                            Dear Colleagues:

                            I want to thank Rockford Public Schools District 205 for so graciously hosting our most recent Board meeting. The
                            meeting space was beautiful and the food was delicious, but most importantly, our hosts reminded us all of why we
                            do what we do. They took us on a tour of two schools, where we got to see some of the innovative programs made
                            possible by Evidence-Based Funding (EBF). The STEAM Academy at Haskell Elementary School uses hands-on,
                            inquiry-based education to integrate reading, writing, and math with science, engineering, coding, and the arts.
                            Haskell students spend an extra 20 minutes at school every day, get time with arts specialists, and have the option
                            to start band two years early. The student population is 75 percent low-income and 63 percent Black.

                            We also toured the Roosevelt Community Education Center, which gives new meaning to the term “alternative
school.” Roosevelt offers high school, prekindergarten, adult education, and a day care all in one location. Students can take dual credit
courses, participate in work-based learning, or progress at their own pace using Roosevelt’s competency-based model. The Roosevelt
community has produced some spectacular results. Students have built a street-legal, fully electric car from the ground up. As one school
official told us, this feat makes Roosevelt “the Tesla of Rockford.”

Haskell and Roosevelt are just two of Rockford’s 44 schools, but EBF has propelled changes districtwide. Most importantly, Superintendent Dr.
Ehren Jarrett says the district used the state’s EBF concept to take a closer look at how it was funding schools. Administrators found that they
were spending the most money on schools where students had the lowest need, so the district analyzed its site-based expenditures and
created its own EBF formula to guide the distribution of resources within the district, resulting in more social-emotional learning on every
campus and scores of new and creative community partnerships.

One of the most inspiring programs at RPS is its Grow Your Own initiative. It includes an Education Pathway program that provides high school
students with a variety of opportunities to explore and prepare for the teaching profession. In their senior year, these students can take two dual
credit courses that count toward an education degree. Each year, as many as 20 RPS students are selected to continue college studies with
reduced tuition at Rockford University – they can even continue on to earn a master’s degree in urban education at no cost. Ninety-five
students have participated in this program since 2017.

Thank you to Dr. Jarrett and the rest of the Rockford district leaders and teachers who showed the ISBE Board members and me a portion of
the wonderful things you’re doing for RPS students.

    ISBE AND IDPH UPDATED GUIDANCE
    ISBE and IDPH released the following updated COVID-19 guidance document on March 30:

    PREPARING FOR COVID-19 SURGES
    The number of Illinoisans being infected with SARS-CoV-2 and those hospitalized or suffering other adverse outcomes related to COVID-
    19 has sharply decreased since January 2022. As of March 30, 2022, COVID-19 community levels were low in every county in Illinois.
    Unfortunately, the prospect of new variants of concern, the potential seasonality of transmission, and underlying social and medical
    vulnerabilities increase the likelihood that we will experience future waves of morbidity and mortality. To ensure the state is prepared for
    the next surge of COVID-19, ISBE and the Illinois Department of Public Health ask that Illinois schools have updated emergency plans in

ESSER FUNDS: OFFICE HOURS COMBAT LEARNING LOSS
Rantoul Township High School District 193 is using its federal relief funds to support social-emotional health and academic recovery by adding
office hours (https://illinoisnewsroom.org/rantoul-schools-add-office-hours-to-combat-learning-loss/) to the end of the school day. District 193
students can meet one-on-one with a teacher, social worker, or counselor at the end of each school day. The district reports that this extra hour
has already improved pass rates among students. Relief funds cover transportation costs and stipends for the extra staff time that is required.

MULTILINGUAL INSTRUCTIONAL LEADERSHIP PATHWAY
Roosevelt University’s Multilingual Instructional Leadership Pathway grant is an initiative to increase the number of diverse Chicagoland
principals who are committed to serving multilingual or underrepresented and diverse communities. This grant is designed to support
experienced teachers and school support personnel in becoming school leaders through obtaining a master’s degree in instructional leadership
and principal licensure on a current professional educator license. ​The grant will provide significant support for tuition and cover more than 50%
of tuition for admitted candidates.
      Courses are available through remote instruction during the school year and in-person on our Chicago and Schaumburg campuses during
      the summer.
      The program starts in June.

ILLINOIS SCHOOL LEADER PIPELINE PROGRAM
The purpose of the Illinois School Leader Pipeline Program (https://ilprincipals.org/illinois-school-leader-pipeline-program/?
utm_source=informz&utm_medium=email&utm_campaign=link&_zs=KJK1i1&_zl=OR1H8) (ISLPP) is to identify, develop, support, and sustain
diverse cohorts of aspiring school leaders as they progress through preparation to attainment of school leadership (principal or assistant
principal) positions. The Illinois Principals Association (IPA), the Illinois Council of Professors of Educational Administration, and the Black
Educational Advocacy Coalition will collaboratively coordinate and deliver the Illinois School Leader Pipeline Program with grant support from
During this inaugural year, the ISLPP will offer 100 aspiring school leaders entering their first year of principal preparation the following
support:

      $7,500 of tuition support ($2,500 for each of the fall 2022, spring, 2023, and summer 2023 semesters).
      20 hours of mentoring by an experienced school leader who has received significant mentor training.
      $500 to offset five days of subbing costs so the aspiring leader can engage in school-based leadership activities.
      Aspiring IPA membership to connect the aspiring school leaders to the largest professional learning network of school leaders in the state
      of Illinois.

