, culturally responsive, family-centered
services to children who have experienced or are at risk of
abuse, neglect, or dependency, and their families. We
provide competency-based training, primarily to the public
agency professionals, caregivers, and adoptive parents who
serve them. We collaborate with other service providers to
promote the delivery of competency-based training. We
advocate for public policy and practice standards that reflect
best child welfare practice.

The Ohio Child Welfare Training Program is a cooperative
effort of the Ohio Department of Job and Family Services, the
Public Children Services Association of Ohio, OUCCAS, and
the eight Regional Training Centers. Funding for the program
is provided by the Ohio Department of Job and Family
Services.

The Ohio Child Welfare Training Program is a model program
that includes these essential elements: Utilization of a
“Universe of Competencies”. Competencies are statements of
knowledge, skills, and values required for workers to do their
jobs.

Use of an Individual Training Needs Assessment Instrument.
Trainers must have the appropriate course content
knowledge, the necessary adult training skills, and the ability
to promote family-centered, culturally competent practice.

Development of Job-Related Training Content. Training
content relevance is assured by using our “Universe of
Competencies” as the guide to curriculum development.

learning activities promote the effective and continuing

application by trainees to their jobs of the knowledge and skills
gained in training.

A Statewide System for the Delivery of Training. Training is
developed and delivered based upon data gathered from
ongoing training needs assessments of workers in each
region.

Training is provided locally through eight Regional Training
Centers, located in the following counties:

Today’s teenagers face many challenges as they transition to
adulthood. Youth in care have not only the typical challenges
youth experience, but also additional challenges directly
related to the life experiences of child maltreatment (Texas
Foster Care Transitions Project). This workshop takes an
exploratory view of resiliency and seeks to answer:
What is resiliency, and how can it help youth in care effectively
heal from trauma? What are the 10 components to resiliency,
and how can youth benefit from them? What are the barriers
to becoming resilient? How can we help a child develop the
habits, attitude, and skill set it takes to become a resilient
teenager?

It is estimated that over 30 million children under the age of
18 use the internet (U.S. Department of Justice). Generation
Y is the largest segment of the U.S. population with internet
access. Although the internet is a great educational and social
networking tool, there are also very real dangers that lurk in
the virtual world. This workshop deals with internet maladies
in the form of sexting, internet predators, cyber-bullying, and
youth internet addiction, as well as what social workers can
do to empower caregivers to help keep youth safe in
cyberspace.

The "Backpack Challenge", "Blue Whale Challenge" 'Knife
Song Challenge", "Fire Challenge", "Condom Challenge",
"Eraser Challenge", "Game of 72" and the "Choking Game"
all are seen as fun activities by today's youth. The fact is that
these are all dangerous games that can have deadly
consequences. These games can involve violence, risky
stunts, sexual activity or drug and alcohol abuse in the name
of fun and fitting in. In this workshop we will explore the
nature of these games, the motivation to play with peers, and
how caregivers can keep children safe.

Purposeful activity is vital to well-being and is unique to each
person. It is something that gets you out of bed in the morning.
These activities make you feel like a contributor, build your
sense of self-worth, give you satisfaction and meaning, and
help you rise from the challenges to cope with adversity. How
can you nurture a child to find purposeful activity in day-to-day
life, especially when they are exiting a world that was
neglectful? This session will explore resources to find the
many activities and techniques to engage children in these
activities. Participants will also discuss re-direction techniques
toward appropriate, purposeful activities.

This training will help caregivers understand how trauma can interfere
with children's development and functioning, and how children of
different ages may respond to trauma. Caregivers will be introduced to
the concept of the "invisible suitcase" and how trauma-informed
parenting can "repack" the suitcase. They will gain an understanding
of the difference between physical and psychological safety and be

Many of the children and adolescents in care have birth
parents who suffer from some type of mental illness. It is
critical for foster parents and kinship providers to have a basic
understanding of mental illness and the workings of the
system set up to treat them. This workshop will provide a
discussion about the feelings of the children in regard to their
parents' illness. It is critical that everyone who interacts with
parents continues to grow in their understanding of these very
vulnerable people.

