THE WEEKLY OPERATIONAL NOTICE THE WEEKLY OPERATIONAL NOTICE is issued every Tuesday. An acknowledgement of its receipt is not necessary. Every person whose duty requires them to have a copy is held responsible for obtaining one of each issue, and for communicating to their staff any instructions applicable to them. If not received at the usual time or in doubt as to your obligations, contact your Supervisor. TEMPORARY REDUCTIONS OF SPEED OF TRAINS Notice to Drivers, Second Persons, Track Force Protection Coordinators and others. (a) (i) Repairs and renewals are being effected at the following places and, until further notice, the speed of trains must, if required, be reduced as shown. Each location will be protected when necessary, either by hand signals, or by special permanent way signals. Train Crews must keep a good look-out at these locations for such signals, which must be exhibited in accordance with these rules. (ii) In the absence of such signals, trains may be run at the ordinary rate of speed. (b) Drivers are reminded that repairs of lines necessitating reductions of speed, of which it has not been able to give notice, may be necessary at other places beside those mentioned in this notice. They must, therefore, be always on the lookout and be prepared to stop or to run at reduced speed whenever and wherever hand signal are exhibited. (c) Work Group Supervisors and others in charge of works at the following places where the requirements render it necessary that the speed of train be reduced, must understand that this information does not in any way relieve them of the responsibility of seeing that Competent hand signallers, furnished with the necessary Hand Signals and Audible Track Warners are stationed at the places named for the purpose of signalling in accordance with these rules, or that the special way Warning and Caution signals are exhibited, as each case may require. Special permanent way warning and Caution signals are exhibited at the locations contained in the following tables. For instructions regarding the use of these signals see Rule 7, Section 15 of the Rules and Operating Procedures 1994. (d) Unless otherwise specified, all reductions of speed shown in this notice apply until the issue of the next Weekly Operational Notice. Any temporary reduction of speed which appeared in the last issue of the Weekly Operational Notice, and which is not included in this edition, may be regarded as cancelled. (e) Subject to any temporary modifications in the foregoing or other current instructions, the permanent way reductions of speed and the speed limitations shown in the Working Time-tables, and all additions to and amendments thereof, must be carefully observed. Signallers, Train crews, Work Group Supervisors, Gangers and others must promptly report their Supervisors, any case in which they observe trains running in excess of the speed laid down at or between any of the points where speed is appointed to be reduced. SAFEWORKING NOTICES KERANG AVAILABLE AS A CROSSING STATION - 08.08.2019 On Thursday 8th August 2019, access to No. 2 Road at Kerang and all associated station yard sidings will be Booked In for Use by V/Line S&C. Access to No. 2 Road via Main Line Points ‘C’ and ‘H’ will be restored to use. To facilitate the Cross at Kerang as described via S.19/4605, A V/Line Signaller and V/Line Signal Maintenance Technician will be in attendance and confirm with the Train Controller that Kerang is permitted to be used as a Crossing Station. Following the cross as described via S.19/4605, Kerang will be Booked Out of Use as per SW.0138/2019 until further advised by this office. V/Line SW.0140/2019 ______________ ARARAT – MARYBOROUGH - DUNOLLY NR CLASS LOCOS Between Sunday 11th August 2019 and Monday 12th August 2019, 2 x NR Class locomotives are authorised between Ararat and Dunolly and return as published via “S” Circular, S.19/4622 under the following conditions – • The NR Class Locomotives are authorised to operate per 81 Class Locomotives and must not enter the V/Line Network at Ararat with more than 5000 litres of fuel in each locomotive. The Mass Tonnes Rating with restricted fuel will not exceed 129t per locomotive. • A Signaller will be in attendance to lock away the NR Class Locomotives at Dunolly per Section 34- 84 Dunolly. The Train Crew of D735V of Sunday 11th August 2019, will not be required to collect a Corridor Master Key from Maryborough. • On Monday 12th August 2019, Pacific National will conduct Brake Holding Tests at the following locations – -- Approximately KP: 189.000 between Derby Road Level Crossing (KP: 188.508) and Pyrenees Highway Level Crossing (KP: 191.237). -- Approximately KP: 232.000 between Amphitheatre and Elmhurst. • A V/Line Safeworking Supervisor will be in attendance to confirm with the Train Crew to ensure the testing location will be conducted clear of Level Crossing approaches at both testing locations. • Pacific National will conduct Brake Holding Testing in accordance with their Brake Holding Testing Procedure dated 19th July 2019 or as modified by Pacific National. • The Train Crew of 7938V of Monday 12th August 2019 will be in possession of a valid Train Order applicable to the Maryborough to Ararat Train Order Single Line Section. The Train Order issued will include instructions to test as required between Maryborough and Ararat. • Whilst the Train Order issued to 7938V of Monday 12th August 2019 to conduct testing as required between Maryborough and Ararat, no other On Track Authorities are to be issued applicable to the same Single Line Section. NORTH GEELONG C STANDARD GAUGE RAIL MOVEMENT TO NORTH SHORE YARD Effective 08:30 Hours Thursday 8th August 