ILLINOIS PRINCIPAL FELLOWSHIPS
ISBE has partnered with the University of Illinois at Urbana-Champaign Department of Education Policy, Organization and Leadership
(https://education.illinois.edu/epol) to strengthen the principal pipeline. We’re looking for teachers with strong leadership potential to enroll in
the Educational Administration Program (https://education.illinois.edu/epol/programs-degrees/educational-administration-leadership/edm) and
earn their school administrator endorsement. The program includes:

      Prestigious Illinois Principal Fellowships for (i) educators of color or (ii) educators from rural school districts that cover tuition, the
      application fee, and a stipend for other costs.
      Competitive tuition rates for all students.
      A hybrid instructional model, with in-person attendance two Saturdays each semester and other course meetings held online.
      A master’s degree and principal endorsement in two years (five semesters, including one summer), with options for a doctorate for
      candidates who already have a master’s.
      As always, access to Illinois' flagship public university, 100% faculty-taught courses, the largest public university library in the United
      States, and a graduate program that is ranked in the top 10 nationally in educational administration.

WORLD QUANTUM DAY
In recognition of the first World Quantum Day (https://worldquantumday.org/), the Illinois Department of Innovation & Technology (DoIT) is
hosting the “What is Quantum Science and Why Should I Care” webinar from 4-5 p.m. Thursday, April 14. This webinar will feature panelists
from Illinois who will explain the science and applications as well as share learning resources and career opportunities in related fields.

FY 2022 AP EXAM FEE REDUCTION
ISBE is participating in the College Board's state direct-billing program for fiscal year 2022 AP Exams. The final fee invoiced to a public school
for a fee-reduced student for any AP Exam (including AP Seminar and AP Research Exams) is $15 per exam. To be properly credited, each
eligible student must have their fee reduction status indicated in AP Registration and Ordering (https://myap.collegeboard.org/login?
SFMC_cid=EM688617-&rid=30603785) by 10:59 p.m. April 30. See the “AP Fee Reduction Policy” section in the AP Coordinator’s Manual,

For public schools in Illinois, the College Board will deduct the amount the state is covering per qualifying exam from your school's invoice and

PARENT MENTOR PROGRAM APPLICATION NOW AVAILABLE
The Parent Engagement Institute is looking for community organization and school partnerships in Illinois to apply for this grant to start the
Parent Mentor Program in public schools. The Parent Engagement Institute anticipates the average grant amount would be $80,000 to start up
and run the Parent Mentor Program in two schools, with a cohort of eight parent mentors in each school during the 2022-23 school year.

Parent mentors help address persistent equity gaps in their own children's schools by volunteering in classrooms for two hours/day for at least
200 hours. The parent mentors access weekly training on instructional practices, leadership and career opportunities, mentoring from a
teacher, and stipends. Parent mentors support each other within their cohort to pursue their dreams and unite the school community for long-

PARENTING EDUCATION PILOT APPLICATION NOW AVAILABLE FOR ALL ILLINOIS HIGH SCHOOLS
ParenTeach, which is directly aligned to Illinois' social-emotional learning (SEL) and health and wellness standards, trains high school
educators to deliver an easy-to-implement 10-day unit on parenting and caregiver fundamentals called ParentABLE. This interactive curriculum
helps students develop a foundational understanding of positive parenting and caregiver practices. ParentABLE includes information about the
importance of early learning on brain development, child development, the power of resilience, and positive parenting.
This 10-day (35 minutes unit per day) course can support the following high school areas: health and wellness coursework, Career and
Technical Education (CTE), child development, small group counseling interventions, credit recovery, and alternative placement schooling

MEDICAID EXPANSION FOR SCHOOL HEALTH LEARNING COLLABORATIVE
The Illinois Department of Healthcare and Family Services is in the process of expanding the state’s school-based Medicaid program to allow
The Healthy Schools Campaign (HSC) is recruiting up to 10 new school districts to participate in the second cohort of the Medicaid Expansion
for School Health Learning Collaborative, which will launch in September. This will help districts take advantage of this opportunity and provide
support in navigating other changes to the school Medicaid program that affect reimbursement.

This collaborative will allow HSC to provide free training, technical assistance, and peer-learning opportunities to assist school districts in
expanding Medicaid billing for school health services and using the additional funds to provide new services and supports for students.

PHYSICAL FITNESS ASSESSMENTS
ISBE has received inquiries regarding the applicability of the Fitnessgram assessment for the 2021-22 school year. Pursuant to Section 27-6.5
of the School Code, the requirements for the Fitnessgram assessment do not apply “if the Governor has declared a disaster due to a public
health emergency pursuant to Section 7 of the Illinois Emergency Management Agency Act.” [105 ILCS 5/27-6.5
(https://www.ilga.gov/legislation/ilcs/fulltext.asp?DocName=010500050K27-6.5#)] Illinois continues to be under the aforementioned disaster
declaration, most recently reissued March 4; therefore, the Fitnessgram assessment will not be required for the 2021-22 school year. For more

NEXT DATA COLLECTIONS Q&A APRIL 14

ISBE Data Strategies and Analytics Department will continue hosting a webinar on the second Thursday of each month. The purpose of these
webinars is to give Illinois school districts a chance to ask ISBE staff questions about ISBE data collections.

DEVELOPMENTAL SCREENING DATA COLLECTION
ISBE funds the Child Find Project with IDEA Part B Preschool Discretionary dollars to develop and disseminate public awareness materials to
school districts, special education cooperatives, and Child and Family Connection (CFC) offices. Programs should report developmental