Many children suffer from a pathology classified by the
American Psychiatric Association as Attention Deficit Disorder
(ADD). The goal of this course is to provide foster parents with
an understanding of what is going on in their child and how to
manage it. The course covers practical skills and interventions
at each stage of child development and applies methods
throughout the life cycle. This class is short on theory and
heavy on what to do now. This three-hour workshop will
provide participants with an understanding of the origins of the
pathology, family reactions, signs, symptoms, and
interventions.

This presentation seeks to clarify the continuum of reactions that child
welfare workers and supervisors, and other helpers and healers, may
experience due to exposure to secondary and primary trauma in their
work. Participants will learn risk contributors to developing burnout and
secondary traumatic stress, as well as mitigating factors. A range of
self-care domains will be discussed, including conceptualizing self-
care in alignment with Dr. Siegel’s Healthy Mind Platter (Siegel, 2011).
The facilitator will guide participants through several experiential
activities, including a chair yoga demonstration, breathing exercises,
guided meditation, and development of an individualized self-care plan
using SMART goals.

The topic of sibling sexual abuse is a disheartening
phenomenon that most likely is far more prevalent than
previous research has acknowledged. In fact, the occurrence
of sibling sexual abuse remains the least recognized form of
incest because it is often hidden behind a curtain of secrecy.
Unfortunately, there continues to be many misconceptions
that are perpetuated from the lack of awareness and research
related to sibling sexual abuse. Consequently, kinship, foster,
and adoptive caregivers often confront the complex
challenges associated with sibling sexual abuse. This
workshop will provide an overview of the current data
associated with sibling sexual trauma. Specific strategies will
be offered to assist caregivers who serve children and families
impacted by sibling sexual abuse.

   • When do children understand they are lying?
   • Why do children lie?
   • How can parents prevent lying?
   • How might parents accidentally model lying without
       even realizing it?

Finally, "Truth or Consequences" will provide practical tools
for responding to lies in ways that encourage permanent
truthfulness.

The inability to self-stimulate contributes to a significant amount of
negative behavior expresses, impulsivity, and engagement in high-
risk behaviors across ages. Adolescents who struggle with the self-
regulation have difficulty engaging with their peer groups, and even
those who have no history, may exhibit signs of poor regulation due
to the imposed social restrictions. This workshop will help
participants understand the clinical descriptions of boredom,
loneliness, and apathy to improve treatment applications because
of enhanced evaluations of their impact and influence on mental
wellness. Participants will discuss the impact of the COVID19
precautions on mental wellness and the link to boredom or
loneliness. Participants will gain awareness of clinical strategies to
support clients who struggle with self-stimulation and/or
socialization related to depression, anxiety, or life adjustment.

Trainer: Laura Gaines, M.S.W., L.I.S.W.-S.

Child welfare work involves many crisis conversations. This work finds us
face to face with hurting people. We may also be those hurting people.
Trauma Informed Care is meant to be a full 360 – not just for the “clients”
but also for the caregivers and professionals. How do we prepare
ourselves to help, and to be helped? To support and to reach out for
support? Just as trauma is defined as something that is overwhelming,
crisis conversations are those that may overwhelm your internal or
external resources. Topics such as suicidal ideation, self-harming, rage,
extreme helplessness, or violence can be overwhelming. And just as
trauma is personal, a crisis conversation can be a conversation that hits
us the wrong way, at the wrong time. Crisis conversations can be
exhausting. Even after years in the field there are conversations that leave
you wishing for escape. It can be difficult to admit to feeling “done in”.
Self-assessment and preparation will allow you to better serve those you
are helping today, and in the future. Being prepared increases your ability
to care for others while maintaining your own resilience. Trauma Informed
Care involves a full 360-degree approach to crisis conversations. At its
most basic a trauma-informed approach (1) realizes the prevalence of
trauma; (2) recognizes how trauma affects all individuals involved with the
system, including its own workforce; and (3) responds by putting this
knowledge into practice (SAMHSA, 2012). Having a trauma informed
response to crisis conversations includes a large set of skills that can be
learned or improved upon.