2019, the following revised alterations will be undertaken between North Geelong C and Corio Independent Goods Lines including North Shore Yard to permit manual operation of the signalling for restricted train operations for a single Standard Gauge Rail Movement to and from North Shore Yard only per S.19/4615. Train Operations will be restricted to the Dual Gauge Main Line, the Corio Independent Goods Line and the North Shore Yard. All Standard Gauge operations at North Geelong C must be routed via the Dual Gauge Main Line. The following portions of the North Geelong C Controlled area will not be available for Train Operations • Departure Track, • Arrival Track, • Grain Loop. Only one train movement at a time is permitted within the areas of Train Operations specified above. NORTH GEELONG C - POINT ALTERATIONS The following alterations have been undertaken to facilitate manual operation of the points for Train Running • Existing Points NGC 51U will be available for manual operation, the point machine secured with padlocks the key to which is held by the Signaller North Geelong C. • Existing Points NGC 67 is available for manual operation, the point machine secured with independent padlocks the key to which is held by the Signaller North Geelong C. • Existing Points CGL 43 is available for manual operation, prior to the Rail Movement as described in this circular, the Signal Maintenance Supervisor will confirm with the Signaller North Geelong C to ensure CGL 43 is secured in the Reverse position. • Existing Points CGL 37 and CGL 39 will not be affected by these works, however will be secured in the normal position to facilitate the Rail Movement as described within this circular. • Existing Points CGL 27D and Catch Points CGL 27U is available for manual operation as required. • Following the conclusion of the activities as described in this circular, the Signal Maintenance Supervisor will ensure CGL 43 is secured in the normal position with independent padlocks the key to switch is held by the Signal Maintenance Supervisor. NORTH GEELONG C - LEVEL CROSSING ALTERATIONS • The existing Flashing lights and Boom Barriers at the Separation Street Level Crossing will remain in service. • The Wagon Maintenance Access Crossing on the up side of the Separation Street Level Crossing has permanently closed and barriers installed. • The Access Crossing Strobe lights have been abolished. • The Access Level Crossing with Passive Protection, leading from Douro Street across the Through and Ballarat Sidings between the existing Stop Boards and the Separation Street Level Crossing will be provided at a later date. OPERATION OF ACTIVE LEVEL CROSSINGS Track Circuit operation of the active level crossing protection equipment will not be operational at • Separation Street - Dual Gauge Main line/Corio Independent Goods Line. • North Shore Road Level Crossing over the Corio Independent Goods Line. The above Level Crossings will be certificated to be manually operated through the operation of the level crossing test switch. Protection arrangements will be in place to manage the approach of rail traffic to these Active Level Crossings. Hand Signallers will be in position on the approach to Separation Street and North Shore Road Level Crossing Level Crossing during Train Running Periods. The Pedestrian Gates over the Corio Independent Goods Line at North Shore Road will not operate when the Test Switch is utilised to start the Level Crossing. Road Traffic Management will be required Close the Pedestrian Crossing prior to any Rail Movements on the Corio Independent Goods Lines. NORTH GEELONG C COMMUNICATIONS • Local Train Radio Channel 1 will be retained for communications between Train Crews and the North Geelong C Signaller. • For the issue of Caution Orders, recorded Radio Channel Number 45 can be used. OPERATION OF RAIL TRAFFIC TO CORIO INDEPENDENT GOODS LINES AND NORTH SHORE SIDINGS The following instructions will apply for the operation of a Rail Traffic under manual operations. • A Signaller will be in attendance at North Geelong C for all Rail Vehicle Movements. • Only one rail vehicle movement is permitted to be operated in the North Geelong C managed area at any one time. • The Signaller North Geelong C is responsible to ensure the points are correctly set and secured for the intended movement. UP STANDARD GAUGE TRAIN MOVEMENT FROM THOMPSONS ROAD • The ARTC Network Controller and the Signaller North Geelong C will confirm the passage of the Standard Gauge movement prior to the Rail Movement leaving Gheringhap. • The Signaller will ensure Points NGC 51U are set Normal for the Standard Gauge Movement. • The Signaller will confirm with the ARTC Network Controller that the approaching train can be accepted to the Dual Gauge Main Line for the Standard Gauge Movement. • Operation of the Thompsons Road Level Crossing and authority to pass Home Signal 72/40 will be in accordance with a Train Notice issued by ARTC. UP STANDARD GAUGE TRAIN MOVEMENTS TOWARDS CORIO INDEPENDENT GOODS LINE • The Signaller North Geelong C will ensure Points CGL 39 and CGL 37 are secured normal, CGL 43 are secured in the reverse position towards the Corio Independent Goods Line and NGC 67 are secured in the normal position towards the Corio Independent Goods Line. -- The Signaller will issue a Signallers Caution Order for Signal NGC 62 for the Standard Gauge Train departing the Dual Gauge Main Line. • The Signaller will confirm the operation of the Separation Street Level Crossing and then issue a Signallers Caution Order for Signal NGC 64. • On arrival at Signal CGL 26, the Train Crew will contact the Signaller and request permission to pass Signal CGL 26.
