What is the Consolidated Plan? u Planning document for the State of South Dakota u Five year plan (2018-2022) housing and community development plan u Created with public input u Report to US Department of Housing and Urban Development for the following programs: Community Development Block Grant (CDBG) Emergency Solutions Grants Program (ESG) HOME Housing Trust Fund (HTF)
Community Planning and Development Programs To develop viable communities for low and moderate-income persons by providing: u decent housing u suitable living environment u expanding economic opportunities
Today’s meeting is to gather public input regarding housing, homelessness, and economic opportunities for creation of the 2021 Annual Action Plan. u What is working? u How can we improve? u What are some new ideas to consider? u What additional information can we share? u What questions do you have?
Provide grant funding to units of general local government in non-entitlement areas, demonstrating greatest need and addressing local need of low and moderate-income persons. National Program Objectives Must meet one of three national objectives in addition to being eligible activity: • Benefit to low and moderate income persons • Eliminate slums and blight • Urgent Need or Imminent threat to public health or safety

Application/Funding u Incorporated Municipalities and Counties (except Sioux Falls, Rapid City, Tribes) u Two Funding Rounds – April 1 & October 1 u Maximum Grant Amount - $770,000 u 2020 Allocation was $5,946,912 u Four separate accounts* § Community Projects Account - $4.9 million* § Max. 15% - Public Service / Job Training activities § Special Projects Account - $500,000 § Urgent Need Account - $500,000

Funding to serve homeless or those at risk of becoming homeless u Renovation or rehabilitation of a building used for emergency shelter u Operating expenses of the emergency shelter u Essential services and street outreach u Rapid re-housing and homelessness prevention § Rental and security deposits § Rental and utility arrears § Rental assistance – up to 24 months § Other housing related expenses
u Applicants can be unit of local government or nonprofit organization (domestic violence agencies, community action agencies, homeless shelters) u 18 month grant agreement u Maximum grant of $80,000 u Annually fund 20-25 organizations u Each applicant must provide 1 for 1 match u Annual application cycle; applications due end of May u Estimated $600,000 annual funding
To address the COVID-19 pandemic, HUD provided a supplemental allocation of ESG funds as authorized by the Coronavirus Aid, Relief and Economic Security (CARES) Act. These funds are to be used to prevent, prepare for and respond to coronavirus pandemic among individuals and families who are homeless or receiving homelessness assistance. The funds also support additional homeless assistance and homelessness prevention activities to mitigate the impact of COVID-19. u South Dakota received a total of $7,754,851 u Funding was provided in two different allocations u The first allocation of $2,199,893 was awarded to 9 subrecipients across the state in June 2020.
ESG-CV Continued… u The second allocation of $5,554,958 was split into 2 application rounds. § A general application totaling $4,166,218 includes a $1M set-aside for services provided to tribal communities closed January 29, 2021. Awards will be released by end of February. § The second round totaling $1,388,740 is open now and will provide funding to 3 pilot project areas – Cheyenne River Reservation, Pine Ridge Reservation and within 100 miles of the Pierre area. This round closes February 26, 2021. u This supplemental funding includes the same components and activities of traditional ESG with some added flexibilities and activities: § Temporary Emergency Shelter, Portable handwashing stations & bathrooms, Training on infectious disease prevention, Hazard Pay, Landlord Incentives, Volunteer Incentives u The ESG-CV Notice is available at this link: Notice CPD- 20-08: Waivers and Alternative Requirements for the ESG Program Under the CARES Act - HUD Exchange
Primary emphasis is Housing Development u Preservation of existing affordable housing u New Construction where there is identified need u Special Needs Housing u Homeownership Opportunities
u Applicants - nonprofit or for-profit developer u New construction, Acquisition/Rehabilitation or Rehabilitation u Multifamily or single family housing units u Homeownership or rental housing u Zero percent (0%) interest rate, variable terms u Subordinated mortgage position u Income and rent restrictions – at or below 80% AMI u Match requirement of 12.5% of HOME amount u Annual Application Cycle
Funding Amount Approximately $5 million available Current Set-asides u CHDO (Community Housing Development Organizations) – 15% of entitlement (est. $450,000) u Homeowner Rehabilitation - $1,000,000 u Homebuyer Assistance Program - $200,000 u Security Deposit Assistance Program - $200,000 u Difficult to Develop - $500,000 u Homeownership Development - $500,000 u Rural Housing Development - $1,000,000 u Disaster Recovery - $500,000 (Rehab and SDAP)
Application Cycle Applications due last working day of July, excluding applications for the following set- asides: Homeowner Rehabilitation, Homebuyer Assistance, Security Deposit Assistance, Homeownership Development, and Rural Housing Development. Allocation Plan 2020-2021 Allocation Plan
• Created under the Housing and Economic Recovery Act of 2008; funded from Fannie Mae and Freddie Mac • Interim rule published Jan. 2015 - https://www.gpo.gov/fdsys/pkg/FR-2015- 01-30/pdf/2015-01642.pdf • Housing for extremely low-income (30% AMI) • May serve very low-income (50% AMI) if program funding exceeds $1 billion
• Formula grant - receive $3.0 million annual minimum funding since program inception • South Dakota utilizes funding for rental housing • Rental housing 30 year affordability period • Similar eligible activities as the HOME Program • HOME and HTF income and rent limits published separately from Section 8 • Project failure requires State to repay HUD
u February 12th – public meeting via Skype 2:00 CT u February 26th - written comments due to SDHDA and GOED u March 9th - SDHDA Board of Commissioners meeting to approve Annual Action Plan (AAP) and Annual Performance Report (APR) u March 10th – AAP and APR made available to the public; 30 day public comment begins for AAP / 15 day comment period beings for APR u March 23rd - public meeting via Skype, 2:00 CT u March 26th - 15 day comment period ends for 2020 Annual Performance Report u April 12th - 30 day comment period ends for 2021 Annual Action Plan and housing allocation plans u April 20th - SDHDA Board of Commissioners meeting to approve final AAP u May 29th - Emergency Solutions Grants applications due u July 31st - HOME, Housing Tax Credit, Housing Opportunity Fund and Housing Trust Fund applications due
