PUBLIC Technical Talk with RF Reminder 2022 ERO Enterprise Compliance Monitoring and Enforcement Program (CMEP) Implementation Plan (IP) Version 1.0 The ERO Enterprise is pleased to release the 2022 CMEP IP describing the risks that will be priorities for the ERO Enterprise’s CMEP activities in 2022. Collectively, NERC and each Regional Entity (RE) have worked collaboratively through this CMEP IP’s development to evaluate reports of NERC committees, ERO Enterprise analysis of events, and NERC reliability assessments to identify the existing and emerging risks to reliable and secure operations. PUBLIC Technical Talk with RF Reminder Cold Weather Standards Project 2021-07 Extreme Cold Weather Grid Operations, Preparedness, & Coordination Standard Authorization Request 1. A 30-day formal comment period for Project 2021-07 SAR is open through 8 p.m. Eastern, Tuesday, December 21, 2021. Use the Standards Balloting and Comment System to submit comments. 2. Nominations are being sought for SAR drafting team members through 8 p.m. Eastern, Tuesday, December 21, 2021. Use the electronic form to submit a nomination. PUBLIC Technical Talk with RF Reminder Compliance Practice Guide Updates There are two new CMEP Practice Guides posted to the NERC Compliance Guidance web page. • Evaluating Blackstart Documented Procedures • Cold Weather Preparedness The Blackstart Practice Guide provides guidance to CMEP staff around evaluating documented procedures for identifying and starting Blackstart Resources. The Cold Weather Practice Guide provides guidance to CMEP staff around understanding entity risk and evaluating entity practices and controls, relative to cold weather preparedness, during CMEP activities.
PUBLIC Technical Talk with RF Announcements 2021-2022 Winter Reliability Assessment NERC’s assessment for the upcoming winter finds that reliability risk is elevated in regions that are especially vulnerable to extreme weather, natural gas supply disruptions and low hydro conditions. NERC’s 2021–2022 Winter Reliability Assessment advises industry to ensure the readiness of operating plans to manage potential supply shortfalls and take proactive steps for generator readiness, fuel availability and sustained operations in extreme conditions. PUBLIC Technical Talk with RF Reminder System Operator Survey Dear Certified System Operators, The North American Electric Reliability Corporation (NERC) invites you to participate in a job analysis validation survey. This survey is part of ongoing development for the NERC certification program. The purpose of this survey is to identify the tasks and knowledge reflective of the system operator job roles. The results of the job analysis survey will be used to update the specifications for the NERC certification examinations. The survey consists of 1) a series of demographic questions that relate to your job role, and 2) a series of questions asking your opinion on the importance and frequency of use of 31 job tasks and 30 knowledge areas associated with the system operator job roles. The survey should take approximately 30 minutes to complete. Please answer all questions on the survey from your position-specific perspective, and not from an entity-specific perspective. Your individual responses will be kept confidential and will be combined with those of other respondents. Only staff persons from NERC and their designated contractor, PSI Services, will have access to the data collected. Aggregated data from this survey will be published in a report that summarizes the process used to develop the specifications for the NERC certification exams. Survey closes December 17, 2021.
PUBLIC Technical Talk with RF Announcements Analysis and Risk Mitigations for Loss of EMS Functions (2018 – 2020) Report The NERC Energy Management System Performance Special Assessment (2018- 2019) developed by the NERC EMS Working Group of the NERC Event Analysis Subcommittee was endorsed by the NERC RSTC for publication in April 2021. The ERO Event Analysis Program is improving the resolution of the contributions of EMS outages reported using EOP-004-4 by adding the first full year of 2020 EMS events reported through the ERO Event Analysis Process to the study period. This document examines trends, event root causes, and contributing causes identified from 2018–2020. Document Link
PUBLIC Technical Talk with RF Announcements New E-Learning on Real-time Assessments SERC has created a new E-Learning with the following objectives: • Identify the basic definition of a Real-time Assessment (RTA). • Identify the Reliability Standards that are associated with the RTA. • Identify the different tools and components that make up the RTA. • Identify vulnerabilities that can reduce RTA capability and reliability. • Describe internal controls used to detect problems with the RTA process. This training is for anyone in Compliance wishing to learn more about RTAs and the associated Standards, plus it can be used to supplement training for System Operators, Operations Support, and associated personnel in the Control Room. PUBLIC Technical Talk with RF Announcements Reliability and Security Technical Committee (RSTC) Meeting December 14-15, 11:00 a.m. – 4:30 p.m. Eastern The RSTC is a standing committee that strives to advance the reliability and security of the interconnected bulk power system (BPS) of North America by: • Creating a forum for aggregating ideas and interests, drawing from diverse industry stakeholder expertise, to support the ERO Enterprise's mission. • Leveraging such expertise to identify solutions to study, mitigate, and/or eliminate emerging risks to the BPS for the benefit of industry stakeholders, the NERC Board of Trustees (Board) and ERO Enterprise staff and leadership. • Coordinating and overseeing implementation of RSTC subgroup work plans. PUBLIC Technical Talk with RF Announcements New ERO Enterprise Registration Procedure This procedure was updated to help new entities who are candidates for registration with NERC understand key terminology, how the Registration process works, and initial responsibilities for the entities, NERC, and Regional Entities (REs). NERC together with the six Regions form the ERO Enterprise. In accordance with the regional delegation agreement (RDA), the Regions have been assigned the responsibility of initiating the registration process for entities functioning as owners, operators, and users of the BPS. While this document primarily outlines Registration and other related processes, the document also contains important information regarding certain registration processes that are relevant to existing registered entities as well. This package also provides new entities and current Registered Entities alike, with a wealth of valuable information and reference materials pertinent to NERC registration and certification, compliance, entity profile questionnaires and risk assessments, Section 1600 mandatory reporting requirements and much more. PUBLIC Technical Talk with RF Announcements Save the Date: Monday, January 24, 2022, 2:00 – 3:30 p.m. RF Webinar on the FERC and the ERO Enterprise Joint Review of Protection System Commissioning Programs In January, RF include NERC staff will be debriefing the joint report on the commissioning of protection systems. The goal of the joint review and report was reducing misoperations attributable to protection system commissioning (PSC) by identifying opportunities for improvement and developing recommendations and best practices for registered Transmission and Generator Owners’ PSC programs. Our intended audience includes • Substation Electricians/Supervisors, • Substation Field/Commissioning Engineers, • Relay Technicians, and Relaying Engineers, • Communications Engineers/Technicians, and • Company Trainers plus Human Performance Specialists.
